Abstract

This study aims to determine (1) Implementation of Policies for Organizing Child Friendly Cities in Gorontalo City and (2) Factors that determine the Implementation of Policies for Organizing Child Friendly Cities in Gorontalo City from the aspects of planning, implementation, and evaluation. This research method uses a type of qualitative research, with data collection techniques used are observation, interviews, and documentation. Based on the results of research found in the field that (1) Implementation of Policies for Organizing Child Friendly Cities in Gorontalo City, researchers used three aspects in the Implementation of Policies for Organizing Child Friendly Cities in Gorontalo City, namely planning, implementation, and evaluation. The planning has been going well because of the existence of regional regulations and also the preparation of the Regional Action Plan (RAD). Implementation has been planned clearly and well because with the existence of regional regulations and the establishment of a task force which has been divided into several clusters, each relevant OPD can clearly carry out programs in the context of fulfilling children's rights. The evaluation is carried out systematically by involving several related OPDs which have been divided into several clusters to see how far the programs they have created are in fulfilling children's rights. the benefits of this evaluation will later determine the outcome of each cluster. (2) The factors that determine the implementation of child-friendly city management policies in Gorontalo City are seen from four aspects, namely communication, resources, disposition and bureaucratic structure. communication has been carried out well, with socialization and also coordination meetings. resources are fairly adequate and also the facilities and facilities are quite adequate. the disposition is good enough with technical guidance also held. There is no bureaucratic structure in procuring child-friendly city SOP

Abstract

This study aims to determine (1) the implementation of the Online Single Submission (OSS) policy at the Investment and One-Stop Integrated Services Office (DPM-PTSP) of Gorontalo Regency (2) the factors that determine the implementation of the Online Single Submission (OSS) policy at the Investment and One-Stop Integrated Services Office (DPM-PTSP) of Gorontalo Regency. The approach used is qualitative with a type of descriptive research. Data collection using interviews, observation and documentation. Data analysis using the Miles and Huberman model. The results of this study show that (1) The implementation of OSS policy in DPM-PTSP Gorontalo Regency has been implemented quite well and provides benefits in facilitating the licensing service process. The use of the OSS system has helped the OSS user community in carrying out licensing tasks more easily and increased the effectiveness of licensing services in DPM-PTSP. In addition, OSS also provides benefits in increasing productivity and work performance of users in DPM-PTSP. Overall, OSS in DPM-PTSP Gorontalo Regency has proven useful in supporting licensing service tasks but still more must be developed and innovated to be simpler but with better benefits. (2) Factors that determine the implementation of the Online Single Submission (OSS) policy at the Investment and One-Stop Integrated Services Office (DPM-PTSP) of Gorontalo Regency are categorized as quite good because of supporting factors (policy standards and objectives, characteristics of implementing organizations and attitudes of implementers) and some that hinder or have not been effective (resources, communication between organizations and external socioeconomic and political factors),  where this shows that various aspects that determine the implementation of OSS policies have been well managed in an effort to improve the efficiency and effectiveness of licensing services. Efforts to implement OSS policies in DPM-PTSP Gorontalo Regency have produced positive impacts and have improved the process of integrated licensing services.

Abstract

This study aims to find out and analyze the effectiveness of waste management with the concept of Reduse, Reuse, Recycle (3R) in Gorontalo City. This study uses a qualitative method whose data is sourced from primary data and secondary data derived from field findings. The results of the research found that the effectiveness of waste management with 3R has not been effective because it has not made significant progress. Public understanding of waste management programs with the concept of Reduce, Reuse, and Recycle in Gorontalo City is still minimal, including urban and rural communities, as well as certain sectors that produce large volumes of waste (e.g. markets, restaurants, schools). Waste management with the 3R concept is still not fully said to be effective because of several things, such as budgeting, public awareness, and the government's seriousness to create a healthy Gorontalo City, so it is necessary to have the role of all levels of society to pay more attention to the waste problem in the city of Gorontalo. So that Gorontalo City in the future becomes a clean city that is free of waste.

