Abstract

Improving the quality of Human Resources for the State Civil Apparatus (ASN) is a fundamental step in enhancing the effectiveness of public service delivery amidst increasing demands for professionalism and adaptability. Collaborative governance is viewed as a strategic approach to address the complexity of implementing integrated and participatory training and certification programs for State Civil Apparatus (ASN). This study aims to analyze the implementation of collaborative governance in the management training and certification of ASN in 2024. A descriptive quantitative approach was employed, using purposive and total sampling techniques with 82 respondents comprising both participants and organizers. Data were collected through questionnaires and analyzed using the Weighted Mean Score (WMS) method. The results show that efforts to apply collaborative governance principles in ASN training have been initiated through inter-agency cooperation. However, the implementation has not fully reflected the theoretical framework, particularly Emerson et al. (2012), which emphasizes shared motivation, joint capacity for collective action, and mutual understanding of change. Furthermore, based on Kirkpatrick's training evaluation model, the impact of these efforts has not yet reached significant levels of behavioral change or measurable results. This indicates that the current application of collaborative governance remains partial and has yet to contribute optimally to the overall effectiveness of ASN training. The findings highlight a gap between theoretical concepts and field practices, providing a foundational basis for the development of a more applicable and impactful collaborative model for future ASN training initiatives.

Abstract

Penelitian ini bertujuan untuk menganalisis pengaruh Capital Intensity, Leverage, dan Return on Assets (ROA) terhadap penghindaran pajak pada perusahaan sektor energi yang terdaftar di Bursa Efek Indonesia (BEI) periode 2019–2023. Penghindaran pajak menjadi perhatian utama karena dapat memengaruhi penerimaan negara. Variabel independen yang diteliti meliputi Capital Intensity, Leverage, dan Return on Assets (ROA), sementara variabel dependen adalah penghindaran pajak yang diproksikan dengan Effective Tax Rate (ETR). Penelitian menggunakan metode kuantitatif dengan teknik purposive sampling, menghasilkan sampel 15 perusahaan sektor energi selama 5 tahun (2019–2023). Analisis data dilakukan dengan regresi linear berganda. Hasil penelitian menunjukkan bahwa Capital Intensity, Leverage, dan Return on Assets (ROA) secara signifikan berpengaruh positif terhadap penghindaran pajak. Temuan ini memberikan implikasi bagi pemerintah dan perusahaan dalam mengelola strategi perpajakan untuk mencegah praktik penghindaran pajak.

Abstract

Kegiatan KKN FISIP Universitas Djuanda di Desa Jogjogan Kabupaten Bogor menginisiasi program Gerakan Cerdas dan Kreatif (Gercef) setelah mendapatkan temuan bahwa anak di Desa Jogjogan Kampung Pasir Panjang RT.03/RW.02 menunjukkan minat belajar yang rendah, kurangnya motivasi, kesulitan dalam pembelajaran, dan masih butuh layanan bimbingan belajar. Berdasarkan hal ini, program Gerakan Cerdas dan Kreatif dari KKN difokuskan pada peningkatan kompetensi belajar serta minat belajar anak melalui pendekatan partisipatif. Program ini dilaksanakan di Rumah Kader yang Bernama Ibu Widia dengan melibatkan 15-20 peserta dari jenjang PAUD hingga SMP, dibimbing oleh 11 mahasiswa KKN yang bertindak sebagai tutor. Kegiatan dilakukan dua kali seminggu, setiap Rabu dan Jumat. Pelaksanaan ini telah dilakukan 4 pertemuan dalam sebulan. Metode menggunakan pendekatan partisipatif dengan praktik ceramah, demonstrasi dan praktik dibimbing dalam kelompok kecil sesuai tingkat kelas. Hasil kegiatan menunjukkan dampak yang positif dalam meningkatkan minat dan kompetensi belajar anak-anak TK hingga SMP. Dengan menggunakan pendekatan partisipatif, program ini melibatkan anak-anak dalam bimbingan belajar, permainan edukatif, dan prakarya yang efektif dalam mengembangkan keterampilan kognitif, motorik, dan sosial anak. Evaluasi menunjukkan peningkatan motivasi dan pemahaman siswa, serta menegaskan bahwa pembelajaran interaktif yang sesuai dengan usia dan kebutuhan pendidikan anak dapat meningkatkan kompetensi belajar secara efektif.

