Abstract

In this research, researchers discuss the implementation of the SIDUMAS application in serving complaints from the Badung Regency community. Using a qualitative descriptive approach, this research discusses implementation using Ripley and Franklin's success factors and implementation success criteria. The results of this research show that the implementation of the SIDUMAS application is good in terms of bureaucratic compliance. However, it is still not optimal in terms of smooth routine and there are still several problems. The implementation and targeted impacts are still less than optimal. Judging from the account registration process, people have to wait for the data verification process for approximately one week. Some people also think that the registration process is complicated and needs to be simplified. Currently the SIDUMAS application is not yet able to reach smartphones based on Android and iOS with the latest version. Likewise, if we look at the targeted benefits of the SIDUMAS application, it cannot be said to be optimal because it cannot be used by the people of Badung Regency as a whole.

Abstract

This research was conducted to analyze human resource development in the Procurement of Goods and Services Section of the Regional Secretariat of Aceh Tengah Regency. The problem identified in this study is the low performance of employees, which is evident from their abilities and levels of discipline within the Goods and Services Procurement Section of the Aceh Tengah Regency Secretariat. The research method is descriptive qualitative, utilizing documentation and interviews as research instruments. The results indicate that human resource development in the procurement of goods and services has yet to be consistently implemented. This is evidenced by the fact that only employees meeting government-mandated education and training requirements for goods and services procurement are afforded development opportunities. While efforts have been made in this regard, they have yet to be uniformly applied. One contributing factor is the restriction of human resource development efforts to employees possessing the requisite goods and services procurement certification, as stipulated by government policies. Consequently, despite some progress, the distribution of developmental opportunities remains unequal. In light of these findings, it is recommended that the Goods and Services Procurement Department provide uniform training to all employees, thereby eliminating discrepancies in skill levels. Additionally, there is a need to enhance the competence of each employee through both formal and informal education and training initiatives, to enhance overall employee performance and organizational effectiveness.

Abstract

Regulatory Impact Analysis (RIA) is an important instrument for policy designers to master in order to calculate the costs that may be borne and the benefits that can be obtained in implementing policies. RIA is important to assist policy makers in the decision-making process. One of the government policies that can be implemented by RIA analysis is the policy of implementing odd-even rules on a number of arterial roads carried out by the Special Capital Region (DKI) Jakarta Government. This policy limits motorized vehicles based on vehicle registration numbers as a solution to dealing with pollution problems in the capital. Alternative policies has emerged, such as Electronic Road Pricing (ERP) which will be analyzed using RIA with the Cost-Benefit Analysis (CBA) method demonstrating high Benefit-Cost Ratio (BCR) than other alternatives in the long term. Thus, if the ERP policy is implemented, the goal of reducing air pollution problem in DKI Jakarta will be achieved.

Abstract

Public Information Transparency (KIP) is crucial in achieving Good Governance. This study focuses on implementing KIP through electronic government in Kraton Village, Yosowilangun District, Lumajang Regency, where most residents are employed in agriculture and trade, posing challenges to the implementation of electronic KIP. Employing qualitative descriptive research, this study analyzes data using the interactive data analysis model developed by Miles, Huberman, and Saldana. The findings reveal a beacon of success in Kraton Village, where KIP has been effectively implemented through electronic government. Mandatory information is disseminated seamlessly through websites, social media, and WhatsApp groups. The bureaucratic structure of the Public Information and Documentation Officer (PPID) in Kraton Village is well-defined, although there is a significant dependence on a few individuals. There is a need for clearer and more systematic Standard Operational Procedures (SOPs) in managing information. From the perspective of Collaborative Governance in KIP, Kraton Village showcases remarkable advancements in transitioning to electronic governance despite limited resources. The design of institutions and the collaborative processes between the village government and the community are focal points. Facilitative leadership from the village government is essential in fostering an environment that supports information transparency. This research underscores the paramount importance of collaborative governance in the implementation of public information transparency through electronic government. It highlights the pressing necessity for clear SOPs and systematic information management to significantly enhance governance quality and community engagement in Kraton Village. The study offers a new perspective on implementing e-government and KIP in rural settings, illustrating how technological adaptation and collaboration can effectively address geographical and resource limitations. These findings are not just relevant, but crucial for other village governments encountering similar circumstances, providing invaluable insights for the design and execution of effective e-Government strategies.

