Abstract

This study aims to analyze the implementation of competency-based Human resources (HR) development strategies in improving employee performance at Jambi University. This research is descriptive using a qualitative approach. Data collection techniques include observation, interviews, and documentation. The results show that the HR development strategy and competency standards in improving employee performance at the University of Jambi are guided by the Main Performance Indicators of State Universities IKU-PTN and the Jambi University Strategic Plan 2021-2024. This strategy has improved the competence of lecturers and education staff.

Abstract

Lubuk Beringin Village is one of the villages in Bungo Regency which is a village with enormous natural and cultural tourism potential. In addition to carrying out activities as farmers, the village community also develops local wisdom such as a prohibition to take fish in the river basin according to village custom, a prohibition on using tuba, poison centers, long trawls, and other chemicals to take fish in rivers, a prohibition on picking durian fruit if not ripe or fall alone in large quantities. This local wisdom is the main attraction for Lubuk Beringin Village and has become a tourist destination. Based on the results of interviews with Lubuk Beringin village officials during the preliminary survey, the main problems encountered in managing the Lubuk Beringin tourist destination are 1) Public awareness of the importance of tourism to support the village economy is still very low. 2) Community understanding of Sapta Pesona and tourist villages is still very low. The method used in PPM activities is through face-to-face meetings with the community and participation or known as the active participation lecture method of PPM partners. It is hoped that the implementation of this community service activity can overcome the problems that exist in Lubuk Beringin Village, Bathin III Ulu District, Bungo Regency. This activity was carried out on October 15 2022 at the Lubuk Beringin Village Hall. The output of this community service activity is the understanding of partners, namely BUMDes management, to be able to develop the tourism potential of Lubuk Beringin, publication in journals with ISSN.

Abstract

The goal of the smart governance concept is modern urban management using state-of-the-art technologies, considering the applicable ecological standards while saving resources and achieving the expected results. In line with this, the government needs to build integrated ICTs services. Therefore, the government of Indonesia has legalized a regulation relating to smart city policy. In 2017, Indonesia introduce The Movement Towards 100 Smart Cities. The program aims to guide local government to further maximize the use of technology, both in improving public services and transformation of existing resources in local government to become more digital-based.This article uses a qualitative descriptive approach through out in-depth interviews, documentation and secondary data exploration to present the extent of the development of smart governance in Jambi City, Indonesia which explained driving factors (and challenges) to policy implementation in local government, although the process of digitization has been in right direction so far, improvement is needed in terms of enhancing digital resources, adjusting to the organizational culture, and implementing a more diverse collaboration strategy.

Abstract

Pasar Terusan Village is one of the villages in Muara Bulian District, Batanghari Regency, with a relatively large population, thus has the potential to become a driving force in development, especially in Pasar Terusan Village. Pasar Terusan Village is located in a lowland area with extensive rice fields and plantations, which affect the economic patterns of local residents. The area of rice fields is ± 650 ha and is the largest land owned by the Muara Bulian district. Pasar Terusan Village is an expansion from Terusan Village and was once the economic mainstay of the village with the construction of a market on the banks of the Batanghari River. The people of Pasar Terusan Village, apart from being farmers, also have a livelihood as plantation farmers, both oil palm plantations and rubber plantations. The challenge for the Bumdes management to be able to develop their capacity and creativity in managing the potential they have, certainly provides a great opportunity for Bumdes to develop their businesses in order to improve the community's economy and add to the Village's PAD.

Abstract

The COVID-19 pandemic has also accelerated virtual transformation in various countries. Technological developments are increasingly sophisticated. Various innovations have sprung up in every government agency. This affects the accessibility of public services. This online service is the result of the implementation of E-Government. This study aims to determine the transformation of digital public services during the Covid-19 pandemic to realize E-Government within the Jambi City Regional Government. This study uses an observational research type. Forms of data collection with documents, observations and in-depth interviews then the researchers tested the credibility and carried out data analysis including data reduction, data presentation and research conclusions. The research design used is a qualitative research method. All data were obtained using analysis on various related literature. The results of the study show that if you want to realize the maximum e-government system in Jambi City, synergy is needed from various Regional Apparatus Organizations (OPD) related to data in the Jambi City Government. So that this digital government transformation is felt by the community, because if the government wants to rebuild public trust, then by increasing government transparency, accessibility, communication, and quality of service the community will feel directly.

