Abstract

The implementation of Community Empowerment is an important process in improving the quality of life of the community and increasing community participation. One of them is in strengthening literacy, which is a key strategy in increasing the capacity of individuals and community groups to face challenges in an increasingly complex information age. This study aims to explain the concepts, strategies, and impacts of community empowerment implementation by explaining how community empowerment is implemented in various contexts of strengthening literacy, focusing on improving the ability to read, write, and understand information in Putat Kidul Village. The research method used in this journal is a qualitative research method by conducting interviews, observations, and document analysis to collect data with community members involved in empowerment programs. The author uses 4 research focuses, namely the provision of resources, opportunities, knowledge and skills. The results of this study show that community empowerment in an effort to strengthen literacy and numeracy in Putat Kidul Village, Gondanglegi District has not been carried out optimally due to inadequate technological resources for the teaching and learning process such as laptops and projectors.

Abstract

Less than optimal absorption of labour can affect the occurrence of the unemployment phenomenon. Unemployment is one of the labour problems that occur in every country and region in it. Sidoarjo Regency is one of the districts that has had the highest Open Unemployment Rate in East Java Province for several consecutive periods. In overcoming these problems, an important role is needed from the Sidoarjo Regency Manpower Office as a leading sector in responding to the labour issues. This study aims to describe the capability of the Manpower Office to reduce unemployment in Sidoarjo Regency. The research method used is qualitative. The results of this study focus on six indicators, namely institutional, policy implementation, human resources, technical resources, financial system, and leadership. The results showed that the capability of the Sidoarjo Regency Manpower Office was considered quite successful in reducing unemployment. However, there were still some obstacles in the aspects of human resources and technical resources.Kurang optimalnya penyerapan tenaga kerja dapat mempengaruhi terjadinya fenomena pengangguran. Pengangguran merupakan salah satu masalah ketenagakerjaan yang terjadi di setiap negara maupun wilayah di dalamnya. Kabupaten Sidoarjo merupakan salah satu kabupaten yang memiliki Tingkat Pengangguran Terbuka tertinggi di Provinsi Jawa Timur selama beberapa periode berturut-turut. Dalam mengatasi permasalahan tersebut, dibutuhkan peran penting dari Dinas Tenaga Kerja Kabupaten Sidoarjo sebagai leading sector dalam menanggapi permasalahan ketenagakerjaan. Penelitian ini bertujuan untuk mendeskripsikan kapabilitas Dinas Tenaga Kerja dalam mengurangi angka pengangguran di Kabupaten Sidoarjo. Penelitian ini menggunakan metode kualitatif. Hasil penelitian ini berfokus pada enam indikator yaitu kelembagaan, implementasi kebijakan, sumber daya manusia, sumber daya teknis, sistem keuangan, serta kepemimpinan. Hasil penelitian menunjukkan bahwa kapabilitas Dinas Tenaga Kerja Kabupaten Sidoarjo dinilai cukup berhasil dalam menurunkan angka pengangguran, namun masih ditemukan beberapa kendala pada aspek sumber daya manusia dan sumber daya teknis.

Abstract

The implementation of online customer complaint handling at PDAM Surya Sembada Kota Surabaya is still not optimal and needs attention considering the importance of public services and PDAM is the only company engaged in the supply of clean water. This study aims to evaluate the implementation of e-government in PDAM Surya Sembada Kota Surabaya in terms of public services. The e-government management of PDAM Surya Sembada Kota Surabaya still has inaccuracies in handling online services, infrastructure indicators found that there is overlapping complaint data entering the system, and the application still does not have a customer service monitoring feature and the application is only available on Android. on Standard Operasional Prosedure (SOP) policy indicators it is necessary to carry out restandardization which is oriented towards e-government innovation. In terms of infrastructure indicators, it is necessary to evaluate the use of the company's internal system. In addition to application indicators, there is a need for innovation to add monitoring features for customers.

Abstract

Pengawas Dinas Tenaga Kerja dan Transmigrasi Provinsi Jawa Timur mempunyai peran dalam menjamin keselamatan dan kesehatan kerja di wilayahnya. Salah satu peranannya adalah memfasilitasi pelayanan di bidang keselamatan kerja, menyelenggarakan upaya pengawasan terhadap pekerja dan masyarakat, serta pelayanan laboratorium medik, dan laboratorium pengujian lingkungan. Tujuan penelitian ini adalah untuk mengetahui peran Dinas Tenaga Kerja dan Transmigrasi Provinsi Jawa timur dalam melakukan pengawasan keselamatan dan kesehatan kerja secara mendalam terhadap pengusaha/perusahaan di lingkungan tempat kerja. Penelitian menggunakan jenis penelitian metode penelitian kualitatif dengan pendekatan deskriptif. Di dalam penelitian ini sumber data yang digunakan untuk melengkapi tulisan adalan menggunakan sumber data primer dan sumber data sekunder. Maka analisis data dalam penelitian ini berdasarkan 3 (tiga) Peran Pemerintah dalam pengawasan keselamatan dan kesehatan kerja, yaitu Regulator, Dinamisator, Fasilitator. Hasil penelitian menunjukkan bahwa peran pemerintah Dinas Tenaga Kerja dan Transmigrasi Jatim belum terlaksana secara optimal karena kurangnya perhatian pemerintah secara langsung untuk melihat kendala yang dialami oleh para pekerja, baik secara pembimbingan dan pelatihan, maupun sarana dan prasana yang pembagiannya belum merata.

