Abstract

The purpose of this study is to describe the implementation of Regional Regulation No. 9of 2019 in the P2TP2A Institution on the Protection of Women and Children in Bone BolangoRegency seen from the indicators of (a) Organization, (b) Interpretation/understanding, (c)Implementation. This research method uses descriptive qualitative, while the data collectiontechniques used are interviews, observation, and documentation. The findings of the researchshow that the Implementation of P2TP2A Institution Policies in the Protection of Women andChildren from Violence in Bone Bolango Regency is good in terms of organization,interpretation/understanding, and implementation. In general, it has been implemented but is notoptimal. Judging from the organization, it is in accordance with the procedure, and theinterpretation/understanding has been carried out but it can be said that it is not good because ithas not yet been achieved that many people understand the socialization carried out, humanresources are still lacking, and lack of public awareness. In the application, it has been runningwell in accordance with applicable regulations. In an effort to protect women and children, thecommunity must first know how to protect women and children. Therefore, supervision of theprotection of women and children is needed, as well as an increase in socialization andinterpretation/understanding with the entire community. Socialization can be done either throughadvertisements or social media.

Abstract

Penelitian ini bertujuan untuk mengetahui (1)Implementasi Kebijakan Pengelolaan Sampah di Kabupaten Bone Bolango yang dilihat dari segi tahapan Implementasi Kebijakan . (2) Faktor-faktor yang mempengaruhi Impelementasi Kebijakan Pengelolaan Sampah Kabupaten Bone Bolango yang dilihat dari segi komunikasi, sumber daya, disposisi, struktur birokrasi. Penelitian ini menggunakan metode pendekatan kualitatif dengan jenis penelitian deskriptif kualitatif, dan menggunakan teknik pengumpulan data yang dilakukan dengan observasi,wawancara dan dokumentasi. Berdasarkan hasil penelitian yang dilakukan bahwa (1) implementasi kebijakan Pengelolaan Sampah di Kabupaten Bone Bolango meliputi aspek Tahapan Implementasi Kebijakan dan Proses Perlakuan Akhir Sampah dimana Dinas Lingkungan Hidup telah mengacu pada kebijakan peraturan daerah yang mana telah membangun TPS-3R yang secara langsung dikelola oleh desa tersebut. Namun tetapi pengelolaanya sebagian besar tidak jalan dikarenakan anggaran yang tidak memadai karena hanya mengandalkan retribusi yang dikumpul dari pelanggan-pelanggan sampah di tiap-tiap rumah tangga. Sementara untuk proses perlakuan akhir sampah masih ditemukan berbagai macam kendala dalam pengelolaannya salah satunya yaitu peran petugas pengangkut sampah yang ditugaskan oleh Dinas Lingkungan Hidup dalam mengangkut residu sampah di tiap-tiap TPS-3R ke tempat pemrosesan akhir (TPA) belum optimal. (2) Faktor-faktor yang menentukan keberhasilan Implementasi Kebijakan Pengelolaan Sampah yang dilihat dari aspek Komunikasi yang terjalin antara Dinas Lingkungan Hidup, Pemerintah Desa dan masyarakat sudah berjalan dengan baik. Kemudian dari aspek Sumber daya manusia yang kurang optimal, disamping itu keuangan dan anggaran serta sarana prasana yang masih harus terus ditingkatkan agar pengelolaan sampah dalam berjalan dengan baik. Selanjutnya dilihat dari aspek Disposisi yaitu petugas/pelaksana kebijakan telah bekerja dengan penuh dedikasi untuk menciptakan lingkungan yang bersih sehingga kesehatan masyarakat lebih meningkat. Terakhir, dilihat dari aspek Struktur Birokrasi sampai saat ini para stakeholder telah menjalankan peran dan tanggung jawab masing-masing sebagai bentuk pendelegasian wewenang dari perintah atasan.

