The authority to adjudicate general election problems/ disputes scattered in various judicial institutions has made the resolution process drawn out and, complicated, creating overlapping powers and the potential for conflicting decisions between judicial institutions. This study examines how the judiciary's authority is regulated in adjudicating election problems, why it is necessary to integrate judicial authority, and how the concept of the judiciary's power is in judging all general election problems. This research aims to map the judiciary's power and find the judicial institution's design with an authority to adjudicate all general election problems. This study used juridical-normative research with a statutory approach, conceptual and case approaches. The results show that the authority to judge general election problems is given to the Constitutional Court, Supreme Court, State Administrative Court, and District Courts of Appeal. The large number of judicial institutions authorized to judge has been proven to be incompatible with general election administration and judicial power administration principles. The authority to adjudicate all election issues must be exercised in one judicial institution. The judiciary that can exercise this authority refers to the Constitutional Court, the Supreme Court, or the exercise can be performed by establishing a remarkable judicial institution.

The purpose of this reseach is to describe the factors and implications of the proliferation of political dynasties and to find designs to create dynastic politics that do not conflict with the spirit of local democracy in Indonesia. The problem of this research is the factors and implications that make politics flourish in simultaneous Pilkada and the ideal dynastic political design. The research method used is normative juridical through the concept of an approach, legislation, case approach and historical approach. The results showed that dynastic politics mushroomed because the regional head as the ruler was unable to run again, the ruler at the national level wanted to use his power to place family members as rulers at the regional level. As a result, many candidates for regional heads are nominated without the competence and willingness to become regional heads. The ideal dynastic political design can be achieved with the requirements to be declared valid as a candidate for regional head as well as regulations that prevent unqualified regional head candidates from fulfilling formal or legal requirements as regional head candidates.

The number of political parties continues to increase from time to time. Ironically, the establishment of a political party is not based on the desire to carry out the functions of political education, political recruitment, and political regeneration. It is only to fulfill the desire for the power of a group of political elites. This research aims to analyze the need to simplify the number of political parties and determine the ideal simplification design of political parties This research used normative juridical research with statutory, historical, and conceptual approaches. The results indicated that political party simplification is needed for creating effectiveness and efficiency, minimizing segmentation or the emergence of friction among Indonesian citizens, preventing voter confusion, and maintaining political stability. Meanwhile, the ideal design to simplify political parties that can be executed is through submitting the dissolution of political parties to the Constitutional Court (Indonesian: Mahkamah Konstitusi (MK)) by expanding the criteria for those who can propose for dissolution (legal standing), imposing strict sanctions, implementing a moratorium on permits for the establishment of new parties, and extending the authority of the government to unilaterally dissolve political parties, such as the power to dissolve banned community organizations.

Hampir di setiap sudut jalan kita temui berbagai macam banner terpasang. Dan apabila masa waktunya telah habis maka banner tersebut akan dicopot dan dibersihkan oleh petugas yang berwenang yaitu Satpol PP. Banner-banner bekas di Kota Malang sangat banyak dan tidak difungsikan kembali. Banner tersebut menumpuk di gudang penyimpanan di kantor Satpol PP Kota Malang dan tidak difungsikan kembali. Dari segi komposisi bahan, banner cukup bagus untuk dimanfaatkan/didaur ulang kembali menjadi barang yang lebih bermanfaat jangka panjang. Maka kami sebagai pengabdi berniat untuk memanfaatkan banner bekas tersebut menjadi barang yang berguna serta dapat dimanfaatkan dalam jangka waktu yang panjang, yaitu menjadi sebuah tas belanja. Tahapan pelaksanaan kegiatan Pemanfaatan Banner Bekas sebagai Tas Belanja Layak Pakai adalah sebagai berikut: (1) Peninjauan Lokasi oleh Tim Pengabdi, untuk meninjau banner bekas yang ada di kantor Satpol PP Lota Malang. (2) Penyusunan Rencana Usulan Kegiatan (RUK) dengan melibatkan seluruh tim pengabdian dan seluruh mitra, termasuk Satpol PP Malang. (3) Pengambilan Banner bekas di kantor Satpol PP Kota Malang untuk di proses menjadi sebuah tas belanja. (4) Penyortiran, dan pembersihan banner, mencuci dan menjemur semua banner bekas yang layak untuk diproses menjadi tas belanja layak pakai. (5) Membuat pola tas, memotongan banner, dan menjahitnya menjadi tas belanja layak pakai untuk dibagikan ke masyarakat Kota Malang. (6) Menghias tas belanja dari banner bekas dengan menggunakan renda, kain flanel, dan aksesoris agar cantik dan menarik. (7) Pembangian tas belanja dari banner bekas kepada masyarakat Kota Malang dan kantor Satpol PP Kota Malang. Kata Kunci: Banner, Banner Bekas, Tas Belanja.

