Abstract

The Indonesian government has made efforts to create food security to ensure that all people obtain food in the appropriate quantity and quality, such as through the Food Estate Program. One of the food estate programs is carried out in Gunung Mas Regency, Central Kalimantan. However, in practice, the food estate in Gunung Mas Regency still experiences various ineffectiveness in its implementation. Based on these problems, this article aims to analyze the implementation of the Gunung Mas Regency food estate program as an effort to realize the sustainability of food security. The article uses a qualitative descriptive analysis method. Data collection techniques were carried out with document studies in the form of secondary data derived from various sources such as online media news, electronic publication data, and other credible sources. Data analysis was carried out using the tree diagram method to identify the cause and effect of the food estate program. The results of this paper conclude that there are still several ineffectiveness problems in the food estate program in Gunung Mas Regency, such as the top-down approach in program implementation, limited agricultural supporting facilities and infrastructure, and efforts to proletarize farmers. Therefore, a collaboration-based approach is key in achieving sustainable food security.

Abstract

Globalization and the increasing trend of transnational crime require countries in the world to collaborate and cooperate with each other in dealing with the phenomenon of massive development of transnational crime. In relation to this, it requires Polri institutions to improve their foreign language competence in order to actively participate in their role in the international arena. With the demand for the development of Polri human resources to improve their language skills, the transformation of Sebasa Polri as a learning organization through the U-theory approach is a necessity that is relevant to contemporary conditions. This study aims to analyze the implementation of the transformation of Sebasa Polri as a learning organization using the U-theory approach to develop the human resources of teaching staff. The method used is a literature study to collect and analyze secondary data from reputable journals, government publications and related academic sources. The results of the study revealed that the application of U theory through the observing, presencing, and actuating stages can help Sebasa Polri in identifying the challenges of the conventional learning pattern system, building individual awareness and collective awareness, and implementing innovative strategies in educator development. The challenges that exist in the change focus on organizational culture resistance, limited resources, and lack of policy support from the leadership. Transformation as a learning organization has the potential to improve teaching effectiveness and optimize the capacity of human resources within the National Police, which in a broader role can strengthen the role of the National Police in preparing its personnel to face the challenges of globalization.

Abstract

Penelitian ini mengkaji karakteristik generasi milenial dan Z dalam ASN Indonesia, menganalisis peluang dan tantangan rekrutmen serta retensi, serta mengevaluasi kebijakan Smart ASN untuk merumuskan strategi pengelolaan SDM adaptif mendukung reformasi birokrasi. Metode kualitatif deskriptif dengan studi literatur sistematis digunakan untuk analisis data sekunder dari dokumen pemerintah dan literatur akademik terkait manajemen SDM, teori generasi, dan Smart ASN. Hasil menunjukkan kebutuhan pengelolaan SDM yang responsif terhadap karakter unik tiap generasi, meliputi kerja fleksibel, pelatihan digital berbasis teknologi seperti kecerdasan buatan dan gamifikasi, serta kepemimpinan transformasional. Meskipun kebijakan Smart ASN mempercepat transformasi birokrasi, tantangan seperti kesenjangan literasi digital dan resistensi budaya harus diatasi. Rekomendasi praktis termasuk penguatan pelatihan digital, adaptasi sistem penempatan, dan pengembangan budaya inklusif serta berkelanjutan. Penelitian lanjutan dengan data primer disarankan untuk menguji efektivitas strategi dan memperkuat kebijakan berbasis bukti dalam pengelolaan SDM lintas generasi.