The policy is contained in the Banjarbaru City Regional Government's Medium-Term Development Plan 2021-2026. One of the objectives of the Independent Neighborhood Program is to build micro, small, and medium enterprises at the neighborhood level to grow Banjarbaru's micro, small, and medium enterprises. Funding assistance in the Independent Neighborhood program amounted to seventy-five million rupiah (Rp. 75,000,000) for each neighborhood association. This policy has been running since 2022 by providing business capital funding assistance to citizens of Banjarbaru City with a selection system for each sub-district to get a quota of three POKMAS (community groups). The research conducted used a qualitative approach. The research location was in Banjarbaru City. The data was collected through structured interviews, observations, and document studies published by the Banjarbaru City government. The conclusion is that the independent neighborhood program is one of the efforts of the Banjarbaru city government to mobilize and empower the community's economy through development activities. The program's goal is to improve the welfare of community groups and make the community more independent in their economy and able to contribute to development activities in their area. Community participation in this program is essential; most community groups are still at the implementation stage and can not be used for development activities. The program's success is that all stakeholders actively participate in the independent neighborhood program

Abstract

This research compares e-procurement applications in Indonesia and Malaysia, which are the applications of e-procurement as a renewal of the goods/services procurement system. Malaysia and Indonesia have implemented e-procurement, and the presence of corrupt practices has made both countries focus on increasing transparency. The number of procurement transactions in Indonesia increased significantly from 2008 to 2017, with total spending reaching more than 1000 trillion Rupiah in 2020. The number of online e-procurement transactions in Malaysia has decreased from 2014-2015, with an overall decrease in transactions from 1,577,740 to 1,540,314. The results showed that Malaysia and Indonesia conducted Peer Exchange activities to exchange experiences and knowledge about Ecolabeling and GPP. Green procurement can use e-procurement as one of the methods to ensure transparency and efficiency in the procurement process. E-procurement can help control inventory, reduce costs, and improve agreement conformity with suppliers. Therefore, the author would like to compare the implementation of the system in Indonesia and Malaysia in terms of the procurement of goods/services.

Abstract

The problem addressed in this research is the insufficient provision of supportive infrastructure for digital transformation. Similarly, the human resources aspect, both in terms of quantity and quality regarding the mastery of information technology, will impact the quality of services provided to the public. The research conducted at the Central Aceh Investment and Integrated One-Stop Service Office (DPMPTSP) has three objectives: 1) Analyzing the quality of service in digital transformation from the aspects of tangibles, reliability, responsiveness, assurance, and empathy. 2) Analyzing digital transformation in public services from the aspects of cataloging, transactions, horizontal, and vertical integration. 3) Analyzing obstacles and efforts made to accelerate digital transformation. The research method is qualitative, with informant selection through purposive sampling. The results show that public services, except for the tangibles aspect, are considered good in terms of reliability, responsiveness, assurance, and empathy. However, the facilities and infrastructure at DPMPTSP still need attention because most of them are inadequate for use in online licensing services. Furthermore, the digital transformation process, in terms of horizontal integration, has not been implemented at all, as local applications still stand alone and are not integrated with the Online Single Submission (OSS) application. Meanwhile, the obstacle encountered in implementing digital transformation is the inadequate budget for the digital transformation process. Efforts to accelerate the digital transformation process include preparing resources proficient in technology, preparing facilities and infrastructure, and conducting public awareness campaigns.

This study aims to analyze the application of the Integrated Dynamic Archive Information System Application (SRIKANDI) in supporting Good Governance at the Mojokerto City Education and Culture Office. The research method used is descriptive with a qualitative approach, with data sources comprising primary and secondary data obtained through purposive sampling. Data collection methods include interviews and documentation, with data analysis techniques employing the Miles and Huberman model. Data validity testing is conducted using source triangulation. The results showed that the SRIKANDI application made a significant contribution in improving the efficiency, effectiveness and timeliness of correspondence administration. Features such as automatic logging, structured disposition, and digital signatures enhance transparency and accountability, while flexible access supports increased productivity. Despite technical challenges such as digital errors and network disruptions, the app's positive impact in realizing a paperless office and online correspondence is highly visible. Therefore, it is recommended to continue conducting training and socialization to optimize understanding and use of this application, as well as making technical improvements to overcome existing obstacles for better administrative performance.
