Abstract

Policy management of turtle conservation in the region of Venu Island Wildlife Sanctuary, Kaimana, West Papua is indispensable. Therefore, this study aimed at examining the turtle conservation policy and it’s implementation, both the consistency and coherence. The analytical method used is content analysis and simple mathematic statistics. The consistency of turtle conservation management policies is found inconsistent in implementation. Similarly, coherence between the policy on turtle conservation management with government policy is found incoherent, as it is more oriented to "economic growth" compared to turtle conservation management. This is due to weak management, among others: communication, resources, attitudes and behavior, and bureaucratic structures. "Management Authority Multi-stakeholder" was found as a form of the collaborative approach in carrying out the turtle conservation among institutional managers with other key stakeholders. Consolidation of these institutions need to be carried out by non-governmental organizations, i.e., Conservation International (Indonesia) Corridor Kaimana and local government, i.e., the Department of Marine and Fisheries, Department of tourism and culture along with Indigenous Peoples. So policy integration among sectors as well as the consistency and coherence should be coherent in the approach to building synergy with policies of sustainable management of turtle conservation in the region of Venu Island Wildlife Sanctuary, Kaimana, West Papua.

Abstract

Utilization conflicts among users threatening the sustainability of forest management. This study is to determine the intensity of conflict and the sustainability of forest management in FMU Meranti by integrating the convergent parallel mixed method and Rapid Land Tenure Assessment. Data was collected through interviews with key informants, literatures, maps, documents, and histories studies; as well as focus groups discussions in eight villages around the FMU Meranti. The results showed that the people's bundle of right, the interaction and social capital, dispute against the coorporation's financial modal. Generally, the interaction and social capital elements are owned by the local community, while the financial modal is owned by the permit holder and the local elite. Based on the power analysis on each object, the power of both community and permit holders are equally strong. The conflict intensity is subdivided into three conflict categories, i.e.: open (31%), appear (44%), and latent conflicts (25%). The special area (wilayah tertentu) and open access area are highly prioritized, that need conflict resolution. The existence of the environmental damages, unclear ownership rights, lack of stakeholder supporting, and non-optimal institutional performance lead the sustainable forest management to bad category (40.6%).

Abstract

Kawasan Konservasi Mangrove dan Bekantan (KKMB) is a protected area that is managed by Tarakan City Government for mangrove and proboscis monkey conservation. KKMB has a few stakeholders involved in the area. In order to create collaborative management, there must be conducted a stakeholder analysis and management. The research aimed to give stakeholder management recommendations for KKMB. Research data was collected through interviews and questionnaires. This research was also conducted to compare two methods in stakeholder analysis, Reed et al. method and Driscoll and Starik method. The result shows that Driscoll and Starik method is more objective to be used for measuring the stakeholder priority. PT Pertamina EP had to be the first priority in stakeholder management because it has great power, urgency, and legitimacy towards KKMB. In order to improve the relationship between stakeholders in KKMB there must be applied a practical strategy. This strategy strives for optimizing the area advantages for all stakeholders and also fulfill the stakeholders' needs for the area, which are facility maintenance, area sustainability improvement, and optimization of tourism activity.

Abstract

Conservation area buffer zones are recognized to provide ecological, social, and economic benefits in supporting conservation areas' integrity. Nevertheless, little is known hitherto about the development dynamics of conservation area buffer zones in Indonesia. Therefore, a study concerning theory, policy, and management of the conservation area buffer zones in Indonesia is necessary to analyze its performance, identify problems in its implementation, and formulate its evidence-based development policy. This study aims to identify and analyze issues in implementing the concept of conservation area buffer zone as well as recommend policy formulation to accelerate the development of conservation area buffer zones in Indonesia. This study is an exploratory research through a literature review with semi-systematic approach. It finds that there are only nine out of 530 (1.7%) conservation areas in Indonesia with a formally established buffer zone. This condition is mainly due to the absence of buffer zone institutions at the regional government levels. Meanwhile, the management of supposedly buffer zones has been conducted through various projects for strengthening the functions of buffer zones by conservation area managers, either in the form of land-based or non-land-based projects. This study results in recommendations for all interested parties to urge the Ministry of Environment and Forestry and the Ministry of Home Affairs to promulgate and renew the regulations concerning the procedures of establishing and managing conservation area buffer zones. Moreover, regarding the institutional aspect, there is a need for a particular structure in both ministries to address community empowerment issues at the site level.

Abstract

Nature based tourism, including geotourism, can have the status of ecotourism if they are able to enforce the seven pillars namely: 1) the ecological pillar, 2) the economic pillar, 3) the socio-cultural pillar, 4) the satisfaction pillar, 5) experience pillar, 6) memory pillar, and 7) education pillar. This study aims to analyse the perceptions of tourists towards the enforcement of the seven pillars of ecotourism in geotourism destinations. The study was conducted through a survey using a closed-ended questionnaire with a total number of respondents is 400 people. Data analysis was carried out using comparative quantitative and correlation quantitative methods. The results showed that there was still a “gap” between the pillars of sustainable development and the pillars of the basic needs of tourists. The results of the correlation test showed that the elements of the seven pillars of ecotourism had interrelationship each other. It is necessary to modify the form of geotourism implementation by increasing the aspects of guiding/interpreting for tourists and intensifying the involvement of tourists in all tourism activities. The regional approach are also applied to the development of geotourism so that it is more optimal, integrated and efficient in the use of resources.