Abstract

Athletes are the main actors in a sports competency. In connection with sports, in 2021 President of the Republic of Indonesia Joko Widodo has signed Presidential Regulation of the Republic of Indonesia (Perpres) Number 86 of 2021 concerning the Grand Design of National Sports or DBON which has the aim of increasing sports culture in society; increasing the capacity, synergy and productivity of national achievement sports; and advancing the sports-based national economy. The purpose of this study was to determine the perceptions of chess athletes towards DBON. The method used is a description method with a qualitative approach. The data collection techniques used are interviews and literature studies. The data analysis carried out is by triangulation analysis. The results showed that chess athletes' perceptions of DBON varied. However, the majority of athletes are of the view that the birth of Presidential Regulation Number 86 of 2021 concerning the Grand Design of National Sports provides maximum opportunities and opportunities for athletes to get better support and facilities, including training, equipment, and opportunities to participate in various higher competencies.

Abstract

Peraturan Presiden nomor 71 tahun 2021 tentang Percepatan Penurunan Stunting mengamanatkan upaya konvergensi percepatan penurunan stunting lintas sektoral terintegrasi di seluruh provinsi hingga desa di seluruh Indonesia. Implementasi kebijakan konvergensi sangat tergantung kemampuan dan kapasitas pemerintah serta kondisi sosial, ekonomi, geografis dan masyakatnya. Pemerintah kabupaten lebak berhasil menurunkan prevelansi stunting sebesar 12,9% selama 3 tahun upaya konvergensi. Penelitian ini berusaha mengetahui tingkat integrasi kebijakan upaya konvergensi penurunan stunting kabupaten lebak tahun 2022 untuk mengetahui keberhasilan program penurunan stunting itu terjadi karena integrasi kebijakan yang telah dibangun pemerintah kabupaten secara tepat ataukah keberhasilan kerjasama dan koordinasi peran dominan instansi tertentu dengan keberhasilan unsur pendukung lainnya. Pengukuran tingkat integrasi menggunakan pendekatan Candel dan Biesbroek (2016) melalui analisis 4 variabel dimensi integrasi kebijakan yaitu Policy Frame, Subsystem Involvement, Policy Goals dan Policy Instrument. Jenis penelitian adalah kualitatif deskriptif dengan teknik pengumpulan data observasi, wawancara dan kuisioner tertulis informan dari 9 (sembilan) Organisasi Perangkat Daerah (OPD) Kabupaten Lebak. Hasil penelitian adalah keberhasilan program penurunan stunting belum didukung dengan tingkat integrasi kebijakan yang tinggi. Upaya konvergensi penurunan stunting belum memenuhi kriteria disebut tingkat integrasi tinggi. Diperlukan penguatan di beberapa instrument kebijakan untuk merealisasikan integrasi kebijakan yang tinggi.

Abstract

The purpose of this study is to provide an overview of contingency theory research, particularly in the public sector. The inductive approach of a series of studies with the goal of theoretical development in the field of investigation served as the foundation for the research methodology and design. We focus on the publication in journals indexed on the Scopus database. A quantitative bibliometric analysis is carried out. 159 articles on the topic were located. We also identified the authors, journals, nations/regions, and the number of citations that contributed most to the growth of the investigation in this research topic by encouraging the analysis of strict bibliometric tools. To better understand the evaluation of the research topic, we use the VOSviewer software. As a result, despite a very slow start in 1979, this field of study has significantly expanded in recent years. There was a total of 13 documents published in 2019 and 2022, and so far in 2024, 9 documents have been published. With 44 documents published, the United States is the country or territory that has conducted most of this research; Indonesia is in sixth place with 9 documents.

