Abstract

An accountability is one of the important topics in scientific studies and public administration practice. This is because the public pays great attention to the implementation of policies, programs, projects and routine activities carried out by public sector institutions. However, in practice, we often find practices in public institutions that do not reflect accountability, especially in the zakat sector. This research uses descriptive research with a qualitative approach. Data collection techniques are observation, interviews and document review studies. The results of this study include the legal accountability of the application of rules or laws related to the collection of zakat that has not been applied, namely the preparation of the zakat collection report required by BAZNAS Bandar Lampung City twice a year and only once a year, the target of collecting zakat which refers to the Decree of the Minister of Religion of the Republic of Indonesia number 333 of 2015 that LAZ at the district / city level was able to collect as much as Rp. 3,000,000,000 (three billion rupiah) has not been successful, process accountability, program accountability, policy accountability. The accountability of the process of implementing the existing zakat collection procedure flow has been running effectively and efficiently. The process of internal obstacles consists of the lack of qualified human resources in terms of law and technology. The accountability of the zakat collection program is divided into two, counters and electronic. The policy accountability in the policy-making stages originates from the division meeting material which is then brought to the working meeting of the board of directors and executives for discussion

Abstract

Distributive politics is part of the concept of patronage or clientelism, term of clientelism commonly referred to in some scientific literature. Research on distributive politics in the context of local politics, especially in the election of regional heads is still rare. Previous studies are still conducted within the national scope, such as presidential and legislative elections. This research tries to answer the question of how the process of distributive politics and manipulative policies runs in the local context of Bandar Lampung Local Election in 2015.The study was conducted in Bandar Lampung City in September 2016 until January 2017. This research used qualitative method through in-depth interview approach to informants related to the research. The informant consisted of several political actors, Herman HN's successful team and academics. The result of this research indicates that politics of distributive among voters occurs in the selection of Bandar Lampung Mayor. There is a symbiotic mutualism between candidate and the voters in Bandar Lampung Local Election. Voters can be influenced by the choice of imaging of candidate, through the concept of distributive politics or pork barrels politics or provide necessary needs for the voting community with infrastructure policy; roads and bridges, free education, free health and religious social assistance. Other results indicate that the manipulative policies carried out by candidate make voters lulled to absurd performance that ends in the Bandar Lampung City budget crisis after the policy is rolled out.

Abstract

This study aims to analyze the strategic management system implemented by social philanthropic institutions in Indonesia. The type of research used in this study is a literature study, library research (library research), and SWOT analysis. The results of the study show that there are three discussions: the philanthropic paradigm, funding or finance, and building an image or branding. The results of the SWOT analysis show that social philanthropic institutions in Indonesia are in quadrant 4, or ST. This quadrant describes the condition of philanthropic institutions that must reduce threats and take advantage of the strengths they have. The recommended strategy is a diversification strategy, in which social philanthropic institutions must develop strategies that can expand community outreach through various programs. Overall, philanthropic institutions in Indonesia, based on Hunger's theory (2009), are still in the early stages of basic financial planning, namely organizational and company planning based on financial planning.

Abstract

The selling price of cassava is still a major problem that always arises from year to year.  Low selling prices below cassava production costs cause losses for farmers.  This research aims to analyze the cost of production (HPP) of cassava and its relationship with cassava production factors in Lampung province.  This research was conducted in Lampung Province using a survey method with a total of 210 cassava farmers consisting of cassava farmers in East Lampung, Central Lampung and West Tulang Bawang Regencies.  These three areas were chosen because they are cassava production centers in Lampung Province.  The analysis used for the cost of production uses the full costing and variable costing methods, apart from that the analysis of the relationship to production factors is analyzed using multiple linear regression using the ordinary least squares (OLS) method.  The amount of profit or loss borne by farmers is analyzed using R/C or the comparison of total revenue obtained with total costs incurred.  Based on the results of the study, it was found that the variable costing HPP for cassava was IDR 453/kg and the full costing HPP was IDR 698/kg.  Income from cash costs of cassava farming per hectare is IDR 7,410,379.11/ha and income from total costs is IDR 1,711,995.55/ha with an R/C value for cash costs of 2.06 and R/C for total costs of 1.03, which means that cassava farming in Lampung Province is profitable to cultivate.  Apart from that, production factors that are significantly related to the cost of production are land area and seed prices.  Both have a positive influence on the Ubikayu HPP in Lampung Province. keywords: Full Costing,Production Factors, Profit

Abstract

Central Lampung Regency’s intermediate status as a Child-Friendly Regency underscores the need for a deeper examination of its implementation, particularly in the crucial civil rights and freedoms cluster. Despite the award, achieving the Main category requires a comprehensive understanding of existing challenges and opportunities. This research aims to (a) assess the current performance of Central Lampung Regency in the KLA Cluster I, (b) identify critical obstacles hindering progress in this cluster, and (c) formulate actionable recommendations to elevate the regency's KLA status. This study used a qualitative approach with a descriptive method that used document data sources and FGDs. At the same time, data analysis was carried out using the Miles & Huberman Model. The results identified that the three indicators in this cluster have not reached the maximum and still face various structural and technical obstacles in achieving the cluster

Abstract

The Child-Friendly Regency (KLA) Program aims to ensure the fulfillment of children's rights, such as the right to life, growth and development, play, learn, and participate. The Lampung Tengah Regency Government has achieved an optimal condition in achieving this program, but there are several problems, 1) Uncoordinated activities for the formulation of the action plan for the Child-Friendly Regency program, 2). Suboptimal formulation of the action plan for the Child-Friendly Regency program, and 3) Lack of planning for the Child-Friendly Regency program. This condition needs to be intervened through mentoring activities in the series of the action plan formulation process so that a more comprehensive and measurable action plan formulation can be produced. The method of this activity is applied in two forms is training is provided in the form of knowledge training and management training and guidance to provide support and direction to partners in applying the skills and knowledge they have acquired. The activity involved 15 representatives from several OPDs involved in the program evaluation, while the evaluation was conducted qualitatively using interview, observation and documentation techniques. The results of the activity evaluation show that this activity has been able to optimize the capacity of the participants in the formulation of the Child-Friendly Regency program action plan and tis activity has also been able to encourage coordination between actors in the formulation of the Child-Friendly Regency program action plan in Lampung Tengah Regency. Both of these things show a better change condition compared to before this activity was carried out.

Abstract

This study aims to explore strategies for managing health promotion programs conducted by university students, focusing on STIKes Husada Borneo. The findings reveal that managing such programs faces various challenges, including limited resources, lack of management experience, and insufficient standardized evaluation. However, significant potential lies in engaging students as agents of change in promoting health. A data-driven approach is required to ensure the program is more relevant to students' needs. Furthermore, structured training and intensive mentoring can enhance students' capacity to plan, execute, and evaluate programs effectively. Collaboration with external institutions, such as the Health Department and non-governmental organizations, serves as a key strategy to strengthen the program through additional resource support. The campus can act as a facilitator to bridge the relationship between students and external parties, ensuring the sustainability of such collaborations. These programs also require valid evaluation tools to measure their impact on students' knowledge, attitudes, and behaviors. With proper implementation, health promotion programs will not only improve students' well-being but also serve as models for adoption by other educational institutions. In conclusion, these programs play a crucial role in shaping a health-conscious younger generation, supporting the Ministry of Health's mission to build a healthier and more productive society.