Desa Jambangan mempunyai banyak potensi alam salah satunya wisata air yang memiliki potensi untuk dikembangkan. Sumber bantal merupakan sumber kehidupan bagi masyarakat desa Jambangan, air yang mengalir ke rumah warga bersumber dari sumber bantal. Sumber bantal pada tahun 1980-an pernah menjadi tempat wisata bagi masyarakat desa Jambangan dan sekitarnya, tentunya karena sumber bantal dikelola dan dirawat dengan baik oleh penduduk sekitar, sehingga menjadikan sumber bantal. dijadikan tempat wisata yang menyenangkan. Teknik observasi atau pengamatan yang digunakan penulis untuk memperoleh gambaran yang tepat mengenai perilaku pemerintah dan masyarakat serta situasi-situasi yang berkaitan dengan topik di lokasi. Obyek wisata air sumber bantal menjadi potensi utama di desa Jambangan dengan suasana yang masih asri dan sejuk. Keindahan tersebut dapat dilihat dari pemandangan yang tercipta secara alami, tekstur tanah, dan kemurnian air. Jadi obyek wisata air sumber bantal ini sangat cocok sekali untuk para wisatawan baik anak muda atau yang sudah berkeluarga, baik wisatawan domestik maupun non-domestik. Wisata air sumber bantal memiliki potensi yang cukup besar sebagai tempat tujuan wisata. Untuk dapat mengembangkan obyek wisata air sumber bantal ini pemerintah desa Jambangan harus bekerjasama dan gotong royong dengan warga sekitar, memperbaiki fasilitas-fasilitas yang telah ada di obyek wisata air sumber bantal. Seperti menambah spot-spot foto yang menarik. Upaya untuk meningkatkan jumlah wisatawan yang berkunjung ke obyek wisata air sumber bantal salah satunya adalah dengan menggunakan sistem promosi melalui media sosial seperti instagram, facebook, whatapps, dan aplikasi sosial media lainnya.

The pattern of political party coalitions that fluctuate ahead of the general election indicates that the coalitions are not built based on substantial interests but pragmatic interests. As a result, the status of each party becomes unclear, which one acts on the side of the government and which one acts as the opposition. This study aims to discuss the options of permanent coalition patterns that can be applied. The research problem of this study was “What is the permanent coalition design that can be applied in the Indonesian government system?”. This study used normative legal research with statutory, conceptual, and case-study approaches. The results indicated that a permanent coalition is needed to strengthen the coalition pattern of political parties as a support for the Indonesian government system. The permanent coalition design that can be applied is a two-pole model, in which there will only two coalition groups of political parties: parties supporting the government and parties opposing the government. This two-pole model can be balanced in terms of the power between a coalition of government parties and a coalition of opposition parties. Another design that can be adopted is the coalitions which are established based on the similarity of the ideology of each political party.

Regulating administrative efforts as the mandatory procedure is expected to be able to filter and reduce the number of disputes that must be tried by the State Administrative Court. However, the position of administrative efforts is only interpreted as a formality. This study aims to analiyz the position of administrative efforts in the settlement of state administration disputes and to find out how effective the administration efforts in reducing the number of state administration disputes in the State Administrative Courts in East Java. The results indicated that administrative efforts were the embodiment of the state law of Pancasila, but the effectiveness of administrative efforts in East Java was still very low or ineffective in reducing the number of state administrative disputes in the State Administrative Court.

