Abstract

Since the outbreak of the Ukraine crisis and the implementation of the EU sanctions regime against Russia, Germany took up a leading role in the coordination of the EU’s Russia policy. This policy shift appeared to be a drastic departure from the traditional German Ostpolitik paradigm. Central to this analysis is the concept of geo-economics, which can be broadly defined as the “geostrategic use of economic power”. This article aims to examine how geo-economics influences Germany’s leadership of the EU’s Russia policy, with a particular focus on the study of German domestic politics and the role of relevant economic actors. On the one hand, Germany needs reliable and cost-effective energy to support its world-class industrial economy from Russia. On the other hand, German and Europe security was at stake. This framework is to understand how German policymakers are doing the work of interpreting their national interest and defining appropriate action in response to the dilemma.

Abstract

The role of the Organization for Security and Cooperation in Europe (OSCE) in handling cases in Eastern Ukraine in 2014 after Russia annexed the Crimea region. The annexation was followed by the outbreak of armed conflict between the pro-Russian separatist and the government side in the Eastern Ukrainian region. The OSCE played a strategic role in responding to the crisis. First, the OSCE is trying to mediate to defuse tensions between the two conflicting camps through comprehensive dialogue. Secondly, the OSCE sent a Special Monitoring Mission to monitor the dynamics of the crisis in Eastern Ukraine intensively. Third, the OSCE carries out a Minority Rights Assessment Mission to protect national minorities in Ukraine. Fourth, the OSCE also created the Interparliamentary Liaison Assembly through the Parliamentary Assembly organ to promote open and comprehensive dialogue to de-escalate regional conflicts. However, after nearly a decade of tensions in the Eastern Ukraine region, there was still no indication of any peace treaty negotiations; instead, the conflict expanded into a conflict between Russia and Ukraine. It can be considered that the OSCE has failed to mediate the crisis that occurred. The OSCE's strategy and mediation efforts in conflict resolution, combined with critical players' lack of political will, prevented a peaceful settlement. Far away, the United States' dominance of Ukraine hindered the peace process; this was in an attempt to maintain the status quo, ultimately benefiting the United States in maintaining its sphere of influence over Europe.

Abstract

This study aims to discover how Amnesty International plays a role as a Non-Governmental Organization in supporting the freedom of expression of Veronica Koman, a prominent human rights defender in Indonesia, and investigates its boomerang effect. This comparative analysis used a descriptive-qualitative method. The data collecting technique used literature study from official sources such as Amnesty International Indonesia’s website and Twitter, and other relevant sources, such as books, journals, and online news. This study finds that Amnesty International has played several roles such as: release responses on its website and social media; form a coalition and release a joint statement with other NGOs; launch PENA campaign; request Interpol to stop red notice on Veronica Koman; and advocacy to ICT Law and criminal code revision. By the end of 2021, Veronica Koman is still being hunted by the Indonesian government 2021. Abstract

Diplomasi kesehatan telah menjadi topik penting dalam menghadapi tantangan global seperti pandemi. Penelitian ini bertujuan untuk menganalisis upaya diplomasi kesehatan Indonesia melalui kerja sama bilateral dengan Korea Selatan dalam konteks pandemi, dengan menggunakan pendekatan konstruktivis sebagai kerangka analisis. Konstruktivisme menekankan peran norma, identitas, dan pandangan bersama dalam membentuk dinamika hubungan internasional. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus, menggali data dari berbagai sumber seperti dokumen resmi, laporan berita, buku, jurnal, website dan dokumen pendukung lainnya. Hasil penelitian menunjukkan bahwa diplomasi kesehatan Indonesia-Korea Selatan pada masa pandemi COVID-19 tercermin dalam kerja sama intensif yang mencakup pertukaran informasi, bantuan medis, dan kolaborasi penelitian. Pandemi ini telah meningkatkan kebutuhan akan koordinasi global, dan dalam konteks ini, konstruktivisme membantu memahami bagaimana norma-norma baru mengenai kerja sama kesehatan global sedang berkembang. Dari perspektif konstruktivis, diplomasi kesehatan Indonesia-Korea Selatan menunjukkan interaksi yang kompleks antara norma dan identitas. Keduanya sama-sama mengkampanyekan prinsip kerja sama, solidaritas, dan keterbukaan yang muncul sebagai respons terhadap tekanan pandemi. Diplomasi kesehatan juga membentuk identitas mereka sebagai mitra yang dapat diandalkan dalam menghadapi krisis kesehatan. Norma dan identitas ini terus berubah dan berinteraksi melalui proses sosial, dan konstruktivisme membantu melacak dinamika ini. Secara keseluruhan, penelitian ini memberikan gambaran bahwa diplomasi kesehatan Indonesia-Korea Selatan pada masa pandemi merupakan fenomena yang kompleks dan kaya akan makna. Pendekatan konstruktivis membantu menganalisis bagaimana norma, identitas, dan interaksi sosial membentuk hubungan diplomatik dalam konteks krisis kesehatan global. Oleh karena itu, penelitian ini memberikan wawasan mendalam tentang bagaimana negara-negara dapat membangun kerja sama kesehatan melalui upaya diplomasi yang konstruktif, serta menghadapi tantangan yang muncul dengan cara yang produktif.

