Abstract

This study aims to analyze and identify Community-Based Tourism Management in Riam Bajandik Tourism and examine the actors involved in managing the tourism both internally and externally. In addition to knowing the factors that influence the management of Riam Bajandik tourism. The results of the study show that tourism management is only formed based on deliberation meetings from the agreement of the residents, the management has support from the Regional Government even though in its implementation there are rules that are violated especially there is no legality nor is there a written letter, Actor involvement is only carried out by the surrounding community, namely the Village Head , Community Patrons, Religious Leaders, Pokdarwis Members and Tourism Managers. One of the principles in tourism development is that it leads to the concept of community empowerment and social participation, in which the tourism manager is only managed by the surrounding community and the spirit of mutual cooperation is high. Several inhibiting factors related to the management of Riam Bajandik Tourism, namely, frequent miscoordination and communication between managers, lack of budget for development, lack of human resources (HR) regarding Art Of Tourism (Art in Tourism), lobbying which is always accommodated by the government, and conflicts of interest in tourism business competition. Abstract

This study departs from the regulation of the Mayor of Banjarmasin Number 40 of 2019 concerning the Smart City Masterplan, which requires the implementation of Smart City Banjarmasin revised to maximize the identity of the river city as city branding, namely D(River) smart city. This study aims to identify policies and implementation of Smart Branding Policies in Banjarmasin. This study used a qualitative descriptive approach with data collection techniques carried out by triangulation of sources through literature studies, observation, in-depth interviews, and inductive data analysis. The results show that Smart Branding policies are contained in the Smart City Masterplan for 2022-2026, which was revised based on the 2021-2026 Medium Term Development Plan. Then the implementation of Smart Branding can be identified into three categories: Facilitation of ICT at Riverside View Tower, ICT System Integration in Tourist Areas, and Digitalization of Tourism and Cultural Promotion. In each category, there is a gap between implementation and ideal conditions due to a lack of public participation, data, resources, regulations, and disaster mitigation. However, it is recommended that the gap should be minimized by overcoming the identified constraints so that policy implementation becomes more optimal.

Abstract

Pemberdayaan masyarakat terisolir menjadi kebutuhan nyata dan PT Adaro Indonesia berhasil menjawab permasalahan serta kebutuhan yang dihadapi oleh masyarakat di Kelurahan Rantau Kujang dengan melaksanakan Program Pengembangan dan Pemberdayaan Masyarakat (PPM) pada Program Bina Kelurahan Rantau Kujang pada Kegiatan Toko Desa. Metode yang digunakan berupa metode deskriptif dengan pendekatan kualitatif, sumber data berupa sumber data primer dan sumber data sekunder. Validasi data dilakukan dengan menggunakan trianggulasi metode dan trianggulasi sumber. Hasil penelitian menunjukkan bahwa pelaksanaan program berjalan baik dan dapat menjawab permasalahan dan kebutuhan yang dihadapi oleh masyarakat terisolir. Dalam hal ini, perusahaan berhasil memberikan stimulus yang baik terhadap kelompok binaan yaitu Badan Pengelola Usaha Kelurahan (BPUK) dengan memberikan bantuan berupa pembangunan toko desa yang didukung oleh pemerintahan setempat, sehingga dalam proses pengelolaan kegiatan usaha yang dilakukan oleh para pemuda setempat dapat berjalan dnegan baik dan berhasil menciptakan perubahan dan dampak positif bagi berbagai stakeholder program yang terlibat. Empowering isolated communities is a real need and PT Adaro Indonesia has succeeded in responding to the problems and needs faced by the community in Rantau Kujang Subdistrict by implementing the Community Development and Empowerment Program (PPM) in the Rantau Kujang Subdistrict Development Program at the Village Shop Activity. The method used is a descriptive method with a qualitative approach, data sources are primary and secondary data sources. Data validation was carried out using method triangulation and source triangulation. The research results show that the program implementation is going well and can answer the problems and needs isolated communities face. In this case, the company succeeded in providing a good stimulus to the target group, namely the Village Business Management Agency (BPUK), by assisting in the form of building a village shop supported by the local government, so that the process of managing business activities carried out by local youth can run well. and succeeded in creating change and positive impacts for the various program stakeholders involved.