Abstract

Penelitian ini mengguanakan metode kualitatif dan pendekatan kepustakaan yang berasal dari buku, dan jurnal. Melalui data ini mendeskripsikan tentang Kepemimpinan Nyai Nusantara Jawa Timur dan Jawa Barat Masa Pandemi Covid-19 sehingga dapat ditarik kesimpulan bahwa Model kepemimpinan Nyai pada pesantren modern menggunakan model kepemimpinan managerial, kharismatik, otentik dan transformasional dengan gaya kepemimpinan yang dikombinasi dari demokratis dan otoriter. Pada pondok pesantren salaf, menggunakan model kepemimpinan kharismatik dan spiritual. Dan pada pesantren berbasis tasawuf cenderung menerapkan sistem otoriter. Kebijakan manajemen kepemimpinan Nyai saat pandemi menerapkan manajemen fisik (internal) melalui peningkatan protocol kesehatan,peningkatan kebersihan, kesehatan, olahraga teratur, penambahan gizi santri, dan memberlakukan social distencing. Dan manajemen non fisik (eksternal) membangun kerjasama dan pembentukan gugus covid-19 pada level kecamatan/puskesmas, memberikan penyuluhan, tracking dan layanan kesehatan, meniadakan penjengukan untuk waktu tertentu, konsisten menggunakan kurikulum sorogan, bandungan, hafalan dan metode gabungan, memangkas jam pelajaran baik daring maupun luring, alokasi waktu pembelajaran daring dikurangi menjadi 2 pertemuan, pembelajaran melaui media zoom, saat luring pembelajaran menjadi 4-5 kali pertemuan. This study uses qualitative methods and a literary approach derived from books and journals. Through this data it describes the leadership of Nyai Nusantara in East Java and West Java during the Covid-19 Pandemic so that it can be concluded that the Nyai leadership model in modern Islamic boarding schools uses a managerial, charismatic, authentic and transformational leadership model with a leadership style that is a combination of democratic and authoritarian. At the salaf Islamic boarding school, using a charismatic and spiritual leadership model. And the Sufism-based Islamic boarding schools tend to apply an authoritarian system. Nyai's leadership management policy during a pandemic implemented physical (internal) management through improving health protocols, improving hygiene, health, regular exercise, supplementing student nutrition, and enforcing social distancing. And non-physical (external) management builds cooperation and establishes a co-19 cluster at the sub-district/health center level, provides counseling, tracking and health services, eliminates visits for a certain time, consistently uses the sorogan, bandungan, rote and combined method curricula, cuts lesson hours both online and offline, when online, the allocation of learning time is reduced to 2 meetings, learning through zoom media, when offline learning becomes 4-5 meetings. Abstract

The pandemic era has brought us to situations where social and physical restrictions are demanded. Therefore, like it or not, school principals and supervisors must change the supervision strategy carried out on their teachers and their target schools. Changing supervision strategy needs to be done because learning is no longer done face-to-face in the classroom but online and through clinical supervision activities. However, the problems found indicate that the implementation of clinical supervision has not been optimal because: (1) principals have not effectively carried out their duties as supervisors, such as monitoring, managing, and collaborating with teachers to improve learning. (2) teachers do not yet have adequate skills in managing classes and improving the learning process. (3) teachers and principals are not accustomed to using clinical supervision mobile learning to assist supervision activities in increasing their professionalism. The training activities include the introduction and use of clinical supervision mobile learning, practical sessions on using clinical supervision mobile learning, and mentoring. The training participants consisted of teachers, school principals, and supervisors. The methods used are socialization, training, and focus group discussions. After the training, participants gained new knowledge about mobile learning clinical supervision training. In addition, participants could practice the stages in utilizing clinical supervision mobile learning. Based on the evaluation results, participants argued that this application is essential and relevant for use during covid 19 pandemic conditions.

Abstract

This study aims to empirically examine and model the influence of lecturer competence on student engagement in higher education, operationalized through the Tripod 7Cs framework, at Universitas Nahdlatul Ulama Indonesia. The 7Cs framework consists of seven instructional competencies—Care, Confer, Captivate, Clarify, Consolidate, Challenge, and Classroom Management—with student engagement conceptualized across three dimensions: Vigor, Absorption, and Dedication. Addressing the limited application of the Tripod 7Cs framework in higher education and non-Western contexts, this study investigates both the simultaneous and differential effects of the seven competencies on distinct engagement components. Participants consisted of 129 undergraduate students (N = 129), including 43 men (33.33%) and 86 women (66.67%), selected using convenience sampling. Data were collected via an online questionnaire. Lecturer competence was measured using the Tripod 7Cs Instrument, while student engagement was assessed using the Utrecht Work Engagement Scale for Students (UWES-S). Rasch measurement modeling was employed to ensure construct validity and reliability prior to hypothesis testing. Multiple regression analyses were conducted to examine the predictive effects of the 7Cs dimensions on each engagement component. In addition, a thematic analysis of open-ended responses was performed to triangulate the quantitative findings and provide contextual insight into students’ perceptions of effective teaching practices.The results revealed distinct and non-uniform relationships between lecturer competencies and engagement dimensions. The Captivate dimension emerged as a significant predictor of Vigor (β = 0.260, p = .044) and the strongest predictor of Absorption (β = 0.429, p < .001), indicating the central role of engaging instructional delivery in fostering energy and deep learning immersion. The Care dimension significantly predicted Vigor (β = 0.231, p = .040) and Dedication (β = 0.253, p = .020), highlighting the importance of relational and emotional support in sustaining students’ commitment to learning. Conversely, Clarify did not demonstrate a direct statistical effect on engagement, although qualitative findings underscored its role as a foundational instructional prerequisite. This study contributes novel empirical evidence by extending the Tripod 7Cs framework to higher education, demonstrating its applicability in an Indonesian, non-Western context, and revealing the differential predictive power of specific lecturer competencies across engagement dimensions. The findings offer actionable implications for faculty development, emphasizing that effective teaching in higher education requires not only instructional clarity, but also engaging delivery and caring lecturer–student relationships to foster meaningful and sustained student engagement.
