Abstract

Kota Depok, located in the western part of West Java Province, has experienced rapid growth over the past few decades. This growth occurred alongside intense urbanization, industrial development, and population increase. Apart from the positive impact of economic growth and infrastructure development, this rapid development causes environmental damage and loss of green open land. This can impact air, water, and soil quality and threaten environmental sustainability. This paper systematically tries to inventory the factors involved in urban green spaces' sustainability with a structural approach using Cross-Impact Matric Multiplication Applied to Classification (MICMAC) software. Of the 12 factors analyzed, five have a strong level of influence and low dependence, and 3 have a strong influence but have high reliance. These factors are 1) LU policy, 2) law enforcement, 3) environmental education, 4) stakeholder integrity, and 5) community involvement and participation, while 1) biodiversity conservation, 2) land value, and 3 ) environmental maintenance and protection is a factor that has a strong influence but is also highly dependent. Stakeholders can use the results of identifying these key factors as considerations for making decisions.

Abstract

In agro-tourism development, sustainable agricultural development in Nagari Pandai Sikek is expected to continue in terms of superior commodities and tourist attraction objects. This study aimed to analyze agro-tourism development based on agricultural and cultural landscapes in Nagari Pandai Sikek based on ecological, economic, socio-cultural, and institutional aspects, using Multi-Dimensional Scaling (MDS) analysis and the Rapfish method. The results of the status of agro-tourism development in Nagari Pandai Sikek on the Jorong Pagu-pagu of Nagari Pandai Sikek ecological dimension have the highest value of 56.76, with a fairly sustainable sustainability status. The economic dimension of Jorong Baruah of Nagari Pandai Sikek has the highest value of 84.41 with its sustainability status. The social dimension of Jorong Baruah of Nagari Pandai Sikek has the highest score of 99.98, with good sustainability status. The institutional dimension of Jorong Baruah of Nagari Pandai Sikek has the highest score of 99.98 with its sustainability status. The attributes that influence each dimension are the ecological dimension of land management and the economic dimension of harvest productivity. The dimension of community social organization is the institutional dimension of the tourism management group.

Abstract

Bogor Regency is one of the largest production areas of mangosteen in West Java. However, its mangosteen production fluctuated and tended to decline from 2016 to 2020 because of productive plant reduction. Meanwhile, this regency has a large area of non-productive land. The arrangement and development of new farms are required based on the potential of the existing ground. This study aimed to identify potential areas for mangosteen development based on harvesting area, production value, land availability, and suitability requirements. This research used the LQ, DLQ, Z-score, and geographic information system analysis using ArcGIS 10.8 based on overlay and limiting factors. Ranking regions are determined by the TOPSIS method. The results of the LQ-DLQ analysis explained that eight districts with superior and prospective categories existed. The results of the Z-score analysis show that the Klapanunggal and Babakan Madang sub-districts have lower productivity. At the same time, the types of land used for mangosteen are primarily dry land agriculture and production forests. Land suitability for mangosteen consists of land class S2 (quite suitable) with an area of 6,056.9 ha and class S3 (suitable marginal) with an area of 54,925 ha. The priority areas for developing mangosteen exports are Cigudeg, Leuwisadeng, Leuwiliang, Jasinga, Sukamakmur, Nanggung, Klapanunggal, and Babakan Madang. The western part of Bogor has more significant potential than the eastern one.

Abstract

Abstract: Spatial planning in Batam, Bintan, and Karimun (BBK) areas is prioritized because it has an important impact on the national economy. This research aims to identify the potential leading sectors in the BBK areas as a reference in regional development. This study uses time series data on Gross Regional Domestic Product (GRDP) based on constant prices in the BBK areas from 2011 to 2021. The analytical tools used in this research are Location Quotient to identify basic and non-basic sectors, Shift Share Analysis to determine changes and shifts in sectors, and Klassen Typology to determine the classification of sector in each region. The three analytical tools combined results demonstrate that economic growth in Batam is supported by the processing sector. A growing sector in Bintan is related to the tourism. Economic potential in Karimun dominated by the agricultural, forestry, and marine sectors. Tanjungpinang’s economic potential is dominated by the service sector, which supports the city’s role as the capital of the Riau Islands Province. However, the fisheries sector has not developed optimally. As an archipelago, regional development policies in the BBK areas should develop other sectors to optimize the maritime economic potential. Abstract

