Abstract

The main problem of this research centers on the existence of a serious and multidimensional implementation deficit in the management of Low-Cost Rental Apartments (Rusunawa) in Bandung City. This study employs a descriptive research method with a qualitative approach. Data were collected through field observations at strategic locations such as the Cingised, Rancacili, and Sadang Serang Rusunawa complexes, as well as through in-depth interviews with stakeholders from the Housing and Settlement Area Agency (Dinas Perumahan dan Kawasan Permukiman/DPKP) and the Rusunawa Technical Implementation Unit (UPTD) of Bandung City. The findings reveal that the implementation of Rusunawa management policies in Bandung City has not yet been optimal due to weak inter-agency coordination and limited managerial capacity within the implementing organizations. Resource-related factors, particularly the shortage of civil servants and the reactive nature of maintenance budgeting, constitute major obstacles in maintaining the quality of public services. In addition, the study finds that the implementers’ disposition and policy communication variables have not been effective in fostering voluntary compliance among residents, especially in adhering to occupancy duration regulations and administrative requirements. As a solution, this research proposes a policy implementation strengthening model based on service digitalization (Smart Rusunawa) and social engineering to ensure the sustainability of Rusunawa as humane and equitable transitional housing.

Abstract

Permasalahan pokok dalam penelitian ini adalah Implementasi Kebijakan Deteksi Dini Pelayanan Dasar Masyarakat di Kota Bekasi dalam implementasinya masih belum dapat terlaksana secara efektif.. Metode penelitian yang digunakan adalah dekriptif analisis, sedangkan jenis pendekatan dalam penelitian ini adalah kualitatif dengan menggunakan pendekatan strategi studi kasus. Metode kualitatif dipilih dengan pertimbangan bahwa metode ini diharapkan dapat diperoleh data yang sebenar-benarnya dan mampu mengkaji masalah penelitian secara mendalam sehingga dapat diperoleh hasil yang diharapkan. Penggunaan metode penelitian kualitatif ini dirasakan sangat tepat dalam studi ilmu administrasi publik, terutama penelitian yang mencoba untuk mengkaji dan memahami suatu masyarakat. Berdasarkan hasil penelitian dan pembahasan faktor-faktor Implementasi Kebijakan Deteksi Dini Pelayana Dasar Masyarakat di Kota Bekasi belum berjalan secara efektif, dan ketidakefektifan ini menganggu kepada tingkat pelayanan masyarakat yang prima dan berkualitas di Kota Bekasi. Terdapat beberapa hal yang menyebabkan Implementasi Kebijakan Deteksi Dini Pelayana Dasar Masyarakat di Kota Bekasi belum berjalan secara efektif, antara lain oleh faktor content of policy berkaitan dengan parameter resources commited (sumber-sumber daya yang digunakan), dan juga faktor contex of implementation berkaitan dengan parameter institution and rezim characteristic (lembaga dan karakteristik penguasa/pimpinan) sehingga tujuan dari kebijakan Deteksi Dini Pelayanan Dasar di Kota Bekasi belum dapat berjalan sesua harapan pemerintah dan masyarakat

Abstract

This study examines the representative functions of the Regional House of Representatives (DPRD) in poverty alleviation through a collaborative governance approach in Tasikmalaya Regency. The research is motivated by the persistence of formalistic representation practices that have not thoroughly reflected the substantive interests of impoverished communities. Within the framework of decentralized and collaborative governance, the DPRD is expected not only to perform its legislative, budgeting, and oversight functions procedurally, but also to actively facilitate cross-actor collaboration in public policy processes. This study employs a qualitative approach using a case study method. Data were collected through in-depth interviews, observations, and document analysis involving DPRD members, local government officials, and civil society actors. The findings indicate that the representative function of the DPRD in poverty alleviation has not been optimally implemented due to institutional constraints, internal political dynamics, and weak collaborative mechanisms with non-government actors. Collaborative governance remains largely normative and has yet to be fully institutionalized in poverty alleviation policies. These findings underscore the importance of strengthening the DPRD's representative function through a more inclusive and substantive collaborative governance model to enhance local poverty alleviation efforts.

Abstract

Inovasi pelayanan publik menjadi elemen kunci dalam meningkatkan kualitas layanan, khususnya dalam konteks transformasi digital dan tata kelola pemerintahan modern. Bandung Creative Hub (BCH) sebagai fasilitas publik yang mendukung ekosistem ekonomi kreatif telah mengembangkan inovasi pelayanan administrasi dalam proses pengajuan penggunaan fasilitas. Namun, implementasi inovasi tersebut belum menunjukkan hasil yang optimal. Penelitian ini bertujuan untuk menganalisis inovasi pelayanan administrasi front office di BCH menggunakan perspektif teori difusi inovasi Rogers yang meliputi relative advantage, compatibility, complexity, trialability, dan observability. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus. Data dikumpulkan melalui observasi, wawancara mendalam, dan analisis dokumen. Hasil penelitian menunjukkan bahwa inovasi yang diterapkan bersifat inkremental dan berfokus pada perbaikan prosedural serta digitalisasi parsial. Meskipun inovasi mampu meningkatkan efisiensi internal dan kejelasan prosedur, dampaknya terhadap pengguna layanan masih terbatas akibat belum terintegrasinya sistem dan rendahnya orientasi pada kebutuhan pengguna.
