Abstract

Refocusing activities and reallocating the budget are the government’s strategies that make an impact on the tourism industry during the beginning of the Covid-19 pandemic. However, the income from dividends and Gross Domestic Product (GDP) of the tourism sector has decreased due to the Large-Scale Social Restrictions (Pembatasan Sosial Berskala Besar/PSBB), Enforcement of Restrictions on Community Activities (Pemberlakuan Pembatasan Kegiatan Masyarakat/PPKM), and travel restriction rules around the globe that have substantially reduced the number of visitors. Considering these challenges, in order to maintain the resilience of the tourist industry, a strategy is required, with limited income and government assistance. This research was conducted to examine the effects of refocusing activities and reallocating budgets of the tourism sector, as well as the resilience of the tourism sector on refocusing activities and reallocation budgets. This research belongs to an exploratory, descriptive, qualitative study. This study applies Miles and Huberman's theory for analyzing the data, which includes: 1) data reduction; 2) data display, and 3) conclusion drawing or verification. Focus group discussions (FGDs) were conducted. The FGDs were divided into two sections: 1) FGD with informants from the zoo and recreational park and 2) FGD with informants from government tourism offices. By refocusing activities and reallocating budgets, the tourism industry has shifted to the digital promotion and continues to raise awareness about tourism in various ways. When the tourism industry is making an effort to improve its resilience, there is a risk that some of the employees are laid off to ensure that the industry continues to be viable during the pandemic.

Abstract

The COVID-19 pandemic has forced the Indonesian Government to refocus and reallocate the budget to overcome the economic and social impacts that have arisen. The tourism sector is one of the most affected sectors, so it requires special attention in budget allocation policies. This research aims to analyze the phenomenon of budget refocusing and reallocation in the tourism sector and the challenges faced in its implementation. Using a qualitative approach with a case study method, this research collected data from in-depth interviews with key stakeholders in the tourism sector, as well as documentation from various secondary sources. Data analysis was carried out using the interactive analysis model from Miles and Huberman, which consists of three main components: data display, data reduction, and conclusion drawing/verification. The research results show that the refocusing and reallocation of budgets implemented by regional governments, especially in the Special Region of Yogyakarta (DIY), has had a significant impact in supporting the tourism sector. However, challenges remain, including the need for innovation according to current tourism trends, hygienic tourism infrastructure and facilities, as well as improving tourism information and promotion networks. By using the Resource Based View (RBV) and Actor-Network Theory (ANT) approaches, this research provides insight into how resources and interactions between actors can be utilized to achieve competitive advantage and maintain sustainable performance in the tourism sector. This research also provides policy recommendations that can be implemented to support the recovery and sustainability of the tourism sector in the future.

Abstract

The purpose of this study is to analyse the contribution of policy and regulatory environment in measuring the Sustainable Tourism Index of Tourism Villages in Indonesia. The research focuses on four tourist villages, namely Penglipuran (Bali), Nglanggeran (Yogyakarta), Setanggor (West Nusa Tenggara), and Belitar Seberang (Bengkulu). This research uses a mixed method approach. The Sustainable Tourism Index from The Economist Intelligence Unit was developed in measuring the Sustainable Tourism Index of Tourism Villages in Indonesia. The results showed that the contribution of the policy and regulatory environment category in the formation of the Sustainable Tourism Index in Indonesia was 35.77 or with an average indicator performance of 89.54%. All tourist villages in Indonesia have conducted cooperation between public and private stakeholders and have conducted an inventory of tourism assets. Most of the tourist villages have village regulations on local tourism, milestones and action plans, monitoring and evaluation metrics as well as leasing and licensing for tourism activities and have a stable political environment. However, not all tourist villages have implemented global standards. In order to increase international tourist arrivals, global standards are needed in the management of tourism villages in Indonesia.

Abstract

Tourism is a rapidly growing sector of the global economy. The tourism sector contributes significantly to a nation's foreign exchange earnings. On the other hand, the development of the tourism sector has both positive and negative impacts on culture, socio-cultural life, and demographic conditions. This study focuses on green tourism marketing, green trust, and green purchase intention, particularly for ecotourism destinations. The research is located in Greater Bandung, specifically at Taman Hutan Raya Ir. H. Djuanda in Bandung Regency, chosen because Greater Bandung recorded a high number of domestic tourist visits, totaling 6.8 million in 2022. Therefore, the research aims to analyze (1) the effect of green tourism marketing on green trust, (2) the effect of green tourism marketing on green purchase intention, (3) the effect of green trust on green purchase intention, and (4) the effect of green tourism marketing on green purchase intention through green trust. The research method is quantitative, with data collected through questionnaires from a sample of 130 people. Data analysis was conducted using the SmartPLS 4.0 application. The results indicate that (1) green tourism marketing significantly affects green trust, (2) green tourism marketing significantly affects green purchase intention, (3) green trust significantly affects green purchase intention, and (4) green tourism marketing significantly affects green purchase intention through green trust.

Abstract

This study aims to analyze the economic impact, level of community participation, and sustainability challenges in the development of Lejja Tourism Village, Soppeng Regency, as a community-based tourism model. The approach used is qualitative with data collection techniques through in-depth interviews, participatory observations, and documentation studies. Data were analyzed using open coding methods to identify key themes emerging from the experiences of communities and local stakeholders. The results of the study show that tourism development in Lejja has a positive economic impact in the form of income diversification, the growth of local culinary and handicraft businesses, and the increasing role of village institutions such as BUMDes. However, these economic benefits have not been evenly distributed due to limited access to capital and differences in geographical positions between village areas. The level of community participation is still dominant at the implementation stage, while involvement in strategic decision-making is still low due to the top-down governance model. In addition, sustainability challenges arise such as increasing waste volume and decreasing hot water discharge that demand the application of the triple bottom line principle in environmental governance. On the other hand, communities show high adaptive capacity through social solidarity and local business innovation that can maintain economic resilience during times of crisis. This study concludes that the development of Lejja Tourism Village can be an instrument for economic empowerment and community resilience if managed through collaborative governance, strengthening human resource capacity, and inclusive and sustainable tourism policies. These findings enrich the literature on community-based tourism in rural Indonesia’s context and provide practical recommendations for local governments and village institutions in strengthening local economies based on sustainable tourism.
