Abstract

This study aims to analyze the effectiveness of the implementation of Supreme Court Regulation (PERMA) Number 1 of 2013 in the application for handling assets derived from money laundering crimes by investigators of Sub-Directorate III of the Directorate of Special Economic Crimes (Dittipideksus) at the Criminal Investigation Department (Bareskrim) of the Indonesian National Police. PERMA serves as an alternative procedural mechanism when the suspect is not found, complementing the limitations of the Criminal Procedure Code (KUHAP) and filling the procedural legal void referred to in Article 67 paragraph (2) of Law Number 8 of 2010. This research also aims to identify the obstacles faced by investigators and analyze the solutions applied by investigators to overcome those obstacles. The study employs a constructivist paradigm with a qualitative approach using field research methods. Data collection techniques include interviews, observations, and document studies. The validity of the data is tested using source, method, and time triangulation techniques. Data analysis follows the Miles & Huberman model, which consists of data reduction, data presentation, and conclusion drawing. The results show that the application of PERMA is relatively effective in providing legal certainty over assets derived from money laundering crimes where suspects remain unidentified during investigation. The stages of the application process include the receipt of an Analysis Report (LHA) from the Financial Transaction Reports and Analysis Center (PPATK), investigation, prosecution, submission of case files, and filing of asset handling requests to the District Court where the assets are located. The obstacles found in the implementation of PERMA include: limited scope of assets eligible for application, strict procedural deadlines, differences in legal interpretation between investigators and judges, weak inter-agency coordination, and low levels of public socialization resulting in negative perceptions. To overcome these challenges, investigators implement various solutions such as: discretionary urgent seizures, accelerated asset seizure processes, intensive public outreach on the applicable regulations, streamlined inter-agency coordination, and improved investigator competence. These solutions reflect a responsive and adaptive law enforcement approach in the context of state asset recovery.

Abstract

This study aims to analyze the influence of digital transformation and change management on the performance of investigators at the Ditreskrimum Polda Bali in implementing the Electronic Investigation Management (E-MP) application. The research focuses on understanding the extent to which these factors affect investigative effectiveness and identifying key drivers of investigator performance improvement in a digital system. A quantitative approach was employed using a survey method. Data were collected from 128 investigators at Ditreskrimum Polda Bali through questionnaires and analyzed using multinomial logistic regression. The analysis included the Likelihood Ratio Test, Wald Test, and Pseudo R-Square to assess model significance and explanatory power. Principal Component Analysis (PCA) was applied to address multicollinearity and enhance regression model stability. The findings indicate that digital transformation and change management significantly influence investigator performance. The Nagelkerke R-Square value of 0.866 suggests that the model explains 86.6% of variability in investigator performance. Furthermore, the Likelihood Ratio Test results confirm that predictor variables have a significant impact on the dependent variable with a p-value < 0.05. the regression equation is as follows ln(P(Y=0)P(Y=1))=β0+β1X1+β2X2. In conclusion, effective implementation of digital transformation and change management positively contributes to improved investigator performance in the use of E-MP. Therefore, enhancing digital technology training and strengthening change management strategies are highly recommended to optimize the utilization of E-MP in investigative environments.

Abstract

In the era of the Industrial Revolution 4.0, the performance of the National Police, especially the Intelligence and Security Unit, is very important for maintaining public security and order. The increasing work demands in securing the stages of the General Election and Regional Election are one of the main challenges faced by the members of the Intelkam Police Resort of Kediri. The performance of the members can be influenced by several factors, including work discipline, psychological capital, and burnout. Work discipline is adherence to rules and procedures, and psychological capital is related to optimism and mental resilience. Burnout is physical and emotional exhaustion due to high work pressure. Therefore, the objective of this research is to determine the influence of work discipline (X1), psychological capital (X2), and burnout (X3) on the performance (Y) of the members of the Intelkam Unit of the Kediri Police. This research uses a quantitative approach with a survey method conducted on all members of the Satuan Intelkam Polres Kediri, totaling 83 respondents. The data analysis technique was preceded by conducting an instrument test, classical assumption test, and hypothesis test by calculating the multiple linear regression value, which resulted in the regression equation: Ŷ = 2.769 + 0.151X1 + 0.701X2 - 0.002X3. In the analysis of the research data, it shows that work discipline and psychological capital partially have a positive and significant effect on performance, while burnout has a negative effect on performance. The t-test value for work discipline, 13.477, is greater than the t-table value of 1.66342, and the t-test value for psychological capital, 16.475, is also greater than the t-table value. This indicates that both variables significantly affect performance. The adjusted R square value of 76.6% indicates that work discipline, psychological capital, and burnout affect the performance of the members of the Satuan Intelkam Polres Kediri.

Abstract

In an effort to reduce the number of work accidents, Satlantas members as the responsible party need to maintain their performance in the field. However, in reality, performance can be influenced by other variables such as work stress and OCB. This will affect the results and quality of performance carried out. The purpose of this study was to determine the relationship and influence between two variables, namely work stress (X1) and OCB (X2) on the performance (Y) of Satlantas Aceh Besar members in reducing traffic accidents. This study is a study with a quantitative approach using a survey method. Data collection was carried out by distributing questionnaires containing 50 statements to 44 respondents of Satlantas Aceh Besar. Data analysis in this study used multiple linear regression, which produced the equation Ŷ = a + b1X1 + b2X2 + e where work stress and performance have a negative relationship direction with a coefficient value of -0.247, while the tcount value> ttable (-2.020) which means H0 is rejected. Then the results of the OCB t-test on performance have a t-value of 7.465 which is greater than the t-table of 2.020 so that H0 is accepted and OCB has an effect on performance with an F-value of 52.182 greater than the Ftable of 3.226 meaning that H0 is accepted which means that work stress and OCB together have an effect on performance. Then the results of the determination coefficient are known to be 0.718 which means that work stress and OCB have an effect on performance of 71.8%. From these results it can be concluded that work stress does not have a significant effect on member performance, while OCB has a significant effect on member performance and OCB with work stress together affect member performance.

Abstract

Predicting trends in Public Security and Order (Kamtibmas) is crucial for supporting strategic decision-making by law enforcement agencies, particularly in regions with dynamic social and political environments such as Bireuen Regency. One of the key challenges is the absence of a data-driven predictive system capable of accurately identifying patterns in Kamtibmas incidents. This study aims to develop a predictive model for Kamtibmas trends within the jurisdiction of the Bireuen Police using Naïve Bayes and Random Forest machine learning algorithms. A quantitative approach is employed, following the Knowledge Discovery in Databases (KDD) methodology, which encompasses data selection, preprocessing, transformation, data mining, evaluation, and interpretation. The dataset, sourced from the daily reports of the Bireuen Police Intelligence Unit from 2021 to 2024, was encoded and normalized across variables such as time, day, month, sub-district, incident category, and reporting unit. The results indicate that the Random Forest algorithm significantly outperforms Naïve Bayes. Using a 90:10 split for training and testing data, Random Forest achieved an accuracy, precision, recall, and F1-score of 98%. In contrast, Naïve Bayes demonstrated lower performance, with accuracy ranging between 42% and 44%. These findings suggest that Random Forest is more effective in capturing complex patterns within Kamtibmas data and has strong potential for implementation as a strategic tool to support crime princidention and public order maintenance efforts in Bireuen Regency.
