Abstract

The increasing development of construction projects has led to an increase of work accidents and insurance claims. This must be followed up with the implementation of a construction safety management system. This action is expected to reduce the number of accidents and illnesses due to work. The purpose of the study is to analyze the value level of implementation of construction safety management system and the factor that causing the discrepancy between the requirements and the implementation. This study uses a qualitative research method with a descriptive format. The results showed that the implementation rate of the Construction Safety Management System was 88.37% with the category of "Satisfactory Implementation". The factor that causing the discrepancy are the contractor leader rarely goes to the field to provide briefings related to occupational safety and health because it has been carried out by the project occupational safety and health management team, the implementation of the construction safety management system is good but there are still some differences because the project being worked on is a building construction project, the composition of the Occupational Safety and Health Management Team in the project is adjusted to the needs of the project so that emergency response officers and first aid officers in accidents are not provided in the field.

Abstract

Salah satu permasalahan yang sering dialami pada tahap pelaksanaan proyek adalah adanya pekerjaan ulang atau rework. Penelitian ini menganalisis pekerjaan arsitektur atau pekerjaan pada tahap finishing. Data-data diperoleh melalui wawancara terstruktur dengan responden yang terpilih yaitu dari pihak kontraktor dan konsultan manajemen konstruksi untuk memperoleh item-item pekerjaan yang mengalami rework dan penyebabnya. Data lain yang diperlukan adalah gambar shopdrawing. Selanjutnya dilakukan perhitungan volume pekerjaan. Berdasarkan hasil wawancara diperoleh 20 item pekerjaan yang mengalami rework, yaitu 13 pekerjaan disebabkan oleh kurangnya komunikasi antar kontraktor, 5 pekerjaan disebabkan adanya perubahan desain dari perencana, dan 2 pekerjaan disebabkan oleh kesalahan metode kerja kontraktor. Berdasarkan item tersebut dan gambar shopdrawing dilanjutkan dengan menguraikan pekerjaan yang mengalami rework dengan lebih detail, kemudian dilakukan perhitungan volumenya. Untuk analisa harga satuan digunakan harga kontrak yang telah disepakati antara kontraktor dengan pihak owner. Hasil dari  estimasi biaya yang dilakukan diperoleh hasil penyebab rework berturut-turut adalah  kurangnya komunikasi sebesar Rp 140, 654, 089 atau 54.4 %, perubahan desain Rp 111,540,625 atau 43.1 %, dan kesalahan metode kerja Rp 6,454,495 atau 2.5 %.

Abstract

The construction sector faces a dual challenge of high carbon emissions and resource depletion, amidst an urgent municipal solid waste crisis in Indonesia. While incineration has been implemented to reduce waste volume, it produces Incineration Bottom Ash and Fly Ash (IBA/IFA) that remains largely underutilized. This study aims to evaluate the potential of Incineration Ash as an eco-friendly construction material and to formulate strategic policy recommendations to support the vision of zero waste and a circular economy. Utilizing a narrative review method of 20 strategic literatures (2015–2025), the research finds that incineration ash possesses superior pozzolanic characteristics, capable of producing construction materials with compressive strengths up to 17 MPa while reducing CO₂ emissions by 14.60% to 22.63%. However, industrial-scale implementation is hindered by a "Regulatory Paradox," where ash is technically proven safe through encapsulation but remains legally classified as hazardous waste (B3) under Government Regulation No. 22/2021. The study formulates three transformative policy recommendations: (1) Reclassifying treated incineration ash as non-hazardous building material post-TCLP testing; (2) Issuing specific national technical standards (SNI) for ash-based materials; and (3) Stimulating market demand through Green Public Procurement. This research concludes that synchronizing environmental regulations with technical infrastructure standards is the key to transforming waste burdens into sustainable construction resources in Indonesia.

Abstract

The Tukad Unda Flood Control Project was implemented to support river normalization and spatial planning efforts aimed at reducing flood risks in Klungkung Regency. However, the project faces significant challenges due to its location in flood-prone, swamp, and coastal areas, which increase the likelihood of risks during construction. This study aims to identify potential project risks, assess risk acceptance levels, develop appropriate mitigation strategies, and allocate risk ownership among stakeholders. A mixed-method approach combining quantitative and qualitative descriptive analysis was employed. Primary data were collected through surveys and group discussions, while secondary data were obtained from relevant literature. Respondents were selected using purposive sampling based on their professional roles and experience in the project, representing owners, consultants, and contractors. A total of 37 risk variables were identified and analyzed using validity and reliability tests to ensure data consistency. The results indicate four levels of risk acceptance: unacceptable (2.70%), undesirable (37.84%), acceptable (37.84%), and negligible (21.62%). Fifteen dominant risks were identified, requiring mitigation through risk avoidance and risk reduction strategies. These findings highlight the importance of experience-based risk assessment in improving the effectiveness of construction project management.

Abstract

One of the efforts made by construction service companies to minimize accident rates is to implement an occupational safety and health management system (OSHMS) for construction. The construction service provider must provide costs for OSH requirements taken from the total project cost. This research has a certain purpose that is to find out the amount of occupational safety and health costs needed as well as the comparison between regulations and the field. The study was conducted in the form of surveys and interviews where the data analysis stage is to compile a list of risks that occur, risk assessment, risk mitigation, calculate OSH costs with the price of the store survey and SE No. 11/SE/M/2019 (SE19) prices and calculate the percentage of OSH costs to the contract. The results showed 22 accident and safety risks identified with 14 low category risks and 8 medium category risks. The OSH cost required based on the price of the field unit is IDR. 402,142,520.00, while the fee based on SE19 is IDR. 359,005,000.00. The OSH costs field prices are greater than OSH costs SE19 with a difference of 0.08% or IDR. 43,137,520.00.

