Abstract

The main problem in this research is that the policy/program of Regional Health Insurance Based on Family Cards and Population Identification Numbers has not been effectively implemented in Bekasi City. The research method used by the researcher is descriptive analysis with a qualitative research approach. This method and approach was chosen with the consideration that it is hoped that real data can be obtained and are able to examine the research problem in depth so that the expected results can be obtained. The results of the study can be explained that there are factors in implementing the Bekasi City Regional Health Insurance policy, namely standard factors, policy measures and objectives, policy measures and objectives, resources, characteristics of implementing organizations, attitudes of implementers, communication between related organizations and activities. - implementation activities, and the social, economic and political environment. However, in its implementation, these factors have not been fully implemented effectively, namely the policy resource factor and the characteristic factor of the implementing agency so that there are still problems encountered related to the implementation of the Regional Health Insurance policy. This of course also has not been able to provide the best way in providing quality public services, especially with regard to the Regional Health Insurance Program for the Community Based on Family Cards and Population Identification Numbers.

Abstract

The main problems in this study are directed at the model of the implementation of the Regional Spatial Planning policy in practice has not run effectively in realizing sustainable urban development in Banjar City. The research method used by researchers is descriptive analysis, while the type of approach used in this study is qualitative. Descriptive analysis method aims to describe complex social reality by applying concepts that have been developed in social science / public administration. Whereas the qualitative approach was chosen with the consideration that this approach is expected to obtain true data and be able to examine research problems in depth so that the expected results can be obtained. The results of the study can be stated that there are factors that lead to the implementation of the Regional Spatial Plan (RTRW) policy in realizing sustainable city development in Banjar City can run effectively, namely Policy standards and objectives, Resources and incentives, The quality of inter-organizational relationship , The characteristics of implementation agencies, the economic, social and political environment and the 'dispositon' or response of the implementers. However, based on the results of the research, these factors have not been entirely effective. The factors that have not been implemented effectively are the Policy standards and objectives and the "dispositon" or response of the implementers. Therefore there are still problems faced with regard to the Regional Spatial Planning (RTRW) policy, so that it has not been able to provide the best way to regulate, make the best use of spatial planning in the region by considering the level of needs, especially the development sector in urban areas. Disamaping also the results of the study suggest that there is a model in implementing the Regional Spatial Plan policy in realizing sustainable city development in Banjar City, namely synthesis / hybrid models by elaborating the interests of the Central Government, Provincial and Community Participation. This means that the RTRW policy both in planning and in its implementation elaborates by involving the Central Government, West Java Province and the participation of the Banjar City community. Although the policy is decentralized, the central and provincial governments still have a stake in controlling and overseeing the policies of the regional layout plan in realizing sustainable urban development in Banjar City.

Abstract

The main problem in this research is motivated by the existence of teacher development policies which tend not to work effectively. Even though the Provincial Government of Banten has issued Banten Governor Regulation Number 8 of 2014 concerning the Organization of the Teacher Work Culture Development Center (P2BKG). P2BKG tends not to be used effectively. The method used in this research is a qualitative research method with a descriptive approach. The results of the study revealed that the implementation of the policy for organizing the teacher work culture development center (P2BKG) had not been running effectively. The causative factors are: (1) the content of the policy which consists of: (a) the interests affected (interest affected) the implementation of the policy on the implementation of the teacher work culture development center; (b) the type of benefits in the implementation of the policy for organizing a teacher work culture development center; (c) the degree of change to be achieved (extent of change envision); (d) the location of decision making (site of decision making) for leadership in the implementation of the policy of implementing a teacher work culture development center; (e) implementing the program (program implementer) for organizing a teacher work culture development center; (f) the resources involved (resources committed) in the organization of work culture development centers. (2) the implementation environment (Context of Implementation) consists of: (a) the power, interests, and strategies of the actors involved; (b) institutional and regime characteristics; and (c) the level of compliance and response from employees (compliance and responsiveness) in the implementation of the teacher work culture development center. The strategy for implementing the policy for implementing a teacher work culture development center (P2BKG) in improving the quality of teachers and education staff, namely: (a) increasing professional resources by optimizing the availability of buildings and facilities to make it easier for teachers to implement programs to improve the quality of teachers and education staff held at the central development of teacher work culture; (b) optimizing professional resources by building a strong organizational structure supported by a shared commitment to implementing teacher quality improvement programs held at the teacher work culture development center. The two alternative strategies can be implemented in government policies based on the two dimensions of Grindle's theory, namely the content of policy and the context of implementation.

