Abstract

The ability to manage family finances is a crucial aspect in realizing household economic resilience. In practice, many housewives do not have adequate knowledge and skills in budgeting, saving, and prioritizing needs wisely. This community service activity was carried out with the aim of improving family financial literacy among housewives, especially members of the Wisma Anggrek Group, Lapandan Village. The method of implementing the activity consists of three main approaches, namely counseling on basic family financial management materials, interactive discussions to explore participants' experiences and challenges, and simulations of realistic and applicable household budget preparation. The training material covers the basic principles of financial management, saving strategies, controlling expenses, and how to prioritize needs based on the scale of urgency and financial capabilities. The results of the activity showed a significant increase in participants' understanding of the concept of family financial management. Participants are able to draw up a simple budget, recognize unnecessary expenses, and start implementing consistent saving habits. In addition, group discussions encourage the creation of spaces for sharing experiences and practical solutions among participants, which strengthens the collective spirit in building healthy financial habits. This activity has a positive impact on shaping a more planned financial mindset and behavior among housewives. It is hoped that this training will be the first step in building sustainable household economic resilience, as well as encouraging family financial independence through wise and responsible financial management.

Abstract

This study aims to analyze the optimization of slaughterhouse (RPH) levy revenue to support the increase in Regional Original Income (PAD) in North Toraja Regency. Slaughterhouse levies are a source of PAD with significant potential, but have not yet made an optimal contribution due to various constraints in their management and collection. Using a qualitative descriptive approach, this study explores the actual conditions of levy collection, the level of utilization of slaughterhouse facilities, and the inhibiting and supporting factors that influence the effectiveness of levy revenue. Data were obtained through interviews, observations, and document reviews related to regulations and regional financial reports. The results indicate that the potential of slaughterhouse levies has not been fully realized due to limited infrastructure, low user compliance, a weak collection administration system, and minimal oversight. On the other hand, there are opportunities to increase revenue through improved service management, regulatory enforcement, facility quality, and strengthened inter-agency coordination. Optimizing slaughterhouse levy revenue requires not only efficiency in the collection process but also improved service quality to make slaughterhouses more attractive to the public and businesses. Thus, optimizing RPH levies has the potential to make a significant contribution to increasing the PAD of North Toraja Regency if managed professionally, transparently, and based on community needs.

Abstract

Digital transformation is reshaping public sector organizations, necessitating enhanced competitiveness through advanced technologies and optimised human resource strategies. This study aims to determine the effect of human resource management and digital talent management practices on public organizational competitiveness, focusing on their individual and combined effects. A quantitative approach employing Partial Least Squares Structural Equation Modelling was used, with data collected from 380 government employees in a local region via a survey. Human Resource Management significantly strengthens competitiveness by enhancing workforce capabilities, motivation, and commitment (β=0.38; p<0.05), while Digital Talent Management drives innovation and organizational flexibility (β=0.42; p<0.05). The integration of both practices yields the strongest impact (β=0.71; p<0.05), highlighting their synergistic effect. The findings underscore that sustainable competitiveness in public organizations relies on integrating human resource management with digital talent management. Local governments should adopt policies that align these frameworks to foster adaptive, innovative, and citizen-oriented governance, ensuring effective bureaucratic transformation in the digital era. This study enriches theoretical discourse and offers practical guidance for enhancing public sector performance.
