Abstract

Study This aiming For analyze influence competence and dimensions Uncertainty Avoidance culture towards taking Restorative Justice decision by investigator Criminal Investigation Unit Tanjung Pinang Police Department . Focus main study This is evaluate to what extent is competence investigators and factors culture influence implementation of Restorative Justice in settlement case criminal. Study This use approach quantitative with method survey through questionnaire distributed to investigator Criminal Investigation Unit Tanjung Pinang Police Department . Data analysis was carried out with using Robust regression test for measure connection between variable independent ( competence and Uncertainty Avoidance) with variable dependent ( taking) Restorative Justice decisions ). Research result show that competence investigator own influence significant to taking Restorative Justice decision with mark coefficient correlation of 0.851 and significance of 0.000 (p < 0.01). On the other hand , the dimension Uncertainty Avoidance culture does not own influence significant with mark correlation -0.109 and significance 0.496 (p > 0.05). In simultaneous , both variable contribute to taking Restorative Justice decision with R² value of 0.75. Conclusion from study This confirm that competence investigator is factor main in implementation of Restorative Justice. Therefore that , improvement skills investigator in analysis law , communication and mediation become recommendation main in strengthen implementation Restorative Justice policy at the Tanjung Pinang Police .

Abstract

This study aims to analyze the influence of competency and the cultural dimension of uncertainty avoidance on the decision-making process of restorative justice by investigators at the Criminal Investigation Unit of Tanjung Pinang Police . The primary focus is to evaluate the extent to which investigator competency and cultural factors affect the implementation of restorative justice in handling criminal cases. This research employs a quantitative approach with a survey method, using questionnaires distributed to investigators at Tanjung Pinang Police . Data analysis was conducted using multiple regression tests to measure the relationship between independent variables (competency and uncertainty avoidance) and the dependent variable (restorative justice decision-making). The findings reveal that investigator competency has a significant influence on restorative justice decision-making, with a correlation coefficient of 0.851 and a significance value of 0.000 (p < 0.01). Conversely, the cultural dimension of uncertainty avoidance does not have a significant impact, with a correlation value of -0.109 and a significance of 0.496 (p > 0.05). Simultaneously, both variables contribute to restorative justice decision-making, with an R² value of 0.75. This study concludes that investigator competency is the primary factor in implementing restorative justice. Therefore, improving investigators' skills in legal analysis, communication, and mediation is the main recommendation for strengthening the implementation of restorative justice policies at Polresta Tanjung Pinang.

Abstract

Purpose: This study focuses on homecoming traffic flow prediction for sustainable anticipation to overcome the surge in traffic flow on the Jakarta-Cikampek Toll Road. This study aims to identify traffic patterns based on historical data, develop a time-series prediction model (ARIMA), and evaluate congestion levels using the Volume Capacity Ratio (VCR). The main issue is the high traffic flow during homecoming, which requires predictive and proactive approaches. This study uses concepts and theories such as traffic management, traffic flow characteristics, and time series prediction models (ARIMA and decomposition). This quantitative study analyzed historical data from Jasa Marga (2019–2024). Research Methodology: This quantitative study analyzed historical data from Jasa Marga (2019–2024). Analytical techniques included in this study, such as stationarity tests, ARIMA parameter identification, and VCR calculations, were used to assess congestion. Results: The results indicate that peak homecoming traffic occurs from H-5 to H-1, whereas returning traffic peaks from H+2 to H+5. The SARIMA (1,1,2) (2,1,2)²² model was more accurate in capturing seasonal patterns than the decomposition model. The VCR indicator is more than 1.0 during peak days, which indicates a congested road. These findings support traffic management strategies, such as contraflow and one-way systems. In conclusion, historical data-based prediction models can be used to effectively anticipate future traffic congestion. Conclusions: Historical data models can effectively anticipate congestion and support contraflows in urban traffic. Limitations: Stakeholders must enhance their data, infrastructure, awareness, and sustainable transportation. Contributions: This study used the Jakarta–Cikampek Toll Road for the results.

Abstract

This study aims to analyze the influence of education and training, personnel innovation, service orientation, and reward-punishment system on the implementation of reform in the Indonesian National Police (Polri). Institutional transformation requires strengthening the capacity of officers through systematic education and training, fostering innovation in policing tasks, focusing on public service orientation, and implementing fair reward and punishment mechanisms. The study employs a literature review method, reviewing 50 scholarly articles, national and international journals, and official Polri reports over the last ten years (2015–2025). The findings indicate that continuous education and training enhance technical and managerial competence, while personnel innovation promotes creativity and operational efficiency. Service orientation reinforces an organizational culture that is responsive to public needs, and the reward-punishment system ensures compliance with procedural and ethical standards. The integration of these four variables contributes significantly to the success of reform implementation. The literature emphasizes the need for education planning based on organizational needs, fostering operational innovation, enhancing service orientation, and applying a transparent and fair reward-punishment system. These findings provide a foundation for policymakers to design more effective, adaptive, and sustainable reform strategies, improving professionalism, accountability, and public trust in the institution.

Abstract

The reform of the Indonesian National Police (Polri) is a national strategic agenda aimed at improving professionalism, accountability, and the overall quality of public services. The success of this reform is not solely dependent on structural or regulatory changes but is strongly influenced by internal organizational factors such as strategic human resource management (HRM), member integrity, training quality, and perceptions of organizational justice. This study analyzes the contributions of these four variables to the effectiveness of Polri’s reform by employing a literature review method based on research published within the last decade. The findings reveal that strategic HRM plays a crucial role in establishing transparent, objective, and competency-based personnel development systems. Member integrity serves as a moral foundation that guides professional behavior and prevents the misuse of authority. Moreover, high-quality training aligned with operational demands enhances officers’ technical skills, discipline, and adaptability in addressing modern security challenges. Perceived organizational justice significantly influences motivation, job satisfaction, and officers’ commitment to institutional reform. Overall, these variables interact and collectively strengthen an organizational culture rooted in ethics, competence, and accountability. The study concludes that the success of Polri’s reform cannot be achieved solely through structural adjustments but requires a profound transformation in human resource management as the fundamental pillar of institutional improvement.

