Abstract

The rapid expansion of e-commerce has created new challenges and opportunities for logistics systems in emerging markets. This study presents a narrative review exploring how logistics strategies have adapted to these shifts, with a focus on technological integration, collaboration models, financing mechanisms, and regulatory environments. Literature was gathered from Scopus and Google Scholar using targeted keywords related to e-commerce logistics and emerging markets. Inclusion criteria prioritized peer-reviewed articles from 2010 onward that addressed the intersection of logistics, digital technologies, and developing country contexts. Findings show that collaboration between e-commerce platforms and third-party logistics providers enhances operational efficiency, particularly through resource sharing and system integration. Technologies such as artificial intelligence, Internet of Things, and big data are instrumental in real-time route optimization and supply chain responsiveness. Financing models, particularly platform-based investments, have enabled digital upgrades and capacity expansion among logistics providers. Cross-border logistics adaptation and consumer-centric delivery services also emerged as key themes. However, systemic barriers including infrastructural deficits and regulatory fragmentation continue to hinder progress. The review underscores the importance of policy support and integrated technological adoption in enabling sustainable logistics transformation. It concludes by calling for future research on localized consumer dynamics, long-term impacts of digitalization, and inclusive financial frameworks to address existing gaps and strengthen the global competitiveness of e-commerce in emerging economi.

Abstract

Reverse logistics plays a critical role in enabling circular economy models by facilitating resource recovery, reducing environmental impact, and promoting sustainable production-consumption cycles. This narrative review aims to synthesize current literature on reverse logistics in the context of circular economy strategies, with a particular focus on consumer participation, regulatory frameworks, and technological innovation. Using a narrative methodology, the review draws upon peer-reviewed studies sourced from Scopus and Web of Science, covering empirical and conceptual contributions from 2000 to 2024. The findings indicate that consumer behavior, influenced by environmental awareness, trust, and financial incentives, remains a crucial enabler of reverse logistics. Regulatory interventions such as Extended Producer Responsibility (EPR) and tax incentives have proven effective but often encounter challenges in implementation due to fragmented governance and limited inter-agency coordination. Technological advancements, including artificial intelligence, Internet of Things (IoT), and blockchain, have enhanced supply chain transparency and efficiency, although digital inequality poses challenges in developing regions. The discussion highlights the influence of systemic barriers, such as rigid bureaucracies and cultural resistance, which require adaptive policy solutions and inclusive governance. To address existing gaps, future research must integrate interdisciplinary approaches, especially in underrepresented regions. Ultimately, aligning technological, policy, and social dimensions will be essential to unlocking the full potential of reverse logistics within circular economy frameworks.

Abstract

This study investigates the integration of advanced technologies, such as big data, machine learning, and the Internet of Things (IoT), within intelligent transportation systems (ITS) in smart cities. The purpose is to identify the key factors influencing the successful implementation of ITS, focusing on technological, policy, and socio-cultural dynamics. A narrative review methodology was employed, synthesizing findings from multiple studies across various regions. The results reveal that while technological advancements have improved urban mobility, the success of ITS depends on the alignment of policies, infrastructure, and public perception. Key barriers include bureaucratic inertia, fragmented governance, and regulatory inflexibility. The study suggests that adaptive regulatory frameworks, enhanced public-private partnerships, and community involvement are essential for overcoming these challenges. Future research should focus on integrating socio-political factors with technological development to create more holistic solutions. The findings underline the need for a multidisciplinary approach to ensure the sustainability and effectiveness of smart transportation systems.

