Abstract

Dalam konteks kemajuan teknologi saat ini, penyelenggaraan pemerintahan berbasis digital menjadi sangat penting. Teknologi digital menuntut pemerintah agar cepat beradaptasi dan memanfaatkannya sebagai alat untuk meningkatkan efektivitas dan efisiensi dalam pemerintahan. Oleh karena itu, penyelenggara pemerintahan perlu mempersiapkan kapasitas aparatur yang akan mengadopsi teknologi dalam menjalankan roda pemerintahan. Ini tidak hanya mempersiapkan aparatur yang sudah ada, tetapi juga untuk generasi penerus yang mampu menjalankan dan mengembangkan pemerintahan digital, baik di tingkat nasional maupun lokal. Kegiatan pendampingan ini bertujuan untuk melatih aparatur desa agar secara wawasan mereka siap menghadapi transformasi digital dan terampil dalam menggunakan teknologi digital yang menunjang penyelenggaraan pemerintahan. Hasil pengabdian menunjukkan bahwa aparatur menyadari pentingnya literasi digital untuk menunjang aktivitas pemerintah yang mampu mempermudah dalam penyelenggaraan layanan. Meskipun mereka menyadari bahwa digital penting dan secara mental mulai bersiaga, penggunaan teknologi belum mengarah pada bagaimana menunjang kinerja dalam penyelenggaraan pemerintah di desa. Di samping itu, transformasi digital memerlukan proses yang panjang kerena kesiapan infrastruktur dan SDM belum memadai. Kelemahan kegiatan ini adalah proses pemetaan awal belum akurat sehingga pemecahan masalah belum mengarah kepada masalah yang sangat spesifik dan kontekstual yang menyentuh masalah fundamental mitra.

Abstract

In today’s digital era, television stations face competition not only from other traditional broadcasters but also from the growing presence of social media and digital platforms, which are increasingly favored by the public. Digital transformation has become essential for maintaining relevance in a highly competitive broadcasting landscape. This study explores how LPP TVRI Jambi’s digital transformation enhances public broadcasting services, examining both supportive and hindering factors in the process. Using a descriptive qualitative approach, data were collected through interviews, observations, and documentation, and analyzed through the stages of Data Collection, Data Condensation, Data Display, and Conclusion Drawing/Verification. The findings indicate that LPP TVRI Jambi’s digital transformation, aligned with Mergel’s theory, encompasses motivations, objectives, processes, and outcomes. Key drivers include external factors such as government policies and increased competition, along with internal initiatives driven by team creativity. Transformation efforts focus on establishing new policies, procedures, and public service programs, along with broadcasting on social media platforms like YouTube and Instagram, helping TVRI Jambi sustain its public broadcaster role through digital engagement. However, limited resources for live broadcasts and a shortage of skilled personnel pose significant challenges to full implementation in the field.

Abstract

This article is based on the abberations of the local government implementation. The factors that cause the abberations are the weakness of Parliament Oversight in the discussion and implementations of the Regional Budget Regulation. By using qualitative research methods with the intention of finding out about the factors that cause the abberations and the oversight model that used in the process. Data were collected through library research and documentation, observation and in-depth interviews with a number of informants consisting of local governmen, the Local House of Representatives, Press, and Civil Society that related to the duties and functions of each. These results suggest that the Local House of Representatives has been carrying out Oversight in accordance with its function, but the conduct of such Oversight only in the normative level and a mere formality, without the use of proper oversight models that affect weakness of Parliament Oversight, and make an impacts that cause the abberations in the implementation of the regional budget Regulations. The findings of the research are expected to contribute in the development of scientific study of the concept of governance on legislative oversight toward implementation of Regional Budget Regulation, harmonious and balanced relationship between local government and the Local House of Represetative also be supported by proper model for oversight, and has a rule that can be guiding parliament in carrying out its functions.

