Abstract

Small and Micro Enterprises (SMEs) in Indonesia play an important role as a vital source of employment, contribute significantly to of the country’s Gross Domestic Product (GDP ) and a crucial source of economic security for the lower middle class. However, during Covid-19 pandemic, SMEs have faced serious challenges that have had adverse impact on business operations. Government policies that were aimed at controlling the spread of Covid-19, that included Large-scale Social Restrictions (PSBB) policy and social distancing rules, have had adverse impact on SME economic activities. This study analyzes social capital in the management of SMEs in Bengkulu city. The research was based on primary data and secondary data sources. Meanwhile, data analysis involved frequency distribution statistics. The empirical results showed that social capital in the management of SMEs as manifested in mutual trust, business networks, and solidarity had positive impact on SMEs management in Bengkulu city.

Abstract

The article examines the possibility and challenges of redressing graduate unemployment through parent-employer collaboration that revolves around of remuneration of pre-service em-ployment. The paper used a qualitative research design involving a review of grey literature from published articles and reports on theories and challenges of global, regional and Uganda’s youth unemployment, particularly graduate unemployment and the strategies being applied to mitigate it. Paper findings show the potential for adopting the proposal, given the benefits it is likely to generate for parents, fresh graduates, employers and the government. The proposed arrangement equips fresh graduates with practical working experience which enhanc-es job prospects; employer obtains value added from fresh graduate services at lower cost, and an opportunity to recruit the graduate as a permanent employee; the parent enjoys reduced cost incurred on spending on endless search for jobs by students. Both the government and society benefit through lower social costs due to reduced time graduates spend unemployed as well as greater contribution realized from their work. Findings make significant contribution to knowledge and practice on alleviating graduate unemployment, through parent-employer col-laboration that generates benefits for parents, fresh graduates, employers and the government

Abstract

This research uses a gender perspective to explore the condition of home-based women workers during the COVID-19 pandemic and analyze coping mechanisms adopted to mitigate the social and economic vulnerability. By applying the feminist political economy framework, the research focused on the vulnerability of home-based women workers in the Special Region of Yogyakarta (DIY), Indonesia. Home-based women's enterprises constitute a major component of the local businesses. This research used a qualitative research design. Results showed that home-based women workers (PPR) are exposed to six traits of vulnerability, namely: Workers' exploitation and low wage standard; lack of social security; nonexistence of job guarantee and weak law protection; bearing the work risk that should be the employers' obligation; low bargaining position; and unregulated working hours. In addition, compounded by inadequate education and high domestic responsibilities, these women are vulnerable to political and economic conditions that are in part attributable to the societal context they find themselves in. However, amid these vulnerabilities, home-based women workers in DIY have developed resilience through community networks supported by a local NGO called YASANTI. Thus, local NGOs have played a significant role in strengthening PPR resilience in DIY.

Abstract

In this paper we discuss the connection between the concept of good governance and bureaucratic reform policy. Improving bureaucracy performance can be achieved by implementing good governance. However, another argument posits the notion that bureaucratic reform can lead the way to achieving good governance. Therefore, this paper assesses the relationship between the concept of good governance and bureaucratic reform in Indonesia. The research was based on content analysis technique that analysed the relevancy of good governance criteria and content of policy document, which were supplemented by interviews. Subsequently policy analysis was done using a policy transfer lens. Research findings showed that good governance influences Indonesian bureaucratic reform policy and international organizations have played significant part in influencing the Indonesian government to adopt good governance.

Abstract

This research is based on developments in the tourism sector in Banyuwangi District. This case study is based on a qualitative research design. The objective of this study aimed to assess and evaluate the efforts of Banyuwangi District Government in managing the complexity of stakeholders’ interests in local tourism destinations. The study was underpinned by the stakeholder theory and collaboration theory and how their relevance in developing tourism destinations within the context of sustainable tourism. Based on the two theories, the existence of local governments is considered an important component of stakeholder space as well as the coordinator and manager of the collaboration. The study collected data from 17 informants who comprised the Banyuwangi Regent, Banyuwangi District Government, Ministry of Tourism, Tourism Association, DPRD, Community, Media, Travel awareness group, Academics, and Tourism Industry. Research results showed that tourism is a strategic sector in regional, regional and national economic development. However, the tourism industry is also known to be very complex, fragmented, and involves various interested parties. The complexity of challenges faced in tourist destination management includes planning, organizing, managing, and controlling. Therefore, cooperation, coordination, and communication among stakeholders, as well as the involvement of the government at all levels, the private sector, and also the local community are crucial.

