Abstract

Kebijakan pemasangan pipa gas bumi bawah air melalui Selat Madura yang dilaksanakan oleh Kodeco Energy Co. Ltd adalah untuk menyalurkan gas dari lapangan minyak dan gas Poleng Processing Platform (PPP) di lepas pantai Pulau Madura ke Onshore Receiving Facility (ORF) di Gresik yang akan digunakan oleh lima perusahaan, yaitu Perusahaan Listrik Tenaga Gas Gresik, Perusahaan Gas Negara, Petro Kimia, Media Karya Sentosa, dan Gresik Migas. Penelitian ini bertujuan  untuk  mengevaluasi  pelaksanaan  Surat  Ijin Persetujuan Direktur Jenderal Perhubungan Laut No : 771/9/5/DN-07 tentang Persetujuan Pemasangan Pipa Gas Bumi Bawah Air milik Kodeco Energy Co. Ltd, khususnya berkaitan dengan posisi dan penempatan pipa gas tersebut yang melalui Alur Barat Surabaya. Metode yang digunakan dalam penelitian ini adalah metode analisis Kualitatif. Hasil penelitian ini menunjukkan bahwa ada perbedaan antara posisi dan penempatan pipa gas yang diijinkan dengan  pelaksanaan  pemasangannya  di lapangan  dan  dapat  membahayakan keselamatan kapal yang melalui Alur Pelayaran Barat Surabaya. Dari  penelitian  ini  ada  tiga alternatif jalan  keluar yang diusulkan. Alternatif pertama ialah memindahkan pipa tersebut semuanya ke sebelah barat Alur pelayaran mendekat ke daratan pantai Gresik, sedangkan alternatif kedua yaitu memindahkan sebagian pipa yang posisinya melintasi alur pelayaran ke sebelah timur mendekat daratan Pulau Madura dan memberi beton pengaman pipa dari bahaya kejatuhan jangkar kapal pada sebagian pipa gas.

Abstract

The 2010 Manila amendment STCW Convention had a major update with a greater focus on technical skills called non-technical skills. Technical skills are related to handling ship equipment, while non-technical skills are often described as cognitive and communicative skills. The aim of this study was to investigate the role of instruction and assessment for developing students' professional competence in a simulation-based learning environment. This analysis draws on ethnographic fieldwork and detailed interaction analysis of videotape data from simulator training sessions in navigation courses by examining how maritime instructors utilize simulator technology for teaching and formative assessment to develop students' professional competencies. The results of this study emphasize the importance of systematic professional guidance and feedback in simulator-based training in accordance with the Regulation of the Head of Agency and Development of Human Resources for Transportation Number pk.16/BPSDMP-2017 Regarding Guidelines for Standardization of Operation Simulators.

Abstract

This study examines the effect of safety climate on shipping safety. The purpose of this study was to analyze the influence of the passenger ship safety climate on shipping safety. This study used a questionnaire as a data collection instrument with non-probability sampling techniques at the Port of Tanjung Perak Surabaya and 100 respondents who participated in this study. The inferential statistical method used in the analysis of research data is Partial Least Square (PLS). Instrument reliability is acceptable with Cronbach alpha values and composite reliability values above 0.70. The results of hypothesis testing in this study are that the safety climate has a significant effect on shipping safety. This means that to achieve shipping safety, the safety climate needs to be considered in indicators of safety procedures, communication and safety involvement of the crew. The conclusion of this study is that the safety climate in implementing the ISM Code promotes and disseminates a culture of safety, especially shipping safety on passenger ships.

Abstract

Keselamatan pelayaran di Indonesia masih merupakan masalah yang perlu diperhatikan. Berdasarkan penelitian, bahwa masalah keselamatan pelayaran di Indonesia masih tinggi. Hal yang paling memperhatinkan adalah di Indonesia banyak orang yang bekerja dengan profesi sebagai nelayan. Kegiatan ini ditujukan sebagai program pelatihan Teknik keselamatan pelayaran khususnya didaerah pesisir laut dengan target peserta adalah orang yang berprofesi sebagai nelayandi Desa Kamal, Madura. Hasil pengabdian masyarakat ini adalah berupa kegiatan pelatihan teknik keselamatan pelayaran yang memberikan hasil yang positif bagi para nelayan untuk meningkatkan keselamatan pada saat bekerja dan juga untuk mengubah kebiasaan nelayan dalam menjaga keselamatan saat bekerja.

Abstract

The incidence of accidents and occupational diseases is still quite high. Various ship incidents include sinking, collision, fire, aground, people falling overboard, steering damage, and pollution at sea. as well as work accidents during duty on the ship, generally caused by human factors or human error. The purpose of this study is to find out the emergency drills on the ship, based on SOLAS on the KMP Jatra 2 ship and to find out how to handle problems in maximizing job training to each crew member according to SOLAS and SOP regulations. The results of this study found that emergency training on board KMP Jatra 2 is not running properly due to lack of consistency in following the SOP and SOLAS standards that have been set. To deal with this problem, several steps need to be taken, namely good HR policies, implementation of a punishment system for undisciplined crew members, regular training and realistic simulation of emergency situations, continuous supervision and evaluation of training implementation.