Abstract

Pengelolaan Dana Desa sekarang ini menjadi permasalahan bagi beberapa daerah di Indonesia, baik terkait soal akuntabilitas, transparansi, lemahnya sumberdaya pengelola termasuk soal kuatnya intervensi banyak aktor yang justru melemahkan pengelolaan yang mengarah pada nihilnya harapan adanya good governance. Fakta demikian juga berlaku di Desa Muara Inu Kecamatan Lahei, Kabupaten Barito Utara, dimana adanya kepemimpinan dan eksternal aspek pengawasan sebagai faktor determinan buruknya pengelolaan dana desa. Tujuan penelitian ini untuk menganalisis dinamika aktor pengelolaan dana desa, dengan menggunakan metode kualitatif. Metode pengumpulan data melalui wawancara yang dilakukan secara mendalam kepada sumber data yang berjumlah 7 orang serta data sekunder dikumpulkan melalui studi literatur dan informasi pendukung lainnya. Temuan data dianalisis secara eksplanatif. Hasil penelitian menunjukan bahwa dinamika aktor Pengelolaan Dana Desa di Desa Muara Inu terkait dengan dinamika aktor dalam pengelolaan dana desa ini yang memfokuskan pada  aspek (a) intervensi para aktor desa dalam pengelolaan dana desa, (b) melihat komunikasi, koordinasi dan interaksi antar aktor dan (c) terkait partisipasi para aktor dalam pengelolaan dana desa. Untuk itu riset ini menyarankan agar melakukan penguatan kapasitas building Pemerintah Desa dari aspek sumberdaya yang berpengaruh pada komunikasi dan koordinasi, menghindari intervensi negatif dan meningkatkan partisipasi serta interaksi diantaranya dalam pembinaan dan pengawasan.

Abstract

Pembangunan daerah dilaksanakan oleh pemerintah baik fisik maupun pemberdayaan. Penelitian ini bertujuan untuk mengetahui upaya optimalisasi program pembangunan dan pemberdayaan masyarakat di Kelurahan Angsau. Metode penelitian yang digunakan adalah pendekatan kualitatif deskriptif. Penelitian dilakukan di wilayah Kelurahan Angsau dengan pihak informan antara lain lurah, kasi pembangunan, kasi pemerintahan, kasi kemasyarakat, ketua LPM “Maju Bersama”, dan perwakilan masyarakat (Ketua RT / RW). Pengumpulan data menggunakan metode observasi, wawancara, dan dokumentasi. Data dianalisis melalui tahapan reduksi data, penyajian data, penyajian kesimpulan dan verifikasi. Penelitian disimpulkan bahwa optimalisasi program pembangunan dan pemberdayaan masyarakat di Kelurahan Angsau menunjukkan hasil yang baik, khususnya pembangunan sarana dan prasarana. Namun terdapat aspek yang perlu dioptimalkan antara lain kurangnya pembinaan dari tingkat kecamatan dan kabupaten serta partisipasi masyarakat.

Abstract

The management of river tourism, especially in the Lok Baintan Floating Market, is still less than optimal. This condition has resulted in a decrease in the number of traders and visitors, similar to what is currently happening in the Kuin Floating Market. In fact, tourism is an important sector that should be utilized for national development in order to improve people's welfare and income. This study aims to identify the government's response, role, and obstacles in managing the Lok Baintan Floating Market tourism. The method used is descriptive qualitative, namely by analyzing descriptive data in depth and linking it to relevant theories. This study involved 12 informants, consisting of representatives of the South Kalimantan Provincial Tourism Office and Banjar Regency, Pokdarwis Baintan Berseri, as well as traders and the surrounding community. Data were collected through observation, interviews, documentation, and audio and visual materials. This study highlights that the planning and arrangement of facilities at the Lok Baintan Floating Market have been successful with the concept of sustainable tourism. However, less intensive supervision because it only relies on community self-reliance is the main obstacle, which ultimately affects the number of traders and visitors. It is hoped that this study can be the basis for creating regulations that support a tourism-based creative economy in order to improve the competitiveness of destinations and people's welfare.  Keywords: Role; Management; Lok Baintan Floating Market Tour
