Abstract

Local communities have been using forest land area far before Industrial Forest Plantation (HTI) permit was granted. The overlapping land use among different users potentially leads to conflict. This paper studies conflict resolution creatively and collaboratively with forest management. Conflict resolution is based on the Creativity and Collaboration Action - Forest Management (CCA-FM) model on field exploration that created participation pattern of all parties in the vision of forestry science principles as the basis of policymaking. Convergent Parallel Mixed Method (CPMM) approaches with Rapid Land Tenure Assessment (RaTA) were used. Results show that claim of the community as the owner of the authority rights and dominance of the local elites, greatly affect the action situation. However, the policy options taken by the government towards policy outcomes do not tend to consider the field conditions. The CCA-FM model has been implemented in five villages. The community strongly supports the government to devolve the management rights to the community and to facilitate the transfer of knowledge, technology, market information, supporting all parties, and collaboration on business license management. Research results recommend the CCA-FM model could be a basis for building village self-reliance and improving the performance of the Forest Management Unit (FMU).

Abstract

Repeated forest fires highly impact on tree species composition. Forest planning requires information about the current condition of  species composition. This paper investigates the current tree composition of  natural regeneration after repeated forest fires,  regeneration process after repeated fires, and strategy of  secondary growth related to ecological restoration issues. Re-observation of  the 1.8 hectares permanent plot in Samboja Research Forest was conducted in 2011. All trees with diameters above 10 cm at breast height (DBH) were re-numbered and mapped. Herbarium specimen was collected for species identification. Number of  taxon was determined, Important Value Index was calculated, species trait of   light response was identified based on the references and dispersion index species was calculated. Results show after twenty eight years initial forest fire, 191 species naturally regenerated in the burnt area. Macaranga gigantea, a light demanding pioneer species of  Euphorbiaceae was the most dominant species, followed by Vernonia arborea belonging to Asteraceae. Both, M. gigantea and V. arborea had clumped distribution. Eight species identified survived from repeated fires, are Anthocephalus chinensis, Dipterocarpus cornutus, Diospyros borneensis, Eusideroxylon zwageri, Shorea ovalis, Syzygium borneensis, Pholidocarpus majadum and Vatica umbonata. All surviving species was distributed uniformly in the plot. Dominant pioneer species which has grown after repeated fires indicates that the current condition of  burnt forest is in the early succession. Protecting forest, assisting natural regeneration and monitoring dominant species are suggested as activities for the ecological restoration.

Abstract

Perspective difference of users related to forest area utilization has caused tenurial conflicts, as well as, possible utilization conflicts. This study aimed to understand stakeholders’ interests and influences as exogenic factors that caused the non-optimal institutional performance. This study used an institutional diagnostic approach to understand how the situation and action arena is from inter-influencing institutional entities. Data collection used the convergent parallel mixed method (CPMM) approach, while analysis used the rapid land tenure assessment (RaTA) method. Further, this study used the Institutional Analysis Development (IAD) method to explain how the exogenic factors influence each other. The results showed that the characteristics of biophysical attributes, community attributes, as well as, rule in use were inter-influencing within the action arena. Besides, based on the post-prospective analysis result, policy decision opted by the government tend to not consider the community existence, who have been using the land for their livelihood. This situation has caused utilization conflicts between communities and concession holders. Thus, this study recommends: 1) the stakeholders to establish a communication forum for all parties to obtain clear information about forest utilization and to support institutional performance; 2) institutionalizing local community to govern forest utilization, and 3) determining management and concept of sustainable forest, as well as, policy making.

Abstract

Pesut mahakam (Orcaella brevirostris Gray, 1866) berstatus kritis, sehingga mendapat prioritas konservasi. Untuk mendukung upaya konservasinya diperlukan data dan informasi tentang populasinya. Penelitian ini bertujuan untuk mendapatkan informasi tentang jumlah individu, angka kematian dan kelahiran pesut mahakam; pemetaan sebaran serta memperoleh informasi jarak jelajah hariannya. Pendugaan jumlah individu pesut mahakam dilakukan dengan menggunakan metode capture-mark-and recapture berdasarkan identifikasi foto sirip punggung.  Angka kematian dan kelahiran pesut dikumpulkan melalui pengamatan langsung di lapangan dan wawacara.  Jarak jelajah harian pesut dihitung berdasarkan trayek pergerakan focal group yang diikuti selama 8-11 jam.  Hasil penelitian yaitu jumlah individu pesut pada tahun 2012 sebanyak 92 individu.Jumlah kematian sebesar enam individu, sedangkan jumlah kelahirannya adalah lima individu.  Jarak jelajah rata-rata harian pesut adalah 27,3 km.  Penelitian ini juga menemukan bahwa telah terjadi perubahan sebaran pesut di Sungai Mahakam. Pesut mahakam tidak lagi mendiami wilayah Muara Pahu-Penyinggahan yang sebelumnya merupakan habitat intinya.  Saat ini, pesut-pesut terkonsentrasi di lokasi lain yakni Pela-Muara Kaman.