Abstract: State institutions were established in order to support the work of the state and government in providing services to the people. Each State institution must be in a unidirectional, synergic, and solid working rhythm. However, in practice, each state institution is fighting for authority between one institution and another. This research is based on the formulation of what causes the Dispute of Authority of State institutions and how the design or pattern of resolution is. This study aims to analyze the root causes of disputes over state institutions' authority and find the design for their resolution. Design in dispute resolution is an important effort to find and formulate ways to end disputes between the parties, such as mediation, reconciliation, negotiation, or through the competent court, for that matter. This type of juridical-normative research is the type of research used in this study. The results showed that conflicts of authority between state institutions occurred due to non-explicit arrangements regarding the position and authority of State institutions. There were no institutions that mediated when conflicts occurred and the sectoral ego of each institution. The settlement design and pattern that can provide legal certainty and protection for every State institution is the settlement through the formation of a particular institution or authority to an already established State institution. With a note that the institution that will judge is not included in the object of the dispute.Keywords: state institutions; dispute; authority.Abstrak: Lembaga Negara didirikan dalam rangka untuk menunjang kerja kenegaraan dan pemerintahan dalam memberikan pelayanan kepada rakyat. Tiap lembaga Negara harus berada dalam irama kerja yang searah, sinergis dan solid. Namun dalam prakteknya, masing-masing lembaga negara justru berebut kewenangan antara lembaga yang satu dengan yang lainnya. Penelitian ini berpijak pada rumusan masalah tentang apa penyebab terjadinya Sengketa Kewenangan lembaga Negara dan bagaimana desain atau pola penyelesaiannya. Penelitian ini bertujuan untuk menganalisis akar terjadinya Sengketa Kewenangan Lembaga Negara serta menemukan desain penyelesaiannya. Desain dalam penyelesaian sengketa menjadi upaya penting untuk mencari dan merumuskan cara-cara mengakhiri sengketa yang timbul diantara para pihak, seperti mediasi, rekonsiliasi, negosiasi, ataupun melalui pengadilan yang berwenang untuk itu. Jenis penelitian yuridis-normatif merupakan jenis penelitian yang digunakan dalam penelitian ini. Hasil penelitian menunjukkan bahwa konflik kewenangan antar lembaga negara terjadi karena pengaturan tentang kedudukan dan kewenangan lembaga Negara yang tidak eksplisit, tidak terdapat lembaga yang memediasi ketika terjadi konflik serta ego sektoral masing-masing lembaga. Desain dan pola penyelesaian yang dapat memberikan kepastian dan perlindungan hukum yang adil bagi setiap lembaga Negara ialah penyelesaian melalui pembentukan lembaga khusus atau penambahan kewenangan pada lembaga Negara yang sudah terbentuk dengan catatan bahwa lembaga yang akan mengadili tidak termasuk dalam objek sengketa.Kata Kunci: lembaga negara; sengketa; kewenangan.

The moral paradigm in establishing legal norms about parliamentary thresholds in legislative elections is studied through historical, conceptual, and statutory approaches. Figures' perspectives on the moral paradigm and nature's laws are an analysis benchmark. This research is a legal analysis with a conceptual approach. The main objective of this research was to analyse the moral paradigm in the formation of laws regarding parliamentary thresholds in Indonesian elections. According to this research, the establishment and implementation of parliamentary threshold legal norms cannot meet the main legal objectives, namely justice, because parliamentary thresholds are designed to limit political parties' eligibility for parliament in subsequent elections. Therefore, the government canceled the application of the parliamentary threshold through lawmakers and the Constitutional Court in the next election.

The authority to adjudicate disputes over the results of regional head elections continues to experience a shift in the judiciary. The delegation of authority to judge to the courts caused a polemic when the Pilkada was returned to the electoral regime, considering that the handover of auto power he the Special Courts Agency was based on the Constitutional Court's decision that the Regional Head Elections was a not General Election regime but the Regional Head Election regime. The purpose of this study is to describe the dynamics and the basis for the constitutionality of the authority to try it. The survey results stated that the judiciary's regulation on the settlement of ciary experienced three shifts, namely from the Supreme Court, the Constitutional Court, and the Special Courts Agency. However, the Special Courts Agency payment is unconstitutional because it is not a judicial institution that is explicitly and directly by the Constitution. The compensation of the amount by the Agency must be concretely normalized in the Republic of Indonesia Constitution so that the settlement process no longer moves, especially when the Regional Head Election is again designed to be returned to the General Election regime.How to cite item: Siboy, A.
