Abstract

The practice of tourism villages in Indonesia applies the principle of Community Based Tourism. This study occurred in Tobati and Doyo Lama tourist villages in Jayapura, Papua. Notably, these two villages won the Indonesian Tourism Village Award in 2022. The purpose of this study is to describe community participation in tourism management in Jayapura. In general, tourism in Papua is located on customary land; therefore, its management is dominated by customary structures. Researchers want to provide a complete picture of the factors influencing community participation. The study aimed to examine the influence of the variables of economic benefits (X1), tourism resources (X2), social capital (X3), community influence (X4), and mechanisms and policies (X5) on community participation (Y). The study refers to instruments tested by Mai et al.. Using a multiple linear regression model, the researcher wanted to demonstrate the simultaneous and partial influence of variable X. The results of the study showed a significant simultaneous influence of the five factors (X1, X2, X3, X4, X5) on participation (Y). However, different partial influences were found in the two villages. In Tobati, tourism resources were the only variable that had a significant influence, while in Doyo Lama, tourism resources, social capital, and community influence significantly influenced participation. The findings at both sites showed variables with no influence, variables with a positive influence, and variables with a negative influence. Tourism managers in Tobati and Doyo Lama villages need to pay attention to the participation aspect in managing their tourism.

Abstract

This study aims to analyze the management of the Village-Owned Enterprise (BUMDes) Nusatapi in Morella Village, Leihitu District, Central Maluku Regency, as well as the supporting and inhibiting factors in its implementation. BUMDes was established to increase Village Original Revenue (PAD) and improve community welfare by optimizing the village’s abundant natural resources, especially in the agriculture, fisheries, and tourism sectors. However, the management of BUMDes Nusatapi has not yet been fully optimized. This is due to limited capital, lack of training for management personnel, and inadequate infrastructure. These issues are critical because the village’s significant economic potential has not been fully utilized to promote local economic growth. This study uses a descriptive qualitative approach, collecting data through interviews, observations, and documentation. The findings indicate that the main challenges in managing BUMDes are limited business capital and the low quality of human resources. On the other hand, abundant natural resources and community support are key supporting factors. This study recommends increasing budget allocation and developing human resource capacity to optimize BUMDes management. This research is essential as it provides insights into how BUMDes can better contribute to improving community welfare through more effective management of local resources.

Abstract

The problem that often occurs in planning is the Government's consistency in formulating plans, with accurate data or processes carried out not by applicable regulations, so sustainable development is only normative without any concern for achieving predetermined targets. However, the urgency of sustainable development cannot be overstated. It is an agenda echoed globally and has become the world's attention to resolve the gaps that have occurred so far. This research method uses qualitative methods with data collection carried out both primary and secondary through interviews, observations, and document reviews. This study aimed to determine the integration of the sustainable development pillars in preparing the RPJPD document in West Lombok Regency. The urgency of this research is to find out the readiness and condition of the region to support the country in achieving sustainable development goals. The result of this research is that West Lombok Regency makes sustainable development the basis of long-term development planning (RPJPD).

Abstract

Government Regulation No. 43/2014, Article 154, Paragraph 1, stipulates that the sub-district head, as a part of the regional apparatus, has the task of guiding and supervising the financial management of the village. The performance of the sub-district head is very important because it can bring a village into an optimal government system. Based on the Pasuruan Regent Regulation on the Delegation of Regent Authority to the Camat. The role of the camat is to facilitate, advise, recommend and evaluate the financial management of the village. This cannot be delegated to anyone to avoid misuse of the village budget. This research uses a qualitative and normative approach. Data collection methods through field studies by conducting interviews, documentation and observation as well as looking at literature studies and government regulations to Pasuruan City District officials. The results showed that the sub-district head in carrying out his role as supervisor and supervisor was mostly represented by staff in charge of village finances, so that the village government was dissatisfied because the staff in charge of village finances was considered less competent. Regarding the indicators used in this study related to supervision and guidance in its application, it is still ineffective, so the community is often hindered in making arrangements. In this case, it is expected that the Sub-District Chief will be able to raise awareness and exercise his authority in accordance with the applicable regulations to reduce complaints from the village community.

Abstract

This research is based on the many incidents in Malang City related to flood disasters. Many of these incidents are caused by puddles or runoff of rainwater, which is not channeled properly through drainage channels due to the inability of drainage to accommodate the volume of rainwater and the lack of development of the RTH (Green Open Space). For this reason, the Malang City Government has made regulations regarding implementing disaster management in Malang City Local Regulation Number 1 of 2017. This research aims to describe and analyze the implementation of policies to prevent floods and waterlogging based on disaster risk management in Malang City. This research uses descriptive research with a qualitative approach. This research focuses on policy implementation to prevent floods and waterlogging based on disaster risk management in Malang City using the Edward III policy implementation model. Data sources are primary data sources and secondary data sources. Data collection techniques include interviews, observation, and documentation. Test the validity of the data using triangulation techniques. This research indicates that implementing flood and waterlogging disaster prevention policies has not been fully implemented properly. It has been implemented well when viewed from several aspects, such as communication, disposition, and bureaucratic structure. However, if seen from the aspect of resources, especially facility resources, they are still inadequate and not ideal for the two agencies involved. It can be concluded that this policy is still not successful, and there is a need for evaluation regarding this policy.

Abstract

This research examines the implementation of the On The Spot (PVL OTS) report acceptance and verification program by the Ombudsman RI Bengkulu Representative, which aims to facilitate the public in submitting complaints related to public services. This research uses descriptive qualitative methods with data collection techniques through observation, interviews, and documentation. The research subjects comprised the Ombudsman RI Representative of Bengkulu and the community involved in this program. However, there are still challenges and obstacles to implementing this program. Less than optimal offline and online socialization of the program is one of the main obstacles. Furthermore, the number of people accessing services under the PVL OTS program is still low. In addition, budget fluctuations and limited infrastructure also hamper the smooth running of the program. The results showed that the PVL OTS program had been implemented as planned but not optimally. The main obstacles are unclear implementation schedules that depend on the central budget, limited socialization, and limited facilities and infrastructure. Routine evaluations are carried out for each activity, but the applied improvements still need improvement. In conclusion, for the PVL OTS program to run more effectively and efficiently, more structured schedule planning, broader socialization, and provision of adequate facilities and infrastructure are needed.

Abstract

Traditional markets play an important role in the regional economy as a center of trade and social and cultural interaction. The Banyuwangi Regency Government relocated and revitalized Blambangan Market to improve the quality of infrastructure and the competitiveness of traditional markets. However, this policy poses challenges for traders, especially in terms of decreasing the number of visitors to the relocation location, which has an impact on decreasing their income. This study analyzes the Blambangan Market relocation policy through William N. Dunn's policy formulation approach, referring to the 2021-2026 Banyuwangi Regency RPJMD. This study uses a descriptive qualitative method with data collection techniques through interviews, observations, and literature studies. The results of the study indicate that the relocation policy has not optimally considered the economic and social aspects of traders. The main factors of the problem are the lack of two-way communication between the government and traders, low accessibility at the relocation location, and the lack of adaptation strategies for traders. The problem structuring and forecasting approaches in the analysis of policy formulation indicate that without proper intervention, traders tend to return to their old locations, which has the potential to cause disorder in urban spatial planning. As a solution, this study recommends strategies to improve two-way communication, intensive promotion to attract visitors to the relocation site, providing incentives to traders, and improving accessibility and infrastructure in the new location. With a more participatory and adaptive policy approach, market relocation can run more effectively and provide long-term benefits for the regional economy.
