Abstract

inclusion of the name of a university in a ranking system, especially at the top level according to a specific community is important and worth doing. The consideration, including the entry of a university in the list of top universities, is an excellent starting point for the world to recognize the existence of higher education, to boost the image of the university, will also improve promotion, especially in student acquisition and external support.   Webometrics is one of the world university ranking system that can be enjoyed by universities in Indonesia. Of the publication in July 2009 a total of 39 universities and the publication in January 2010 as many as 57 universities ranked 6000 Indonesia succeeded in the world. This ranking technique to calculate the accessibility of university websites and publications on google schoolar as the ranking parameter. However, Webometrics do not Rank  its based on a study program of higher education. Indonesia has more than 3000 universities which have an operating permit and each university has a study program. Objectivity in the performance of a university can be controlled through the data formulated academic activities through program Evaluation Based Self-Evaluation Study (EPSBED). EPSBED Data published to the public through the website http: \ \ evaluasi.or.id. whereas until now Indonesia has not had a rating system.   Case-Based Approach Computing Reasoning (CBR), combined with machine learning algorithms its Nearest Neighbor (NN) as the ranking methodology that uses data EPSBED, then the ranking of a university system may be based on their individual study program.

Abstract

To ensure quality education, the Government must provide services and conveniences to education without any descriminations. To conduct quality education needed some  big enough fee therefore for every learner at any unit of education are entitled to tuition fees for those whose parents could not afford to finance their education, and the right to obtain a scholarship for those who has achievment. (Putra & Hardiyanti, 2011).By taking the results of previous research, entitled the application of Fuzzy Inference System Mamdani's method for the determination of quantity percentage of scholarship (Research Lecturer Beginners by 2013), on research this time the researcher do application design with combination of algortitma Fuzzy Inference System Mamdani Method and using the Fuzzy Method for designing Databases Tahani decision support system (SPK).Fuzzy tahani is one method of Fuzzy that uses  the  database  standard.  the data are classified based on how the data are seen by the user. So that all the results of the algorithms of previous research  can be used to create applications by using Fuzzy method Tahani Database. The type of This research is a kind of applied research, it is a bridge from basic research between experimental research. In the design and development of decision support system based on Desktop Application is a system development methodology used is a structured methodology with the model development SDLC (System Development Life Cycle) that serves to illustrate the main stages and steps of each stage are generally divided into three main activity analysis, design and implementation of data collection Techniques as well as performed there are 3 methods of interview techniques, Documentation and Observation. The Data obtained from the marketing of Computer Science Faculty -Bandar Lampung UniversityThe purpose of this research is  Designing Applications by using the Fuzzy Database method's Tahani  with available the desktop application so that the eligibility determination process for new student scholarships being accepted right on the target, fast and objective.

Abstract

This sresearch aims to develop an e-learning as a kind of learning systems using Internet media, e-learning using information technology as a tool that can be available wherever it is needed. One of the e-learning development techniques to become more efficient is by applying workflow management system (WFMS) in developing e-learning. Because WFMS focuses on business processes, it is concerned with the automation of procedures so that the information and tasks assigned to run a more efficient and coordinatedapplication-based e-Learning open source workflow can be applied in all educational institutions, because e-learning can follow the learning procedures that exist in the educational institutions.

Abstract

One of the software development standards in use today is the Capability Maturity Model Integration (CMMI) of the Software Engineering Institute (SEI) and ISO 9126 .Based on the 2009 survey conducted by PornchaiMongkolnam, in Asia there has been a 1,901 CMMI appraisal, to the North American continent as 1328, as many as 536 Europe, and South America 289 CMMI assessment. In India alone there has been a 409 CMMI appraisal, including three world ranking, making India the more trusted by the world International for application development. Meanwhile in Indonesia CMMI implementation is not too meaningful. Only a mixture of two companies (foreign and local) that implements it. That was probably due to the application of the mandatory in the meet (mandatory) from its headquarters abroad or indeed the company began to enter into foreign markets that require CMMI certification. This study seeks to help measure the maturity of software development using an integrated approach between CMMI and ISO 9126 in a local development company. Hopefully this can be more give their views so as to facilitate its peers able to take to implement the same thing.ISO 9001 is a standard for quality management systems while CMMI is a model for process improvement. If an organization that has achievedISO registration wishes to improve  processescontinuously, CMMI can be a strong candidatebecause it provides a more detailed roadmap forprocess improvement. However, with respect toadopting CMMI in organizations that are familiarwith ISO 9001, there are some issues that need to beresolved. For example, ISO 9001 and CMMI havedifferent targets, intent, and quantity of detail. In thispaper, we present an integrated model of ISO9001:2000 and CMMI and ISO 9126, which would resolve the aboveproblems. We expect that this model will be a usefultool for ISO registered organizations aim to attainhigher CMMI levels.

Abstract

This study describes the components of available forage in Vahregan watershed, Central Iran and highlight issues relating to forage endowment and environmental dynamics. In this study, proper use factor and palatability models and their components use to develop the model of available forage and measure it. The components climatic, topography, land systems, vegetation, land use and grass and shrub species composition changes were analyzed using GIS. In this study source of information are herders, land and livestock owners, research institution and personal field inspections. Responses to the questionnaires were obtained from local government offices and research on rangelands and analyzed in parallel with the results of detailed interviews with pastoralists. The results of the completed overall model of available forage showed that of the 18346.2 hectares in the range area only 8.36% of the rangeland is in good condition and the rest are in fair (13.8%), poor and very poor (77.82%). About 16812.85 ha (91.64%) of the rangeland area shows a downward trend, only 1533.35 ha (8.36%) upward trend. About half of the rangeland is not favorable for domestic livestock grazing. The range condition situation and its trend in consideration of soil and slope properties in this study indicates that the rangeland in Vahregan is a fragile production system, sensitive to soil erosion and rangeland degradation, so for a long time sustainable exploitation should be goes to minimize land degradation in the future, proper management and sustainable exploitation should be implemented in the future

Abstract

e-Government implementation has not been fully e-government in our country, its scale is still in its most basic level is the level of information, while the second level was already in. (interaction) have not been able to function properly. so that the goals expected by the government has not yet reached maximum. Some of the factors that lead to less maximal application of e-Government can be enhanced by m-Government, one of the things that makes the implementation of m-Government can develop the infrastructure that is better able to reach by the public both in terms of cost and knowledge
