Abstract

Disaster is an event which suddenly or slowly occurs caused by human, nature, or even both. Disaster is not only related to the physical environment where disaster found but also to the livelihood of the community. Coastal rural is vulnerable to the coastal disaster such as flood and tidal flood due to their high dependency on the coastal resources. The vulnerability assessment of the coastal rural is very important in order to identify the level of vulnerability and to recommend crucial strategies for reducing the risk of disaster exposure in the future. This study aims to identify the socio-economic vulnerability in the rural coastal community of Demak Regency. Vulnerability assessment was carried out through a spatial explicit modeling. The results showed that 33 villages equivalent to 42% out of the total 78 villages were categorized as most vulnerablesocially and economically. The remaining 45 villages accounted for 58% were less vulnerable. Therefore, efforts on the disaster mitigation are necessary to reducing the exposure impact to the coastal rural community.

Abstract

Kaliwlingi Village in Brebes City has experienced climate change impacts such as tidal flood and land abrasion. The climate change causes the dynamics of the coast and sea levels dramatically and fosters the coastal communities to have adaptation strategies. This paper aims to identify how the community of Kaliwlingi Village adapts to the climate change that affects to a social economic condition of the inhabitants. The study used qualitative method by interpreting data taken from PengembanganKawasanPesisirTangguh (PKPT) program, interviews, and observations.The study highlights that PKPT program has a significant impact, especially regarding disaster mitigation. PKPT program is successful in collecting the common rules of the community to become social capital accommodated in the local institution. Furthermore, the PKPT Program is also fostering the local economy.

Abstract

Food Security and Vulnerability Atlas (FSVA) of Indonesia 2015 categorized the vulnerability to food and nutrition insecurity based on nine indicators covering food availability, food access and food utilization. According to the assessment, 14 districts in priority 1 (severely vulnerable to food insecurity) were all in Papua. Responding to the problems of food insecurity, a multi-year program focusing on two regencies, i.e., Manokwari and Merauke, was conducted from August 2015. The program was developed in cooperation with the Ministry of Villages, Disadvantaged Regions and Transmigration (Kemendes PDTT), Gadjah Mada University Yogyakarta and district governments. This research aimed to examine the problems causing food insecurity and to develop integrative and collaborative macro-scale policy recommendations. The study used a qualitative descriptive method and a pilot project approach to address food insecurity problems in both regencies. It found five main issues related to food insecurity in Papua: the prevalence of stunting among children under five, the ratio of per capita normative consumption towards net cereal production, the population living below poverty line, households without access to clean water, and low-income families. The problems could be overcome by concerning the ratio of normative consumption per capita and the preservation of local food, and local crops should be grown especially tubers. Regarding the problems associated with low-income families, a program that should be implemented is the welfare improvement of the rural low-income families through the optimization of land resources in the integrated and intensive ways in response to many land resources still underutilized. Moreover, water treatment should be encouraged further to tackle clean water issues.

Abstract

Development disparity between the northern and southern parts of Medan raises segregation demand for four sub-districts in the northern side. This study purposes to analyze the gap condition in economic, social demography, and infrastructure services associated with the demand. The analyses cover several methods, i.e. descriptive statistics, correlation, and crosstab analysis, and verify the statistical analysis results by using interview method. The correlation analysis shows that there is a correlation between the disparity and segregation issues. The four sub-districts which have segregation issue are Medan Labuhan, Medan Marelan, Medan Belawan, and Medan Deli. They experience worse infrastructure disparity than the economic and social ones. The crosstab analysis shows that the education facilities especially senior high school level, population density, and labor variables have contributed significantly to the regional disparity. It indicates that the availability of infrastructure is associated with regional segregation because it reflects the regional growth performance.

Abstract

Assessing the surface water vulnerability to pollution in the Garang Downstream Watershed Semarang requires a study concerned with some environmental components/indicators. Vulnerability measurement through surface water susceptibility index formulation on pollution is important considering the absence of surface water pollution effect indicators in an efficient assessment system. Therefore, a multi-indicator vulnerability assessment on surface water pollution is necessary. The Surface Water Vulnerability Index to Pollution (SWVIP) is composed of five components, namely water quality (WQ), rainfall (R), land use and vegetation cover (LVC), river hydrogeometric (RH) and population (P). Regarding index development, the subindex graphs and the weighting of each component are created. The application of composite index measurement yields an equation of SWVIP = 0.29.WQI + 0.23PI + 0.14RI + 0.20.LVCI + 0.14.RHI and an index value of 73.87 including the "rather high" category that represents the "vulnerable"condition in the Garang Downstream Watershed Semarang. This suggests that the five selected components used in the index creation can provide useful information to decision making in the surface water pollution control.

