Abstract

Abstract Influential groups, source of power and the change of elites post-pandemic rises the social questions of the study. This research aims aims to discuss the dynamics of elite configuration during the COVID-19 pandemic in Jelgung Village Sampang Regency, Madura. Using Putnam's elite theory and Andrain's theory of sources of power, the research will be allocated in Jelgung Village, Sampang Regency uses a qualitative method with a case study research model. The data is collected through in-depth interview with informants relevant to the topic of the village elite. The results showed that the elite of the Jelgung village consisted of the government, religious leaders, health workers, champions or blater groups, military officers and retired soldiers, and business unit owners. It’s also discovered a configuration that consists of shifting sources and channels of power during the COVID-19 pandemic towards the elite constellation of Jelgung Village due to their contribution, namely doctors, nurses, and midwives. Keywords: Configuration, Elite Village, Power, Madura, COVID-19 Abstrak Kelompok yang influensial, sumber kekuasaan dan perubahan elite desa pasca pandemi COVID-19 menjadi sebuah permasalahan sosial dalam penelitian ini. Penelitian ini bertujuan untuk membahas dinamika konfigurasi elite selama pandemi COVID-19 di Desa Jelgung Kabupaten Sampang, Madura. Artikel ini menggunakan teori elite Putnam dan teori sumber-sumber kekuasaan oleh Andrain. Studi  desa Jelgung Kabupaten Sampang ini menggunakan metode kualitatif dengan teknik studi kasus. Pengumpulan data primer melalui teknik wawancara mendalam dengan para informan penelitian yang relevan dengan topik elite desa. Hasil penelitian menunjukan elite desa Jelgung terdiri dari pemerintah desa, kiai tokoh agama, tenaga kesehatan desa, kelompok jawara atau blater, aparat militer dan purnawirawan tentara, dan pemilik unit bisnis tergabung dalam wirausahawan desa. Artikel ini juga menemukan terjadi konfigurasi yang terdiri dari pergeseran sumber dan saluran kekuasaan selama pandemi COVID-19 terhadap konstalasi elite desa Jelgung. situasi pandemi memunculkan elite baru yang memiliki pengaruh besar yakni para tenaga kesehatan desa yakni dokter, perawat, dan bidan desa.Kata Kunci: Elite Desa, Kekuasaan, Konfigurasi, Madura, COVID-19

Abstract

The emergence of a debate about the village head elections, is it a form of democracy or not democracy? Because it is controlled by a handful of oligarchs, it has long occurred among village experts. Therefore, this article aims to find out the development of the democratic model and the source of oligarchic power in Sitimerto village, Kediri regency in the Pilkades 2016. This article uses a qualitative approach and takes a case study on the selection of Sitimerto village heads, Pagu District, Kediri District, East Java Province. The case was interesting because the Sitimerto Pilkades allegedly represented a village with Javanese cultural characters and the oligarchs were quite strong. The results of the study prove that material resources are still dominant in the political dynamics of Sitimerto village. Money politics is a material resource that functions to influence village voters with diverse meanings. However, oligarchs must also become as elites to be able to exploit non-material resources to better guarantee victory in the election of the Sitimerto village head. In this study, non-material resources are identical with Javanese sources of power which are spiritual powers or called kesakten.

Abstract

Increased political participation of the village community after the reformation, marked by increasing interest in the community to run for village head elections and village decision-making. Increasing village community participation certainly has hope that the neutrality of bureaucracy is maintained at the village level. So that the climate of political contestation at the village level runs ideally in accordance with the values of democratic life. The purpose of this research is to find out the role of bureaucracy politicization in winning candidate village head Aditya Dimas in Pilkades simultaneously December 26, 2016. Then, knowing the factors that cause political behavior are not neutral village officials and forms of violations in contestation Pilkades Sitimerto December 26 2016. This research using qualitative research methods with a case study approach. The selection of qualitative methods with a case study approach was carried out because there were distinctive characteristics in the election of the head of the Sitimerto village in Kediri Regency. The results of this study show, firstly, that the practice of neutrality in village bureaucracy in the Sitimerto village case is not proven, that the village apparatus is not neutral in the village head election. Second, the factors that motivate village officials to be non-neutral in the case of the Sitimerto village head election are the widespread use of money politics as an attraction for material benefits to the village apparatus and political dinasty of incumbent. Third, a number of forms of violations of neutrality that occurred in the case of the election of the Sitimerto village head were proven that the village officials acted as cadres of the incumbent candidates and participated in distributing money politics to the villagers.

