Abstract

This study focuses on Article 31, Paragraph (1) regarding the analysis of the alignment between the Karawang Regency Regional Regulation No. 4 of 2015 on the Regulation and Empowerment of Street Vendors and Law No. 13 of 2022 on the Formation of Legislation. Street vendors have complained about the high cost of stalls in the new market, which was established by the Regent of Karawang based on the new regional regulation. The research method employed is a normative juridical approach, with a research plan spanning 5 months. The scope of the study includes the relocation and empowerment of street vendors. The legal materials used are secondary legal sources. This research provides recommendations for improving the implementation process and adjusting policies to ensure that the objectives of relocating street vendors are achieved fairly and efficiently. The findings offer insights into how the formation of legislation can be enhanced to better address the needs of street vendors.

Anwar Hidayat. 2024. Karakteristik Petani dan Kinerja Usahatani Jagung Hibrida (Zea mays L.) Pada Lahan Perum Perhutani KPH Ciamis (Studi Kasus di Desa Girimukti Kecamatan Cisaga Kabupaten Ciamis). Trisna Insan Noor dan Rian Kurnia. Tingginya permintaan pasar terhadap komoditas Jagung Hibrida untuk pakan ternak di Kabupaten Ciamis menjadikan usahatani Jagung Hibrida potensial untuk dikembangkan. Perum Perhutani KPH Ciamis dengan prinsip pemberdayaan masyarakat berupaya untuk meningkatkan jumlah produksi Jagung Hibrida melalui program Pemanfaatan Lahan di Bawah Tegakan (PLDT). Penelitian ini bertujuan untuk menganalisis karakteristik petani dan kinerja usahatani Jagung Hibrida pada Lahan Perum Perhutani KPH Ciamis di Desa Girimukti, Kecamatan Cisaga, Kabupaten Ciamis. Jenis penelitian ini merupakan penelitian deskriptif kualitatif dengan metode studi kasus. Data yang digunakan terdiri atas data primer dan data sekunder yang dikumpulkan dengan wawancara terstruktur, observasi dan studi literatur. Teknik penarikan sampel secara sampel jenuh sebanyak 9 orang petani. Hasil penelitian menunjukan bahwa karakteristik petani berumur produktif, tingkat pendidikan tergolong rendah, jumlah tanggungan keluarga tergolong kecil, kurang berpengalaman dalam usahatani dan penguasaan lahan tergolong sempit. Secara tingkat produktivitas, usahatani jagung hibrida di Lahan Perhutani berada pada tingkat sedang. Total biaya produksi usahatani Jagung Hibrida di Lahan Perhutani sebesar Rp. 6.361.373,61/ha, Total penerimaan sebesar 16.356.613,00/ha dan Pendapatan sebesar Rp. 9.995.239,39/ha dengan nilai RC Ratio sebesar 2,58. Artinya, usahatani Jagung Hibrida tersebut layak untuk diusahakan.

Abstract

Democracy in the government system is very dependent on the General Election (Pemilu) mechanism which upholds the principles of transparency and equality, where elections are an important instrument to accommodate people's aspirations and ensure the change of power in a dignified manner. However, the dirty practice that often surrounds the democratic process is the phenomenon of Money Politics or Transactional Politics, which can be defined as a systematic effort to influence voter preferences through material compensation, whether in the form of cash, goods or promises of economic value. This practice can significantly weaken the true essence of democracy, namely popular sovereignty. The Indonesian government has anticipated this problem through comprehensive legal instruments, namely regulations related to Money Politics which are contained in a number of laws, especially Law no. 7 of 2017 concerning Elections and Law no. 10 of 2016. Specifically, Article 523 regulates forms of Money Politics violations in three critical phases: the campaign period, the quiet period, and during voting, with legal consequences that have been explicitly formulated in the regulation, aimed at preventing practices that can distort democratic process and undermine the integrity of general elections