Abstract

In fulfilling human rights, there must be no provisions that exclude and align one person with another regardless of the shortcomings and advantages of each person, including no difference in treatment for normal people and people with disabilities. Persons with disabilities have the right to obtain justice for the availability of public services. For mankind, the principle of justice is an important principle that humans crave as the highest ideal of mankind. The existence of 4 aspects that have been explained in the Surabaya City regional regulations, namely Convenience, Usability, Safety and Independence, are expected to be able to improve accessibility for people with disabilities. The research method used is descriptive qualitative method with literature study and observation in the form of interviews. The results showed that in the aspect of convenience, it is quite good even though there are still some things that have not shown maximum results such as the absence of handrail facilities leading to the bathroom and handrails for wheelchair users, then for aspects of usability, convenience and independence have shown very good results.

Abstract

The Tuban District Population and Civil Registration Office (Dispendukcapil) has an obligation under the law to organize population administration services as an integral part of public services that must be accounted for by the government to the community. However, a number of obstacles are still faced in the administration of civil registration services. The purpose of this research is to investigate and describe strategies that can be applied to improve civil registration services at the Tuban District Dispendukcapil. The research method used was a qualitative approach using a case study. Three data collection techniques were used: documentation, observation and interviews. A purposive and snowball approach was used to identify relevant informants. The data analysis process followed an interactive approach, with the stages of Data Collection, Data Condensation, Data Display, and Conclusion Drawing and Verification, developed by Miles & Huberman. This research, which adopted Moenir's theoretical framework, produced several findings, including that 1) the awareness of officials and executive leaders regarding the problem has made significant progress; 2) The process of making adequate regulations has run quite smoothly, but in terms of SOPs, the completion it is still not ideal; 3) Although the organization has a dynamic system mechanism, there are still shortcomings in socialization to the community; 4) The competencies and talents required for a job or position have been applied, and everything is going well; and 5) Service facilities are available in accordance with the nature and format of service tasks, but the‘ball pick-up’ services still need to be improved.

Abstract

Kabupaten Sidoarjo menjadi salah satu kabupaten di Jawa Timur yang turut menyumbang pengidap HIV/AIDS dengan jumlah yang besar dengan menempati peringkat      ketiga pengidap HIV tertinggi di Jawa Timur. Angka kasus HIV AIDS di Kabupaten Sidoarjo yang terus bertambah  menjadi tugas bersama bagi para stakeholder untuk bekerja sama dalam mencari solusi bagi permasalahan ini. Adanya kolaborasi dari Parpas, KPA, serta Dinas Kesehatan diharapkan mampu menjadi solusi bagi permasalahan tingginya pengidap HIV/AIDS di Kabupaten Sidoarjo menuju Zero AIDS. Tujuan dari penelitian ini untuk mengetahui proses collaborative governance dalam penanggulangan HIV/AIDS di Kabupaten Sidoarjo. Metode penelitian yang digunakan pada penelitian ini adalah metode deskriptif kualitatif dengan teknik pengumpulan data observasi, wawancara, dan dokumentasi. Teknik analisis data yaitu reduksi data, penyajian data, dan penarikan kesimpulan. Lokus penelitian bertempat di Paguyuban Remaja Peduli HIV/AIDS Kabupaten Sidoarjo (PARPAS). Hasil dari Penelitian menunjukan bahwa proses collaborative governance telah dilaksanakan dengan baik yang dilihat berdasarkan lima fokus yaitu Face to Face Dialog (Dialog Tatap Muka) yang menunjukan bahwa sudah berjalan secara efektif dengan adanya pertemuan rutin dalam membahas proses kolaborasi, selanjutnya Trust Building (Membangun Kepercayaan) memperlihatkan sudah terbangunnya kepercayaan antar stakeholder dalam proses kolaborasi ini, fokus Share Understanding (Berbagi Pemahaman) dilakukan dengan dilakukannya komunikasi yang baik dan efektif serta nilai saling menghormati, kemudian fokus Commitment to Process (Komitmen Terhadap Proses) memperlihatkan bahwa antar stakeholder memiliki komitmen yang tinggi dalam progam kolaborasi, fokus terakhir Intermediate Outcome (Hasil Sementara) memperlihatkan bahwa sudah terdapat beberapa output nyata hasil kolaborasi antar stakeholder dalam proses kolaborasi.

Abstract

Increasing population growth can be a problem not only for social and economic aspects but also for the environment. The impact of an increasing population on the environment causes an increase in the amount of waste. Organic waste generation has a higher percentage than other types of waste, both nationally and specifically in Sidoarjo Regency. One of the innovations in reducing organic waste is by using Black Soldier Fly (BSF) larvae. In dealing with waste problems, not only the government but also the active participation of the community and the private sector are needed. PT. Pertamina Gas is one of the BUMN initiated the innovation of the Corporate Social Responsibility (CSR) program for organic waste management using BSF to empower the community in Penatarsewu Village, Tanggulangin District, Sidoarjo Regency. This study aims to analyze the sustainability of the CSR program of PT. Pertamina Gas manages organic waste using BSF in Penatarsewu Village. The research method used in this research is a qualitative research method. The data in this study was collected through observation, interviews, and documentation. The results showed that the CSR program of PT. Pertamina Gas waste management with BSF is quite sustainable. From six aspects, there are three aspects that show good results, while the other three aspects require review and improvement to support the sustainability of the program.
