Abstract

The study aims to describe the textual, social cognitive, and social contextual dimensions that represent rejection of the development of Ibu Kota Nusantara on the news portals Metrotvnews.com and Viva.co.id in December 2023. This is motivated by the widespread controversy surrounding the development of the new capital city, Ibu Kota Nusantara, among the public. This study employs a descriptive qualitative method, applying Teun van Dijk's Critical Discourse Analysis framework and Halliday's transitivity. The findings reveal that news discourse is constructed through specific topics and schemes related to the Ibu Kota Nusantara issue. Metrotvnews.com explicitly represents rejection by presenting the voices of various parties and aspects of society, thus reflecting a pro-citizen ideology. Meanwhile, Viva.co.id implicitly represents rejection, as it leans towards the dominant parties that support government policies. These differences in representation are closely related to social media cognition and the socio-political context towards the 2024 elections, which influence the production and dissemination of discourse to the public.

Abstract

Abstract

Defamation remains a prevalent occurrence on a global scale. In Indonesia, the fervor surrounding the outcomes of the 2014 presidential election contestation has led to a noticeable escalation in the level of fanaticism among supporters of the respective presidential and vice-presidential candidates. Frequently, the act of posting tweets on the social media platform Twitter can result in the author becoming entangled in a legal dispute pertaining to defamation. The objective of this research is to investigate the potential occurrence of defamation committed by Natalius Pigai, the former National Human Rights Commission (Komnas HAM) member. The analytical framework employed in this study to assess the linguistic techniques employed in the data, with the aim of identifying potential instances of defamation, was Appraisal Theory as proposed by Martin and White (2005). The data was extracted from a Twitter post authored by Natalius Pigai (@NataliusPigai2) on October 1, 2021. The findings indicated that Jokowi and Ganjar were subjected to poor evaluation in relation to their treatment of the Papuan population. The presence of this adverse evaluation also gives rise to the possibility of defamation in accordance with the provisions outlined in the Criminal Code and the ITE Law. The presence of credible factual evidence supports the assertion that Natalius Pigai's tweet can be classified as hate speech, which has the potential to result in defamation. The findings derived from this study could potentially facilitate the application of law enforcement strategies in the Indonesian police investigation, as well as in other nations that are undertaking comparable reforms to those observed in Indonesia.

Abstract

Abstract

Abstract

This study develops a hate speech corpus by integrating Searle’s Speech Act theory to identify the illocutionary intentions behind offensive utterances, elaborated in two research objectives: 1) identifying illocutionary points within the corpus containing social identity content by employing Searle’s speech acts approach, and 2) evaluating corpus quality from a natural language processing perspective. Achieving these objectives requires a methodology that integrates linguistically qualitative description with quantitative machine learning measurement. The data was obtained from a readjusted corpus, with a focused annotation on 3,315 data points containing social identity markers. The study employed a qualitative linguistic framework for intention attribution, followed by a quantitative evaluation using a hybrid BiLSTM-IndoBERT algorithm to assess corpus consistency and model predictability. The findings indicate that hate speech in the Indonesian context is predominantly manifested through negatively expressive utterances, with religion being the most frequent target, followed by ethnicity-based directive attacks. The hybrid model achieved an F1-score of 87%, demonstrating the viability of the annotated corpus for automated detection. Integrating intention attribution provides a more granular linguistic foundation for language models compared to purely semantic-based approaches. This study offers a framework for stakeholders to map hate speech patterns, though future work should incorporate more diverse sociopolitical contexts.