Abstract

The system used in the Indonesian Election is an open proportional system and a closed proportional system. The open proportional system that makes the winner of the most votes in the election creates an unfair competitive atmosphere between legislative candidates, this system dominates the practice of money politics and so on, the closed proportional system also has bitter experiences, the journey of elections since the New Order to the reformation which uses a closed proportional system based on serial numbers is considered to only produce people's representatives who are closer to the interests of political party elites and their groups who have personal interests. Legal Politics has a very important role as a basis for perspective in increasing the effectiveness of national legal development. This study uses descriptive and empirical socio-legal or non-doctrinal methods, applying special legal science research that combines legal norms with sociological aspects through the approach of legal principles and political behavior. To bring elections to an ideal level within the framework of democracy is not only limited to the election system, but must be in line with the awareness of moral values ??upheld by every citizen, both voters and election contestants. Therefore, an appropriate framework of thought is needed with the principle of appreciation in every norm of life. The open proportional system is more relevant to the principle of people's sovereignty, but improvements are needed to the mechanisms and technical provisions in its implementation. Improvements to the open proportional system are important to ensure that this system can run effectively and democratically.

Abstract

Mendale Village is one of the villages in Takengon, Central Aceh, located on the shores of Lake Laut Tawar. So far, Mendale Village has not had a product that can be used as a typical souvenir from Mendale Village and can increase community income. In fact, Mendale Village has a lot of natural resources. The existence of resources in the form of yeloow pumpkin can be processed into dodol. Therefore, the purpose of this Community Service program is to increase the knowledge and skills o the Mendale Village community to process tallow pumpkin into yellow pumpkin dodol which can be used as a typical culinary souvenir. The commnutiy service method used is through counceling and demonstration. The partners who attended came from mothers from the general public and the Family Welfare Empowerment Movement Team, totaling 20 people. The results of the Pre Test and Post Test that communit knowledge and skills had increased. Especially regarding the use of yellow pumpkin in food and beverage products, including dodol products and the existence of these products, including dodol products and the exixtence of theses products will provide added value to yellow pumpkin. The results of the implementation evaluation showed that almost all partners stated ‘Strongly Agree’ to several statements. The statements are, regarding the event schedule, the training material is appropriate, the theme is interesting, the program is very usefull and partners will follow the same program if it is held again in the future, each statement gets a percentage of 100% or all partners, 20 people stated ‘Strongly Agree’.

Abstract

Program pengabdian masyarakat ini bertujuan untuk meningkatkan kesadaran masyarakat mengenai pentingnya transportasi umum dan optimalisasi trayek angkutan di Kabupaten Karawang. Kegiatan ini melibatkan sosialisasi, pelatihan, dan diskusi partisipatif dengan masyarakat, operator transportasi, serta pemangku kepentingan lainnya. Fokus utama program adalah memberikan edukasi mengenai manfaat transportasi umum yang ramah lingkungan, efisien, dan inklusif, serta mendorong peran aktif masyarakat dalam mendukung kebijakan penataan trayek. Melalui pendekatan partisipatif, program ini berhasil meningkatkan pemahaman peserta sebesar 65% tentang pentingnya perencanaan trayek berbasis kebutuhan lokal. Selain itu, pembentukan kelompok kerja tingkat desa dan pengembangan modul edukasi menjadi langkah penting untuk menjamin keberlanjutan program. Hasil dari kegiatan ini menunjukkan bahwa pendekatan berbasis kolaborasi dan kearifan lokal mampu meningkatkan efektivitas pengelolaan trayek dan layanan transportasi umum di Kabupaten Karawang. Program ini diharapkan menjadi model yang dapat diterapkan di wilayah lain untuk mendukung mobilitas masyarakat, mengurangi kemacetan, serta mendukung pembangunan berkelanjutan.

Abstract

The government has established a comprehensive labor protection system as a result of the decline in workers' income levels. The aim of this effort is to ensure that workers' fundamental rights are fulfilled and that adequate welfare is provided for workers and their families, while taking into account the evolution of the investment and business industries. To understand the impact of the minimum wage on the welfare of informal workers in Karawang Regency, this study uses a mixed-method approach that combines quantitative and qualitative methods. According to path analysis, there is a path coefficient of 0.31 (p 0.05), which indicates that there is an indirect influence from other variables, such as macroeconomic stability, the effectiveness of social protection programs, and the demographic characteristics of informal workers. However, the results of the study on the adaptation strategies of informal workers and the effectiveness of social protection programs in Karawang Regency show a structural gap between labor policy designs that focus on the formal sector and the real conditions of informal workers, especially those with fluctuating incomes and high mobility.

