Abstract

Micro, Small, and Medium Enterprises (MSMEs) play a strategic role in supporting Indonesia’s national economy. However, one of the major challenges for MSMEs—especially ultra-micro businesses—is their low level of financial literacy, which limits access to formal financing. This community service program aims to increase ultra-micro financing literacy among members of Komunitas Sukses Berjamaah Indonesia (KSBI). The program applied a community-based empowerment approach using Participatory Action Research (PAR) and involved 20 ultra-micro entrepreneurs in South Jakarta. Activities included initial observation, Focus Group Discussions, financial literacy training, financing application simulations, technical mentoring, and evaluation through pre-test and post-test. The results showed an increase in participants’ understanding from an average of 41.4% to 60.2%, reflecting a 45% improvement. Beyond knowledge gains, the program also facilitated the formation of a community financial literacy team and the emergence of local leaders who play a key role in ensuring program sustainability. These findings demonstrate that community-based financial literacy education can effectively expand access to formal financing for ultra-micro enterprises. Replicating similar programs in other communities has strong potential to strengthen economic independence and promote financial inclusion.

Abstract

Abstract

This research analyzes the development of the Transpolitan Program aimed at enhancing leading commodities through the role of the Village-Owned Enterprise (BUMDes) in Batu Betumpang Village, South Bangka Regency. This village is one of the 52 National Priority Transmigration Areas with significant potential in agricultural, plantation, and fishery commodities, yet it faces challenges in optimization. The objectives of this study are to (1) analyze the influence of the Transpolitan Program on the development of leading commodities, (2) examine the role of BUMDes in the development of these commodities, (3) analyze the level of community financial literacy, and (4) formulate strategies and policy recommendations to strengthen the program. The method used is qualitative research with a descriptive approach. Primary data were collected through in-depth interviews and Focus Group Discussions (FGDs) with stakeholders, including the village government, BUMDes management, and community representatives. The collected data were analyzed using SWOT (Strengths, Weaknesses, Opportunities, Threats) analysis and mapped onto a SPACE matrix to determine the strategic position. The research findings indicate that Batu Betumpang Village possesses significant strengths in the diversity and potential of its leading commodities, particularly rice, palm oil, and fisheries, supported by the national food self-sufficiency program. However, this development is hampered by serious structural weaknesses, such as the absence of an adequate irrigation dam, minimal road infrastructure, and a lack of local post-harvest processing facilities. The role of the BUMDes is identified as important in managing village assets and providing limited capital, but it is not yet optimal due to managerial constraints, a lack of innovation, and weak coordination. The community's financial literacy level shows foundational potential but is threatened by limited digital access and the risk of financial fraud. The SPACE matrix analysis places Batu Betumpang Village in the Aggressive quadrant, indicating that the village has strong internal strengths and external opportunities to proactively address existing weaknesses and maximize its growth potential.

Abstract

This study aims to analyze the effects of household expenditures on health and education, as well as macroeconomic conditions, on cigarette consumption across 34 provinces in Indonesia during the 2021–2023 period. A quantitative approach is employed using a fixed-effects panel data model to systematically estimate the relationships among the variables. The novelty of this study lies in the integration of both micro-level variables (household expenditure on health and education) and macroeconomic indicators (GRDP growth, open unemployment rate, and poverty depth index) into a unified analytical framework using recent provincial panel data. This approach has rarely been adopted in previous studies, which predominantly relied on cross-sectional household-level data and tended to isolate micro or macro factors. The results indicate that household health expenditures, the poverty depth index, and the unemployment rate have a significant negative effect on cigarette consumption. In contrast, household education expenditures and GRDP growth do not exhibit statistically significant impacts. These findings suggest that increased spending on health may reduce cigarette consumption through a budget reallocation mechanism (crowding-out effect), whereas education-related spending shows no practical short-term influence. The study implies that public policy interventions should prioritize enhancing household investments in health while simultaneously addressing macroeconomic pressures that contribute to smoking behavior. It is recommended that future research extends the observation period, incorporates sociocultural variables, and includes behavioral dimensions to obtain a more comprehensive understanding of household cigarette consumption patterns across regions in Indonesia. These insights are expected to support the development of evidence-based public policies aligned with national health and education agendas.
