Abstract

This study aims to describe (1) Implementation of Early Marriage AgeRestriction Policy (Case Study of Religious Affairs Office, Paguyaman District,Boalemo Regency) (2) Inhibiting factors in the implementation of early marriagepolicy (Case Study of Religious Affairs Office, Paguyaman District, BoalemoRegency). The approach in this study uses a qualitative approach with adescriptive research type. Data collection in the study using observation,interview, and documentation techniques. The results of this study are that (1)Implementation of Early Marriage Age Restriction Policy in Paguyaman District,Boalemo Regency consisting of communication, resources, disposition andbureaucratic structure. Of the four aspects, it is not yet effective enough inimplementation. (2) the determining factors for the success of theimplementation of the Early Marriage Age Restriction policy in PaguyamanDistrict, Boalemo Regency, seen from environmental, social, and cultural aspects,are not yet good enough. There still needs to be a more holistic and sensitiveapproach to local conditions.

Abstract

Workload disparities in police organizations threaten the effectiveness of internal oversight functions. The Regional Inspectorate (Itwasda) of Gorontalo Regional Police faces an imbalanced distribution of workload across sections reaching 35%, with indications of overload in some personnel and underutilization in others. This study aims to analyze the effectiveness of Workload Analysis (WLA) implementation as a human resource management instrument at Itwasda Gorontalo Regional Police, identify supporting and inhibiting factors, and formulate strategic recommendations for optimizing human resource management. The research methodology employs a descriptive qualitative approach with data collection techniques through in-depth interviews, participatory observation, and documentation studies. Data analysis was conducted using the Miles and Huberman interactive model, with data validity ensured through source and method triangulation as well as member checks. Research findings reveal significant workload disparities: Itbid Section (138% - overload), Dumasan Section (142% - overload), and Renmin Section (76% - underutilized). WLA implementation successfully reduced disparities from 66% to 23% following task redistribution, with a 35% increase in organizational efficiency and 20% improvement in personnel job satisfaction. Supporting factors include leadership commitment, data availability, and quality human resource capacity. Main constraints are limitations in integrated information systems, personnel resistance to change, and limited technical understanding of WLA methodology. The study concludes that WLA implementation effectively addresses workload disparities and enhances organizational performance through proportional task redistribution. Strategic recommendations include strengthening leadership commitment, continuous training, digital information system development, effective change management, and replicating best practice models to other police units to achieve professional and accountable human resource governance.

Abstract

The background of this study is based on fluctuations in the realization of PBB in Tuladenggi Village, Telaga Biru Subdistrict, which has not consistently reached its target, even though PBB is an important source of support for local revenue. This condition is caused by low awareness and compliance among taxpayers, limited understanding among the community regarding payment mechanisms, and suboptimal bureaucratic behavior in providing services. The purpose of this study is to describe the behavior of the bureaucracy in PBB services in Tuladenggi Village, Telaga Biru District, with a focus on the aspects of responsibility, responsiveness, and commitment and consistency of village officials. The research method used is descriptive qualitative with data collection techniques through observation, in-depth interviews, and documentation. The results show that bureaucratic behavior in PBB services in Tuladenggi Village is already in place, but it is not yet fully optimal. In terms of responsibility, officials have distributed SPPT and conducted socialization, but the information is often late and unclear. In terms of responsiveness, officials have attempted to adjust their approach to the community's conditions through direct services and personal communication, but some community members feel that some officials are still not proactive enough. In terms of commitment and consistency, village officials have demonstrated their seriousness through administrative record-keeping, routine evaluations, and proactive services, although they still face obstacles.

