Abstract

E-government implementation in Indonesia is faced with several obstacles, including regulatory conflicts, limited facilities, shortage of human resources, and lack of public understanding. Surabaya City Government successfully overcame these challenges by launching Surabaya Single Window (SSW) Alfa application for licensing. The purpose of this research is to explain and analyze e-government success factors in Licensing Services through Surabaya Single Window (SSW) Alfa in Surabaya City. The research method used is a qualitative case study method written descriptively using e-government success factors. Data collection was done through interviews, observation, and documentation. The results obtained in this study are 1) DPMPTSP Surabaya City and DINKOMINFO Surabaya City have a clear assessment basis and questionnaires to assess the quality of the SSW Alfa application, 2) DPMPTSP Surabaya City and DINKOMINFO Surabaya City have maintained the quality of staff skills through internal training and provided various facilities related to staff skills for other OPDs, 3) There is still a shortage in the availability of human resources, but in handling public complaints, DPMPTSP Surabaya City provides various channels. 4) DPMPTSP of Surabaya City and DINKOMINFO of Surabaya City have had basic regulations as a reference for the implementation of SSW Alfa, and overcome budget constraints by using the general budget, 5) There are constraints on the limited number of ICT human resources at DINKOMINFO Surabaya City, as well as additional human resources at DPMPTSP Surabaya City to support the Public Service Mall (MPP).

Abstract

Optimalisasi kesejahteraan masyarakat senantiasa dihubungkan dengan usaha masyarakat dalam mengatasi persoalan kemiskinan dalam upaya peningkatan kualitas hidup masyarakat. Peran pada sektor industri pertanian pada susunan ekonomi kota Surabaya juga cenderung kecil dan terjadi penurunan pertahun. Program pertanian perkotaan merupakan sebuah implementasi kebijakan Pemerintah Kota Surabaya yang menerapkan program yang berhubungan dengan sektor pertanian di perkotaan yang mengikutsertakan keahlian, inovasi dan tata kelola pangan untuk penduduk kota dengan menggunakan tanah kosong disekitar untuk mengoptimalkan ekonomi, kesehatan serta taraf hidup keluarga dan memberi motivasi supaya semakin produktif untuk menggunakan tanah di sekitar mereka. Metode penelitian yang digunakan yaitu deskriptif kualitatif dengan teknik pengumpulan data berupa observasi, wawancara, dan dokumentasi. Teori yang digunakan dalam penelitian ini yaitu David C. Korten yang meliputi tiga elemen, yakni program, organisasi pelaksana dan kelompok sasaran. Hasil penelitian menunjukkan bahwa hasil dari Implementasi Program Pertanian Perkotaan pada Kelompok Tani Subur Makmur di Kelurahan Pagesangan Kecamatan Jambangan Kota Surabaya yang dijalankan oleh kelompok sasaran program menunjukkan hasil yang baik sebagai upaya peningkatan kesejahteraan masyarakat dan pemberdayaan masyarakat.

Abstract

This research discusses the important role of religious moderation and interfaith dialogue in building a tolerant multicultural society. Using a qualitative approach, specifically through observation and complex literature study, this research explains the close relationship between religious moderation, interfaith dialogue, and the development of a multicultural society. Through theoretical and practical analysis, this research focuses on examining the synergy between religious leadership and interfaith dialogue as effective strategies in implementing religious moderation within the context of a multicultural society in Indonesia, and addressing challenges arising from religious differences. It emphasizes the importance of moderate religious education, the role of religious figures, and strategies of interfaith dialogue in creating harmony amidst religious differences. Findings of this research include: firstly, religious moderation as a principle that is fair, balanced, and tolerant, is key to preventing conflicts and maintaining harmony in a multicultural society. Secondly, the strategic role of religious leadership in promoting religious moderation through inclusive religious education, development of tolerance, and interfaith dialogue. Thirdly, the need for interfaith dialogue to create understanding and respect for religious freedom, as well as to strengthen tolerance through open and constructive interactions. Lastly, the importance of integrating religious moderation values into the curriculum of religious education is essential in shaping a moderate younger generation and supporting the development of a harmonious multicultural society. The conclusion of this research underscores the need for synergy between religious leadership and interfaith dialogue in promoting religious moderation. Interfaith dialogue and moderate religious education are found to be the main pillars in creating a tolerant and harmonious society. Through the integration of religious moderation in education and religious practices, a multicultural society will be able to develop attitudes that are more inclusive, tolerant, and accepting of differences.

Abstract

In fulfilling human rights, there must be no provisions that exclude and align one person with another regardless of the shortcomings and advantages of each person, including no difference in treatment for normal people and people with disabilities. Persons with disabilities have the right to obtain justice for the availability of public services. For mankind, the principle of justice is an important principle that humans crave as the highest ideal of mankind. The existence of 4 aspects that have been explained in the Surabaya City regional regulations, namely Convenience, Usability, Safety and Independence, are expected to be able to improve accessibility for people with disabilities. The research method used is descriptive qualitative method with literature study and observation in the form of interviews. The results showed that in the aspect of convenience, it is quite good even though there are still some things that have not shown maximum results such as the absence of handrail facilities leading to the bathroom and handrails for wheelchair users, then for aspects of usability, convenience and independence have shown very good results.

