The purpose of this describe the empowerment of tourism awareness groups (Pokdarwis) in the development of the Sasak Pohon Seribu Beach tourist attraction in West Pasaman Regency. This research is motivated by the important role of local communities in community-based tourism management to improve economic welfare while preserving the environment and culture. Although Sasak Pohon Seribu Beach is a leading regional tourist destination in West Pasaman, its management still faces challenges such as low community participation, limited human resources, and a lack of innovation in tourism developmen. The method used in this study was descriptive qualitative. Data collection techniques included interviews, observation, and documentation. This study used Edi Suharto’s empowerment approach with the 5Ps: enabling, strengthening, protection, supporting, and maintaining. The results show that the empowerment of Pokdarwis in the development of the Sasak Pohon Seribu Beach tourist attraction in West Pasaman Regency has been successful in terms of enabling, strengthening, protecting, and supporting aspects, through outreach activities, training, and mentoring. However, maintenance remains weak due to inadequate ongoing mentoring and training, as well as minimal monitoring  and  evaluation  of  Pokdarwis  and  community development.

Abstract

Background This qualitative-descriptive study identifies the forms of community participation and its driving factors in the 2024 Sicawan RRI Farming Road Development Program in Nagari Gadut, Agam Regency. Methods  Qualitative-Descriptive with grounded in Keith Davis’s participation framework encompassing mind, labor, goods, and money the research utilized interviews, observations, and documentation for data collection. Results Findings reveal that while overall community participation is high, there are significant disparities in intensity across different forms. Labor participation emerged as the most dominant, driven by high enthusiasm for self-managed communal work (gotong royong) and reinforced by nagari policies prioritizing local labor, which reflects strong social capital and local ownership. Furthermore, material (goods) and financial participation were high, effectively addressing budget shortfalls in the Village Fund through transparent management by the Activity Management Team (TPK). Conclusions In contrast, "mind participation" during the planning and decision-making stages remained low and passive. This lack of involvement is attributed to uneven information dissemination, a lack of technical confidence among residents, and top-down communication patterns. Despite the limited intellectual involvement, the synergy between high physical, material, and financial contributions, supported by credible administration, ensured the successful implementation of the farming road project.

Abstract

Sakinah Waste Bank is one of 175 waste banks that are part of the flagship program of the Padang City Government. The community, as one of the local institutions contributing to increased participation in waste management and utilization, plays a role in reducing waste volume, enhancing environmental awareness, supporting natural resource conservation, improving environmental quality, reducing greenhouse gas emissions, empowering communities, enhancing quality of life, and fostering innovation and creativity among the community. Therefore, it is important to design a strategic agenda in the form of community service based on group activities to strengthen community participation in the management and utilization of waste banks. The approach used is adult education or andragogy, where the instructor acts as a facilitator responsible for facilitating the learning process for students to create a productive and harmonious atmosphere. The results of the community service show that the Sakinah Waste Bank can be utilized not only as a waste collection site but also as a learning space for the community and students in waste utilization and management. To achieve this, the Sakinah Waste Bank can establish closer collaboration with academics and utilize socialization and education as media to enhance the community's understanding and capabilities in participation and empowerment at the Sakinah Waste Bank in Batu Gadang Village, Lubuk Kilangan District, Padang City.
