Abstract

Existing road and traffic management infrastructure could not substantially accommodate the sudden surge in vehicle ownership and traffic congestion. Additionally, congestion in developing nation is additionally linked to restricted road infrastructure and a shortage of resources for traffic management. To solve the problems, experts and literature proposed Transportation Demand Management as a strategy that one of the objectives is to establish effective public transportation system. In this research, we aim to explore the effectiveness of Trans Metro Pasundan performance as one of TDM implementation in Bandung, Indonesia by examining operational measurements, such as: fleet number, vehicle utilization, load factor, accident rates; and financial measurements, such as: revenue per kilometre and cost per kilometre. As a result, Dipatiukur - Jatinangor via Toll route operates with the highest number of vehicles, Kota Baru Parahyangan - Alun-Alun Kota Bandung and Baleendah - BEC routes exhibit strong load factors, Leuwi Panjang - Soreang route's strong revenue performance. Hence, the transportation service provider should continue to focus on understanding route-specific demands, improving cost management, and maintaining high safety standards to enhance the network's overall performance and profitability.

Abstract

Developing a city into a sustainable initiative will take much work, especially given the urban governments with limited budgets and knowledge. These situations are significant in the Global South countries, particularly in emerging economies like Indonesia. One potential urban finance is land value capture (LVC). This paper aims to investigate the concept of LVC as land-based financing for sustainable urban development and examine which instruments are suitable and appropriate to be implemented in an emerging metropolitan city, Bekasi City, Indonesia. The city was selected due to its high urbanization rate, population growth, and facing urban financial challenges. We adopted a systematic review in the initial study to find the LVC development concept. This study used three literature databases: Scopus, Google Scholar, and Science Direct, and we found 20 relevant documents. It reveals several discussed themes regarding LVC, such as the adoption of LVC instruments, the role of LVC regulation, and its governance. This study also examines some instruments of LVC that are suitable for implementation in Bekasi City, such as selling air rights based on floor area ratio (FAR), betterment levy, and developer exaction. LVC can be an innovative urban financing instrument for sustainable urban development by capturing the improvement in land value initiated by government or private investments in urban infrastructure, transportation, or other public goods.

Abstract

Digital technology is significantly transforming the documentation, analysis, and preservation of historic buildings from the past. The recent development of digital tools and techniques can be helpful for various activities such as documentation, monitoring, and decision-making processes. An in-depth study of the advantages and disadvantages of digitalization highlights the importance of integrating digital approaches into urban cultural heritage governance practices. This paper aims to explore advances in digitalization tools, focusing on the Kayutangan heritage in Malang, Indonesia, highlighting the importance of incorporating virtual tourism through precision and accuracy in visual data mining and enriching the diversity of uses of the latest digital technology. These innovations cover many aspects, including the art of complex 3D modeling applied to historical editions, the creative fields of virtual reality and augmented reality and progressive developments in Metaverse technology. This study also points out the strengths and weaknesses of various types of digital technology development in historic buildings and areas. Eventually, this study emphasizes implementing a web-based Kayutangan digital heritage information system integrated with the Metaverse gateway and complemented by a comprehensive user assessment survey to improve the overall user experience. This study unveils a favorable public assessment regarding the Kayutangan Metaverse development and, all at once, strengthens efforts in advancing smart governance innovations for managing the historic Kayutangan area. The findings from user assessment questionnaires and analysis calculations indicate that the development of Kayutangan Metaverse technology is highly rated. Furthermore, it is essential to focus on enhancing the representation of individuals and objects, improving virtual surroundings, and increasing the accessibility of human-related information content in such environments.

Abstract

Considering the energy situation, which can no longer depend entirely on fossil energy, the energy transition is the responsibility of all countries. Indonesia has set a target for renewable technology in 2025 of 23%. However, the share of renewable energy in Indonesia's primary electricity generation will decrease to 10.4% in 2022. This figure further distances the renewable energy mix target and raises doubts among policymakers and energy academics. This article aims to determine the factors that influence the slow energy transition in Indonesia from fossil energy to renewable energy. This article is qualitative research using in-depth interview methods and documentary studies. In-depth interviews were conducted with several technocrats and bureaucrats to find out their views regarding the condition of alternative energy and Indonesia's unpreparedness to the energy transition. Qualitative research shows that the lack of energy justice in policies related to the energy transition causes the slow energy transition. First, complicated bureaucracy and overlapping or contradictory regulations cause procedural justice issues. Second, the unfulfilled distributive justice has led to losses due to policies related to renewable energy for several parties. Third, the country's failure to prioritize the environment caused the unfulfilled restorative justice. Fourth, top-down policymaking led to the field of recognition justice. Fifth, cosmopolitanism justice has yet to be fulfilled because Indonesia has not been able to become a global actor in the issue of renewable energy.

Abstract

Poverty and employment are socio-economic issues that are often a problem in Indonesia, including in the West Sumatra. The high poverty and unemployment rates in West Sumatra cause its people trying to make use of their capital to survive. One of the basic components utilized by the community is the availability of land. However, the level of inequality in the distribution of land tenure and ownership is quite high. To solve these problems, government development the Agrarian Reform Program. One of the locations of the agrarian program is Pasaman Regency. The use of land as an effort to support people's livelihoods depends on the livelihood strategies and influences livelihood outcomes. The livelihood outcome depends on external and internal factors that are inherent in people's livelihoods, as stated in the Sustainable Livelihood Framework (SLF). This research uses the SLF method because the SLF can be used to sharpen the monitoring and evaluation system in development projects. Since 2019, this activity had never been evaluated and it is not yet known how it will impact the community's sustainable livelihoods. Therefore, this study aims to examine the factors that influence the impact of the implementation of the agrarian reform program on the livelihoods of the people in Pasaman Regency. The research results show that the agrarian reform program provides livelihood outcomes in the form of increased welfare, increased income and reduced community vulnerability. This livelihood achievement is influenced by the community's ability to manage livelihood capital, the level of vulnaberality and the transformation of structures and processes to support the community's sustainable livelihoods.