Abstract

Eskalasi standar upah minimum tahun 2025 di Jawa Barat telah dilegitimasi melalui Keputusan Gubernur Jawa Barat Nomor 561.7/Kep.798-Kesra/2024 yang membahas Upah Minimum Kabupaten/Kota di lingkup Provinsi Jawa Barat untuk tahun 2025. Target riset ini difokuskan pada evaluasi dampak regulasi upah minimum terhadap kondisi kesejahteraan tenaga kerja, dengan penekanan spesifik pada dinamika sektor informal di wilayah Kabupaten Karawang. Metodologi pengumpulan informasi diimplementasikan melalui beragam teknik, mencakup diskusi langsung dengan para pekerja informal, kalangan pengusaha, serta stakeholder relevan lainnya seperti representan dari instansi pemerintah daerah. Hasil penelitian menyimpulkan bahwa Implementasi UMK Karawang 2025 sebesar Rp 5.599.593,21 memberikan dampak tidak langsung dan terbatas pada pekerja sektor informal. Kesenjangan antara pendapatan pekerja informal dengan UMK Karawang 2025 yang ditetapkan sebesar Rp 5.599.593,21 telah mendorong berkembangnya berbagai strategi adaptasi yang kompleks dan beragam. Strategi-strategi ini mencerminkan resiliensi dan kreativitas pekerja informal dalam menghadapi tekanan ekonomi, namun juga menunjukkan perlunya dukungan kebijakan yang lebih terintegrasi

Abstract

Rapid development of technology gave a positive impact on the footwear industry. The emergence of various types of technology as part of the industrial revolution 4.0 has greatly helped various types of work in industry. However, technology also need to be supported by good quality resource. Knowledge regarding how to use and maintain these technologies is needed so that the benefits of these technologies can be utilized. An alternative way is by developing good quality of human resource to being proficient in using technology. Furthermore, cultivating technological literacy is also one of the essential factors. Regarding to this situation, we proposed research that aims to develop the AR-FootIN 4.0 application as a learning media for introducing industry 4.0 in the footwear sector. This learning media is developed by employing mobile augmented reality. The proposed learning media is developed by using the SDLC method. The resulted learning media is then evaluated by conducting two types of evaluation, which are expert evaluation and user evaluation. The results of expert evaluation and user evaluation obtain a percentage of 93.33% and 86% respectively, which means that the feasibility of the application to support the technological literacy process in the footwear industry is very good.

Abstract

Program Pengabdian kepada Masyarakat (PkM) ini bertujuan untuk meningkatkan kesadaran hukum masyarakat Karawang mengenai tindak pidana politik uang yang dapat terjadi selama penyelenggaraan Pemilu dan Pilkada pada tahun 2024. Dengan pendekatan edukasi yang komprehensif, program ini memfasilitasi kerjasama antara tim pengabdian, aparatur desa, mahasiswa KKN, Bawaslu, dan KPU setempat. Kegiatan dalam program ini meliputi seminar interaktif, workshop, pembentukan relawan pengawas pemilu di tingkat desa, serta kampanye melalui media sosial. Pelaksanaan kegiatan dilakukan secara langsung di kantor desa terpilih di Kabupaten Karawang, mencakup berbagai lapisan masyarakat, termasuk tokoh masyarakat, pemuda, dan kelompok perempuan. Hasil dari program ini menunjukkan peningkatan yang signifikan dalam pemahaman masyarakat tentang bahaya praktik politik uang, yang tercermin dari meningkatnya jumlah laporan dugaan praktik tersebut ke Bawaslu. Keberhasilan juga terlihat dari terbentuknya kelompok relawan desa dan forum anti-politik uang di tingkat kabupaten, yang menjadi indikator penting dalam membangun mekanisme pengawasan yang berkelanjutan. Meskipun tantangan utama yang dihadapi adalah keterbatasan waktu dan sumber daya untuk menjangkau seluruh desa, strategi pemilihan desa kunci dan pemanfaatan teknologi informasi telah membantu mengatasi kendala tersebut. Secara keseluruhan, program ini berkontribusi signifikan dalam menciptakan Pemilu dan Pilkada 2024 yang lebih bersih di Kabupaten Karawang, serta menyediakan model yang dapat direplikasi di daerah lain di Indonesia