Abstract

Implementationof Law No. 6 of 2014 concerning Villages, regulating the election of village heads simultaneously. In contrast to most post-reform studies in 1998 which analyzed village head election with a material approach or money politics. Instead this study elaborates on political strategy from the perspective of Javanese culture in village political contestation. The study begins identifying who the candidates who fought in Tanjung village head election, the extent to which a cultural approach through the idea of Javanese power effectively won the election of village heads so that research could add a variety of political strategy models to village head election and become role models in rural democracy. With qualitative methods and take case studies of Tanjung village, Pagu District, Kediri Regency. The study identified who were the candidates who fought in PilkadesTanjung village, and the extent to which spiritual resources through the idea of Javanese power and material resources effectively won the village heads election. This study concluded that all candidates for Tanjung village head using a Javanese culture-based political strategy originated from a source of spiritual power whose variation was divided into six categories: first, the Slametan ceremony at the tomb of the village founder. Abstract

Penelitian ini bertujuan untuk membuktikan fenomena praktik politik oligarki dalam pemilihan kepala desa yang memiliki perbedaan pola dengan pemilihan umum di tingkat lokal dan nasional. Dengan metode penelitian kualitatif dan mengambil studi kasus di Desa Tanjung, Kecamatan Pagu, Kabupaten Kediri, penelitian ini menggambarkan bagaimana politik oligarki berbasis sumber daya material gagal memenangkan pemilihan kepala desa Tanjung. Hasil penelitian ini menunjukkan bahwa semua calon kepala desa menggunakan sumber daya material selain sumber kekuasaan Jawa yang bersifat spiritual. Meskipun demikian, penggunaan uang dan penguasaan institusi formal sebagai karakter dasar oligarki ternyata kurang efektif untuk meraup jumlah suara yang signifikan dalam pemilihan kepala desa Tanjung tersebut. Sebaliknya, semakin banyak sumber kekuasaan nonmaterial yang digunakan calon kepala desa maka semakin besar pula kemungkinan terpilihnya. Sumber kekuasaan nonmaterial tersebut identik dengan kekuasaan Jawa berasal energi mistis kesakten yang berfungsi untuk meningkatkan kepercayaan diri kontestan dalam menghadapi pemilihan. Dengan demikian, peranan sumber kekuasaan material dan sumber kekuasaan nonmaterial dalam kontestasi politik di tingkat desa tidak sama atau bertolak belakang dengan kontestasi politik di tingkat kabupaten, kota, provinsi dan nasional.

Abstract

This article discusses programmatic distributive politics in the villages in Sampang Regency during the COVID-19 pandemic. This study seeks to answer the forms of programmatic goods distributed in Sampang during the pandemic. This study employs qualitative methods and chose ten villages in Sampang as its case study due to Sampang’s achievement in maintaining its green zone status for the longest period in East Java. This article shows that there have been shifts in the bupati’s relationships with the village heads, from what was previously transactional prior to the pandemic to be more collaborative in efforts to contain the spread of the virus. This study also finds that the practice of distributive politics in Sampang during the pandemic fulfills the three criteria of programmatic politics: the accuracy of beneficiaries, transparency, and commitment to distribute goods without discrimination. The village heads in Sampang have acted as effective brokers in the implementation of village welfare programs, such as the installment of village volunteer posts against COVID-19, the free mask program for villagers, the BLT-Village Fund (BLT-DD) scheme targeting villagers from low-income households affected by the pandemic, the distribution of staple foods (sembako), the smart village program that provides free internet access in every village.

