Abstract

In light of global challenges such as climate change, inequality, and governance shortcomings, cities have a vital part to play in achieving sustainable development. Numerous local governance systems are deficient in transparency, public participation, and social fairness mechanisms essential for implementing sustainability. This study investigates how strengthening transparency, public engagement, and social fairness can enhance Malang City’s capacity to achieve the Sustainable Development Goals (SDGs). This study employed a mixed-methods approach, using the Sustainable Value Mapping and Analysis (SVMA) framework to assess insight from 250 stakeholders, including local officials, civil society groups, and community representatives. Findings reveal modest but statistically significant correlations among key governance indicators. For example, transparency (A1) and public participation (G3) showed a positive correlation (r=0.104), while recycling programs (D1) and gender equality in policy (G2) also correlated positively (r=0.057). Although the values are low, they point to emerging links between governance quality and SDG-aligned outcomes. The results suggest that institutional reforms in Malang are beginning to improve governance but remain limited in scope. To advance progress toward SDGs, this study recommend (1) establishing open data portals and real-time budget tracking for improved financial transparency; (2) Empowering residents financially through access to participatory funds to propose local solutions and influence budget allocations; (3) training local government staff in environmental management; and (4) integrating job training into social programs to promote inclusive growth. These actions aim to reinforce inclusive, transparent, and responsive local governance for sustainable urban development.

Abstract

This paper examines environmental governance in climate change adaptation efforts in Indonesia. Climate Change has been a common concern, especially since the signing of 194 countries in the Paris Agreement. Climate change adaptation is one of the points in the Paris Agreement as an effort to implement commitments to tackle global climate change. Climate change adaptation is one of the responses made by humans in facing climate change in addition to mitigation. Adaptation is carried out to reduce vulnerability to the effects of climate change. The Indonesian government has made various climate change adaptation efforts, including preparing national policy documents such as INDC, RAN-API, and related regulations to address the impacts of climate change. However, the research results show that strengthening climate change adaptation efforts needs to be balanced with commitment from sharing parties, strengthening the role of the private sector, and proper budget planning. Committees here are associated with the alignment of central and regional policies and the compliance of local governments in implementing climate change adaptation policies. The private sector's role emphasized the contribution of activities and finance to climate change adaptation efforts through corporate social responsibility programs.

Abstract

This study aims to analyze the efforts of strengthening the institutional capacity of the village government in the village development planning process. It is conducted in Banjar Village and Tamansari Village, Licin District, Banyuwangi Regency, East Java. Village development planning is one of the primary steps to translate the vision, missions, goals and objectives of the village. However, the lack of institutional capacity and the capability of the village apparatus is often the reason why village development planning cannot run optimally. This study uses a descriptive method with a qualitative approach while the data collection method in this study uses a literature study that is equipped with observations and interviews. The results showed that Banjar Village and Tamansari Village had carried out procedural and substantive planning but development planning in the two villages was still not optimal. This is indicated by the minimal capacity of planning apparatus resources as well as weak institutional and organizational capacities so that training is needed to maximize the quality of village development planning.
