Abstract

Access to basic education is a cornerstone of human resource development and plays a vital role in a nation's progress. To ensure every child no matter their social, economic, or geographic background has a fair chance at receiving quality education, inclusive and equitable education policies are essential. However, in many countries, including Indonesia, several obstacles still limit access to basic education. These include uneven distribution of educational infrastructure, a shortage of qualified teachers, and economic and cultural barriers that hinder children's participation in school. This article explores the policies that have been introduced to improve access to basic education and examines the challenges that remain in achieving fair and equal education for all children. By understanding both the current policies and the ongoing issues, we can work towards finding effective solutions to expand educational access across different regions.

Abstract

This study aims to determine and analyze the influence of integrity and competence on employee performance at the Regional Office of the Directorate General of Customs and Excise (DJBC) of Eastern Sumatra. The research was conducted based on the reality that employee performance in public institutions often fluctuates, which may be influenced by differences in employees’ ethical attitudes and skill levels. The quality of human resources in public organizations is determined not only by technical capability but also by the moral integrity of each employee. This research uses a quantitative approach with a saturated sampling technique, in which all 80 employees at the Regional Office of DJBC Eastern Sumatra were used as respondents. Data were collected using a questionnaire and analyzed through multiple linear regression to examine the effect of the independent variables (integrity and competence) on the dependent variable (employee performance). The results show that both integrity and competence have a positive and significant effect on employee performance, either partially or simultaneously. The t-test results show that integrity significantly influences performance (t = 1.971 > t-table = 1.664), while competence also significantly affects performance (t = 9.062 > t-table = 1.664). The F-test result (F = 239.120 > F-table = 3.12) shows that both variables simultaneously influence employee performance, with an R² value of 0.928. This indicates that 92.8% of the variation in performance can be explained by integrity and competence, while the remaining 7.2% is influenced by other factors not examined in this study.

The t-test indicated that Leadership Style (X1) significantly affects Employee Performance, as demonstrated by a t-count of 2.201, which is greater than the t-table value of 2.04523, with a significance level of 0.036, which is less than 0.05. Consequently, Ha was accepted while H0 was rejected. Additionally, Work Discipline (X2) significantly influences Employee Performance, with a t-count of 5.409 surpassing the t-table value of 2.04523, and a significance level of 0.000, which is also below 0.05. This led to the acceptance of Ha and rejection of H0. The F test results showed that both Leadership Style and Work Discipline jointly affect Employee Performance, with an f count of 51.591 exceeding the f table value of 3.33, and a significance level of 0.000, which is under 0.05. Furthermore, the R Square value obtained is 0.781, indicating that Leadership Style and Work Discipline collectively account for 78.1% of the variance in Employee Performance at CV Nusa Indah 10 in Solok City, with the remaining variance attributed to other factors not examined in this study.