Abstract

The involvement of the government, community, and private sector is required in flood mitigation in Bojonegoro Regency. The problem is how to initiate and run the optimal collaborative efforts with these stakeholders. This study was conducted with a qualitative approach and data collection through interviews with key informants of state actors. The study found that less efficient flood mitigation in Bojonegoro was because the elements of the state and civil society remained working individually under their duties and responsibilities rather than in integrated processes. This proves the less effective collaborative government Disaster Management in Bojonegoro.

Abstract

The background of this research is the phenomenon of villages that fail in branding and developing a positive image that causes marginalisation and stigma. The two research locations are the Sumberglagah ‘Leprosy Village’ in Tangjungkenongo and the ‘Duck Village’ in Modopuro. This study intended to answer two questions: how does it apply the place branding concept in the village scope? And more specifically, how do the village elites respond to these stigmas and discriminatory treatment the villagers receive? We used qualitative methods through interviews and questionnaires to answer these questions. This study found that the Tanjungkenongo village is known as the “Leprosy Village,” and one of the Sub-Villages in Sumberglagah is called the “Beggar Village.” On the other hand, the Modopuro village is known as the “Duck Village,” and Sememi’s Sub-Village is known as the “Chicken Intestine Waste Village.” As a response, the Tanjungkenongo Village elites tend to accept these outsiders’ perceptions towards their village. Meanwhile, the Modopuro Village Elites were divided into two groups. The elites who own related industries (duck farming, poultry slaughter, chicken intestine chips) feel comfortable with this image. In contrast, the elites who have no direct interest in the industries directly reject those outsiders’ views.

Abstract

Dalam penelitian ini peneliti berfokus pada jalannya sistem pelayana publik administrasi kependudukan salah satunya penerbitan akta kematian melalui website Klampid New Generation (KNG) di Kelurahan Medokan Semampir. Tujuan dari penelitian yaitu untuk mengetahui prosedur sistem pelayanan publik penertiban akta kematian dalam meningkatkan tertib adminduk di Kelurahan Medokan Semampir. Dengan menggunakan metode penelitian deskriptif kualitatif dengan teknik pengumpulan data berupa observasi, wawancara, dan dokumentasi menggunakan sumber data primer dan data sekunder. Hasil temuan menunjukan bahwa penelitian telah sesuai dari aspek sumber daya manusia, disposisi, struktur birokrasi, dan tupoksi SOP. Namun, masih ditemui beberapa kendala yang menghambat jalannya proses permohonan akta kematian. Solusi dari masalah tersebut ialah dengan melakukan sosiasliasi kepada warga dengan dibantu oleh RW dan RT masing-masing yang ada di Kelurahan Medokan Semampir.

Abstract

Usaha Mikro Kecil dan Menengah (UMKM) merupakan kegiatan ekonomi yang dilakukan oleh sebagian besar masyarakat Indonesia sebagai sumber pendapatan. Pengembangan dalam UMKM membutuhkan upaya membangun citra merek dari bisnis UMKM tersebut melalui strategi branding produk.. Di Desa Ngepoh mempunyai dua sektor UMKM yang potensial untuk dikembangkan, yaitu UMKM Peyek Mbak Liya dan UMKM Bagor Kremes. Namun berdasarkan hasil wawancara dan pengamatan yang telah dilakukan masih terdapat beberapa tantangan yang dihadapi para UMKM dalam mengelola usaha mereka yaitu kurangnya pemahaman tentang pentingnya branding produk sebagai strategi pemasaran, kurangnya pemahaman tentang elemen-elemen yang termasuk dalam branding produk, seperti logo sehingga logo menjadi kurang menarik. Tahap pelaksanaan yang dilakukan adalah sosialisasi branding dan pembuatan desain logo. Dengan adanya sosialisasi branding dan pembuatan desain logo tersebut dapat memudahkan UMKM dalam membangun brand produk dengan tujuan mengembangkan dan memasarkan produk serta meningkatkan pengetahuan masyarakat tentang brand awareness produk.