Abstract

Venu Island Wildlife areas, Kaimana-West Papua is one of the places for nesting of Chelonia mydas, Linn. 1758/Green Turtles/Jelepi. Thus, This study was conducted to identify the physical characteristics of Jelepi nesting in the Venu Island Wildlife areas, Kaimana-West Papua. Based on the analysis of the main components bi-plot of the physical characteristics of the main factors were found nesting and landing Jelepi, among others: Temperature sand at depth ≤30 cm (X ̅=27.42 C ± stdev 0,47 C), lighting at 11.0013.00 (X ̅=229.25lux ± stdev 326.50lux), building areas (X ̅=3.18 m2 ± stdev 16,74 m2), medium sand fraction in depth ≤30 cm (X ̅=39.86 ± stdev 16.11), and the number of holes nesting Jelepi (X ̅=1.52 nest ± stdev 1.12 nest).

Abstract

Pluit Reservoir has a big role in DKI Jakarta. Efforts to optimize the Pluit Reservoir are facing various problems, such as silting the reservoir, water quality pollution, the existence of illegal settlements of the population, thus decreasing the function of the Pluit Reservoir as flood control and water resources. In an effort to overcome the problem, the government has made normalization of reservoir policy. Information regarding the level of knowledge / perception, attitudes and level of satisfaction of the community and management is important to consider the management of the Pluit Reservoir. The purpose of this study is to analyze the level of knowledge / perceptions of the community and managers on the functions, problems and management policies of the Pluit Reservoir, to analyze the attitudes of the community and managers towards the Pluit Reservoir management policy, to analyze the level of community and manager satisfaction with the Pluit Reservoir management policy. The analysis method is descriptive quantitative and qualitative methods using a Likert scale and supply-demand analysis. The results showed that the level of knowledge / perception of both managers and the community was still low on the program of land acquisition and relocation of flats, reservoir dredging programs, and waste cleaning and handling programs. The attitude of both the manager and the community is still low towards the land acquisition and relocation program to flats. The level of satisfaction that is still low both from managers and the community regarding land acquisition and relocation to flats and also with the reservoir dredging program.

Abstract

Ability of buffer zone in protecting conservation area depends very much on development of economic opportunity of the buffer zone area itself. The objective of this research was to provide description on economic condition of the buffer zone of Gunung Gede – Pangrango National Park (TNGP) based on economic indicators, particularly the availability of labor in agriculture sector. Method of Location Quotient (LQ) was applied to describe whether the agriculture labor in buffer zone constituted the base sector or not. Employment Surplus Index (ESI) was used to calculate surplus of agriculture labor while Shift Share Analysis (SSA) was used to show shift in labor availability in agriculture sector. Research results showed that agriculture sector labor in buffer zone of TNGP constituted the base sector and implied that agriculture sector possessed extra labor. In general, villages in buffer zone of TNGP showed very dynamic shift of labor availability in agriculture sector. Excess labors were considered as labors that serve export market. Considering that ratio of agriculture land size to number of inhabitants in buffer zone of TNGP was very small, accompanied by low level of education and skill of the inhabitants whose livelihood was limited on skill based on land and natural resources, it can be predicted that export of excess labors in buffer zone villages will go to TNGP area in the form of forest area disturbance. Therefore, one of the attempts to overcome the problem of agriculture labor surplus was seeking potency and development of farmer ability in non agriculture job.

Abstract

White rumped shama are commonly traded and raised by people due the bird’s attractive voice (The Best Song Birds). In nature, the birds is easily captured due to its possession of narrow habitat preference and strong territorial behavior. As a result, although its distribution is categorized as wide, in general, its population density is low, particularly in low land forests of Java island. Undeniably, within a not too long period, murai batu could only be found within conservation areas. Therefore, research on ecological aspects of this bird in conservation areas is very important for the purpose of conserving the bird. Ecological aspects of white rurped shara studied in this research were distribution, population density, home range, and territory. The methods used were spot mapping, tracer method, and play back method. Research results showed that distribution was in tourism forest of Pananjung Pangandaran were in places with complete strata (upper, middle and upper) and dense canopy coverage. Activities of producing sound and resting were conducted more in middle strata, while food searching was frequently conducted in upper strata. Most of the daily schedule is used for producing sound. Population density of was Pananjung Pangandaran tourism forest was 6 pairs per 10 hectares, with sizes of home range and territory were respectively 1.87 hectares and 0.79 hectares.Keywords : conservation area, habitat, home range, territory, spot mapping, tracer method, play back method.

Abstract

The observation of bird trading at the Pasar Pramuka, Jakarta was aimed to know the activity of bud sellers, catchers and consumers. There were 150.000 buds on sale in December 1987, includingthe protected buds. They caught the birds around Klender Jakarta, using the pull-net and the driving techniques. The caught buds were sold to the bird sellers at the Pasar Pramuka. Beside the variety of buds, they also sell everything correlated with bud hunting, like cages, nets, bird food, etc.Usually, the consumers by them for their voice, their appearance, their rareness and for particular aims.
