This study discussed the improvement of khalwat and free sex in the city of Banda Aceh after the enactment of qanun No. 6 of 2014 concerning Jinayat Law in Aceh. Based on the field study of the author, there are factors that influence the increase in khalwat and free sex after the enactment of Jinayah qanun. There are communication sophistication, the availability of inexpensive electronic facilities to access pornography, economic problems, an individualistic lifestyle, and the apathetic people. The social phenomena of khalwat and free sex still occur in the city of Banda Aceh, although the Qanun Jinayah already applies.

This study aims to determine the efforts made by the social service in overcoming the growing number of beggars in Banda Aceh and the obstacles faced in the process of overcoming them. The research method used in this study is descriptive qualitative. Where researchers seek deeper information related to the steps, obstacles and support faced by the social service in an effort to bring order to beggars in Banda Aceh City. While the technique of data collection is done through participant observation, interviews and documentation. The data analysis stage begins with reducing data, presenting and concluding it. The results showed that the city of Banda Aceh's social services had carried out their roles in the form of data collection, supervision and guidance for beggars. But in its implementation there are still some obstacles, among others, lack of coordination and laws governing the prohibition of begging.

Election of Beloto village head East Flores District 2015 is a paradox in modern-pragmatic political logic, where Solhan Masang, who was the personification of the Muslim minority group, was chosen as the head of Beloto village in the middle of the majority of Catholic communities. The Beloto community practices village head elections in accordance with the principles and spirit of democracy. The decision to choose Solhan Masang as the Village Head, the Beloto community does not take into account the brand of religion, ethnicity, group or group what the candidate is as a uniform political calculation with the majority of the people as long as the political drama of the election is presented. This reason is why this research needs to be conducted to explore this healthier political phenomenon more deeply in Beloto Village. There are two theories that I use in analyzing this phenomenon, namely, first, the theory of minority influence, this theory approach emphasizes 3 (three) components that minority figures must have, namely attitudes of consistency, confidence (self-confidence) and persuasive. Second, contact theory, this theory emphasizes more interaction between individuals and minority groups and the majority are bound by a condition that must be fulfilled

This study discussed the involvement and the ideology of politics of Taliban, HUDA in the Aceh peace process. Since the emergence of the Rabithah Thaliban Aceh movement (which later briefed as RTA) on April 7, 1999, was inseparable from social and political turmoil when the issues of referendum developed widely in the community. The power built by Thaliban and HUDA has been able to bring considerable influence in the event of political accumulation when the issues of referendum and independence became a requisite for the process of resolving the Aceh conflict. The peace process realized in Aceh in 2004 by involving international parties to the realization of the peace agreement in Helsinki. Thaliban and HUDA again voiced and gave political ideas in the arena of social and political development in Aceh. The struggle was intensified when the wishes of the people were not the same as the needs of the State.

Community Education Levels in 3 Villages namely: Gosong East Telaga Village, Ketapang Indah Village, Kampung Baru Village in North Singkil District, Aceh Singkil District are very low, but the level of participation in the direct election of the Village Head in North Singkil District is high. The high voter turnout reaches 60%, while the low voters value 40%. The high level of electoral participation generated by the participation of low-educated people involved with contributions and elections during the Direct Election of the Village Head. This paper wants to explain about the communitarian culture that is very strong in society so that it encourages politics for a sense of family, and encourages people to vote not because of rationality. Thus there was no education participation in the number of community participation in the village head election in 3 Singkil Utara Sub-Districts, Aceh Singkil District.

