Abstract

Penelitian ini bertujuan untuk menyelidiki penerapan e-Kinerja di Kabupaten Kutai Kartanegara sebagai bagian dari modernisasi administrasi pemerintahan daerah. Implementasi e-Kinerja merupakan langkah strategis untuk meningkatkan efisiensi pengelolaan kinerja pegawai dan unit organisasi dengan memanfaatkan teknologi informasi dan komunikasi. Penelitian ini menggunakan metode kualitatif melalui wawancara mendalam dan analisis dokumen pada berbagai unit kerja di Kabupaten Kutai Kartanegara. Hasil penelitian menunjukkan bahwa e-Kinerja telah meningkatkan akurasi dan kecepatan pengumpulan data kinerja, evaluasi pegawai, dan monitoring kinerja organisasi secara keseluruhan. Namun, penelitian juga menemukan tantangan seperti ketidaksiapan infrastruktur teknologi di seluruh unit kerja dan kebutuhan pengembangan kapasitas sumber daya manusia dalam mengelola teknologi e-Kinerja. Selain itu, perubahan budaya organisasi diperlukan untuk mendukung adopsi teknologi ini. Kesimpulannya, implementasi e-Kinerja di Kabupaten Kutai Kartanegara adalah langkah awal yang positif dalam transformasi administrasi pemerintahan menuju digitalisasi yang lebih komprehensif. Dengan mengatasi tantangan yang ada dan mengembangkan strategi berkelanjutan, diharapkan sistem e-Kinerja akan terus memberikan manfaat signifikan dalam meningkatkan efisiensi dan kualitas layanan publik di masa depan.

Abstract

This study aims to describe the application of Collaborative Governance in Stunting Handling Policy in Samarinda City. This research is important to do because the success achieved by a collaboration can reflect the readiness of stakeholders to overcome problems that exist in the community. This research uses descriptive techniques with a qualitative approach. The research was conducted in Samarinda City, East Kalimantan using the theory of 5 stages of collaboration by Tirell and Clay, and 8 criteria for successful collaboration by De Seve. Data collection techniques are carried out through interviews, observation, and documentation. The data analysis technique used is according to Miles and Huberman. The results showed that the implementation of Collaborative Governance in the Stunting Handling Policy in Samarinda City is still not running optimally. This can be seen through the obstacles of one of the criteria in De Seve's 8 criteria for successful collaboration. The obstacles faced are that there are still policymakers who do not understand their role in stunting reduction efforts, and there are still silos of mentality between parties involved in stunting reduction in the city of Samarinda. Collaboration that has not been optimal has resulted in the Samarinda City Government has not been able to reduce the prevalence of stunting in Samarinda City.

Abstract

This study aims to identify Organizational Design in the Implementation of the Non-communicable Disease Prevention and Control Program in the Samarinda City Health Office. The problem focused on elements in Henry Mintzberg's organizational design: operating core, strategic apex, middle line, technostructure, and support staff. The data were collected from the results of in-depth interviews, observations, and document reviews supported by secondary data and analyzed qualitatively. Interviews were conducted with key informants, namely the Head of the Samarinda City Health Office; the main informant is the Head of Disease Prevention and Control; and supporting informants are Health Administrator of Non-communicable Disease Prevention and Control This study concluded that the implementation of the non-communicable disease prevention and control program at the Samarinda City Health Office followed the design of the machine organization, although there has been a simplification of bureaucracy, many and detailed standardizations and a strong chain of command cause the characteristics of centralization are still quite high. From the results of the study, it was also obtained that the existing organizational design was able to improve performance in the Implementation of the Non-communicable Disease Prevention and Control Program at the Samarinda City Health Office, the impact of which was seen from the increase in the achievement of Minimum Service Standards services for the Non-communicable Disease Prevention and Control program for the last 2 years.