Abstract

The purpose of this study is to analyze the security dilemma of this concept when examining East Asian states' responses to North Korea's nuclear weapons. It is a concept of international relations, which advocates a state in which one country strengthens its national security while reducing the security of another country. North Korea's claim that its nuclear program is self-defense is a security dilemma, but the sole threat to its neighbor is sparking a response from East Asian nations. Under the threat of North Korean nuclear weapons, East Asian countries choose to ensure national security by enhancing military capabilities and strengthening military alliances. The method used in this study is qualitative. The results of this study suggest that the concept of security dilemma is a concept that can describe the responses of East Asian countries to North Korea's security dilemma. Responses by regional states such as China, South Korea, and Japan have led to increased military capabilities to protect their own countries in an attempt to maintain superpower alliances. The analysis of the case study can be demonstrated by implementing the factor dynamic Asian map of the security dilemma process of the case study, the response of East Asian countries to North Korea's nuclear weapons.

Abstract

This community service activity aims to develop ornamental plant agribusiness in Bangun Sari Village, Tanjung Morawa District, North Sumatra, through the use of digital technology and increasing understanding of business legality. Bangun Sari Village has great potential in cultivating ornamental plants, but is still limited in terms of using technology for marketing and business management. Therefore, this activity involves training and workshops that focus on the use of social media and e-commerce platforms to expand market reach, as well as providing knowledge regarding the importance of business legality. The results of this activity show that the majority of participants succeeded in adopting digital technology to market their products more efficiently, increase their awareness of the importance of business legality, and expand their market network to outside the region and international markets. Thus, this activity not only improves digital skills, but also encourages significant social change, with agribusiness actors starting to see the potential of ornamental plant agribusiness as a professional and sustainable business. In the future, it is hoped that the application of digital technology in ornamental plant agribusiness will become more widespread, provide new economic opportunities for society, and support the sustainable growth of the agribusiness sector at the local and national levels.

Abstract

This research analyzes the Sister City collaboration model that influences the success of economic cooperation between local governments. Sister City Relationship (SCR) is a form of subnational diplomacy that connects cities across countries through formal agreements, aiming to promote economic, cultural, and social cooperation. However, many SCR initiatives remain symbolic and fail to generate tangible benefits. This study proposes a more strategic approach by examining how asymmetry between cities can enhance economic cooperation. The theoretical framework adopts an asymmetric approach, arguing that mutual compatibility can emerge from unequal relationships. Compatibility is operationalized through indicators such as: (1) Area, (2) Gross Domestic Products (GDP) and (3) Human Development Index (HDI), which reflect the economic and developmental capacity of a city or region. A coupling model is used to categorize relationships into Big-Small and Small-Big pairings, referring respectively to partnerships where a big Local Cities collaborates with a smaller Foreign Cities, and vice versa. These asymmetric configurations are found to be more effective than symmetrical pairings, which often struggle with overlapping interests and lack of reciprocity. Empirical findings based on selected SCR cases in Indonesia such as Bandung, Surabaya and Medan, shows that coupling cities with complementary resources, rather than equal status, enables more dynamic and outcome-driven engagements. The study offers both theoretical and practical contribution for designing more strategic and resource-based asymmetric relations.

Abstract

The present study aims to identify and analyse the rational factors considered by France in responding to the conflict between Russia and Ukraine. In response, France pursued a rational foreign policy, taking into account a number of factors, both national and personal. The present study employs a qualitative research method, adopting a case study approach. The present study employs secondary data and a process of literature review. The analysis of data is a process which encompasses two fundamental techniques: data sufficiency and testing processes. This study employs a comprehensive literature review to identify discrepancies and variations with previous research. The findings of this study demonstrate that the factors considered in French foreign policy are cognitive psychology and rational calculation. These two elements were analysed and became the primary considerations for France in formulating policies to support Ukraine over Russia. This was deduced from meticulous calculations in the disciplines of economics, politics and security. The calculations demonstrated that France's foreign policy was characterised by a high degree of rationality, underscoring the substantial ramifications of the decision to abstain from providing support to Ukraine. France has the prerogative to disregard specific non-compensatory factors, even if these factors ultimately prove advantageous to France. For instance, there are economic advantages to be gained, particularly in the context of collaboration with Russia. Consequently, this research will be of particular interest to scholars in the field of foreign policy.