Abstract

This study aims to describe the performance of Village-Owned Enterprises (BUMDes) in Paku Selatan Village, Bolangitang Barat Sub-District, Bolaang Mongondow Utara Regency. The analysis is based on four main indicators, namely: (a) Efficiency, (b) Effectiveness, (c) Equity, and (d) Responsiveness. The research employed a qualitative descriptive method, with data collected through observation, interviews, and documentation. Data analysis was conducted in three stages: data reduction, data presentation, and conclusion drawing. The results of the study indicate that the performance of Village-Owned Enterprises (BUMDes) in Paku Selatan Village, Bolangitang Barat Sub-District, Bolaang Mongondow Utara Regency, using the Kumorotomo indicators, has not been optimal. Out of the four indicators used, the performance of the independent BUMDes in Paku Selatan Village showed a significant decline in efficiency, effectiveness, fairness, and responsiveness. Efficiency decreased due to a lack of innovation and weak management, leading to some business units ceasing operations and failing to generate income. Low effectiveness was evident from the limited number of operational business units and a lack of transparency, which eroded public trust. Dependence on a single individual in financial management also reflects unfairness in task distribution. Meanwhile, weak responsiveness to criticism and community aspirations further exacerbates the condition of BUMDes, and during this period, no village revenue (PADes) was generated from BUMDes. Based on the research results, it is evident that efficiency and effectiveness have declined due to weak management, innovation, and asset utilization. Inequality in management indicates low levels of fairness and equitable participation. Responsiveness to community needs is also weak due to a lack of transparency and coordination. Research recommendations include improving governance based on transparency, accountability, and sustainable strategies. Board members need managerial training, asset maximization, and innovation aligned with community needs. Further research is recommended to expand the scope of variables.

Abstract

Employee performance is an important factor in the success ofan organization, especially in the government sector. However, inpractice, various obstacles are still found that affect performance, such asa leadership style that is not optimal and limited work facilities. At theRegional Office of the Ministry of Religion of Gorontalo Province, anumber of performance indicators have not been achieved optimally,which shows the need to evaluate internal organizational factors. Thisstudy aims to determine the influence of transformational leadership andwork facilities on employee performance, as well as analyze whether workfacilities play a role as a mediating variable in the relationship betweenleadership and performance. The research uses a quantitative approachwith an associative descriptive method. Data was collected through aquestionnaire to 32 employees, and analyzed using the Partial LeastSquare (PLS) technique through the SmartPLS application. The results ofthe study show that transformational leadership does not have asignificant direct effect on employee performance. On the other hand,work facilities have a significant effect and transformational leadershipaffects employee performance through work facilities. This means thatdirection and motivation from leaders will only have an impact onimproving performance if they are supported by adequate work facilities.These findings confirm the importance of the role of work facilities insupporting leadership effectiveness. Therefore, organizations need toprioritize the management of work facilities as part of a comprehensiveand sustainable employee performance improvement strategy.

Abstract

The achievement of perfect service quality will promote the creation of community satisfaction because service quality is a means torealize community satisfaction. This study aims to determine the influence of service quality on public satisfaction of BPJS users partially or simultaneously at Kabila Public Health Center, Bone Bolango Regency. The research employed a quantitative method with a total of 50 respondents. Data were collected through questionnaire and analysed using a simple regression analysis with the aid of the SPSS 25 Microsoft Excel application. The findings demonstrated that the service quality variable has a positive, indicating that if the quality improves, and so public satisfaction will follow. The results of the coefficient of determination test obtained the R Square value of 0.630, meaning that the influence of the quality variable is 63%. Therefore, the overall quality variable has an influence of 63% on the satisfaction variable. Whereas, the remaining 37% is influenced by other variables such as awareness, regulation, organization, income, skill and ability, and service facilities. Partially, service quality has a predominant influence over community satisfaction.

