Abstract

This study aims to analyze the shape and existence of local wisdom in the development of sago and to analyze the development strategy of sago processing based on local wisdom in the Angata District, Konawe Selatan Regency. The research variables consisted of forms of local wisdom, strength factors, weaknesses, opportunities, and threats to the development of sago processing. Data were analyzed with SWOT analysis. The results showed that the form and existence of local wisdom in sago processing activities in the Angata District that were still maintained were the involvement of workers, the selection of sago tree stands, and the destruction of pellets. Meanwhile, the strategy of managing sago crops based on local wisdom in Angata District can be done by utilizing the potential of land availability, expanding the network and market absorption, forming capital cooperation, adopting technology, optimizing income and public awareness, the assertiveness of sago regulation, improving the quality of human resources farmers, as well as the preparation of instructors/advisors who are competent in the field of sago management.

Abstract

The sustainability of Indonesia's economic development is partly determined by the food security factor. The non-rice food crop diversification program is an effort to maintain food security. The Gembili is a type of non-rice food plant besides corn, cassava, sweet potato, peanuts, green beans, and taro. However, efforts to maintain food security through the development of the Gembili food crop agribusiness in Southeast Sulawesi are still not optimal. Muna Regency is one of the areas that have huge potential in the development of Gembili food crop farming. The purpose of this study was to determine the amount of income and financial feasibility of Gembili farming. This research was conducted in 2019 in Muna Regency in 2 (two) sub-districts, namely South Wakorumba District and Parigi District which were selected purposively. The study population was all 105 people of the Gembili plant and a sample of 32 people. The sampling method was stratified random (multi-stage sampling). The types of data used are primary data and secondary data. The data analysis method is descriptive quantitative. The results showed that the average income received by farmers was Rp. 299,625 per farmer per year. Financial feasibility is indicated by the R / C value, which is an average of 1.48, greater than 1 (one), meaning that the development of Gembili plants has been efficiently implemented. The processing of Gembili tubers into various preparations will certainly increase the economic value of the Gembili commodity. However, the local community sells Gembili tubers only in the form of commodities without being processed first, so the income received by farmers is classified as small. The local community has difficulty in developing Gembili farming due to various obstacles, namely the limited technology and production facilities and the difficulty in obtaining quality seeds. Empowerment, counseling, and mentoring as well as other concrete programs are needed to preserve and develop Gembili farming.

Abstract

Produk unggulan desa perlu ditingkatkan untuk kesejahteraan masyarakat. Tujuan dari penelitian ini yaitu menganalisis persebaran Prukades (Produk Unggulan Kawasan Perdesaan)  pada program Dana Desa di Kecamatan Dangi; dan untuk menganalisis dampak pengembangan Produk Unggulan Kawasan Perdesaan (Prukades) dengan adanya pembangunan infrastruktur desa di Kecamatan Dangia. Metode yang digunakan yaitu analisis kualitatif dan analisis kualitatif. Hasil penelitian ini yaitu Produksi Unggulan Desa (Prudes) rata-rata tahun 2015-2019 di Kecamatan Dangia tersebar di semua desa. Dampak dari Prukades yaitu dengan adanya infrastruktur desa memberikan dampak positif pada Prukades. Di Kecamatan Dangia mempunyai hasil produksi padi sawah hanya mencapai 1 - 5 ton per desa sebelum adanya infrastruktur desa, setelah adanya infrastruktur desa maka produksi pertanian di Kecamatan Dangia antara tahun 2015 sampai tahu 2019 padi sawah mencapai 146.000 ton. Komuditas Kakao mencapai 10 - 50 kg sebelum adanya infrastruktur desa, setalah adanya infrastruktur desa maka produksi kakao mencapai 488.000 kg. Komuditas lain yang mengalami kenaikan produksi setelah adanya infrastruktur desa. Kata Kunci: Dampak, Desa, Infrastruktur, Sebaran,

Abstract

Dalam rangka mewujudkan ketahanan dan kedaulatan pangan perlu diselenggarakan pembangunan pertanian berkelanjutan, termasuk didalamanya adalah upaya perlindungan lahan pertanian pangan secara berkelanjutan di Kabupaten Muna Barat. Penelitian ini bertujuan mengidentifikasi potensi ketersediaan lahan pangan, menganalisis potensi ketersediaan dan kebutuhan lahan pangan berkelanjutan sampai tahun 2045 di Kabupaten Muna Barat. Penelitian dilakukan di Kabupaten Muna Barat, Provinsi Sulawesi Tenggara pada Tahun 2016-2017. Luas wilayah Kabupaten Muna Barat sekitar 2.057,69 Km2. Penelitian dilakukan dalam 4 (lempat) tahap yaitu (1) Persiapan penelitian, (2) Penyiapan bahan, peralatan dan peta kerja, (3) Survei lapangan dan (4) Analisis data meliputi analisis spasial dan non spasial. Aanalisis data spasial yaitu data yang bersifat keruangan dari hasil lapangan identifikasi lapangan yang selanjutnya dianalisis dalam bentuk spasial atau pemetaan dengan menggunakan software remote sensing dan SIG. Sedang analisis data non spasial dilakukan terhadap data-data hasil lapangan yang berkaitan dengan karakteristik lahan pangan, kepemilikan, produksi, pendapatan, biaya dan pemasaran, pendugaan kebutuhan lahan pangan, proyeksi permintaan bahan pangan dan rencana pengelolaan lahan pangan berkelanjutan. Luas lahan pangan sawah di Kabupaten Muna adalah 2.343,35 Ha terdiri dari lahan eksisiting 2.031,35 Ha dan lahan potensial 312,10 Ha. Kebutuhan lah an pangan di Kabupaten Muna Barat sampai tahun 2017 adalah 3.148 Ha sehingga terdapat defisit lahan 805 Ha. Sedangkan kebutuhan lahan sampai tahun 2045 adalah 4.864 Ha sehingga terdapat defisit lahan sekitar 2.521 Ha.Kata Kunci : Ketersediaan, Lahan Pangan, Kabupaten Muna Barat