Abstract

Penelitian ini bertujuan mengetahui pengaruh kualitas pelayanan terhadap kepuasan masyarakat di Kantor Desa Molas Kecamatan Bongomeme Kabupaten Gorontalo. Pendekatan penelitian yang digunakan adalah pendekatan kuantitatif. Jenis data dalam penelitian ini adalah primer. Teknik pengumpulan data dengan cara melakukan penyebaran angket/ kuesioner kepada masyarakat. Teknik analisis data yang digunakan adalah analisis regresi sederhana. Hasil uji analisis regresi yang menunjukkan bahwa kualitas pelayanan yang semakin baik akan meningkatkan kepuasan masyarakat pada Kantor Desa Molas Kecamatan Bongomeme Kabupaten Gorontalo. Hasil uji t hitung menunjukan bahwa Kualitas Pelayanan berpengaruh positif dan signifikan terhadap Kepuasan Masyarakat Di Kantor Desa Molas Kecamatan Bongomeme Kabupaten Gorontalo. Dengan demikian hipotesis pertama (Ha) dapat dibuktikkan atau diterima. Hasil uji koefisien determinasi diperoleh nilai R Square sebesar 0,651 atau 65,1% memiliki tingkat pengaruh tinggi. Dengan kata lain bahwa sebesar 65,1% dari variabel bebas X (Kualitas Pelayanan) memberikan kontribusi untuk variabel Y (Kepuasan Masyarakat), adapun sisanya sebear 0,349 atau 34,9% berupa kontribusi dari variabel yang belum diteliti yaitu motivasi, partisipasi, dan kepemimpinan. Abstract

Abstrak Penelitian ini bertujuan untuk mengetahui layanan akademik pada Program Studi Magister Administrasi Publik Pascasarjana Universitas Negeri Gorontalo. Pendekatan yang digunakan yakni Mix Method dengan model Eksplanatori. Pengumpulan data menggunakan wawancara, observasi dan dokumentasi serta kuesioner. Analisis data menggunakan analisis statistik deskriptif dan kualitatif model Miles dan Huberman. Hasil penelitian ini menunjukan bahwa (1) layanan akademik berdasarkan aspek bukti langsung (Tangible) pada Program Studi Magister Administrasi Publik Pascasarjana Universitas Negeri Gorontalo sebesar 81,16% yang berada pada kriteria “cukup berkualitas”. (2) layanan akademik berdasarkan aspek kehandalan (Reliability) pada Program Studi Magister Administrasi Publik Pascasarjana Universitas Negeri Gorontalo sebesar 88,49% yang berada pada kriteria yang “berkualitas”. (3) layanan akademik berdasarkan aspek daya tanggap (Responsiveness) pada Program Studi Magister Administrasi Publik Pascasarjana Universitas Negeri Gorontalo sebesar 84,53% yang berada pada kriteria yang “berkualitas”. (4) layanan akademik berdasarkan aspek jaminan (Assurance) pada Program Studi Magister Administrasi Publik Pascasarjana Universitas Negeri Gorontalo sebesar 81,86% yang berada pada kriteria yang “cukup berkualitas”. (5) layanan akademik berdasarkan aspek empati (Emphaty) pada Program Studi Magister Administrasi Publik Pascasarjana Universitas Negeri Gorontalo sebesar 86,97% yang berada pada kriteria yang “berkualitas”.

Abstract

This research aims to determine and analyze the quality of public services at the SAMSAT office, Bonepantai District, Bone Bolango Regency. The approach used is qualitative with descriptive research type. Data collection uses interviews, observation and documentation. Data analysis uses the Miles and Huberman model. The results of this research show that the quality of public services at the SAMSAT office in Bonepantai District, Bone Bolango Regency has been implemented well with various commitments to improve service aspects that still need to be optimized. In terms of direct evidence (Tangible), the service looks professional and structured. In terms of reliability, there is routine monitoring and evaluation to ensure services meet standards. Its responsiveness stands out with efficient queue management and willingness to respond to requests quickly. Service assurance is reflected through transaction security and a focus on the interests of the community. The aspect of empathy (Empathy) is also maintained by friendly treatment, attention and a helpful attitude towards the community. Overall, this office provides responsive, reliable, safe and empathetic service to the community.

Abstract

This research aims to identify and describe the factors determining the implementations of retribution policy of business service at Lombongo tourist attractions in Bone Bolango Regency. The research employs a qualitative approach with a descriptive research design. Techniques of data collection include observation, interview, and documentation, while data analysis utilizes the Huberman model. Furthermore, the research focused on the factors influencing the implementation of retribution policy of business service at Lombongo tourist attractions, examined through communication, resource availability, implementer disposition/attitude, and bureaucratic structure. The results indicate that the factors determining the implementation of retribution policy of business service at Lombongo tourist attractions are not functioning optimally. Communication between implementers and target groups has been established well on a vertical level; however, there exist a gap between the information received and observations made in the field, necessitating further optimization. Resources factors- including human resources, facilities, and budget-require enhancement to improve the development of Lombongo tourist attractions. The disposition/attitude of implementers has not been optimal, as proved by visitors’ lack of awareness regarding retribution payments and the insufficient assertiveness of retribution collectors in carrying out their duties. In terms of bureaucratic structure, the system is functioning adequately, as indicated by clearly defined roles and responsibilities and the presence of standard operating procedures related to the collection of retribution in Bone Bolango Regency.