Abstract

Industry 4.0 provides technological mastery opportunities as a key to determine of national competitiveness. In line with this, the government needs to build integrated information and communication technology (e-government) services aimed at supporting the realization of the concept. Therefore, the government has legalized a regulation relating to information technology. One of the programs implemented by Ministry of Communication and Information, Ministry of Home Affairs, Ministry of Public Works & Housing (PUPR), National Development Planning Agency (Bappenas) and the Presidential Staff Office is the Movement Towards 100 Smart Cities which is a joint program of the ministry. The program aims to guide districts / cities in formulating Smart City Master Plans in order to further maximize the use of technology, both in improving community services and accelerating the potential that exists in each region. This study aims to determine the implementation of the Smart City program in the City of Jambi, the innovations that have been implemented, as well as the obstacles and challenges faced in the implementation of the program in the industry 4.0. This study uses a qualitative approach carried out in the city of Jambi. From the results, the implementation of the smart city program began with the Preparation of the Smart City Master Plan of Jambi City in 2014, then the implementation of the development of smart cities that began in 2017 and is still ongoing (2020). To support the implementation of the City of Jambi City smart city program which already has 50 technological innovation applications to support the performance of the Jambi City Government and facilitate the service process to the community. In its application there are various obstacles and challenges such as limited financial resources and limited human resources in the field of information technology, because not all OPD have experts in the IT field

Abstract

Bulian Jaya Village is an extra-transmigration village of the Bulian I Transmigration Settlement Unit (UPT) under the guidance of the Transmigration Department which was a Central Government program in 1992, this village is an oil palm plantation village. Apart from having extensive oil palm plantation land, in Bulian Jaya Village there is also an oil palm plantation company, namely PT. Inti Indosawit Subur Kebun Muara Bulian. In general, Bulian Jaya Village is a hilly highland area with very extensive plantations. As an independent village that has potential in the field of oil palm plantations, Bulian Jaya Village has many opportunities to improve the economy and welfare of its community through utilizing the potential of existing plantations. This condition makes it very possible to develop entrepreneurship based on the oil palm agro-industry as the main potential possessed by the village. Through this mentoring activity, it is hoped that village entrepreneurship will be formed based on the palm oil agro-industry

Abstract

Batanghari Regency has quite a lot of tourism potential that can be developed, such as an exotic urban forest atmosphere, a lake surrounded by bushes and a cool and comfortable atmosphere, making it a special attraction for visitors. The plan to develop tourism potential in Batanghari Regency has been ongoing for a long time. However, this arrangement has only been implemented since 2021. The Batanghari Regency Government is committed to making tourism in Batanghari Regency a combination of beautiful and unique nature with local cultural wisdom to improve the economy of the community. This research describe the development of tourism potential in improving the community economy in Batanghari Regency and identify the obstacles faced. This research takes a qualitative approach. Data collecting methods included observation, interviews, and documentation. The data obtained in this research were analyzed using the interactive model proposed by Miles also Huberman, This comprises data reduction, presentation, and making conclusions.

Abstract

Coir is one of the components of coconut that can be produced and decomposed into derivative products that have economic value. PT Coco Berdikari, established in 2018 in Karya Maju Village, Sungai Saren Sub-district, Tanjung Jabung Barat Regency, is a pioneer in the coconut fibre processing industry in the region. The company's main focus is processing coconut fibre into cocopeat, cocosheet and cocofiber. Based on the results of the research, it was found that the challenges in coir waste processing are the high export costs that are a barrier to accessing the international market and the lack of support from the local government for the coir waste processing business. This study describes the processing of coir waste into products that have economic value using qualitative research methods. The data collection techniques used were observation, interview, and documentation.

Abstract

UMKM is one of the sectors that contribute to supporting the economy, given its labor-intensive nature. UMKM can effectively create jobs according to the abilities and skills of the community. One such group is the UMK group in Terusan Village, Maro Sebo Ilir District, which is known for its various types of traditional cakes, such as Cepak Kapung, Pedamaran, Engkak, Lapis Agar, Roti Kecik, Kue Bangkit, and various other snacks. The various products of the UMK in Terusan village administratively meet the standards set by the government, starting from business permits in the form of NIB and PIRT to halal certificates, which are facilitated by students through the Village Community Empowerment Program (P2MD) in 2023. However, the challenges faced by the UMKM Terusan Village are in terms of marketing their products. Marketing is still limited to local areas by word of mouth and is usually seasonal. This training can contribute to the development of a marketing network for UMK products in Terusan Village through the use of digital technology.