The massive changes in land cover in Depok City, which serves as a buffer zone for the capital city of Jakarta, have led to a decrease in Green Open Space (GOS) due to the high demand for land for development. To monitor changes in GOS land cover and obtain accurate analysis results, appropriate tools, data, and methods are required. This study employed remote sensing and GIS techniques to assess GOS changes in Depok City between 2013 and 2021. The tools used included ArcGIS 10.8, Google Earth Pro, and a set of computers. The study utilized high-resolution Spot 6 and 7 satellite imagery with analysis conducted using the supervised classification method and the maximum likelihood algorithm. The results of this study produced land cover maps with very high accuracy, where the overall accuracy and kappa coefficient were 96% and 93% in 2013, and 97% and 92% in 2021, respectively. The classification results revealed a significant decrease in GOS over the past eight years, with a reduction of 20.2% of the total area, resulting in GOS coverage of only 31.3% or 6,239 ha in 2021. Most of the GOS reduction was caused by the expansion of built-up areas, which increased by 4,857 ha. Other changes were observed in water bodies 99 ha and open land 73 ha. The GOS analysis in Depok City using the supervised classification method on high-resolution Spot imagery proved to be highly accurate compared to previous studies that used Landsat 8 OLI imagery with the NDVI method.

Abstract

The Palembang City PUPR Office as one of the priority regional apparatuses in Palembang City, receives the second largest percentage of budget every year after education affairs. Therefore, consistency in budget planning is important to be implemented so that the allocation of the budget can produce optimal development performance. Consistency in budget planning needs to be prioritized because this is the main indicator in assessing local government performance. This ensures that all government programs and activities are implemented effectively in order to achieve predetermined goals. Analyze, describe the influencing factors, formulate strategies to improve consistency in planning and budgeting, at the Palembang City Public Works and Spatial Planning Office. The data collection method used in this study was by conducting observations, structured interviews and questionnaires by expert respondents. The determination of respondents was carried out using the purposive sampling technique. The data analysis method used descriptive analysis using the Planning and Budgeting Consolidation Matrix (MKPP). The conclusion of this study is that the planning and budgeting process at the Palembang City Public Works and Spatial Planning Service still experiences inconsistencies in activities and budget deviations, factors that influence the consistency of planning and budgeting are the components of HR competency in planning and budgeting, alternative strategies in efforts to improve the consistency of planning and budgeting (1) improving the quality and quantity of planning apparatus owned through coordination and cooperation between the Regional Government and the Central Government together with institutions/universities. (2) optimizing the target of regional apparatus development through aligning central government policies towards planning and budgeting, (3) increasing the capacity of regional apparatus leaders in dealing with the uncertainty of transfer funds and local revenues, and (4) aligning and consistent regional apparatus planning and budgeting in accordance with the RPJMD and RPJMN.

Abstract

The Ciletuh-Palabuhanratu UNESCO Global Geopark (CPUGG) is a geopark area that is also a tourist destination in Sukabumi, West Java, Indonesia. CPUGG is experiencing rapid regional development, which can be seen from the increase in tourist visitors, changes in land use from agricultural land to built-up areas, the rapid growth of infrastructure and facilities, and the emergence of various economic activities. This study aims to determine local sustainability performance based on the spatial distribution pattern of the local sustainability index (LSI) in CPUGG using a spatial autocorrelation approach. The results show that the CPUGG development is not evenly distributed yet. The spatial distribution pattern of the local sustainability index in economic, social, and environmental are clustered. Each clustering shows that each village influences the surrounding villages. So, increasing the economic, social, and environmental sustainability index in several villages with a low sustainability index is necessary. Good cooperation is needed between the government, society, and several stakeholders to improve economic, social, and environmental development in The Ciletuh-Palabuhanratu UNESCO Global Geopark, West Java, Indonesia.