Abstract

Tujuan dari penelitian ini adalah untuk mengidentifikasi dan menjelaskan bagaimana kebijakan pengembangan pariwisata Bone Bolango, khususnya di wisata hiu paus Botubarani, dilaksanakan dan faktor-faktor yang memengaruhi keberhasilan implementasinya. Penelitian ini dilakukan dengan pendekatan kualitatif dan bersifat deskriptif. Untuk mengumpulkan data, observasi, wawancara, dan dokumentasi digunakan. Analisis data dilakukan menggunakan model Huberman. Penelitian ini berfokus pada pelaksanaan kebijakan pariwisata Bone Bolangi untuk hiu paus Botubarani. Penelitian ini melihat perencanaan, pelaksanaan, dan evaluasi. Sedangkan sub fokus dari penelitian ini adalah faktor penentu keberhasilan implementasi kebijakan pengembangan pariwisata Bone Bolango khususnya di wisata hiu paus Botubarani dilihat dari aspek kemampuan organisasi, aspek informasi, aspek dukungan, dan aspek pembagian potensi.  evaluasi Hasil penelitian ini ditemukan bahwa implementasi kebijakan pengembangan pariwisata Bone Bolango khususnya di wisata hiu paus Botubarani sudah berjalan dengan baik dilihat dari perencanaanya yang telah disusun dalam RIPPDA No. 2 Tahun 2013 namun pemerintah sebaiknya merencanakan penambahan daya tarik di wisata hiu paus Botubarani. Pekerjaan telah dilakukan sesuai dengan rencana, tetapi pemerintah daerah lebih fokus pada fasilitas yang ada di wisata hiu paus Botubarani, dan evaluasi dilakukan setiap enam bulan. Namun, kendala yang terdapat pada faktor informasi dimana masih belum terdapat bangunan khusus pemberian informasi yaitu Tourism Information Center (TIC) dan pada pembagian potensi masyarakat belum dapat memanfaatkan potensi-potensi yang ada diwisata ini, seperti membuat usaha kuliner seafood mengingat wisata ini adalah wisata bahari/Laut.

Abstract

Tujuan dari penelitian ini adalah untuk mengidentifikasi dan menjelaskan faktor-faktor yang memengaruhi pelaksanaan kebijakan retribusi jasa usaha di objek wisata Lombongo di Kabupaten Bone Bolango. Penelitian ini dilakukan dengan pendekatan kualitatif dan bersifat deskriptif. Untuk mengumpulkan data, observasi, wawancara, dan dokumentasi digunakan. Analisis data menggunakan model Huberman. Fokus dalam penelitian ini adalah faktor yang menentukan implementasi kebijakan retribusi jasa usaha pada objek wisata Lombongo Kabupaten Bone Bolango dilihat dari aspek komunikasi, aspek sumber daya, aspek disposisi/sikap pelaksana, serta aspek struktur birokrasi. Hasil penelitian menunjukkan bahwa Faktor Yang Menentukan Implementasi Kebijakan Retribusi Jasa Usaha Pada Objek Wisata Lombongo Kabupaten Bone Bolango belum berjalan dengan baik dilihat dari aspek komunikasi antara implementor dan kelompok sasaran sudah terjalin dengan baik secara vertikal, namun terdapat kesenjangan antara informasi yang didapatkan dengan hasil observasi di lapangan, sehingga masih perlu dioptimalkan kembali, aspek sumber daya meliputi sumber daya manusia, fasilitas, dan anggaran yang masih perlu ditingkatkan agar pengembangan objek Wisata Lombongo dapat lebih ditingkatkan, aspek disposisi/sikap pelaksana, dinilai belum berjalan secara optimal dikarenakan masih adanya pengunjung yang belum memiliki kesadaran dalam membayar retribusi serta kurang tegasnya petugas pemungut retribusi dalam melaksanakan tugasnya, dan aspek struktur birokrasi sudah berjalan dengan baik dilihat dari adanya tupoksi kewenangan yang sudah jelas serta adanya SOP terkait pemungutan retribusi objek wisata di Kabupaten Bone Bolango