Abstract

Old-Age Insurance (JHT), which is intended for workers entering the old age, is now widely claimed when workers are still in their early age discussing the implementation of the policy on benefits of Old Age Insurance (JHT) in Indonesia. This study discusses the implementation of policies on benefits of Old Age Insurance (JHT) in Indonesia. JHT is a program in the form of giving cash when participants enter retirement age. In its implementation, there are several obstacles, namely many participants who took the benefits of JHT at a young age. This has led to a shift in the philosophy of JHT as well as the existence of companies that register good programs, wages and labor. The purpose of this study is to analyze the implementation of the JHT benefit policy in Indonesia and what determines the success of implementing the JHT benefit policy. This study used a descriptive qualitative approach with data collection techniques through in-depth interviews and literature studies. In-depth interviews were conducted with several informants including the government, BPJS Employment, participants and employers as well as NGOs. The results of this study, namely the implementation of the JHT benefit policy in Indonesia goes well despite disharmony of regulations and the successful implementation of the JHT benefit policy in Indonesia is strongly influenced by various things including the content and context of the policy itself and compliance with implementers and factual sociological conditions of the community. The conclusion is that implementation is going well even though it still faces both regulatory and compliance constraints, so it needs to be revised PP 60 in 2015, the existence of unemployment benefits so that it does not interfere with JHT and innovative performance is needed from BPJS Ketenagakerjaan.

Abstract

The quality of public services in Indonesia is currently under scrutiny. Bureaucracy in Indonesia is associated with a negative stigma that undermines public trust. This study aims to evaluate the implementation of e-government policies in personnel management through the Apparatus Information System (SIAP) in the Bekasi City Government (Pemkot) using the CIPP (Context, Input, Process, Product) model. SIAP Bekasi City currently has quite good achievements at the city and national levels. An obstacle in this study was the decline in the Public Satisfaction Survey (SKM) score of the Bekasi City Government from 2020 to 2023, based on 2023 data of 83.65. Qualitative data collection techniques were used in this study. The findings of this study indicate that SIAP Bekasi City is still not optimal in fulfilling the product element in personnel data management in the Bekasi City Government. The recommendation of this study is to maximize the evaluation results as material for further discussion to improve service quality.

Abstract

Discipline is an important factor to have by all civil servants, especially civil servants in administrative villages (kelurahan) in DKI Jakarta Province in order to provide service to the public. In reality, the problem of discipline still exists sourcing from both the civil servants or the public behaviour. Based on that, this research was conducted to explain what factors affect the discipline of civil servants in administrative villages in DKI Jakarta Province. The theory used in this research is theory of employee discipline. The research used quantitative methods with questionnaire as research instrument and analysed using Rho Spearman Test. Sampling was done using simple random sampling. Research results show that from the seven factors  that  influence employee discipline, the strongest correlation coefficient was on the variable leader’s courage to take action and followed by the variable certain rules to serve as a guide by employees.Keywords: discipline, civil servants service

Abstract

Indonesian Migrant Workers in Malaysia continue to face persistent challenges, particularly regarding access to basic education for their children in Sabah and Sarawak. These challenges arise from unclear legal status, limited educational infrastructure, low parental awareness, and weak educational governance. This study examines the implementation of dynamic governance at Community Learning Centers (CLCs) in Sabah and Sarawak as an adaptive strategy by the Indonesian government to ensure the fulfillment of the basic education rights of the children. Employing a qualitative and post-positivist approach, the data were collected through in-depth interviews and an extensive review of relevant literature. The findings reveal that the management of CLCs embodies dynamic governance characteristics, including adaptability, innovation, and collaboration, which are reinforced by national culture and identity: 1) adaptability to local regulatory environments and sociocultural contexts, 2) innovation in curriculum design and pedagogical methods, and 3) collaboration with multiple stakeholders involving the Indonesian and Malaysian governments, non-governmental organizations, and local communities. Furthermore, CLCs play a pivotal role in strengthening national identity among the children through the use of Indonesia’s national curriculum, the Indonesian language, and cultural activities, such as flag raising ceremony and Independence Day celebrations. Nevertheless, structural issues persist, including the lack of legal recognition, limited teaching staff, and inadequate facilities. The study underscores the necessity of dynamic, participatory, and sustainable governance to enhance access to basic education while reinforcing the cultural and national identity of the children of immigrant workers. The study encourages innovative governance models that can further improve educational access and equity for the children of immigrant workers in CLCs across Sabah and Sarawak.