Abstract

This research aims to determine the implementation of the company's Corporate Social Responsibility (CSR) or Environmental Social Responsibility (TJSL) Program in the health sector in Bandung City, which to date has not gone according to expectations. The research method that the author uses in this research is descriptive analysis with a qualitative approach. Data collection was carried out by means of observation, in-depth interviews and documentation studies. Meanwhile, the data analysis technique used was Analytical Hierachy Process (AHP), with the aim of measuring the strength, priority and consistency of various criteria and alternatives in each dimension, namely focusing on collaborative research. Governance is determined by the Context, Driver and Collaboration Dynamics system. The results of the research state that the Corporate Social Responsibility Program in the health sector in Bandung City has been running well. To improve CSR programs more effectively, this can be done by prioritizing Collaborative Process factors which are supported by Drivers, which are also influenced by System Contex. Collaborative Dynamics factor, an important aspect to prioritize is increasing Capacity for Joint Action which is supported by Shared Motivation based on Principled Engagement, then Collaboration Dynamics itself is supported by the existence of Drivers who influence it.System Contextsin this case it influences all factors (collaboration dynamics and drivers). Referring to the findings, aspects that need to be emphasized are attention to Resource Conditions and Socio-economic/Cultural Health & Diversity. This can all be realized well with Network Connectedness, Levels of Conflict/Trust, and Political Dynamics/Power Relations that are in harmony. The appropriate model related to Collaborative Governance as an effort to strengthen the Corporate Social Responsibility program in the health sector in Bandung City is to optimize and modify the model adopted from Emerson & Nabatchi (2015b) and Ansell & Gash (2008). The results of this adoption can in turn become an initial benchmark in implementing other CSR programs or other similar programs, both in the city of Bandung and in other regions.

Abstract

The research was conducted to explore competency-based human resource development. Utilizing secondary data, the strategy was qualitative with a literature review approach. The study result stresses the significance of competency-based human resources (HR) development for the success of organizations or businesses in the rapidly expanding digital and technology era. The impact of technology and digitalization on competency-based HR development, the difficulties organizations face in creating HR in the digital era, successful HR development strategies, the competencies required by HR in the digital era, and the role of HR in the success of organizations in the digital era have all been covered in this paper.

Abstract

Abstract. Stunting is still a health problem in Indonesia that can affect the quality of human resources in the future. Therefore, the prevention and handling of stunting is an important priority. This study focuses on efforts to prevent and manage stunting in Sindulang Village, Cimanggung District, Sumedang Regency. This study is a qualitative research with a constructive phenomenology approach. Data were collected through in-depth interviews with research subjects, namely adolescent girls, pregnant women, and toddlers. Field observations and documentation were also conducted. Efforts to prevent and handle stunting in Sindulang Village are carried out through four aspects of health, namely improving the quality of Maternal and Child Health (MCH) and Family Planning (KB) services, optimizing health insurance for the underprivileged, health education and improving the nutrition of stunting toddlers. The village government has provided health facilities such as poskesdes, posyandu, and village midwives. However, there is still a need to improve the community's understanding of childcare and nutrition. The steps taken by Sindulang Village in preventing and handling stunting include sanitation control, health education for adolescents, mothers and children, and pregnant women. Cross-sectoral cooperation, comprehensive policies, and increased community understanding of balanced nutrition, sanitation, and environmental hygiene are needed to prevent stunting. Abstrak. Stunting masih menjadi permasalahan kesehatan di Indonesia yang dapat mempengaruhi kualitas sumber daya manusia di masa depan. Oleh karena itu, pencegahan dan penanganan stunting menjadi prioritas penting. Kajian ini berfokus pada upaya pencegahan dan penanganan stunting di Desa Sindulang, Kecamatan Cimanggung, Kabupaten Sumedang. Kajian ini merupakan penelitian kualitatif dengan pendekatan fenomenologi konstruktif. Data dikumpulkan melalui wawancara mendalam dengan subjek penelitian, yaitu remaja putri, ibu hamil, dan balita. Observasi lapangan dan dokumentasi juga dilakukan. Upaya pencegahan dan penanganan stunting di Desa Sindulang dilakukan melalui empat aspek kesehatan, yaitu meningkatkan kualitas pelayanan Kesehatan Ibu dan Anak (KIA) dan Keluarga Berencana (KB), mengoptimalkan jaminan kesehatan masyarakat kurang mampu, edukasi kesehatan dan perbaikan gizi balita stunting. Pemerintah desa telah menyediakan fasilitas kesehatan seperti poskesdes, posyandu, dan bidan desa. Namun, masih diperlukan peningkatan pemahaman masyarakat tentang pengasuhan dan gizi anak. Langkah-langkah yang ditempuh Desa Sindulang dalam pencegahan dan penanganan stunting antara lain pengendalian sanitasi, edukasi kesehatan remaja, ibu dan anak, serta ibu hamil. Diperlukan kerjasama lintas sektor, kebijakan yang komprehensif, dan peningkatan pemahaman masyarakat tentang gizi seimbang, sanitasi, dan kebersihan lingkungan untuk mencegah stunting.

Abstract

This article discusses the urgency of developing quality human resources in realizing good governance based on a literature review. Good governance is an important goal in effective and just governance. The development of quality human resources has a central role in achieving good governance. Literature review is carried out by reviewing various studies, scientific journals, and literature related to human resource development and good governance. The results of the review show that the development of quality human resources has a significant role in realizing good governance. Effective human resource development practices contribute to transparency, accountability, participation, quality of public services, and integrity in decision making. Skilled, well-trained and competent human resources can improve organizational performance and make a positive contribution to achieving good governance goals.