Abstract

Pengabdian ini dilakukan dengan tujuan untuk memberikan wawasan luas kepada pemerintahan desa Bumela. Fokus utama dari program ini adalah mengelola dan mengoptimalkan pemanfaatan teknologi serta pemberdayaan masyarakat, guna meningkatkan pelayanan publik dan pengembangan potensi ekonomi desa secara efektif. Salah satu inisiatif yang dihasilkan dari program ini adalah Peningkatan Pelayanan Publik Melalui Website Desa di Desa Bumela, Kecamatan Bilato, Kabupaten Gorontalo. Melalui kegiatan ini, diharapkan masyarakat desa dapat lebih aktif dan produktif. Metode pelaksanaan kegiatan program ini dilakukan melalui survei dan pengembangan produk digital pemerintahan desa dengan nama Web Desa. Hasil yang diharapkan dari kegiatan membangun desa dengan program MBKM Terintegrasi KKN meliputi beberapa poin penting. Pertama, peningkatan kualitas pelayanan publik yang diberikan kepada masyarakat. Kedua, pembentukan dan pengelolaan sistem administrasi pelayanan publik di tingkat bawah atau level masyarakat desa. Ketiga, peningkatan kualitas pelayanan publik desa melalui penerapan sistem E-Government dalam jangka panjang. Terakhir, program ini juga bertujuan untuk memberdayakan masyarakat dalam mengembangkan potensi yang dimiliki oleh desa Bumela Kecamtan Bilato Kecamatan Gorotnalo.

Abstract

This study explores the work behavior of government officials in delivering public services in Dutuno Village, Paleleh District, Buol Regency. Using a qualitative descriptive approach through observation, interviews, and documentation, the research focuses on three behavioral dimensions: politeness, caring, and discipline. Findings indicate that while officials often display politeness in interactions, issues such as lateness, unresponsiveness, and occasional discrimination reduce service quality. Caring is reflected in efforts to assist citizens with administrative needs, yet delays and limited initiative remain challenges. Discipline emerged as the most pressing concern, with irregular attendance affecting efficiency and public trust. The study concludes that improving service delivery requires strengthening discipline, enhancing communication and service ethics, and adopting New Public Service principles that emphasize accountability and citizen-oriented governance.

Abstract

Employee performance is a crucial aspect that must be taken seriously by every organization because performance reflects the organization's ability to compete and survive in a dynamic and changing environment. However, currently, the Gorontalo Provincial Social Service still shows indicators of employee performance that have not been fully achieved. This can be seen from the uneven quality of work, which is reflected in the discrepancy between employee performance and the established service standards. This research will be conducted at the Gorontalo Provincial Social Service, motivated by the continuing challenges in improving employee performance at the Gorontalo Provincial Social Service, which has implications for the optimization of public services in the field of social welfare. Based on the theory proposed by Sedarmayanti, there are five main performance indicators that can be used as a basis for identifying problems in this agency. The purpose of this study is to determine the influence of female leadership on employee performance at the Gorontalo Provincial Social Service. The research method used is quantitative research, through which the problems to be studied in each variable can be seen. The population of the study on “The Influence of Female Leadership on Employee Performance at the Gorontalo Provincial Social Service” was all 122 employees at the Gorontalo Provincial Social Service. The data was collected from questionnaires distributed to 30 employees who were the subjects of the study. The results of this study show that female leadership has a positive and significant effect on employee performance, with female leadership accounting for 51.2% of the effect and the remaining 48.8% being influenced by other factors not examined in this study at the Gorontalo Provincial Social Services Agency.

Abstract

Pajak merupakan acuan utama Pendapatan Asli Daerah (PAD) yang di gunakan membiayai kebutuhan penyelenggaraan pemerintahan dan pembangunan. Di Kabupaten Gorontalo, Pajak Bumi dan Bangunan Perdesaan Perkotaan (PBB-P2) merupakan salah satu pajak daerah yang memberikan kontribusi signifikan terhadap Pendapatan Asli Daerah (PAD). Namun demikian, pengelolaan Pajak bumi dan Bangunan Perdesaan Perkotaan (PBB-P2) masih menghadapi berbagai tantangan, seperti rendahnya kesadaran penduduk dalam memenuhi pembayaran pajak, akurasi data objek pajak yang belum optimal serta keterbatasan sumber daya aparatur dalam melalukan pemungutan dan pengawasan. Penelitian ini dilakukan di Badan Pendapatan Daerah Kabupaten Gorontalo, di mana Badan Pendapatan Daerah (BAPENDA) Kabupaten Gorontalo memiliki peran sentral dalam merumuskan dan mengimplementasikan kebijakan pengelolaan Pajak Bumi dan Bangunan Perdesaan Perkotaan. Jenis penelitian yang di gunakan dalam penelitian ini adalah penelitian kualitatif deskriptif. Penelitian ini bertujuan untuk menggambarkan secara rinci keadaan dan situasi yang ada di lapangan mengenai kebijakan pengelolaan Pajak Bumi dan Bangunan di Badan Pendapatan Daerah Kabupaten Gorontalo.