Abstract

Talaud Islands Regency is a regency in the province of North Sulawesi located on the border of Indonesia and the Philippines. This area has enormous fisheries potential, characterized by high illegal fishing activities by foreign fishermen in the region. Most of the fish sold in the central fish market in General Santos (Philippines) comes from these islands. The government has implemented various special stimulus programs to empower traditional fishermen, but the poverty rate of fishermen in the region has not changed significantly. The study was conducted in two stages. The first stage is to try to find the right methods to empower fishermen in the region so that they have better socioeconomic skills. The second stage is to implement an empowerment model that will make the socio-economic quality of targeted traditional fishermen will increase. The results of the study found that the cause of significant changes in the quality of social and economic life of fishermen (small fishing), rooted in the power of nepotism in the implementation of the policy. Fishermen empowerment policies in the form of fresh financial assistance and marine infrastructure, are given to the wrong targets. Assistance is not given to small fishing groups but established fishing individuals (boat owners "pajeko"), or in other communities (artisans and farmers) who do not work as fishermen. In conclusion, it is urgently needed to change the behavior of decision makers, especially those responsible for improving the quality of life of small fishermen.

Abstract

The research objectives were to find out (1) How is the Effectiveness of Public Services at the Pangi Village Office, East Suwawa District. (2) Factors that Determine the Effectiveness of Public Services at the Pangi Village Office, East Suwawa District. This research method uses a qualitative approach with a qualitative description type of research. Based on the results of the research found in the field that (1) The effectiveness of public services at the Pangi Village Office, East Suwawa District, researchers use three indicators of the effectiveness of an organization's work at the Pangi Village Office, namely the time factor, the accuracy factor, the service provider style factor. The time factor or timeliness in service providers, is still not optimal, marked by the fact that there are still officials who have not been able to complete their work on time. The accuracy factor in the service provider is good and has been effectively characterized by high accuracy and accuracy in every service. The service provider style factor is effective, characterized by being by existing service procedures and following the specified mechanism. (2) Factors that determine the effectiveness of public services at the Pangi Village Office, East Suwawa District include ability, expertise, knowledge, attitude, motivation, and stress have been carried out well and can be said to be effective.

Abstract

This study aims to determine the influence of organizational culture on service quality in PDAM Muara Tirta Gorontalo City. The research approach used in this study is quantitative, where the sample in this study amounted to 100 employees and customers using a research  approach and research design. Data collection techniques are carried out by distributing questionnaires to employees and customers. The data analysis technique used is simple regression analysis. Regression analysis test results that show the influence of organizational culture on service quality in PDAM Muara Tirta Gorontalo City. Thus the first hypothesis (H1) can be proved or diterima. The R Square value of 0.4 4 9 in other words that 4 4.9% of the independent variables, namely (X) Organizational Culture contributes to the variable (Y) Service Quality, while the remaining 5 5.1% is in the form of contributions from other variables that are not studied in this study, namely competence, leadership, and work commitment.

Abstract

The election of the Regent and Deputy Regent of North Gorontalo in 2024 is experiencing legal tension that has given rise to a Re-Vote (PSU). The uncertainty caused by this legal dispute has led to a decline in public trust in the democratic process and local government. This research aims to identify the strategies implemented by the North Gorontalo Regency Government in rebuilding public trust after PSU. The method used is a qualitative approach with case studies, where data is collected through in-depth interviews, direct observations, and documentation studies. The analysis was carried out thematically to outline the condition of public trust and evaluate government strategies. The results of the study show that local governments implement strategies of transparency, open communication, community involvement, and improving the quality of public services. Despite the challenges related to information disclosure and local political dynamics, these efforts have succeeded in restoring some of the public's trust. The research also provides recommendations for future policies, emphasizing the importance of effective communication and active community participation in strengthening public trust.
