Abstract

Jahe merupakan tanaman yang banyak tumbuh di Indonesia. Jahe merupakan tanaman yang memiliki khasiat yang bermanfaat bagi kesehatan. Akan tetapi pembuatan minuman jahe yang membutuhkan waktu lama sehingga peminat minuman jahe berpindah ke minuman lain yang lebih praktis. Perlu dilakukan inovasi dalam pembuatan jamu untuk mengatasi permasalahan tersebut. Salah satu cara yang dapat dilakukan yaitu dengan membuat inovasi jamu instan dari jahe. Supaya masyarakat akan lebih mudah menikmati minuman jahe serta dapat menjadi peluang usaha untuk meningkatkan penghasilan terutama untuk ibu-ibu. Metode pelaksanaan yang digunakan yaitu berbentuk penyuluhan dan pelatihan pembuatan jamu serbuk instan kepada masyarakat. Hasil pelatihan menunjukan jahe instan dapat dibuat dengan mengunakan bahan dasar jahe air dan gula pasir. Prinsip dari pembuatan serbuk jamu instan yaitu proses kristalisasi dari gula pasir. Berdasarkan hasil evaluasi pretest dan post test menunjukkan bahwa terdapat peningkatan pengetahuan dari para peserta pengabdian kepada masyarakat berkaitan dengan pemahaman manfaat jahe serta tata cara pembuatan serbuk jahe instan berbasis home industry.

Abstract

Latarbelakang: Keterbatasan tenaga medis (dokter) menimbulkan situasi yang mengharuskan perawat melakukan tindakan pengobatan atau melakukan tindakan medis yang bukan wewenangnya. Tindakan tersebut dilakukan dengan atau tanpa adanya pelimpahan wewenang dari tenaga kesehatan lain termasuk dokter, sehingga dapat menimbulkan permasalahan hukum.Tujuan: Mengetahui dan menganalisa melalui kajian perundang-undangan tentang aturan hukum pelimpahan wewenang dokter kepada perawat dan bagaimana perlindungan hukumnya.Metodologi: Penelitian ini menggunakan jenis kualitatif dengan metode pendekatan yuridis normatif yaitu penelitian yang mencari pemecahan atas isu hukum yang timbul untuk memberikan deskripsi naratif. Hasil: Pelimpahan wewenang dokter diatur dalam pasal 65 ayat 1, UU No. 36 th 2014 tentang tenaga Kesehatan bahwa dokter dapat melimpahkan tugas kepada tenaga Kesehatan. Pada pasal 32 UU No. 38 th 2014 tentang Keperawatan menjelasakan perawat dapat menerima pelimpahan wewenang dalam bentuk delegasi dan mandate. Perlindungan hukum perawat tertuang pada Pasal 36 Undang - undang keperawatan bahwa “perawat dalam melaksanakan praktik keperawatan berhak memperoleh perlindungan hukum sepanjang melaksanakan tugas sesuai dengan standar pelayanan, standar profesi, standar prosedur operasional, dan ketentuan peraturan perundang-undangan.Kesimpulan: Perawat dapat menerima pelimpahan wewenang dari dokter melalui pendelegasian atau mandat. Pendelegasian wewenang seringkali diikuti dengan pendelegasian kewajiban, sedangkan mandat tidak. Pelaksanaan pendelegasian sebaiknya dilakukan secara tertulis dan lisan.Saran: Perawat dalam menjalankan perintah dokter harus melalui proses pelimpahan kewenangan yang sah secara hukum, supaya jelas dan dapat dipertanggungjawabkan dimata hukum jika terjadi hal-hal yang tidak diharapkan.Kata Kunci: Pelimpahan wewenang dokter, Delegate, Mandate

Abstract

Pulmonary Tuberculosis in Indonesia is still a target for intervention, especially after the Indonesian State launched a TB-free Indonesia program by 2030. This has had a lot of opposition, especially in the treatment process and there are still many TB patients who drop out and even have MDR (Multidrug Resistance TB) status. TB cases in Batang Regency in 2023 increased to 1332 cases, higher than in 2022 which was 1192 cases. This research aims to carry out Forecasting for Controlling drop-out pulmonary TB through the SWOT Program and Mapping of Risk Areas in Batang Regency. This research is a descriptive study with SWOT analysis and Forecasting for Controlling drop-out pulmonary TB, collecting initial data by mapping drop-out TB cases. The research subjects were TB program holders, Head of P2PM, and Technical Implementers at Community Health Centers and Hospitals as well as Triangulation informants, namely Drop Out TB patients. The research results showed that the number of pulmonary TB cases that dropped out in Batang Regency was 111 cases. Drop Pulmonary TB cases were dominant in the age range 51-60 years with 29 cases (26.1%), 72 cases (64.9%) of male gender and 106 drop-out TB sufferers who went to the hospital for treatment. (95.5%). The distribution of Drop Out Pulmonary TB Cases is in the Batang sub-district with 34 cases. Based on the SWOT matrix analysis, it was found that strategies for controlling pulmonary TB dropout in Batang Regency that could be implemented were adding TCM tools, adding network bandwidth to the system, carrying out Information and Education Communication (KIE) to patients, families and the community, ensuring the PMO carried out its duties well

Abstract

 Hospital is a health service facility that must provide services according to applicable service standards. One of the front guards of a hospital is an Emergency Room (IGD) which will provide emergency assistance to every patient. Emergency is a condition that threatens life and disability, so it needs fast, precise, effective and quality action. This can be achieved if the hospital has a standard of service in the Emergency Room. This study aims to determine the implementation of HR standards and minimal services in hospital emergency departments. This research is a qualitative research with a sociological juridical approach. Sociological juridical is legal research that uses secondary data as initial data, which is then followed by primary data or field data. The juridical aspect in this research is the regulation of the minister of health regarding the standards of the Hospital Emergency Room and the sociological aspect is the implementation of the rules in the ministerial decree by the hospital. Sources of legal materials for this research include primary and secondary legal materials. Data collection techniques used are through interviews and literature. The results showed that the Standard Emergency Room is regulated in Law No. 44 of 2009 concerning the Hospital. In particular, the IGD standard has been regulated in the Republic of Indonesia's Minister of Health Kepmenkes No.856 / Menkes / SK / IX / 2009 regarding the standard of Hospital Emergency Room Installation. But in reality in the field, the hospital has not fully implemented these regulations, so the quality of service in the ER is less. Thus the patient's right to get quality services is neglected. According to the Hospital Law Article 29 Paragraph 1 point (a) that "Hospitals are obliged to provide safe, quality, anti-discrimination, and effective health services by prioritizing the interests of patients in accordance with Hospital service standards". The supporting factors for implementation are high human resource motivation and the inhibiting factors, namely the opportunity and cost of further study for nurses, do not yet exist.Keywords:Implementation; Human Resource Standards; Minimum Service Standars; Hospital.