Abstract

ABSTRACT This study aims to analyze the institutional role of the Social Affairs Office in addressing the issue of homeless people and beggars in Gorontalo City, focusing on preventive, repressive, and rehabilitative efforts. The approach used is quantitative with a descriptive research type. Data were collected through interviews, observation, and documentation. Data analysis employed the Miles and Huberman model. The results of the study show that: (1) The preventive efforts of the Social Affairs and Community Empowerment Office of Gorontalo City in handling the issue of homelessness and begging are carried out through counseling for vulnerable families, job skills training for poor groups, and mapping of areas prone to homelessness and begging. Collaboration with other agencies such as the Public Order Agency (Satpol PP), Health Department, and religious institutions further strengthens these efforts. (2) The repressive approach is implemented in an integrated manner with Satpol PP and the Police through regular and coordinated operations to control homeless people and beggars. These activities include identification, data collection, legal action against exploiters, and the application of the Regional Regulation on Public Order as the operational basis. (3) Rehabilitative efforts focus on the recovery and social reintegration of homeless people and beggars through various services such as placement in shelters, spiritual guidance, job skills training, and facilitation of entrepreneurship programs. Reintegration with original families and post-rehabilitation monitoring are also key parts of the long-term strategy of the Social Affairs Office. The implementation of these activities also involves cooperation with educational institutions, cooperatives, MSMEs, and BAZNAS to support economic sustainability after rehabilitation. Keyword: Homeless; Beggars; Institutional; Social; Handling ABSTRAK Penelitian ini bertujuan untuk menganalisis peran kelembagaan dinas sosial dalam penanganan masalah gelandangan dan pengemis di Kota Gorontalo yang terdiri atas upaya preventif, upaya represif dan upaya rehabilitatif. Pendekatan yang digunakan yakni kuantitatif dengan jenis penelitian deskriptif. Pengumpulan data menggunakan wawancara, observasi dan dokumentasi. Analisis data menggunakan model Miles dan Huberman. Hasil penelitian ini menunjukan bahwa (1) upaya preventif Dinas Sosial dan Pemberdayaan Masyarakat Kota Gorontalo dalam menangani masalah gelandangan dan pengemis dilakukan melalui penyuluhan kepada keluarga rentan, pelatihan keterampilan kerja bagi kelompok miskin, serta pemetaan wilayah rawan gepeng. Kolaborasi dengan instansi lain, seperti Satpol PP, Dinas Kesehatan, dan lembaga keagamaan turut memperkuat upaya ini. (2) Pendekatan represif Dinas Sosial dan Pemberdayaan Masyarakat dijalankan secara terpadu dengan Satpol PP dan Kepolisian, melalui kegiatan operasi penertiban gepeng yang bersifat rutin dan terkoordinasi. Kegiatan ini mencakup identifikasi, pendataan, dan tindakan hukum terhadap pelaku eksploitasi, serta penerapan Perda Ketertiban Umum sebagai landasan operasional. (3) Upaya rehabilitatif difokuskan pada pemulihan dan reintegrasi sosial gepeng melalui berbagai layanan seperti penempatan di rumah singgah, pembinaan spiritual, pelatihan keterampilan kerja, serta fasilitasi program kewirausahaan. Reintegrasi dengan keluarga asal dan pemantauan pascarehabilitasi juga menjadi bagian penting dalam strategi jangka panjang Dinas Sosial. Pelaksanaan kegiatan ini turut melibatkan kerja sama dengan lembaga pendidikan, koperasi, UMKM, dan BAZNAS guna mendukung keberlanjutan ekonomi pascarehabilitasi.
