Abstract

Penelitian ini bertujuan untuk membahas serta mengkaji secara intensif terkait efektivitas Layanan Terpadu Perpustakaan Desa (LTPD) baik dari segi konsep dan teori-teori yang relevan maupun dari kenyataan pelaksanaan. Penelitian ini menggunakan metode penelitian kualitatif deskriptif dengan melalui metode pengumpulan data berupa observasi, wawancara, dan dokumentasi. Penelitian ini menggunakan sumber data primer dan sumber data sekunder, sumber data primer berupa wawancara dengan orang yang memahami pelaksanaan efektivitas Layanan Terpadu Perpustakaan Desa (LTPD) yaitu Ibu Mujiati selaku pegawai dan Tim Layanan Ekstensi Dinas Perpustakaan dan Kearsipan Provinsi Jawa Timur. Sumber data sekunder dengan memanfaatkan jurnal, website, buku, sumber literatur, , ataupun media sosial yang berkaitan dengan perpustakaan desa. Hasil penelitian bahwa efektivitas Layanan Terpadu Perpustakaan Desa (LTPD) oleh Dinas Perpustakaan dan Kearsipan Provinsi Jawa Timur dapat diukur dengan teori efektivitas organisasi dari Richard M. Steers yang meliputi, 1) Karakteristik Organisasi, 2)Karakteristik Lingkungan, 3)Krakteristik Pekerja, 4) Kebijakan dan Praktik Manajemen. Dengan adanya penelitian ini diharapkan dapat mengetahui efektif atau tidaknya Layanan Terpadu Perpustakaan Desa (LTPD) oleh Dinas Perpustakaan dan Kearsipan Provinsi Jawa Timur.

Abstract

The involvement of the government, community, and private sector is required in flood mitigation in Bojonegoro Regency. The problem is how to initiate and run the optimal collaborative efforts with these stakeholders. This study was conducted with a qualitative approach and data collection through interviews with key informants of state actors. The study found that less efficient flood mitigation in Bojonegoro was because the elements of the state and civil society remained working individually under their duties and responsibilities rather than in integrated processes. This proves the less effective collaborative government Disaster Management in Bojonegoro.

Abstract

The background of this study is the phenomenon of collaboration among state actors and non-governmental actors in the implementation of primary level education for children of former lepers of Sumberglagah. The location of this study is aroung the Tanjungkenongo 2 State Elementary School. This study aims to answer two questions: how to identify the actors of collaborative governancebased education in Sumberglagah elementary school and what are the dynamics of collaboration among the actors in implementing primary education in the Sumberglagah leprosy village? It applied qualitative methods and case study research due to the uniqueness of Sumberglagah leprosy village, This study discovered that the educational process of SD Tanjungkenongo 2 has involved several actors: East Java provincial government, Mojokerto Regency government, Tanjungkenongo village government, school principals and teachers at SD Tanjungkenongo, Ministry of Education and Culture through campus teaching programs and communities around Sumberglagah. The actors' collaborative relationship runs dynamically based on three values; for instances consensus orientation in decision making, multi-stakeholder communication in social relations and bureaucracy, and various resources in achieving common goals.