Abstract

This study looks at the extent to which government collaboration and public involvement in service delivery by the Jambi Provincial Government, in its course of governance continues to move in the service sector which can be directly accessed by the public, not only as recipients, but also as a source of services. To accelerate this process, the government is transformed into instant and practical with the concept of e-government, implementing governance with the principle of collaboration, utilizing technology, and information services produced can be accessed by anyone in an open / Open Government manner. However, this understanding of government has not been fully responded to in response both in the community and the government itself. By using a qualitative approach and descriptive method, the authors hope to obtain the empirical relationship behind the phenomenon by obtaining a profound, thorough, detailed and complete meaning. Therefore the use of a qualitative approach in this study is to match, compare, and look for the red thread between empirical reality and the prevailing theory. The findings in this study are the absence of a clear collaboration design and the low level of understanding among service providers in government regarding mechanisms, methods, and innovation processes that aim to be able to involve the public effectively, either as recipients or sources of services. This is due to the lack of commitment from leaders at the elite level, and organizational culture that is still static, not dynamic. And the availability of budget and supporting infrastructure that is still minimal. Then more effective collaboration is needed by being encouraged by improving regulations, structuring and improving the quality of human resources, and commitment to the provision of budgets and supporting infrastructure for electronic-based services. So if all these elements can be fulfilled, the implementation of a government based on open public engagement with open government design can be realized in Jambi Province.

Abstract

Pelaksanaan agenda reformasi birokrasi dalam manajemen dan tata kelola Aparatur Sipil Negara (ASN) menggunakan sistem merit yang telah ditetapkan dan diatur secara tegas dalam UU No.5 Tahun 2015. Sistem merit mengatur tentang pengangkatan, mutasi, promosi, penggajian, reward dan pengembangan karir pegawai dilakukan berdasarkan penilaian kualifikasi kompetensi dan kinerja pegawai. Sistem merit yang diterapkan dalam pengisian jabatan pimpinan tinggi pratama di Pemerintah Propinsi Jambi tahun 2019 untuk melakukan mutasi enam pejabat tinggi pratama mengalami polemic hingga adanya pengaduan ke Komisi Aparatur Sipil Negara (KASN) terhadap Gubernur Jambi. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan analisis deskriptif untuk menjelaskan hasil temuan penelitian penerapan sistem merit di pejabat tinggi pratama di Pemerintahan Propinsi jambi. Hasil penelitian menunjukan adanya terindikasi pelanggaran dalam penerapan sistem merit terutama berkaitan dengan penetapan hasil seleksi terbuka hingga terjadi pengaduan ke KASN, adanya tumpang tindih kewenangan antara tim seleksi, Kepala Daerah dengan KASN,serta adanya ketidak sepemahaman antara institusi pengelola kepegawaian dan pejabat-pejabat yang telah menduduki jabatan, terkait penafsiran proses jobfit, mekanisme seleksi terbuka, dengan dengan keberlangsungan jenjang karir sebagai bagian dari sistem merit.

Abstract

The government, as the primary provider of public services, faces challenges to continuously adapt to technological advancements to enhance the efficiency, accessibility, and responsiveness of services to the community. In the context of digital governance, responsiveness is a key element in ensuring public services meet community needs in a timely and efficient manner. One concrete effort to optimize technology implementation is through the SIKESAL application (Sistem Informasi Keluhan dan Aspirasi Layanan). This application was developed by the Jambi City Government as part of the implementation of the smart city concept in Jambi City, functioning as a platform for public complaints. This study analyzes the responsiveness of the Jambi City Government in managing the SIKESAL application and evaluates its effectiveness in improving the quality of public services. Using a qualitative descriptive method, the study gathers primary and secondary data through observations, interviews, and documentation. The results reveal that the SIKESAL application has significant potential as a medium for public complaints. The application is equipped with key features such as real-time reporting, location integration, and photo uploads. However, its implementation faces several challenges, including low adoption rates among the public. Factors contributing to this low adoption include insufficient public outreach about the application’s usage and benefits, as well as the existence of stigma or negative perceptions toward the application as a reporting tool. This study recommends enhancing public communication strategies, community education, andimproving application features to ensure broader adoption and improve public service quality.