Abstract

Slums represent a complex issue found in various regions, including Southwest Aceh Regency, caused by poor management and inadequate settlement planning. This study analyzes the spatial patterns of slum areas in Southwest Aceh Regency and proposes management strategies. The research utilizes Moran's Index analysis and LISA to identify spatial clustering patterns of slum areas, complemented by SWOT analysis to determine suitable environmental management strategies. Moran's Index analysis of slums in Southwest Aceh Regency for 2014 and 2020 reveals a positive spatial autocorrelation with clustered pattern, but less concentration in 2020. LISA analysis shows the spatial distribution of slum areas in 2014 showed high-high (HH) clusters concentrated along coastal and mid-district regions, while in 2020, clustering shifted and became concentrated in the regency capital. Overall, the distribution of slums in 2020 appears more dispersed. The primary environmental management strategy recommended for slum upgrading in Southwest Aceh Regency a Defensive Strategy. This involves strengthening stakeholder collaboration to improve sanitation infrastructure, thereby mitigating disaster risks such as flooding; reorganizing residential areas to accommodate urbanization while attracting developers; and educating the community to enhance compliance with environmental regulations. Additionally, maintaining financing programs despite potential budget reductions is critical to ensuring sustainable living conditions.

Abstract

Aceh Province has significant regional disparities, especially in the Southwest (Barsela). However, this region is strategically located, prompting the government to develop a strategic area that is the Barsela Special Economic Zone (SEZ) in Southwest Aceh Regency, which is located in Babahrot District, with Kuala Batee District as the closest hinterland. These two districts have the highest poverty rates in the regency, making the SEZ a potential catalyst for new growth center. This study aims to determine priority villages as new growth centers and regional development strategies using scalogram, gravity, network analysis, AHP-TOPSIS, and SWOT methods. Scalogram analysis shows that most villages around the Barsela SEZ have low regional development, with 54% in Hierarchy III, 29% in Hierarchy II, and 17% in Hierarchy I. Gravity analysis indicates low to moderate regional interactions, with NTIAD below 4,000,000 interaction units. Road network centrality is also generally low, with only four villages classified as high, based on Degree Centrality (0.31), Closeness Centrality (0.26), and Betweenness Centrality (0.43). Based on AHP-TOPSIS, Pante Rakyat Village is prioritized as a new growth center due to its high regional development, strong attractiveness, and good spatial centrality. The main development strategy is the Turnaround Strategy, which focuses on utilizing opportunities and addressing weaknesses. This research is expected to support spatial planning around the Barsela SEZ and contribute to Southwest Aceh Regency and Aceh Province government policies.

Abstract

Bogor Regency as part of the Jabodetabek Megacity, serves as a satellite area for Jakarta and exhibits significant potential for land cover change. This study aims to: (1) analyze land cover change dynamics; (2) assess regional development levels in 2019 and 2022; (3) classify regions based on physical, social, and economic characteristics; and (4) analyze regional typology using the Sub-District Development Index (SDI), Human Development Index (HDI), and land cover percentage. Data from 2019 and 2022, including land cover maps, administrative maps, village potential, and HDI, were analyzed using overlay techniques, scalogram analysis, Klassen typology, and k-means clustering. Results indicate significant reductions in rice fields and dry agricultural land, primarily converted to built-up areas, especially in Cibinong Sub-district, driven by increased demand for space and economic facilities. Most regions in Bogor Regency exhibit low to very low development levels based on the availability and accessibility of education, health, and economic facilities. Klassen typology reveals a disparity, with some sub-districts progressing while others lag behind. The regional typology identifies three categories: rural areas in the east and west, urban areas in the north, and suburban areas dispersed across sub-districts.