Abstract

Tax policy reforms have emerged as a crucial tool for enhancing public sector performance in developing countries. This study aims to synthesize recent literature on the relationship between fiscal reforms and public service outcomes. Using a narrative review methodology, we collected and analyzed peer-reviewed studies from Scopus, Web of Science, and JSTOR. Keyword-based searches and defined inclusion criteria ensured relevance and quality in the selection process. The review reveals that strategic tax reforms can significantly improve revenue generation, promote equity, and enhance public service delivery. Key themes identified include the impact of tax policy on domestic resource mobilization, the role of tax incentives in shaping public spending priorities, and the importance of institutional capacity in sustaining reforms. Evidence from countries such as Rwanda, Colombia, and Indonesia demonstrates that aligning tax strategies with governance improvements can yield measurable benefits. However, systemic challenges such as weak institutions, political instability, and limited administrative capacity persist, constraining reform effectiveness. The findings suggest that future research should incorporate mixed-methods approaches and focus on underrepresented regions and qualitative dimensions of reform. Policymakers are encouraged to adopt adaptive, inclusive, and transparent fiscal strategies tailored to local contexts. By doing so, tax reforms can serve as powerful levers for promoting equitable growth and efficient public sector performance in the face of evolving global challenges.

Abstract

Penelitian ini dilakukan pada Kantor Pelayanan Pajak Pratama Jakarta Kramat Jati Tahun 2022. Tujuan penelitian ini adalah untuk menganalisis pengaruh insentif pajak dan pelayanan fiskus terhadap kepatuhan wajib pajak. Teknik pengumpulan data menggunakan kuesioner, dengan jenis penelitian kuantitatif. Data penelitian dianalisis menggunakan metode regresi linear berganda. Sampel dalam penelitian ini adalah wajib pajak orang pribadi, sebanyak 100 responden yang dipilih menggunakan metode purposive sampling. Hasil penelitian menunjukkan bahwa insentif pajak dan pelayanan fiskus secara parsial maupun simultan berpengaruh signifikan terhadap kepatuhan wajib pajak. Koefisien determinasi (R²) menunjukkan bahwa sebesar 31,6% variasi kepatuhan wajib pajak dapat dijelaskan oleh variabel insentif pajak dan pelayanan fiskus, sedangkan sisanya sebesar 68,4% dipengaruhi oleh variabel lain di luar penelitian ini. Penelitian ini diharapkan dapat memberikan kontribusi bagi peningkatan strategi pelayanan perpajakan untuk mendorong kepatuhan wajib pajak.

Abstract

The rapid expansion of e-commerce has heightened the significance of reverse logistics, with product return rates reaching up to 30% in some sectors. This study provides a narrative review that synthesizes current research on the trends and challenges of reverse logistics in e-commerce. Literature searches were conducted across multiple databases, including Scopus, Web of Science, Google Scholar, IEEE Xplore, and PubMed, using targeted keywords such as reverse logistics, e-commerce returns, supply chain sustainability, circular economy, and returns management. Inclusion criteria emphasized peer-reviewed studies published between 2015 and 2025. The findings reveal that technological innovations, particularly artificial intelligence, blockchain, and the Internet of Things, are central to improving efficiency and transparency in return processes. Economically, reverse logistics imposes significant costs on firms. At the same time, it offers opportunities for profitability through outsourcing and predictive analytics. Environmentally, returns exacerbate carbon emissions and waste, particularly in the fashion sector, necessitating sustainable packaging and circular economy practices. Customer perspectives highlight the importance of return policies and service experiences in shaping loyalty and trust. Discussion further indicates that systemic barriers, including regulatory gaps and infrastructural challenges, limit effective adoption, particularly in developing regions. The review concludes that coordinated policy measures, technological adoption, and customer-centric strategies are critical for advancing sustainable and efficient reverse logistics. Future research should explore the intersection of technology, policy, and consumer behavior to strengthen reverse logistics as a driver of both profitability and sustainability,

Abstract

This review examines the role of Public-Private Partnerships (PPPs) in advancing sustainable and equitable transportation infrastructure. The findings highlight that clear governance frameworks and transparent regulations are central to building investor confidence and ensuring project success. Effective risk management strategies, such as demand forecasting and Build-Operate-Transfer models, enhance financial viability, while social inclusion and environmental sustainability can be strengthened through community engagement and green technologies. However, persistent challenges in developing countries—weak institutions, regulatory inconsistency, and economic instability—limit effectiveness. This review contributes by synthesizing comparative insights across global contexts and emphasizing the systemic factors that shape PPP outcomes.