Abstract

An earthquake that struck Palu City, Central Sulawesi Province on September 28, 2018 rose potential problems. One of them is the permanent housing (huntap) provision for 6,504 earthquake-affected households. With a descriptive qualitative approach, this research focuses on the social and political aspects of providing permanent housing for disaster victims. Public opinion, both conveyed by refugees targeted for permanent housing and NGO activists and media workers, is expected to improve the policy of providing permanent housing for earthquake victims in Palu. The public hopes that the houses built for earthquake victims are to replace their lost homes and function as a place for psychological recovery. Therefore, the social aspects of housing provision are essential to receive government priorities, such as guaranteeing a sense of security, comfort, and relocated land status. Assistance and advocacy for displaced victims to obtain their rights should be appreciated, exceptionally due to the lack of political function of Regional House of Representative Council (DPRD) roles in guarding disaster victims. Legislators are unable to make a greater effort due to their status as part of the regional government. Simultaneously, the mass media’s attention to housing provisions is still vital for the government to formulate, implement and evaluate its policies. This study also discovered conditions where local governments have limited authority to provide shelter for displaced victims. Centralized government authority forces local governments to rely on the president and his staff.

Abstract

Education is one of the most important aspects in the development and every citizen has the right to education, and the government is obliged to finance as mandated in the 1945 Constitution. However, the disparity in education access and equity is a problem faced by education in various regions in Indonesia, especially in rural areas. One of the efforts to solve the disparity in educational facilities in rural areas is to carry out village development by increasing the availability and accessibility of educational facilities through the village fund policy. Problem structuring is needed to formulate problems and produce knowledge about what problems must be solved, so that the use of village funds in increasing the accessibility of educational facilities is effective and efficient. In policy analysis, problem formulation is very important, so that the implemented policy resolves the right problems and avoids type III errors. One of the methods used in problem structuring is the classification method. Classification/segmentation of educational facilities accessibility is conducted using the Self Organizing Map algorithm approach. The results of the classification will map the problems and conditions of accessibility of village education facilities in Ogan Komering Ulu Selatan regency into several segments or clusters. This information can be used as a guide for the government in planning or determining development priorities, so that type III errors do not occur, particularly in the development of accessibility of educational facilities in villages. Thus, the use of village funds or other public policies resolves the right problems.

Abstract

To increase the awareness on the role of employee engagement besides the individual analysis level and a lack of studies focused on the employee’s involvement at the level of organizational, the study aims at investigating the antecedents of COE as mediating variable to increase the organizational performance. The study was conducted for 6 months to enable a deep understanding and evaluation on organizational performance. A non-purposive sampling with purpose sampling technique deployed with multi resources respondent represented organizations method (top manager, middle managers, head department and selected employee). Data analyzed for 380 respondents with Structural Equation Modeling with AMOS 22. Statistical outputs described that the green work design, OCB Organizational Resources, and Innovative Concordance Culture highly considered as the antecedent of COE in developing the organizational performance. The findings also claimed that all hypotheses proposed are accepted. This study strengthens the relationship between the COE and HRM and Enbridge the gaps existed which is informed and extended the area of field research. In another hand, this research contributed on engagement in some ways, such as extending the study on the engagement in the level of organization and provided the solutions secondly, investigating the COE as a main mechanism of the most crucial human resources. This research also developed the antecedents of COE and also highlighted how the top management could strategically increase the performance based on the organizational resources and the leverage the collective engagement continuously pursuit the strategic organizational goals.

Abstract

This study aims to analyze the effectiveness of the service for handling the refugee from abroad in Kupang by the Regional Government of Kupang in collaboration with IOM after the delivery from the Kupang Immigration Detention Center and to examine the factors that cause the ineffectiveness of the foreign refugee handling services. This study uses qualitative research approach that focuses on analyzing the services for handling refugees from abroad in Kupang based on the concept of good service characteristics. The study found that the implementation of services for handling refugees from abroad in Kupang has not been effective due to: lack of participation by the Kupang Regional Government, lack of maintenance in the facilities and infrastructure in the shelter, lack of human resources officers at the shelter, local government feels not responsible for handling refugees, health services are less responsive, language barriers, Kupang local government does not have a database of refugees from abroad, lack of knowledge on refugee status and human rights enforcement by immigration officers, the reactive attitude of the refugees that reduce the trust of the Kupang Rudenim. In conclusion, the effectiveness of refugees from abroad handling services in Kupang which is managed by the Kupang Regional Government in collaboration with International Organization for Migration (IOM) is still not optimal if judged based on good service indicators.

Abstract

This study explores the critical factors behind women’s representation in upper-echelon II managerial positions in local government organizations in Indonesia, which contemporary studies rarely studied. This research interviewed 12 informants at the East Nusa Tenggara (ENT) Provincial Government in Indonesia using a qualitative approach and purposive sampling techniques. This article found eight factors that are critical in influencing women's representation in echelon II positions in local government organizations from three primary dimensions. First, a network of political proxies and representation of ethnicity and electoral areas are factors from the socio-political dimension. Second, the three factors related to the intra-organizational dimension are patriarchal culture, gender stereotypes, and masculine leadership. Lastly, academic respect, self-confidence, and domestic responsibility are three factors from the individual dimension. The practical implication of this study is that for women to be elected to echelon II positions, they need to expand their network or political connections with political party leaders affiliated with elected political officials or the family actors of elected political officials. Additionally, women must adopt masculine leadership models to be accepted by their male colleagues and adapt to a patriarchal organizational environment. Finally, women need to increase their confidence in a leadership capacity.