Abstract

ABSTRACT The main objectives in the construction project are completed with the appropriate cost, time, quality according to specifications, and the fulfillment of work safety. However, the construction project have a problem. In this study, the project problem that occurs is a change in contract documents. The research was carried out through interviews and brainstorming with parties involved and competent in their fields. From the results of interviews and brainstorming, it was found that the changes that occurred were changes in structure design, addition of work items, reduction of work items, and changes in finishing materials. The cause of this change is the difference in architectural structure and function images by the planning consultant, the owner and consultant planner's desire to add /reduce work items, the desire of the owner and consultant planner to change the finishing material used. The impact of these changes is in the Compensable Delay category. Earned Value analysis is carried out at the end of the work, with the result that the project has an extension of 3 months and there is an addendum of additional work of 6.14% of the contract value. This condition needs attention for the owner and consultant planner to finalize the design/image before the tender process is carried out to reduce the risk of additional project time and costs. Keywords: contract documents, project performance, earned values ABSTRAK Tujuan utama dalam proyek konstruksi adalah terselesaikannya proyek sesuai dengan biaya yang dianggarkan, waktu yang direncanakan, mutu yang sesuai dengan spesifikasi, dan terpenuhinya keselamatan kerja. Namun kenyataannya, proyek konstruksi pasti memiliki kendala-kendala yang menyebabkan terjadinya permasalahan proyek. Pada penelitian ini, permasalahan proyek yang terjadi adalah akibat adanya perubahan dokumen kontrak. Penelitian dilakukan dengan wawancara dan brainstorming dengan pihak yang terlibat dan berkompeten dibidangnya. Dari hasil wawancara dan brainstorming, diperoleh identifikasi perubahan-perubahan yang terjadi yaitu perubahan desain struktur, penambahan item pekerjaan, pengurangan item pekerjaan, dan perubahan material finishing. Penyebab terjadinya perubahan ini adanya perbedaan gambar struktur dan fungsi arsitektur oleh konsultan perencana, keinginan owner dan konsultan perencana untuk menambah/ mengurangi item pekerjaan, keinginan owner dan konsultan perencana untuk merubah finishing material yang digunakan. Dampak dari perubahan-perubahan tersebut masuk dalam kategori Compensable Delay. Analisis Earned Value dilakukan pada akhir pekerjaan, dengan hasil bahwa proyek mengalami perpanjangan waktu 3 bulan dan terjadi addendum penambahan pekerjaan sebesar 6.14% dari nilai kontrak. Kondisi ini perlu mendapat perhatian bagi owner dan konsultan perencana agar mematangkan desain/ gambar sebelum dilakukan proses tender untuk mengurangi risiko penambahan waktu dan biaya proyek. Abstract

Project cost control is important in the project management process to avoid losses. Project control can be carried out in terms of cost and time. One way to control project costs is to choose the design, materials to be used in the project, and the implementation methods to be used. The objective of this study is to obtain an alternative structural design with an optimal construction cost of structural work by considering the use of concrete quality in reinforced concrete structures, column spacing and cross-sectional dimensions of structural elements. The existing design is to use quality K250 concrete. In this study the cost analysis of the concrete structure, foundation, tie beam, beam, column and ring beam work results from value engineering. The stages of research start from the design information stage, the creative stage that is determining the design alternatives and the analysis stage. The analysis was carried out by structural analysis using SAP2000 and analysis of concrete work costs. The results of the analysis of alternative designs namely reducing the dimensions of the cross-section, using K300 quality concrete, eliminating structural elements that do not need to meet in the calculation of the structure. The next step is to calculate the cost of the concrete work. Concrete structure work when using an alternative design that is to reduce the dimensions of the structure, change the quality to K300 and eliminate unnecessary elements that can save costs by IDR.35,956,756.00 or 37.02%.

Abstract

One of the problems in construction activities is the risk of delays in the construction project. In The Himana Condotel project, several obstacles make some of the work not on the schedule. We analyze risk factors for delays to find out the dominan risk dan the solution. This research method uses a quantitative descriptive method and using questionnaires and interviews. The respondents were taken based on the criteria that are the respondent who has the important position at the Himana Condotel Project. From the data, we can specify the frequency and consequences occur risk that uses semantic differential scale in the questionnaire, that obtained the dominant risk factor based on the risk rating table with the highest risk level. After we get the dominant risk factors and the risk description, then we can determine the mitigation action that we can suggest. From the analysis, we get 5 variable risk factors for delay from The Himana Condotel project that is planning aspects, employment documents and contracts aspects, implementation aspects, resource aspects, and environmental aspects. Of the five aspects, the risk descriptions are described as 48. The dominant risk is obtained based on the percentage of the risk level, the risk level is obtained with a value of 36 %. From the five aspects of the risk factors for delays, all of them have high risks and 17 descriptions of risks that have a high-risk level. The suggested matters for the dominant risk mitigation to be carried out are more coordination between the parties involved, the preparation of schedule and planning in more detail, technical implementation in the fields especially for BQ, contract, work planning and terms to get more attention and increase the accuracy of the implementation of work as planned.

Abstract

Project risks sourced from the environment, planning, financial, technical, humane, criminal, and safety. The purpose of this study to identify the safety and health risks of building construction on structural and architectural work, determine the value of risk based on the results of identification, determine risk control based on the hierarchy of risk control. This research was conducted on a private construction project on structural and architectural work. The method used is interviews and surveys. Surveys were conducted to obtain risk identification, and interviews to respondents. There were 28 identified risks, 11 risks were in the mild category and 17 were moderate risks. This risks are controlled by tool box meetings, managing work positions, placement of materials and tools, installing signs, work permits, using helmets, shoes, safety belts, gloves, and masks.