Prolonged conflict between the Free Aceh Movement (GAM) and the Indonesian government from 1976, until finally a settlement took place on 15 August 2005 in Helsinki, Finland, under the mediator Martti Ahtisaari (former President of Finland) both GAM-RI parties sat together to determine their position to end all causes of conflict in Aceh. In the points of the agreement of the Memorandum of Understanding (Helsinki MoU), Aceh was given special rights by the Government of Indonesia to administer Self Government. In the Helsinki MoU article 1 paragraph 1.1.2 a, b, c, d which plays a role in implementing the Law on the Governing of Aceh, but the reality that happened has not been as agreed upon in the MoU. The Aceh Government Law No 11 of 2006 which regulates the Aceh provincial government is further explained in the form of Qanun which was born by the Aceh Government. As a substitute for the Special Autonomy Law and the results of the peace agreement, Aceh is given special authority to regulate and manage government in accordance with the regulations of the Government of Aceh. The methodology of the research used is qualitative research with descriptive type. Searching for and analyzing data through interviews, observations and documents. This study used the theory of Power Balance. The Power Balance system provides various alternatives for policy makers, which leads to war or negotiations. The results of the research obtained are the factors that hampered the implementation of the UUPA, namely: aspects of the legal foundation, lack of cohesiveness of government in Aceh, the existence of internal and external factors, and different perceptions in understanding the Aceh Government Law

Birth of Law No. 6 about the Village has given color to village development. Through the Law, it is mandated the importance of involving the community and leaders of religious leaders / leaders in village development. The presence of scholars is expected to be able to solve problems or conflicts in village development. This qualitative study aims to determine the involvement of ulama in village development in Bireuen District. The sampling technique using purposive sampling. The results of the study show that there was involvement of ulama / religious leaders in village development in Bireuen District. The involvement of ulama in village development can be seen from various aspects. Aspects in village development through deliberations on village development plans (musrenbangdes); The aspect of bureaucratic structure is the presence of ulama occupying positions in the village government; Aspects of religious education, including religious education and budget planning (Balee Beut) activities. The involvement of ulama in the Regency has not been optimal, because there are several obstacles including: (a) Still low incentives received by clerics / religious leaders; (b) Increasing the capacity of religious leaders, especially in solving village development problems; (c) Coordination between village administrations and ulema / religious leaders is not optimal. Therefore, it is expected that the Bireuen District Government can increase incentives, capacity and optimize the coordination of clerics / religious leaders in village development. So, it can realize democratic village development.

This research analyzes the political socialization carried out by the West Java Provincial KPU against disability voter groups in the election of the Governor and Deputy Governor of West Java in 2018. This was motivated by the low level of participation in disability voters as well as the importance of opening political access rights for persons with disabilities. The theory used in this study is the theory of political socialization from Rush and Althoff where there are three methods, namely imitation, instruction and motivation. The method in this study is a qualitative method. The result of this research is the importance of political socialization to disability voters, because it is mandated by the 1945 Constitution and its derivative regulations and to realize an ideal democracy according to the criteria of voting equality and political socialization carried out by the West Java Provincial KPU to persons with disabilities to increase participation its politics with imitation methods, instruction and motivation.

Bribery is a familiar phenomenon in the society. This term is often associated as money politics, facilitation payments, etc. This problem becomes entrenched in modern life. It is caused by the impact of economic influence (money) in the modern era.This phenomenon becomes a stimulation and intrigue for artists to express their opinions in the form of aesthetic objects. The observing of various phenomena is an important process in the work as an artist because the phenomenon has a strong disturbance that stimulates artists to produce art. In this case the bribery has a function as an object of stimulation that triggers ideas to produce a work of art in which the idea is processed into print making. This art using two main techniques in print making, those are print relief (high print) and serigrafi (filter printing) techniques. The function of print relief is as a printing master as well as the contour in the art work and serigrafi that has a function in coloring process. The merging of these two techniques is inseparable from the principle of the process of the conventional print making which the entire process refers to the essence that exists in printing techniques.

This study aims to discuss governance and administrative services in government, where the main aspects in the process of public service which is the good and bad services in an institution, can be seen from administrative governance. This research is a field research at the Central Aceh District Secretariat. The results of the study found that governance and administrative services provided were guided by the principles of accountability, participation, responsiveness, consensus, effectiveness and efficiency. While in practice the administration of administrative services in the Central Aceh District Secretariat is still not maximal toward the role played in implementing a good governance system. So it has an impact on the bureaucratic system and the service process that is not in accordance with standard operating procedures.