Abstract

The Tuban District Population and Civil Registration Office (Dispendukcapil) has an obligation under the law to organize population administration services as an integral part of public services that must be accounted for by the government to the community. However, a number of obstacles are still faced in the administration of civil registration services. The purpose of this research is to investigate and describe strategies that can be applied to improve civil registration services at the Tuban District Dispendukcapil. The research method used was a qualitative approach using a case study. Three data collection techniques were used: documentation, observation and interviews. A purposive and snowball approach was used to identify relevant informants. The data analysis process followed an interactive approach, with the stages of Data Collection, Data Condensation, Data Display, and Conclusion Drawing and Verification, developed by Miles Huberman. This research, which adopted Moenir's theoretical framework, produced several findings, including that 1) the awareness of officials and executive leaders regarding the problem has made significant progress; 2) The process of making adequate regulations has run quite smoothly, but in terms of SOPs, the completion it is still not ideal; 3) Although the organization has a dynamic system mechanism, there are still shortcomings in socialization to the community; 4) The competencies and talents required for a job or position have been applied, and everything is going well; and 5) Service facilities are available in accordance with the nature and format of service tasks, but the‘ball pick-up’ services still need to be improved.

Abstract

PT PLN (Persero) created the PLN Mobile application to improve the quality of service to customers with aspects of flexibility, convenience, speed, accuracy and transparency. However, in the Sidoarjo Customer Service Implementation Unit (UP3), there are still many customers who experience problems and submit complaints regarding the performance of the application. This study aims to evaluate PLN Mobile in UP3 Sidoarjo using the Electronic Government Maturity Model framework, namely the five pillars of Information Dissemination, Communication, Transactions, Interoperability, and Participation. This research method uses a qualitative case study to provide an in-depth description of the evaluation of customer service evaluation through the PLN Mobile application within the framework of the e-government maturity model in UP3 Sidoarjo. The results showed that several pillars, especially Transactions and Interoperability, have not been well fulfilled by PLN Mobile in UP3 Sidoarjo. The lack of integration with other services causes some services to be inaccessible through the application, forcing customers to come to the office. Therefore, the goal of PLN Mobile in improving service quality has not been fully achieved.

Abstract

The aim of this research is to find out and describe the role of Tuban Regency Social, Women's Empowerment and Child Protection and Community and Village Empowerment Service in efforts to handle street children in Tuban Regency. The research method used is qualitative research with a case study approach. Data collection techniques are interviews, observation and documentation. The technique for determining informants used was purposive and snowball techniques. The data analysis technique uses interactive data developed by Miles & Huberman, namely Data Collection, Data Condensation, Data Display, and Conclusions Drawing and Verifying. The results of research using role theory by Ife & Tesoriero (2008) are 1) Facilitating roles and skills are running well and the facilities provided in terms of facilities and infrastructure already exist 2) Educating roles and skills still have obstacles, namely the difficulty of changing mindsets from street children and in terms of this training is not going well because the number of street children who take part in training every year is still relatively small 3) Roles and Representation Skills have been carried out in collaboration with various parties 4) Roles and Technical Skills have gone well but still There is an obstacle, namely the lack of budget.

Abstract

HIV/AIDS is a highly dangerous disease, thus posing a serious concern for the Surabaya city government, especially considering Surabaya has the highest cases in East Java. It is imperative for the Surabaya city government to address this health issue with special attention to prevent further spread. This research aims to analyze Prevention Transmission Strategies through the Penta Helix Model in Surabaya. The research methodology employed is qualitative descriptive. The study was conducted at the Surabaya City Health Office, Orbit Surabaya Foundation, Radio Republik Indonesia Surabaya, Academia, and Private sectors. The findings indicate that (1) Prevention strategies conducted by the Surabaya City Health Office in preventing the transmission of HIV/AIDS cases in Surabaya need improvement, particularly due to the increased number of HIV cases compared to the previous year. (2) Prevention of HIV/AIDS transmission in Surabaya through the Penta Helix Model concept has not been effectively implemented. (3) Prevention of HIV/AIDS transmission in Surabaya lacks collaboration with media, private sectors, and academia.

Abstract

This study examines the digital government enterprise strategies at the Regional Drinking Water Company (PDAM) Delta Tirta, Sidoarjo Regency, Indonesia. PDAM Delta Tirta faces problems in achieving its water service coverage target, serving only a small proportion of the total population. In addition, the PDAM’s implementation of e-government has not been optimal, reflected in the low rating of its digital services. This problem reflects a lack of effectiveness in implementing digital government strategies, which should improve the quality of public services and operational efficiency. This study used a descriptive qualitative research method with snowball sampling to select six key informants. Data were analysed using an interactive model that included data collection, condensation, data presentation, and drawing conclusions. The results showed that PDAM Delta Tirta's digitalisation strategy is supported by the Chief Information Officer (CIO) role and cross-field collaboration for infrastructure innovation. However, there are still constraints on budget allocation and human resource development. However, the commitment to quality service, reflected in the high Public Satisfaction Index (PSI) in 2023, confirms the importance of understanding public values and stakeholder needs in successful digitisation.

Abstract

The role of non-governmental organizations (NGOs) in community empowerment has increasing urgency, especially with current issues that must be resolved immediately. The role of non-governmental organizations (NGOs) is viewed from the purpose of why the organization was formed. NGOs can provide education, provide skills training and support inclusive education programs through community empowerment. The purpose of this study is to determine the extent to which the Aqil Learning Space Association can empower the community to be more actively involved in improving knowledge and skills at the research locus. The data sources used in this research are primary data and secondary data. Primary data is obtained directly from the object under study by conducting interviews with MI Hasyim Asy'ari students and teachers at MI Hasyim Asy'ari. The results of this study indicate that the Aqil Study Room Association plays a role in strengthening literacy in MI Hasyim Asy'ari with the reading degree program which is the most widely implemented and succeeds in fostering students' interest in reading seen from the impressions and messages given. However, there are several obstacles that cause the process of strengthening literacy to be less than optimal due to the limited time given only during the internship period. So that the absence of a sustainable program will hinder the process of community empowerment itself.