Abstract

Rural development needs to be promoted for reducing inequalities in urban and rural areas through agropolitan development program, for example. The government of Bandung District has finished Ciwidey Agropolitan Masterplan in 2007, then implemented in 2008-2012, and evaluated in 2013-2016. This study aims to evaluate the performance of the program by using logic models to describe the input, output, outcome, and impact into a diagram and then described using causality description. The findings address that the program has positive impacts on physical and social characteristics, but it has adverse effects on the economic characteristics. This study recommends a robust support from the institutions required to developing the agropolitan area.

Abstract

Many small urban areas experience rapid population growth that create significant challenges in providing infrastructure and urban services. Especially in Java, Indonesia, many small urban centers are formed, grown and developed in the urbanization process of many kabupaten (non-urban districts), so made them have many urban areas in their territory. Using the case of Kabupaten Sleman in Yoogyakarta, this study is aimed to analyzes and to comprehend the growth and development of urban areas in kabupaten’s territory. The research employs a quantitative method that uses statistical data gathered from podes (villages monograph) data, monograph of the kecammatan or sub-districts, and monograph of the kabupaten or non-urban districts.The analysis observes the growth of urban areas in the kabupaten during 1990 to 2010, and the growth and development of the urban areas is observed in twoaspects, namely the observation to the expansion of the urban areas by using the development of their urban villages and the growth of their population. The research reveals that Kabupaten Sleman experiences rapid urban growth in its territory, which is also characterized by urban population explosion, especially after 2000. The growth of urban areas occurs in both internally as well as the expansion of the urban areas into surrounding (externally), which is also influenced by the expansion of the area of the capital of the kabupaten, as well as by the implications of its location adjacent to a big city, the Municiality of Yogyakarta.

Abstract

Pekalongan City has 860 batik industries in 2013 whose development underpinned by specialization and subcontracting partnership patterns. Most of the batik industries do not solely proceed the entire production process, rather they set up a subcontracting partnership with the other specialized industries. The study purposed to determine the production specialization and subcontracting partnership in Pekalongan batik cluster. The study completed by using a quantitative method with descriptive quantitative analysis. The results showed that the majority of Pekalongan batik industry is stamping batik, covering 82% share of the entire batik industries. The specialization consisted of batik production, convection, and canting production. These specializations geographically grouped into subclusters due to endowment factor, such as labor, land, and infrastructure. The specialization of production also led to subcontracting partnership in the batik cluster which was known as speciality subcontracting. The subcontracting partnership has negative and positive impacts, such as the dependence of the subcontractors to their principals, the efficiency in production factors, and cost efficiency.It shows that the production specialization and subcontracting partnership in Pekalongan batik cluster are mutually interconnected.

Abstract

The Development Region III of Grime (the indigenous Dumutru territory) in Jayapura District has a problem on indigeneous land ownership system. The development process by the local government of Dumutru territory is off target and in conflict with the structures and cultural systems in the community. The study aims to assess and to identify the rules of customary law that can be synergized with the formal legal rules. The study is conducted by the qualitative method through qualitative descriptive analysis. The analysis shows that the problems of development in the Development Region III of Grime Jayapura District are because of lack of synergy of positive and customary laws. The development process needs to refer to the formal legal regulations governing land acquisition mechanism and rules of customary law.

Abstract

Transit system had been proposed for the urban area of Honolulu. One consideration to be determined is the alignment of the transit system. Decision to set the transit alignment will have influences on which areas will be served, who will be benefiting, as well as who will be impacted. Inputs for the decision usually conducted through public meetings, where community members are shown numbers of maps with pre-set routes. That approach could lead to a rather subjective decision by the community members. This paper attempts to discuss the utilization of grid map in determining the best alignment for rail transit system in Honolulu, Hawaii. It tries to use a more objective approach using various data derived from thematic maps. Overlaid maps are aggregated into a uniform 0.1-square mile vector based grid map system in GIS environment. The large dataset in the GIS environment is analyzed and manipulated using SAS software. The SAS procedure is applied to select the location of the alignment using a rational and deterministic approach. Grid cells that are superior compared to the others are selected based on several predefined criteria. Location of the dominant cells indicates possible transit alignment. The SAS procedure is designed to allow a transient vector called the GUIDE (Grid Unit with Intelligent Directional Expertise) agent to analyze several cells at its vicinity and to move towards a cell with the highest value. Each time the agent landed on a cell, it left a mark. The chain of those marks shows location for the transit alignment. This study shows that the combination of ArcGIS and SAS allows a robust analysis of spatial data and manipulation of its datasets, which can be used to run a simulation mimicking the Agent-Based Modelling. This study also opens up further study possibilities by increasing number of factors analyzed by the agent, as well as creating a composite value of multi-factors.