Abstract

The installation of an underwater natural gas pipeline policy through the Strait of Madura conducted by Kodeco Energy Co. Ltd is to deliver gas from Poleng Processing Platform (PPP) oil and gas field on the offshore island of Madura to the Onshore Receiving Facility (ORF) in Gresik which will in use by five companies namely Perusahaan Listrik Tenaga Gas Gresik, Perusahaan Gas Negara, Petro Kimia, Media Karya Sentosa, and Gresik Migas. This study aims to evaluate the implementation of a license the Director General of Sea Transportation Agreement No: 771/9/5/DN-07 about Natural Gas Pipeline Underwater Installation Approval Kodeco Energy Co. Ltd. property, in particular relating to the position and placement of the gas pipeline through the Lanes of West Surabaya. The method used in this research is a method of qualitative analysis. The results of this study indicate that there is a difference between the position and placement of gas pipeline are permitted by the implementation of field installation, and can endanger the safety of ships through the shipping lanes of West Surabaya. From this research there are three alternative solutions proposed. The first alternative is to move all the pipelines to the west shipping lanes closer to the mainland coast in Gresik, while the second alternative is to move some pipelines that position in the shipping lanes across to the east of the mainland near the island of Madura and give pipelines concrete safety of ships fallout anchor hazard in most of the gas pipelines.

Abstract

Curriculum development is a process of planning and compiling curriculum by the academic sector or curriculum developer so that the resulting curriculum can be a reference used in achieving national education goals. Character building is the process of providing education and training in the context of increasing knowledge, expertise, skills and shaping the behavior of human resources. The purpose of this study is to explain how much influence the curriculum development and character development of cadets have on the quality of education in the Program Diploma Pelayaran. The methodology of this research is quantitative method, the number of respondents is 171 with the results of the research that the R value is a multiple of 0,947 show evidence of curriculum development and character building have a very strong relationship to the quality of education variables.

Abstract

: Research with the title "Implementation of the Port Guard Service to Minimize Negligence in the Loading and Unloading Process of PT Seram Jaya Lines", The purpose of this study is to increase knowledge of the implementation of guard services in carrying out port guarding duties. This research uses observation and interview methods. The sources of data used are primary and secondary data and data from prala, namely KM Artha Mulia 01 ship with descriptive analysis method. The theoretical basis used is the theory of organizational and organizing theory, and the International Dictionary of Shipping Business Busines Terms and Abbrevations.It was concluded that the implementation of guard services at KM Artha Mulia 01 for the duty officers was a lack of awareness of the responsibilities in carrying out duties at the port and an understanding of the rules of care in accordance with STCW 78' when the ship docked at the port. This can cause cargo errors (Over Stowage), so that it can harm the ship and the shipping company.

Abstract

Research with the title "Optimizing the general cargo loading process to support efficiency on the MV Hanglima ship". Optimizing general cargo loading is very vital because more optimal loading will make MV Hanglima more able to compete with other ships or companies. This research aims to determine the factors that are obstacles that reduce efficiency in loading and to determine efforts to handle obstacles that occur when loading general cargo on the MV Hanglima. This research uses a qualitative descriptive method by using 5 data collection techniques including data from the prala location, namely the MV Hanglima ship. The theoretical basis used is a theory that includes 5 loading principles. And it was concluded that the loading of general cargo on the first trip on the MV Hanglima was less efficient, such as not paying enough attention to the stowage plan that had been made, which resulted in less systematic loading and broken stowage. Apart from that, the safety of ships, cargo, and workers and TKBM is still not paid enough attention so that it can be detrimental to the ship or shipping company, PBM, and workers.

Abstract

Continuing monthly Fire drills on commercial vessels such as the KM Spil Hapsri is very vital to ensure the alertness and safety of the ship's crew (ABK). Monthly Fire drills are not only a legal obligation, but also an effective strategy to reduce the risk of fire on commercial vessels. This research aims to explore the importance of monthly Fire drills on commercial ships, especially on KM Spil Hapsri. This research uses a qualitative descriptive method and uses data collection techniques by observation, interviews, literature study, and documentation study. The data sources used are primary and secondary data, data obtained from the place where the sailing practice is carried out, namely the KM Spil Hapsri ship. The theoretical basis used is the international rules of the Safety Of Life At Sea convention regarding the implementation of Fire drills. It was concluded that the implementation of the Fire drill at KM Spil Hapsri was previously carried out in accordance with the Regulations but stopped being carried out from August 2023 until the author finished carrying out the sailing practice, namely December 2023. If this continues, it could cause a decrease in the alertness of the ship's crew so that the ship's crew becomes less responsive in a fire situation and poses a risk of endangering the ship, cargo, and crew safety when a fire situation occurs