Abstract

This study aims to analyze: 1) Poverty level in Amasara Village, Baito District, South Konawe Regency; 2) Influence between poverty levels and village funds (DD) in Amasara Village, Baito District, South Konawe Regency; 3) Factors that influence the causes of poverty in Amasara Village, Baito District, South Konawe Regency; and 4) Poverty alleviation plan in Amasara Village, Baito District, South Konawe Regency. The study uses quantitative and qualitative approaches. The sample (informants) of the study were 39 people who were determined purposively.The data analysis technique in the study was carried out quantitatively, 0.6 eview multiple linear regression and ordinary least squares (OLS) and qualitative descriptive analysis. The results showed that the poverty level in Amasara Village, Baito District, South Konawe Regency was at a moderate level, meaning that poverty could still be done by alleviation through various plans for policy and program approaches. In aggregate, poverty in Amasara Village, Baito District, Konawe Selatan District has a significant effect on the allocation of village funds (DD) of 87.99%.Partially, the allocation of village funds through the construction of facilities and infrastructure and community empowerment has a significant effect on poverty in Amasara Village, while the allocation of village funds (DD) for community development does not significantly influence poverty in Amasara Village. The main factors that influence the causes of poverty in Amasara Village, Baito District, Konawe Selatan District are; a) Low land ownership; b) Limited capital access; and c) Basic needs are limited. Poverty in Amasara Village is also supported by factors; a) Low education; b) Unemployment; c) Still traditional economic management; and d) Culture of saving that has not been developed. The poverty alleviation plan in Amasara Village, Baito Subdistrict, Konawe Selatan District for a short scale (priority) is: a) Hold entrepreneurial education and training and the like; b) Providing / facilitating the formation of new employment opportunities through capital assistance; c) Providing creative venture capital and business development assistance; d) Providing assistance for basic household needs that have not received food assistance and others from the central government; and e) Counseling (community development) and facilitating community financial management by saving money. While the long-term plan is a) Provision of business areas (temporary rights or property rights) for agricultural or plantation activities; and b) Counseling (guidance) on community financial management.Keywords: Poverty and Village Funds

Abstract

Penelitian ini bertujuan untuk: (1) Mengetahui dan menganalisis dinamika penggunaan lahan di Kecamatan Puuwatu dan Kecamatan Baruga Kota Kendari pada tahun 2008 hingga 2014, (2) Mengetahui dan menganalisis faktor yang mempengaruhi terjadinya perubahan penggunaan lahan di Kecamatan Puuwatu dan Kecamatan Baruga Kota Kendari. Analisis data yang digunakan yaitu Overlay Peta dan analisis regresi berganda. Dinamika Penggunaan Lahan di Kecamatan Puuwatu dan Kecamatan Baruga dari tahun 2008 hingga 2014 mengalami perubahan penggunaan lahan yang sangat dinamis. Penggunaan lahan yang paling besar perubahannya di Kecamatan Puuwatu adalah  lahan kebun dan pertanian sedangkan di Kecamatan Baruga adalah lahan terbangun atau permukiman dimana jumlahnya bertambah 502,30 ha. Pertambahan luas lahan terbangun yang signifikan ini merupakan hasil konversi lahan kebun, dan pertanian dimana sawah mengalami penurunan sebesar 137,57 ha, hutan mengalami penurunan sebesar 280,98 ha. dan lahan terbuka mengalami penurunan sebesar 83,75 ha. Faktor yang meningkatkan perubahan penggunaan lahan pertanian menjadi non pertanian di Kecamatan Puuwatu adalah pertumbuhan penduduk, pertumbuhan fasilitas ekonomi dan pertumbuhan fasilitas pendidikan sedangkan di Kecamatan Baruga adalah pertumbuhan fasilitas ekonomi dan pertumbuhan fasilitas pendidikan.Kata kunci: dinamika penggunaan lahan, faktor yang mempengaruhi perubahan penggunaan lahan

