Abstract

The purpose of this research is to find out how the leadership role of the overseas young generation in IKPMD Malang and to find out the challenges associated with the implementation of leadership in regional organizations. In this study, a qualitative descriptive research method was applied. Methods such as in-depth interviews and observation were used to conduct qualitative research. The researcher conducted a thorough analysis of the field data using this strategy. To find out the role of leadership in fostering the solidarity of overseas youth and the challenges faced by youth in the organization, researchers used descriptive qualitative methods and interviewed the Chairperson of IKPMD Malang, IKPMD Malang administrators, and one of the active members of IKPMD Malang. The findings of this study discuss the function of youth leadership in fostering communities abroad. Specifically, the leadership designs work programs which include athletics, IKPMD greetings, social work programs (intimacy nights), religious studies and talks, and major work programs. Budget, low member involvement, and the challenge of bringing all IKPMD-Malang members together are the challenges.

Abstract

This study aims to determine the implementation of ASN employee attendance discipline at the Human Resource Development and Civil Service Agency (BKPSDM) Batu City and the factors that influence it. This research is a qualitative study that uses interviews, documentation, and observation for data collection. The results showed the following. First, the leadership has implemented sanctions against violations of the attendance discipline. Second, the factors that support the implementation of ASN discipline in BKPSDM Batu City include: 1) the role of leadership role models and 2) the use of digital attendance. Leaders set a good example by being present on time and disciplined working hours, so that employees feel motivated. The use of digital absences also has a positive impact on discipline because the data cannot be manipulated. Third, the factors that become obstacles to improving discipline both time discipline and work discipline for ASN employees at BKPSDM Batu City include: 1) employees have not been able to manage the schedule of picking up and dropping off school children properly so that it interferes with working hours; 2) employees who violate consider the sanctions to be too light; 3) lack of effect from the sanctions received, for example a reduction in allowances or salaries; and 4) the level of tolerance for violations of attendance discipline is quite high. The leadership has set a good example in terms of attendance and accuracy of working hours.

Abstract

The aim of the research is to determine the process, supporting factors and inhibiting factors in the implementation of policy mechanisms for structuring and equalizing teaching staff at Junior High School (SMP) level at the Batu City Education Office based on Batu Mayor Regulation Number 57 of 2015. This research uses descriptive qualitative research methods. This research was conducted at the Batu City Education Office, Junior High School (SMP) Development Division in May 2022-July 2023. Data collection techniques were carried out using interview, observation and documentation techniques. The data analysis technique used is a qualitative technique consisting of data collection, data reduction, data presentation and drawing conclusions. The results of the research show that 1) the process implementation results for the mechanism for structuring and equalizing teaching staff at the Junior High School (SMP) level at the Batu City Education Office is in accordance with Batu Mayor Regulation Number 57 of 2015. 2) The implementation of the policy on the mechanism for structuring and equalizing teaching staff at the Junior High School (SMP) level at the Batu City Education Office is going well and in accordance with Batu Mayor Regulation Number 57 of the Year thanks to the existence of supporting factors both internal and external. c) In its implementation there are also obstacles caused by inhibiting factors both internal and external.

Abstract

This study aims to assess the efficacy of the SMA Islam Nusantara Strategy in cultivating students' character traits of discipline and responsibility, as manifested through school regulations. Educational institutions aspire to objectives beyond mere academic excellence, graduation rates, or admission to prestigious institutions. More profoundly, schools strive to mold students with elevated morality and integrity, aligned with the principles of akhlakul karimah. The school regulations, akin to the operant conditioning theory postulated by B.F. Skinner, serve as a tangible manifestation of behavioral conditioning. Employing a field research approach, this study involves continuous direct observation by researchers throughout the entire investigative process. The strategy for instilling student discipline through the enforcement of school regulations encompasses the following activities: a) Habituation; b) Conditioning; c) Spontaneous activities. The student counseling guidance book serves as concrete evidence of the disciplinary formation through rule implementation at SMA Islam Nusantara, documenting applied regulations and the names of rule-violating students. It is anticipated that this research will significantly contribute to informing and supporting the implementation of school regulations as a strategic approach for shaping student disciplinary conduct. Specifically, it aims to provide deeper insights into the effectiveness of school regulations in fostering and sustaining disciplined student behavior within the educational milieu.

