Abstract

This study investigates how changing environmental governance in Banda Aceh City can benefit from public participation. The secret to improving environmental governance is figuring out how to involve the public, businesses, and government in the process. The interaction and influencing factors among enterprise pollution control, government oversight, and public engagement are examined using evolutionary game theory, and an empirical study is conducted using data from Banda Aceh City from 2017 to 2021. The findings of the study demonstrate that government oversight has a favorable impact on environmental governance and can motivate businesses to aggressively reduce pollution. The income and cost of businesses limit the impact of government regulation, hence it is necessary to increase the fines for passive pollution control. Enhancing the government's reputational damage can also effectively encourage environmental oversight activity on the part of the government. Three industrial wastes are substantially better governed when the public participates, and the cost and psychological advantages of involvement have a strong correlation with public enthusiasm. To some extent, public participation can take the place of governmental control. Environmental governance benefits from interactions between the public and the government. The study's findings will enhance environmental governance performance and public satisfaction while assisting in the development of an efficient system.

Abstract

There is still a need for a higher level of participation from lecturers in implementing the Tridharma of Higher Education to produce scholarly publications. One solution is to initiate the Public Administration Research and Development Team (TERPADU) to enhance scholarly publications, particularly for lecturers in the Public Administration study program at FISIP. The approach method used in this community partnership program includes AKPL Criteria, USG Analysis, and Fishbone Analysis to determine the priority issues and root causes of problems. Thus, TERPADU can become the smallest unit in the technical implementation and substance of research activities. Based on the research plan targets for new Public Administration (AP) lecturers over the next five years, there are three main focuses that reflect a commitment to the development of public administration knowledge.One lecturer plans to develop a theory in this field, which is essential to strengthen the academic foundation and contribute to the literature. Second, seven lecturers target publications in reputable international journals, reflecting an awareness of the importance of global visibility and credibility in the academic community; support from the institution through writing training and access to resources is crucial. Overall, the lecturers expect the institution to be more active in supporting research and community service activities, not only with proportional funding but also by creating a collaborative and innovative academic environment. With the right support, the Public Administration Study Program is expected to produce high-quality research and community service, relevant to the needs of society, and provide a significant contribution to social development and public policy.

Abstract

Blockchain has increasingly been discussed as a strategic technology for strengthening e-government, particularly in the development of secure digital identity systems. However, existing studies tend to emphasize technical benefits such as transparency, security, efficiency, and decentralization, while paying less attention to the institutional conditions that shape blockchain adoption in the public sector. This study aims to map the development of blockchain research in e-government and to interpret its implications for secure digital identity governance through the lens of Historical Institutionalism. The data were retrieved from on 20 June 2025 using keywords related to blockchain, e-government, public sector services, and digital identity. A total of 1,709 documents published between 2000 and 2025 were analyzed. Data collection was conducted through a structured bibliometric search strategy, followed by data cleaning, duplicate removal, and keyword standardization. The data were analyzed using VOSviewer to examine publication trends, keyword co-occurrence networks, thematic clusters, and the relationship among dominant research topics. The findings show a significant increase in publications after 2017, indicating the growing academic and policy attention to blockchain-based digital governance. The dominant themes are related to public services, government, health services, adoption challenges, regulation, cost, and data security. These findings suggest that blockchain adoption in e-government is not merely a technical issue, but also an institutional process shaped by regulatory readiness, administrative legacies, interoperability constraints, and public sector capacity. The theoretical contribution of this study lies in integrating bibliometric analysis with Historical Institutionalism, particularly the concepts of path dependence, critical juncture, institutional layering, and policy feedback. This study contributes to a more critical understanding of blockchain-based digital identity governance and offers implications for policymakers seeking to design secure, adaptive, and institutionally feasible digital public services.