Abstract

This research aims to understand and describe (1) How is the implementation oof the Bone Bolango tourism development policy, specifically in the botubarani whale shark tourism (2) Determining factors for the success of the implementation of Bone Bolango tourism development policy, particularly in botubarani whale shark tourism. The research employs qualitative with descriptive reaserch type. Data collection methods include observation, interviews, and documentation. Data analysis utilizes the Huberman model. This research also found thet implementing the Bone Bolango toutism development policy, particulary in Botubarani wahel shark tourism, has been effectively executed according to the planning in RIPPDA Number 2 of 2013. However, the govermenment should plan additional attractions for Botubarani whale shark tourism. The execution has followed the plans, but the local government should pay more attention to the facilities available at Botubarani whale shark tourism, and evaaluations are conducted every six months. However, challenges include the formation factor, where there is still a lack of specific information giving structures such as the Touris Information Center (TIC), anf the community has yet to fully exploit the potentials available within this tourism site, such as establishing seafood culinary businesses considering it is a marine/oceanic tourism site.

Abstract

Service quality greatly influences employee performance. The aim of this research is to find out how much influence service quality has on employee performance at the Gorontalo Province Representative Financial Audit Agency office. The researcher took the research location at the office of the Gorontalo Province Representative Financial Audit Agency with a sample size of 50 respondents. The research method used in this research is a quantitative method. Data collection techniques were obtained from the results of observations and distribution of questionnaires and using data analysis techniques using simple linear regression tests and coefficient of determination tests. From the results of data analysis in this study, it is stated that the respondents' responses regarding the service quality variable have an average of good alternative answer criteria. Meanwhile, the employee performance variable has an average alternative answer which is quite good. From the research results, it can be concluded that there is a positive and significant influence between service quality on employee performance at the Gorontalo Province Representative Financial Audit Agency office of 84.3% and the remaining 15.7% is influenced by other variables not examined in this research               .

Abstract

Tourist Attraction Management is an activity that aims to manage, empower and utilize the potential of natural resources, especially Molotabu Beach tourism in Molotabu Village, to create a superior tourist destination area and attract tourists so that people have the opportunity to improve their standard of living through businesses around tourism. This research aims to determine the management of the Molotabu Beach tourist attraction in an effort to improve the welfare of the Molotabu Village community and to find out the factors that determine the success of managing the Molotabu Beach tourist attraction. The research method used is qualitative, namely a form of research that aims to provide a general description of various field data collected objectively with a phenomenological type. The data collection techniques used were observation, interviews with a number of informants and documentation of data analysis used using an interactive analysis model. The research results show that the management of the Molotabu Beach tourist attraction in an effort to improve the welfare of the people of Molotabu Village is quite successful but not yet fully optimal, because there are several things that still need to be addressed. This can be seen from the aspects of (1) Planning, (2) Organizing, (3) Mobilizing, (4) Supervising. Factors that determine the success of managing the Molotabu Beach tourist attraction (a) Human Resources (b) Financial Resources/Funds. These two factors still have obstacles in terms of implementation so that in the future they still need improvement.

Abstract

This research aims to determine the role of the Village Government in Infrastructure Development in Bubode Village, Tomilito District, North Gorontalo Regency as seen from the dimensions of (1) Regulator, (2) Dynamisator, (3) Facilitator. The research method used is qualitative with descriptive research type. Data collection was carried out by observation, interviews and documentation. The results of this research show that the Government's role in infrastructure development is good. In terms of (1) Regulators, the village government and the community jointly determine policies to ensure that development will be implemented in accordance with community expectations. (2) Dynamisator, the village government can encourage the community to actively participate in development so that it can run the wheels of government. (3) Facilitator, it cannot be said that it has not been implemented well because infrastructure development still experiences several obstacles in maintaining development such as village roads, bridges and livable houses.