Abstract

Implementasi suatu kebijakan publik adalah suatu tindakan yang dapat dilaksanakan sesudah kebijakan dirumuskan dan ditetapkan. Salah satu kebijakan yang diimplmentasikan di daerah adalah berkaitan dengan penanganan konflik sosial khususnya pencegahan konflik sosial. Penelitian ini bertujuan untuk mengetahuai bagaimana implementasi UU Nomor 7 Tahun 2012 tentang Penanganan Konflik Sosial Di Kota Probolinggo, mengetahui faktor-faktor pendukung dan penghambat pencegahan konflik sosial di Kota Probolinggo dan startegi menghadapi faktor - faktor penghambat pencegahan konflik sosial di Kota Probolinggo. Pendekatan yang digunakan dalam penelitian ini adalah pendekatan kualitatif. Teknik pengumpulan data dilakukan melalui interview, selain itu diperlukan observasi lapangan dan dokumentasi.Hasil penelitian mengantarkan pada kesimpulan implementasi penanganan konflik sosial di Kota Probolinggo,khususnya pencegahan konflik dilaksanakan Tim Terpadu Penanganan Konflik Sosial sebagai pelaku implemetasi (implementator) dan masyarakat sebagai sasaran kebijakan. Faktor pendukung pencegahan konflik sosial di Kota Probolinggo adalah sinergi yang baik sumber daya manusia pelaksana implementasi, kondisi geografis dan luas wilayah Kota Probolinggo dan penggunaana sosial media yang baik dan benar. Sedangkan faktor-faktor penghambatnya adalah pelaksanaan pencegahan konflik sosial belum melibatkan LSM/Ormas dan perguruan tinggi, minimnya inovasi dalam pencegahan konflik sosial, dukungan pendanaan,minimnya dukungan regulasi. Adapun stretegi untuk mengatasi hambatan adalah menjalin kerjasama dengan LSM/Ormas dan perguruan tinggi sebagai mitra dalam pencegahan konflik sosial di Kota Probolinggo, mendorong munculnya inovasi dalam pencegahan konflik sosial, peningkatan koordinasi dengan Tim Anggaran Pemerintah Daerah dan penyusunan regulasi dimana mendukung pencegahan konflik sosial

Abstract

The development of information technology in the era of globalization has encouraged local governments to undertake digital transformation in financial management to improve efficiency, transparency, and accountability. This study aims to analyze the implementation of the Price Management Information System (SIMAHAR) application in the process of proposing standard prices for goods and services at the Regional Finance and Asset Agency (BKAD) of West Kutai Regency. The study focuses on implementation steps and strategies, the roles of the actors involved, implementation results, and factors hindering SIMAHAR implementation. This research used a qualitative method with a descriptive approach. Data were obtained through structured interviews with officials and staff of the BKAD of West Kutai Regency, as well as representatives from several relevant Regional Work Units (SKPD). Data analysis was conducted systematically to understand the dynamics of implementation and factors influencing the effectiveness of SIMAHAR implementation. The results show that the implementation of SIMAHAR has had a positive impact in accelerating the price standard proposal process, improving data accuracy, and minimizing the potential for price manipulation. Previously, the proposal process was carried out manually using physical documents, which was time-consuming and prone to errors. Through SIMAHAR, proposals become more effective, transparent, and accountable because they are equipped with comparative documents and price links that can verify accuracy. SIMAHAR implementation involves the crucial roles of the Regional Government Agency (BKAD) as the system manager, Regional Government Agencies (SKPD) as data inputters, and internal auditors as accountability monitors. However, several obstacles remain, including limited communication between SKPDs, lack of training, unstable internet connections, and user resistance to technological change. Overall, SIMAHAR makes a significant contribution to supporting the principles of good governance in regional financial management. This study recommends strengthening technological infrastructure, increasing human resource capacity, and optimizing coordination between SKPDs to achieve more optimal implementation.

Abstract

This study analyzes the effectiveness of customer fraud reporting services through a web-based fund transfer system at BRI Ponorogo Branch. Using qualitative methods, this study collects data through in-depth interviews, participatory observations, and document analysis to evaluate ease of use, speed of response, and customer satisfaction as well as challenges faced by bank officers. The findings show that the web-based system is effective in speeding up the handling of reports and increasing customer satisfaction, with responses generally received in less than 24 hours. Customers find this system easy to use and useful, despite technical obstacles and limited access to data faced by officers. Professional interaction between bank officers and customers also contributes to high satisfaction. Analysis of the documentation shows an increase in the number of fraud reports handled since the implementation of this system. Recommendations to improve effectiveness include increased training for bank officers, improvements to technological infrastructure, and the development of additional features on the system. This research provides important insights for the development of fraud reporting systems in the banking sector, with the hope of improving customer protection in the future.