Abstract

Air cargo logistics has become a critical enabler of global trade and e-commerce, requiring rapid adaptation to technological innovation and evolving regulatory environments. This study examines how efficiency, technological advancement, and regulation interact to shape the future of the sector. A systematic narrative review was conducted using Scopus, Web of Science, and Google Scholar, applying targeted keywords and rigorous inclusion criteria. Findings reveal that efficiency improvements are strongly linked to optimization algorithms and automation, which reduce costs and handling times. Emerging technologies such as drones, digital twins, and artificial intelligence expand logistical capabilities by enabling real-time monitoring, predictive analytics, and improved accessibility. Regulatory frameworks established by the FAA, EASA, and IATA exert decisive influence on adoption, underscoring the importance of adaptive and harmonized policies. Sustainability and resilience also emerge as central, with green logistics initiatives and pandemic responses demonstrating the interdependence of efficiency, environmental responsibility, and systemic adaptability. This review highlights that the trajectory of global air cargo logistics will depend on policies that balance innovation with sustainability and safety.

Abstract

Food price volatility has emerged as one of the most pressing challenges for emerging economies, with Indonesia representing a critical case where agriculture sustains rural livelihoods and food accounts for more than 50% of household spending. This study addresses a gap in the literature by examining how food inflation and its volatility shape the agricultural terms of trade (NTP) across 34 provinces from 2017 to 2023. The research employs a mixed method econometric design, combining Vector Error Correction Models (VECM) and Two Stage GARCH models. VECM is used to explore both short run and long run relationships between inflation components and NTP, while GARCH captures the volatility effects of food prices and macroeconomic shocks, including exchange rate fluctuations and climate anomalies. Data were collected monthly from official Indonesian statistical sources, including BPS, Bank Indonesia, and BMKG. Results reveal that food inflation significantly influences NTP in both the short and long run, while core inflation remains statistically insignificant. Although farmers may initially gain from rising food prices, these gains are offset in the long term by rising input costs and supply chain constraints. The GARCH analysis confirms that volatility in food inflation undermines farmer welfare, with heterogeneous effects across provinces depending on agricultural structure and resilience to shocks. These findings highlight the limitations of Indonesia’s Inflation Targeting Framework (ITF) in addressing food price volatility and call for more inclusive policy strategies. Non-monetary interventions such as strategic food reserves, subsidies, and food distribution programs are recommended, alongside stronger coordination between monetary and agricultural institutions. Case studies from Brazil and Ghana further support integrated approaches that combine food security with macroeconomic planning. The study contributes to the literature by offering empirical insights into how inflation volatility affects agricultural welfare in an emerging economy. It advocates for a multi-dimensional policy framework to ensure rural resilience, equitable economic development, and food system stability in the face of growing macroeconomic uncertainties.

Abstract

Access to healthcare remains a critical concern globally, particularly in low- and middle-income countries where systemic barriers persist. This narrative review aims to examine the multi-layered factors influencing healthcare access, including social, economic, policy, and cultural dimensions. Literature was sourced from major scientific databases such as PubMed, Scopus, and Web of Science using key terms like "healthcare access," "health equity," and "public health policy." The selection criteria emphasized peer-reviewed studies focusing on determinants of access to health services across various geographical contexts. Findings demonstrate that educational level, social stratification, and income disparities significantly shape individuals' ability to seek and receive healthcare. Cultural beliefs and stigmas further limit service utilization, especially for chronic and stigmatized conditions. Moreover, policies that are not evidence-based or fail to account for local realities often exacerbate existing inequities. Although countries like Sweden have implemented successful universal health programs, their replication requires context-sensitive adaptation. The discussion reveals that bureaucratic inefficiencies and systemic inequalities perpetuate inaccessibility, highlighting the need for more responsive and community-centered health policies. In conclusion, this study calls for integrative approaches that combine education, policy reform, and culturally aligned interventions to bridge healthcare gaps. It recommends future research on localized service models and the expansion of digital health education tools to enhance access and equity.