Abstract

Penelitian ini mengeksplorasi konflik terkait kepemilikan sertifikat hak guna bangunan di Sepinggan Baru, Balikpapan Selatan. Tujuan utama adalah untuk menangani perselisihan administrasi antara individu atau entitas hukum dengan badan atau pejabat administrasi negara. Pertanyaan kunci dalam studi ini adalah apakah ada cacat hukum dalam prosedur dan substansi penerbitan objek sengketa oleh tergugat. Pendekatan penelitian yang digunakan adalah pendekatan hukum normatif dengan metode pendekatan undang-undang dan pendekatan kasus. Temuan menunjukkan bahwa Pengadilan Tata Usaha Negara (PTUN) memiliki otoritas mutlak dalam menyelesaikan perselisihan administrasi negara, termasuk konflik kepemilikan sertifikat hak guna bangunan. Kesimpulan dari studi ini adalah bahwa sertifikat hak guna bangunan atas nama Saniyah dinyatakan tidak sah dan dibatalkan, dan tergugat harus mengembalikan sertifikat tersebut kepada penggugat. Studi ini penting karena dapat dijadikan referensi oleh pembuat kebijakan dan masyarakat dalam menyelesaikan perselisihan administrasi negara yang berkaitan dengan kepemilikan tanah dan sertifikat hak guna bangunan.

Abstract

This study evaluates sustainable transportation development in Batam City, focusing on the accessibility of public transportation for persons with disabilities as a sustainability indicator. Utilizing qualitative research methods, primary data were collected through interviews, complemented by secondary data from various sources such as Department of Transportation reports, Batam City Government documents, and online media. Data analysis employed triangulation, supported by Vosviewer Tools for processing secondary data. Findings reveal inadequate transportation accessibility services for people with disabilities in Batam City. Effectiveness, efficiency, adequacy, and equality for this demographic remain suboptimal, indicating a lack of sustainable and inclusive approaches. Regional regulations concerning disabilities are not fully implemented, and there's a lack of management strategies for transportation or Transport Demand Management tailored to assist people with disabilities. The Bus Rapid Transit (BRT) system's ineffectiveness hampers transportation connectivity, exacerbating access challenges. Essential disability facilities like ramps and bell signals are unevenly provided, while the limited number of special seats creates difficulties in prioritizing pregnant women and the elderly. Consequently, the current serviceability access falls short of meeting the standard needs of people with disabilities, as envisioned in Sustainable Transportation frameworks.

Abstract

This research aims to determine waste management at TPST3R-GMJB in Muara Jawa District, Kutai Kartanegara Regency and factors that inhibit waste management at TPST3R-GMJB in Muara Jawa District, Kutai Kartanegara Regency. This research is a study that produces descriptive data in the form of written words of people and behaviors observed systematically and accurately, directed at the background and the individual holistically (intact) without making comparisons with other variables. Based on the analysis of the results of Waste Management research at TPST3R-GMJB in Muara Jawa District, Kutai Kartanegara Regency, it can be concluded that waste collection activities carried out by TPST3R-GMJB in Muara Java District have not been optimal, waste transportation activities at TPST3R-GMJB in Muara Java District have not run well. The main cause is the supporting factors of transportation activities, namely garbage transport vehicles in poor condition (often damaged), Waste processing activities at TPST3R-GMJB in Muara Jawa District have not been maximized, because most machines / equipment in processing waste have not been supported by better equipment (modern) and the volume produced is also not optimal, the final waste disposal activities carried out by TPST3R-GMJB in Muara Jawa District have not been said to be good, and inhibiting factors for waste management at TPST3R-GMJB in Muara Jawa District, among others, namely waste collection, waste transportation. TPST3R-GMJB garbage transport fleet in the form of dump trucks in poor condition (often damaged), waste processing. The waste processing equipment (machines) at TPST3R-GMJB are still mostly simple equipment and the support of electricity supply to operate the equipment is also not optimal, Final Disposal. Financing and technology that are less supportive in handling waste in landfills (TPA).