Abstract

Perkembangan teknologi digital telah mengubah cara orang melakukan perjalanan, baik dalam hal perencanaan, pemesanan, hingga pengelolaan perjalanan itu sendiri. Salah satu dampak signifikan dari perkembangan ini adalah munculnya berbagai platform digital yang menyediakan layanan pemesanan perjalanan, seperti tiket pesawat, hotel, dan paket wisata, yang dapat diakses melalui aplikasi di perangkat mobile.Skala Likert adalah alat ukur yang digunakan untuk mengukur sikap, pendapat, atau persepsi seseorang terhadap suatu objek atau fenomena dengan memberikan beberapa pilihan jawaban dalam bentuk skala, misalnya dari "sangat setuju" hingga "sangat tidak setuju". Skala ini digunakan untuk mengukur tingkat persetujuan responden terhadap serangkaian pernyataan yang diberikan oleh peneliti.Setelah mengetahui nilai masing-masing angka, maka perlu juga mengetahui intrepretasi skor perhitungan. Untuk mendapatkan hasil intrepetasi terlebih dahulu harus mengetahui skor tertinggi dan skor terendah dengan rumus sebagai berikut: Skor tertinggi skor tertinggi likert x jumlah responden Skor terendah skor terendah x jumlah responden Jika skor penilaian responden telah diperoleh, maka penilaian intrepretasi responden terhadap penelitian ini adalah hasil nilai yang dihasilkan dihitung kembali dengan menggunakan rumus Index%, dengan rumus sebagai berikut: Kuesioner yang tersebar terdiri atas 18 pernyataan yang terbagi menjadi 6 kategori. Hasil yang telah diperoleh kemudian diolah menggunakan metode skala Likert dengan hasil Index% pada pernyataan mengenai kemudahan penggunaan aplikasi memperoleh persentase sebesar 75,53%, yang masuk pada nilai kriteria baik. Pernyataan mengenai kecepatan dan kelancaran proses pemesanan memperoleh persentase sebesar 58,80%, yang masuk pada nilai kriteria cukup. Pernyataan mengenai transparansi harga memperoleh persentase sebesar 75,08%, yang masuk pada nilai kriteria baik. Pernyataan mengenai kualitas layanan pelanggan memperoleh persentase sebesar 67,27%, yang masuk pada nilai kriteria cukup. Pernyataan mengenai fitur-fitur aplikasi memperoleh persentase sebesar 73,90%, yang masuk pada nilai kriteria baik. Pernyataan mengenai pengalaman umum memperoleh persentase sebesar 78,60%, yang masuk pada nilai kriteria baik.

Abstract

This study analyzes the Free Nutritious Food (FNF) policy from a political economy perspective and evaluates its impact on community welfare, using a case study at Junior High School 1 Cikalongkulon. Grounded in Grindle’s (2017) theory of resource distribution, the study conceptualizes public policy not merely as a technical solution but as a product of negotiation among actors with differing interests and power dynamics. Employing a qualitative approach through literature review and field observation, the research investigates the formulation and implementation of the FNF policy in a rural context characterized by logistical constraints and socio-economic vulnerabilities. The findings reveal that the program contributes to improved student attendance, enhanced nutritional status, and reduced household food-related expenditures. However, persistent challenges include limited institutional coordination, inadequate cultural adaptation, and fiscal sustainability concerns. The study recommends an inclusive and participatory policy design, gender-sensitive evaluation frameworks, and robust monitoring mechanisms to ensure effective and equitable long-term implementation of school feeding initiatives. These findings provide critical insights for enhancing policy responsiveness and advancing social welfare in underserved regions.

Abstract

Mekarsari Village, Cibalong District, Garut Regency. Mekarsari Village has a variety of local economic potential that can be utilized to improve the standard of living and welfare of the local community. To make this happen, targeted and sustainable strategic steps are needed. In this article, we identify the economic potential that exists in Mekarsari Village, including natural resources, local expertise, superior products, and market opportunities that can be used as a basis for entrepreneurial activities. Additionally, this article outlines concrete steps that can be taken to encourage entrepreneurial growth in the region. Some of the steps proposed include training and entrepreneurship development programs for village residents, intensive assistance and guidance in the initial stages of business establishment, as well as the formation of cooperatives or joint business groups to strengthen their bargaining position and expand market access. Product diversification, innovation, and effective promotion and marketing are also important parts of the entrepreneurship-based economic development strategy in Mekarsari Village. This service also highlights the importance of collaboration with external parties, such as government agencies, research institutions, universities and private companies, as a means of supporting economic development at the local level. In this context, financial management and accountability are also important factors that need to be considered in order to maintain sustainability and sustainable business growth. Through these structured steps and approaches, it is hoped that this article can provide guidance and inspiration for stakeholders to jointly contribute to advancing the local economy in Mekarsari Village, creating new jobs, and improving the quality of life of the community as a whole.