Abstract

The Ranai Urban Area is the center and capital of the Natuna Regency, which is spread throughout the East Bunguran District. As the main service center in Natuna Regency, Ranai will directly affect the shape, structure, and environment of the city, as well as the surrounding rural areas. So that the types of forms and structures of the city can be identified during the process. The purpose of this research is to identify the shape and structure of the city of Ranai as an example of a small town in the area of small islands and the borders of Indonesia that has the potential to become a new growth center and has strategic value for the economy, security, and national defense, meanwhile still considering its sustainability for the future, especially in environmental dimension. The factors used to identify the form and structure of cities in this study are ecological and morphological approaches, which used spatial and descriptive qualitative analysis methods. The results of the study show that the shape of the Ranai Urban Area is a city that is not patterned. Spatial structures are sector models from north to east, and some of them have multicore structures from south to west.Furthermore, Ranai is more suitable for adopting the concept of green urbanism for further development, which aligns with the concept of sustainability.

Abstract

Maluku Province is an area with minimal access to sanitation because of its archipelagic location. Access to sanitation is one indicator of sustainable development goals (SDGs) that must archive in 2030. To achieve sustainable universal sanitation access, an indicator is needed that can be used to make policies that can grow access to proper sanitation. This study aims to determine the factors that can improve sanitation in Maluku Province. The development of livable housing must also pay attention to access and proper sanitation. This study used secondary data to analyze multilinear regression of socioeconomic impact on access to sanitation. Economic growth affects people's welfare. Economic growth is usually followed by a reduction in poverty, an increase in the Human Development Index (HDI), and an expansion of employment opportunities. This study uses secondary data from 2006 to 2016. Integrating human development, reducing poverty, and increasing residential ownership is needed to increase Maluku Province's sanitation access. With improved policies and better master plans for improving the quality of social variables, this variable will also affect increasing access to sanitation in Maluku Province. Better policy and programs from the central and local governments should seek to reduce poverty levels to improve access to sanitation in Maluku Province.

Abstract

Urban crime is a critical issue that demands attention to support the realization of urban resilience. Urban areas with complex social conditions face an elevated risk of criminal activity. Besides economic factors, other determinants such as education and urbanization significantly contribute to urban crime. In 2021, the Special Capital Region of Jakarta recorded 20,370 criminal incidents. To gain a more comprehensive understanding of urban crime, conducting spatial analysis is essential. This study aims to perform a spatial regression analysis of crime occurrences in the province in 2021 and examine the influence of contributing factors using the 2021 Potensi Desa microdata as the primary source. The analysis encompassed 261 urban villages and employed a nomothetic explanatory quantitative approach, incorporating descriptive and inferential methods through classical and spatial regression modeling. This study finds that variables such as the urban index, education, and sports activities significantly affect the occurrence of criminal acts, although no spatial influence was observed. This study provides implications for urban planning and development by emphasizing the importance of optimizing spatial planning and human development in formulating effective strategies to address urban crime challenges.

Abstract

The Urban Heat Island (UHI) phenomenon can occur naturally in urban areas due to increasing population density and built-up spaces, leading to higher temperatures compared to surrounding non-urban areas. This study investigates the Urban Heat Island (UHI) phenomenon in Coblong, Bandung, by analyzing land surface temperature (LST), vegetation density, and land cover data from 2017, 2019, and 2021 through remote sensing analysis using Landsat imagery data. The results reveal significant surface temperature disparities of 7 to 8 degrees Celsius between densely populated areas in the south and greener areas in the north of Coblong. The findings confirm the presence of the UHI effect and underscore the complexity of factors influencing it, including the distribution and density of vegetation. To mitigate this phenomenon, we propose a multifaceted approach that includes enhancing and strategically distributing green vegetation and employing innovative, more permeable construction materials for urban infrastructure. This strategy aims to reduce the UHI impact and improve thermal comfort and livability in Coblong,and might be applied to other areas with similar characteristics facing similar challenges.

Abstract

Rural transformation involves comprehensive changes at the community level, including shifts from agriculture to non-agricultural sectors, infrastructure development, and socio-cultural changes toward urbanization. The organization of rural production is both a key driver and a reflection of this transformation. Kediri Regency in East Java is experiencing rural transformation, with 29 villages reclassified as urban between 2000 and 2010. While a shift to non-agricultural sectors is evident, the agricultural sector in some areas remains strong and competitive. This study analyzes rural production systems within the context of rural transformation in Kediri Regency. The analysis focuses on three villages with varying proximity to Kediri City (primary city) and Pare (secondary city), using a quantitative method and descriptive statistical analysis. Results show that rural production systems contribute significantly to sustaining agriculture during transformation. Notable progress is seen in physical assets, natural resources, and social capital—such as the use of modern tools, crop diversification, and stronger social networks. Local production systems are advancing through innovations and improved operational structures, though collective farming remains dominant. Productivity, income, and marketing opportunities have improved, along with signs of emerging production chains and better access to central markets. Villages closer to urban centers show faster adaptation due to spatial advantages and stronger assets. This study recommends that rural production systems be included in rural development planning to enhance agricultural innovation, expand partnerships, and strengthen social and economic networks in response to rural transformation.