Abstract

The purpose of this research is to examine and analyze the effect of affective commitment on police performance, cognitive commitment on police performance and normative commitment on police performance. This type of research is quantitative research using a survey method or approach. simple random sampling. Data analysis using the Structural Equation Modeling (SEM) method with SmartPLS 3.0 software tools will be used in the model and hypothesis testing. Data were obtained by distributing online questionnaires designed with a Likert scale of 1 to 5. The stages of data analysis in this study were testing the validity, reliability and testing the hypothesis. The findings of this study are that affective commitment has a positive and significant effect on police performance, commitment cognitive has a positive and significant effect on police performance and normative commitment has a positive and significant effect on police performance.

Abstract

Purpose: This study aims to analyze how organizational culture and career development affect the quality of work life of assistant investigators at the Criminal Investigation Unit (Satreskrim) of the North Jakarta Metro Police. Research Methodology: A mixed-method approach with an explanatory sequential design was applied. Quantitative data were collected through a Likert-scale questionnaire with 45 items completed by 61 assistant investigators. Data were analyzed using multiple linear regression, producing the equation ? = 5.104 + 0.999X1 + 0.367X2 + e. Instrument testing, classical assumption tests, and hypothesis testing were conducted. To deepen the findings, qualitative data were obtained through observation, interviews, and literature studies. Results: The study found that the quality of work life had the highest mean score (4.01), followed by organizational culture (3.90) and career development (3.72). The adjusted R² of 0.850 indicates that organizational culture and career development together explain 85% of the variance in quality of work life. Organizational culture positively and significantly influences involvement and mission clarity but reveals weaknesses in digital adaptability. Career development also has a significant effect, though training access remains uneven. Conclusions: Both organizational culture and career development significantly enhance the quality of work life of assistant investigators, with culture being slightly more dominant. Limitations: This study was limited to one police unit and may not fully represent other contexts. Contribution: Contribution: This research guides police institutions to enhance culture, digital readiness, and fair career development.

Abstract

Reform of the Indonesian National Police since its separation from the Indonesian National Armed Forces in 1999 has become a strategic agenda in the consolidation of democracy. Transformation efforts through various programs, from Bureaucratic Reform to the Precision Police vision, aim to build a professional, transparent, and accountable institution. However, public perception of Polri performance remains fluctuating, evident in the paradox between the public’s need for security and increasing criticism related to corruption, discrimination, and human rights violations. This study aims to analyze Polri reform from the public’s perspective, assess the transition from criticism to collaboration, and identify forms of criticism and patterns of collaboration. The method used is a qualitative constructivist paradigm with a literature study approach and secondary data analysis from CSO reports, public opinion surveys, and the media. The findings indicate that digital service innovation is appreciated by the public, but integrity and accountability remain weaknesses, resulting in criticism continuing to emerge as indicators of legitimacy erosion. In conclusion, internalizing procedural justice, building social legitimacy, and consistent dialogic communication are key to transforming criticism into a strategic partnership between Polri and the public.

Abstract

Purpose: This study aims to analyze the cultural dimensions of West Java Police personnel, focusing on their career development, with particular attention to the influence of masculine-feminine cultural dimensions on the career orientations of male and female officers. Research Methodology: A qualitative research approach was employed, utilizing ethnographic methods. Data were collected through surveys, interviews, and document analysis. This study focused on the personnel of Polda Jawa Barat, examining the cultural dimension of masculine-feminine through both primary and secondary data. Results: The findings revealed that male officers exhibited a feminine cultural orientation, while female officers demonstrated a masculine cultural orientation. Masculine culture is characterized by assertiveness, competitiveness, ambition, and power, whereas feminine culture emphasizes relationships and quality of life. Conclusions: The study concludes that cultural dimensions significantly impact career development in the police force. Male officers tend to be more career-driven, while female officers often face external cultural barriers despite having a strong masculine orientation. Limitations: The study was limited by time constraints and the vast geographical area of Polda Jawa Barat, which affected the data collection scope. Additionally, this study focused primarily on career-oriented dimensions, excluding other aspects of police personnel culture. Contributions: This research contributes to the understanding of the role of cultural dimensions in career development, particularly in the context of gender within the police force. This study provides insights into improving career development programs for female officers.

Abstract

This literature review article examines the mediating role of organizational commitment in the relationship between training effectiveness and police performance. In contemporary law enforcement environments, training is no longer perceived solely as a technical capacity-building mechanism, but as a strategic organizational process that shapes attitudes, values, and behavioral outcomes. Drawing on empirical studies published within the last decade, this review synthesizes evidence demonstrating that training effectiveness significantly influences police performance, both directly and indirectly through organizational commitment. Organizational commitment functions as a psychological and attitudinal bridge that transforms acquired competencies into consistent and sustainable performance behaviors. Using a systematic literature review approach, this study analyzes twenty-five peer-reviewed journal articles to identify recurring patterns, theoretical explanations, and contextual factors shaping this relationship. The findings reveal that training programs perceived as relevant, fair, and development-oriented foster stronger affective and normative commitment, which in turn enhances task performance, ethical conduct, and service quality among police personnel. The review also highlights gaps in existing research, particularly the limited integration of commitment theory into police training evaluation frameworks. The article concludes by emphasizing the strategic importance of embedding commitment-oriented dimensions into police training systems to strengthen institutional effectiveness and public trust.