Abstract

Forest and land rehabilitation at kawasan hutan dengan tujuan khusus (KHDTK) Samboja, East Kalimantan had been started in 1988. Many stakeholders were involved in the activities through different mechanisms. However, this program was still far beyond expectation as the success of the rehabilitation program was limited only at the research site of the KHDTK Samboja. Information on potential stakeholders and their roles in the program is needed to formulate a better plan that will be used as a guidance to achieve an effective, efficient and sustainable restoration program in the future. An interview with key informants using snowball sampling method was carried out in BPTKSDA Samboja to identify potential stakeholders that will be involved in the future restoration program, including their interests and possible impacts on the program. The result showed that there was 11 stakeholders that could be engaged in the future Samboja Research Forest Restoration Program; BPTKSDA Samboja, UPTD Tahura Bukit Soeharto, Foresty Officer, Mulawarman University and FOERDIA as key players; Dipterocarp Research Centre and Indonesia Institute of Science as context setter; land manager and forestry industrial companies as subject; non land manager and mining companies as crowd.

Abstract

Mangrove utilization as raw material for charcoal by the people ofBatu Ampar was classified as illegal action, since the raw materials were taken from protected forests. Conversely, the existence of production forest and Community-based Plantation Forest (HTR) schemes have not become a solution to these problems. The aim of the research is to determine the history of utilization permit of mangrove forests as a source of raw material for charcoal by community and to analyze the constraints of the HTR policy implementation in Batu Ampar. This research was using quantitative and qualitative approaches. The results showed that the efforts to legalize business by community had been undertaken several times, but often collide with policies related to the dynamics of change in the status and functions offorest area in Kubu Raya District. Barriers to implementation ofthe HTR were: (1) mangrove forest which have potential for mangrove utilization as charcoal's raw material was still constrained with its status and function as Protection Forest; (2) lack ofcommunity knowledge on the regulations; (3) low quality human resources and the absence ofstrict sanctions; and (4) most ofthe tasks and functions ofgovernment agencies have not been implemented.

Abstract

Sea turtle conservation policy focuses on setting some sea turtle nesting habitat as  conservation area. Pangumbahan sea turtle conservation area is one of the sea turtle conservation areas in Java island. The highest level of threat faced by sea turtle conservation requires an integrated multistakeholders roles. Therefore, the sea turtle conservation activities need an analysis to determine interests, importance, influence, and relations of various stakeholders in management of sea turtle conservation. This study aims at identifying, categorizing and investigating relationship among stakeholders, as well as formulating strategies to increase the role of stakeholders. Respondents were selected by snowball sampling method. In general, stakeholders are more involved in the utilization activities, which comprise 17 stakeholders, whereas the lowest stakeholders engagement are in preservation activities that comprise 8 stakeholders. Protection activities involved 14 stakeholders. Stakeholder relationships consist of conflict and communication. To meet the sea turtle conservation management objectives, the involvement of stakeholders needs to be improved through community empowerment, improvement and enhancement of collaborative community participation.

Abstract

The Indonesian government has realized the importance of decentralized systems of forest resource management including the management of conservation areas by issuing Government Regulation No. 28/2011 on the Management of Sanctuary Reserve and Nature Conservation Area. The regulation is aimed at providing access to local communities to utilize resources within national parks. This paper aims to: 1) analyze  result of the decentralization of the management of national parks by examining the dimensions of property rights devolved to the local community based on the government regulation No. 28/2011; 2) the proportion  of  power transferred by central government to local communities and 3)learn  the decentralization of resource use within conservation areas in India and Nepal that possibly useful for Indonesia to adopt. This study shows that  traditional use in a national parks' traditional zone can be considered as a form of decentralization.  The level of rights that can be devolved into local communities in the traditional utilization zone is the proprietory rights. Lessons that can be learned from the implementation of decentralization in India and Nepal is that the delegation of limited rights does not produce enough change in either the condition of the resource or the relationship between the government and the local community.

Abstract

Mangrove forests in Kangean Island have ecological, economic and social functions and benefits that must be managed to ensure the sustainability of mangrove forests. This study aims to determine the status of sustainability of mangrove forest management in Kangean Island. The research method used the Multidimensional Scaling (MDS) approach through the Rapid Apraisal for Kangean Mangrove Forest (Rap-KMforest) technique, to evaluate the sustainability of mangrove forests in a multidimensional manner. The results showed that the sustainability status of mangrove forest management in Kangean Island are varied, included the moderately sustainable category (51.40) on the ecological dimension, lack of sustainability (45.50) on the economic dimension, lack of sustainability (36.95) on the social dimension, and moderately sustainable (51.32) on the institutional dimension. Lever attributes whose effects are very sensitive to the sustainability of mangrove forest management are: (1) canopy density; (2) types of land use; (3) market of mangrove forest products; (4) funding of CSR support; (5) social conflict; (6) level of community education; (7) community knowledge about mangrove forests; (8) education about mangrove forests; (9) involvement of community institutions in mangrove management; and (10) formal institutional performance in mangrove management.