Abstract

The purpose of the study is 1) Analyze the development of regional infrastructure before and after division. 2) Analyze public service performance before and after regional combustion. 3) Analyze regional economic growth before and after division. This research is descriptive qualitative and quantitative. The variables used in this study are regional infrastructure including roads, education, health, economy. While economic growth includes Gross Regional Domestic Product (GRDP) and per capita GRDP. Based on the results of the study it can be concluded that expansion has a positive impact on improving regional infrastructure. Public service performance before and after regional expansion where the average ratio of availability of educational facilities to elementary school level, Junior high school and high school, for elementary school level that is equal to 53 schools, Junior high school 54 and 40 high school. Whereas after the expansion there was an increase namely for the elementary school level of 60 schools, Junior high school 68 schools, and 42 high school levels. The availability of health facilities before the expansion of the area namely 16 health facilities and after the expansion has increased amounting to 19 health facilities. Economic growth before was 3.78 percent and after expansion of 5.80 percent, it’s show that was an increase in the economic sector by 2.1 percent. Key Words: Impact expansion, infrastructure performance

Abstract

This study aims to analyze; 1) the performance of increased availability of infrastructure and anincrease in motor vehicle tax revenues every year in Southeast Sulawesi Province; and 2) the role ofincreasing motor vehicle tax receipts on infrastructure improvements in Southeast Sulawesi Province. Thisresearch was carried out at the Revenue Service office, the Southeast Sulawesi Provincial Public WorksOffice, and the SAMSAT offices throughout the districts / cities in Southeast Sulawsei Province. Dataanalysis performed was descriptive qualitative method and simple regression.The results of the study show that; 1) the contribution of the motor vehicle tax sector every yearto 12 districts / cities in Southeast Sulawesi Province is quite varied, and Kendari City is the biggestcontributor to PKB income and the lowest contribution is North Buton Regency; 2) During the period 2018-2015 the construction of road infrastructure (the length of the road built) was around 601.12 Km (10.24%),where the South Konawe Regency had the longest road length of 88.32 Km, while the construction of theshortest road was in Kabupaten Bombana namely 18.68 Km; and 3) the contribution (amount of revenue) ofthe PKB does not have a significant effect on the development of road infrastructure in Southeast SulawesiProvince so that the length of the road to be built in the future is around 5,270.75 Km, with a growth rate of10.24%. .Keywords: Contributions, Motor Vehicle Taxes and Road Infrastructure

Abstract

This study aims to determine the development of Economic Performance in North Buton Regency; knowing the progress of the North ButonRegency  Public Service Performance; and knowing the Development of Regional Infrastructure as a basic service facility in North Buton Regency consisting of 6 (six) Subdistricts, that is Kulisusu, Bonegunu, Kulisusu Barat, Kulisusu Utara, Kambowa, and Wakorumba. This study uses an analysis of the development of regional economic performance, analysis of public service performance, and analysis of regional infrastructure development. The results showed that (1) the average development of GRDP on the basis of constant prices before expansion is 5,52 percent and after expansion of 8.23 percent and the average growth rate of Regional Original Income has grown by 16,03 percent; (2) The ratio of the availability of educational facilities for elementary and junior high school levels before expansion is 73.61 percent while after division is 78,32 percent and the availability of health facilities before pemekaran is 5,5 percent while after division is 12.5 percent; (3) growth in the number of education facilities before expansion by 3,7 percent and after division of 4.4 percent, the development of the number of health facilities before pemekaran was 6.1 percent and after expansion of 15,3 percent, the development of religious facilities before expansion was 2,7 percent and after expansion 3,5 percent, and road infrastructure the average growth before expansion is a paved road of 6 percent and not paved 8,54 percent, while after expansion the average paved road growth is 34.89 percent, while the average growth of non-asphalt roads is 17,83 percent. Keywords: Economic Performance, Public Service, and Regional Infrastructure

Abstract

Penelitian ini bertujuan untuk menganalisis: 1) Tingkat kemiskinan di Desa Amasara Kecamatan Baito Kabupaten Konawe Selatan; 2) Pengaruh antara tingkat kemiskinan dengan dana desa (DD) di Desa Amasara Kecamatan Baito Kabupaten Konawe Selatan; 3) Faktor-faktor yang mempengaruhi penyebab kemiskinan di Desa Amasara Kecamatan Baito Kabupaten Konawe Selatan; dan 4) Rencana pengentasan kemiskinan di Desa Amasara Kecamatan Baito Kabupaten Konawe Selatan. Hasil penelitian menunjukkan bahwa kemiskinan di Desa Amasara Kecamatan Baito Kabupaten Konawe Selatan yang terjadi masih dapat dilakukan upaya pengentasan melalui berbagai rencana pendekatan kebijakan dan program. Secara agregat, kemiskinan di Desa Amasara Kecamatan Baito Kabupaten Konawe Selatan berpengaruh signifikan terhadap peruntukan dana desa (DD) sebesar 87,99 %. Secara parsial, peruntukan dana desa melalui pembangunan sarana dan prasaran serta pemberdayaan masyarakat berpengaruh signifikan terhadap kemiskinan di Desa Amasara, sedangkan peruntukan dana desa (DD) untuk pembinaan kemasyarakatan tidak berpengaruh signifikan terhadap kemiskinan di Desa Amasara