Abstract

Artificial Intelligence (AI)  is a transformative technology, that is reshaping the nature of governance systems, creating an unprecedented playing field for sustainable, efficient, and citizen-centric initiatives. It seems there are many challenges when it comes to the use of AI for governance purposes, with both theoretical and ethical gaps in the implementation process. This article discusses the function of AI in the field of sustainable governance and examines global publication trends, thematic interests, and collaborative patterns from 2000 to 2019. In this study, based on a sample of 1044 Scopus-indexed papers, a bibliometrics- and content analysis-based approach is used to identify the major themes, emerging topics, and geographic considerations of the merger of AI and sustainability. The Results indicate that while AI has been studied extensively in various domains (e.g. smart cities, e-governance, environmental management), ethical governance mechanisms, just policy implementation, and broader social implications of AI adoption have received insufficient attention. Filling these gaps, this study contributes to theory development in governance research and is relevant for policymakers to make the deployment of inclusive and ethical AI a reality. This analysis also underscores the importance of concerted interdisciplinary research efforts to strengthen the resilience, trust, and transparency of governance. One clear area in which the research described in this paper does not cover the broad impact of AI technology on sustainability is in developing countries

Abstract

Keterwakilan perempuan di parlemen didorong dalam pemilihan umum legislatif di Indonesia, yang mencakup pemilihan umum untuk anggota Dewan Perwakilan Rakyat, Dewan Perwakilan Daerah, dan Dewan Perwakilan Rakyat Daerah. UU No. 7/2017 tentang Pemilu pada Pasal 245 menyatakan bahwa daftar calon anggota legislatif harus memuat sekurang-kurangnya 30% perwakilan perempuan dan untuk setiap 3 orang calon terdapat sekurang-kurangnya satu orang perempuan. Berdasarkan hasil pemilu dari tahun 1999 hingga 2019, keterwakilan perempuan secara keseluruhan dalam pemilu legislatif mengalami peningkatan. Namun tidak pernah mencapai angka 30% dari keseluruhan anggota legislatif, bahkan setelah undang-undang 30% diberlakukan. Hal ini menunjukkan bahwa keterwakilan perempuan yang terpilih dalam kontestasi pemilu legislatif dari hasil pemilu masih perlu didorong secara maksimal. Norma sosial dan budaya yang masih cenderung patriarkis membatasi peran perempuan di ranah publik dan politik. Penelitian ini bertujuan untuk memperkuat keterwakilan perempuan di parlemen, melalui komitmen dukungan partai politik dan partisipasi politik perempuan dalam memilih calon anggota legislatif dari keterwakilan perempuan dalam pemilu legislatif untuk memastikan hadirnya kebijakan yang mendukung, memberdayakan, dan memfasilitasi kebutuhan perempuan di berbagai bidang pembangunan.Metode penelitian yang digunakan adalah tinjauan literatur, di mana kami mengumpulkan dan menganalisis berbagai studi dan laporan yang relevan dari jurnal ilmiah, buku, dan sumber-sumber terpercaya lainnya yang diterbitkan dalam dua dekade terakhir. Hasil penelitian kami menunjukkan bahwa pemilih perempuan tidak memprioritaskan untuk memilih anggota legislatif perempuan. Sistem kepartaian masih meremehkan pendidikan dan kaderisasi politik perempuan

Abstract

This study aims to map the development, knowledge structure, and research trends of digital governance in relation to sustainable mobility, public policy, and climate action. A bibliometric approach was employed using VOSviewer and R-Bibliometrix. Data were collected through a literature search using the keywords “sustainable mobility”, “governance”, “public policy”, and “Indonesia”. From an initial search of 1,214 publications, 620 publications were selected as the final dataset after screening based on their relevance to sustainability and governance themes. The findings reveal three main research clusters: public service and transparency, digital transformation and performance, and climate change and environmental governance. These clusters indicate that digital technologies, including e-government, big data, and blockchain, not only improve public service efficiency but also strengthen accountability, public participation, and governance capacity in responding to climate-related risks. This study contributes by providing a conceptual mapping of the relationship between digital governance, sustainable mobility, and climate action in Indonesia. Future research should empirically examine how digital technologies are implemented at regional and community levels to support sustainable transportation policies and climate adaptation.