Abstract

Bureaucracy plays a major role in the process of providing public services. However, in the implementation of public services, various bureaucratic problems are still encountered. So bureaucratic reform is needed as a start to formulating a good, effective and efficient government administration system, so that it can serve the public quickly, precisely and professionally. In addition, government agencies and their leaders and staff must be committed to realizing a Corruption-Free Area/Clean and Serving Bureaucratic Area through bureaucratic reform, especially in realizing clean and accountable government and excellent public services as stated in Permenpan RB Number 90 of the Year 2021. This research aims to determine the Implementation of Strengthening Internal Supervision in Implementing Bureaucratic Reform at the Samarinda Environmental and Forestry Training Center. The method used in this research is descriptive qualitative. With the result that BPLHK has implemented strengthened supervision and fulfilled indicators based on PERMENPAN RB RI Number 26 of 2020 concerning Gratification Control in the Ministry of Environment and Forestry, which includes Gratification, Implementation of SPIP, Public Complaints, Whistle-blowing system, Handling of conflicts of interest, Development integrity zone, and the Government Internal Monitoring Apparatus (APIP) but there are still obstacles to achieving WBK/WBBM.

Abstract

The purpose of this study was to ascertain how the probebaya development program was implemented in Samarinda City's Sungai Kunjang District. Descriptive qualitative research is the type of this study. The information assortment strategies utilized are purposive examining and unplanned inspecting. Research on Tori Marilee S's policy implementation indicators is used to evaluate the Probebaya Program's development implementation in Samarinda City's Sungai Kunjang District. Grindle, specifically the policy's content and setting in which it will be implemented. This study's findings demonstrate that the implementation of the probebaya program is crucial to efforts to develop and improve the RT environment, particularly in relation to the existing infrastructure. The community is very aware of the program's advantages, which are significant. Through citizen consultation, decision-making is completely left to the community, and the community is heavily involved in its implementation by paying close attention to the relevant rules and regulations.

Abstract

This study explores the experiences of riverside residents along the Karang Mumus River (SKM) in facing revitalization and relocation processes, and analyzes the extent to which the SKM revitalization policy has adopted participatory and inclusive principles of public administration. It also aims to construct a context- based conceptual model of inclusive public administration that integrates the protection of basic rights, deliberative participation, and multi-actor collaboration. Using an interpretive qualitative approach and an exploratory case study method, the research maps the experiences of marginalized residents during the planning and implementation phases of the revitalization program, which directly affect their right to housing, livelihoods, and access to basic services. The findings reveal that public participation tends to be formalistic, protection of residents’ rights remains limited, and while NGOs and academics are actively involved, their roles are still fragmented. This study concludes that an inclusive model of public administration must simultaneously integrate three critical pillars: the protection of socio-economic rights, meaningful deliberative participation, and the facilitation of collaborative dialogue among policy actors. The novelty of this research lies in the formulation of the Three Pillars of Inclusivity Model, which serves as a conceptual framework for achieving socially just and community-rooted policy governance.

Abstract

This study analyzes the determinants of low voter political participation in the 2024 Elections in Gunung Sari Ilir Village by examining three major dimensions: internal psychological and perceptual factors, external socio-economic and environmental barriers, and institutional, administrative, and governance constraints. The research employs a qualitative descriptive approach supported by thematic analysis to identify patterns, interpret respondents' perceptions, and understand the interrelated structure of deterrent variables influencing electoral engagement. The findings indicate that low levels of political efficacy, distrust toward political actors, weak political awareness, and negative political perception interact with socio-economic insecurity, limited information access, mobility constraints, and environmental difficulties that collectively reduce the feasibility and interest of citizens to vote. Meanwhile, systemic issues such as inaccurate voter registry data, low trust in electoral management institutions, administrative complexity, governance failures, and perceived corruption further reinforce disengagement and weaken the legitimacy of electoral processes. These multidimensional conditions suggest that voter participation cannot be understood merely as a matter of individual voluntarism but is influenced by structural forces that require integrated reform strategies across psychological, socio-economic, and institutional domains to rebuild electoral participation capacity
