Abstract

This study aims to determine the strategy of diplomatic cooperation between Indonesia and Singapore and have bilateral relations between Indonesia and Singapore and for researchers to understand and analyze the cooperation strategies the two countries have carried out during the COVID-19 pandemic. The method used by the author in this study was qualitative and would answer a more comprehensive phenomenon. This method was sourced from literature studies, written documents, online searches, and other relevant supporting documents that will be used as secondary data collection techniques. Cooperation between Indonesia and Singapore has been established since 1967. The COVID-19 pandemic has had an impact on both countries. Singapore, which is directly adjacent to Batam City, one of the regions in the Riau Islands, Indonesia, was affected by the COVID-19 pandemic. Almost all countries carried out various policies limiting mobility from tourists to trade. This pandemic provided new opportunities for Singapore-Indonesia, especially in Batam City, by creating a new collaboration. The strategy to increase cooperation between the two countries in tourism to investment and development is called “Three Bridges,” which consists of travel bubble bridges, infrastructure bridges, and digital bridges. The “Three Bridges” development strategy, to increase cooperation when COVID-19 hit the situation between the two countries, is a multidimensional program in the future. Singapore and Batam City have proximity in the border area of various sectors of cooperation. Thus, this pandemic can increase diplomatic cooperation between Indonesia and Singapore, which is a country that is directly adjacent and assisted by stakeholders between the two countries.

Abstract

Historical and cultural backgrounds mutually influence the cooperation between the Riau Islands (Indonesia) and Terengganu (Malaysia). The relationship between the Riau Islands (Indonesia) and Terengganu (Malaysia) leaves cultural heritage such as manto hoods, copper household items, gamelan, and others. Close relations between the two can be enhanced in cooperation through cultural diplomacy and public diplomacy. This research uses historical research methods with cultural and public diplomacy theories. The study results show that the modality for strengthening the cooperation relations between the Riau Islands (Indonesia) and Terengganu (Malaysia) is in the socio-cultural and economic field. Therefore, each country always has the same socio-cultural strength and the opportunity to develop the economic potential of the existing historical and cultural heritage.

Abstract

Bintan Regency has a strategic location close to Singapore (it only takes 60 minutes by ferryboat). Therefore, tourism is one of the primary sectors contributing to the highest local government revenue of the Bintan Regency. During the COVID-19 pandemic, all the entrances from abroad were closed. Then it finally decreased to 94% of the local government revenue. The Ministry of Tourism and Creative Economy has recommended the "Travel Bubble" Policy to welcome the new average era without ignoring health protocols. The travel bubble is also one of the disaster management efforts in the tourism sector. Bintan Regency is one of the pilot projects to implement the travel bubble in Indonesia. This study aims to analyze the possibilities of implementing the Travel Bubble. The research also described the policy, the government's role, and matters relating to strategic policies on the performance of the travel bubble. The findings of this study resulted from qualitative data with the NVIVO 12 software tool. The results showed a matrix coding query about the predictions of the type of tourist attraction that will contribute highly to tourist interest. Then, the results recommend an effective collaboration between the central and local governments. However, the local governments must take a role dominantly. This study also explains the attempt to manage tourism disasters. Finally, the readers can use this study to analyze various strategic policies revitalizing the tourism economy.

Abstract

The phenomenon of globalization is currently undergoing various digital transformations toward increasing access to information, community welfare, innovation, and productivity. The development of technology in this digitalization era provides quite important changes in people's lives, even digital diplomacy is used for negotiations. Digital diplomacy can provide public information and build relations between countries in International Relations. This research aims to gain an understanding of digital diplomacy, increasing MSMEs Go Global Go Digital amid the current development of technological flows and economic innovation in society. The research method used is qualitative descriptive a data collected will be analyzed from primary and secondary data sources such as books, articles, publications, reports, and other publication relevant to this study. At the end of 2019, the world was hit by the Covid-19 Pandemic which caused restrictions on mobility between countries. Due to the Covid-19 pandemic, there has been an increase in the use of digital technology. The government utilizes this digital technology to increase MSMEs with the slogan Go Global Go Digital which has been launched by Bank Indonesia since 2020. The application of digital technology can increase MSMEs in the global market. Riau Islands which has a strategic area bordering neighboring countries can be utilized in the development of MSMEs to penetrate the global market by expanding Cross Border Payment Connectivity cooperation. Abstract

Sister city cooperation based on common historical and cultural ties between Tanjungpinang, Indonesia and Johor Bahru, Malaysia provides a strategic opportunity to enhance socio-cultural interaction and encourage tourism. This research aims to find opportunities for sister city collaboration and the types of activities that are included in the scope of cooperation between the two cities. The method used in this research is descriptive with a qualitative approach by collecting various data, including official government documents, local demographic statistics, socio cultural characteristics, economic situation, development plans, and public and government views regarding social and development activities. To analyze the phenomena that occur, the theory of liberalism is used which states that a country can achieve political and economic goals through cooperation and promoting individual freedom and social justice. The results of this study indicate that the collaboration can be an effective platform for the exchange of knowledge, practices and resources between the two cities, and can also expand the network of partners involved in inclusive education. The study concluded that there are still several challenges such as limited resources, lack of public awareness and understanding, and structural barriers that can affect the effectiveness of implementing this collaborative effort. Thus, an active and collaborative role is needed from state and non-state actors to achieve sustainable economic and tourism goals.

Abstract

Artikel ini berfokus pada pemberdayaan masyarakat pesisir di Desa Busung Panjang melalui kegiatan Forum Group Discussion (FGD) yang bertujuan untuk meningkatkan kapasitas masyarakat dalam memetakan dan mengelola potensi sumber daya alam (SDA). Desa ini, yang terletak di Kabupaten Lingga, Kepulauan Riau, memiliki potensi SDA yang besar terutama di sektor perikanan, namun menghadapi tantangan dalam pengelolaannya, baik dari segi pengetahuan, infrastruktur, dan aksesibilitas. Kegiatan pengabdian ini bertujuan untuk meningkatkan kapasitas kelembagaan pemerintah desa serta partisipasi aktif masyarakat dalam merencanakan dan melaksanakan program berbasis potensi lokal secara berkelanjutan. Melalui FGD, perangkat desa dan masyarakat dilatih untuk mengidentifikasi potensi sumber daya alam dan mengembangkan produk berbasis alam, khususnya sektor perikanan, yang dapat memberikan dampak ekonomi positif bagi masyarakat. Hasil FGD menunjukkan adanya peningkatan kesadaran mengenai pentingnya pengelolaan SDA yang ramah lingkungan dan berkelanjutan. Namun, beberapa tantangan, seperti keterbatasan infrastruktur dan sarana, serta rendahnya pengetahuan kewirausahaan, masih menghambat pemanfaatan SDA secara optimal. Oleh karena itu, solusi yang ditawarkan mencakup pelatihan lebih lanjut dalam kewirausahaan berbasis hasil laut, peningkatan akses terhadap modal, dan pengembangan infrastruktur yang mendukung distribusi produk. FGD ini juga menekankan pentingnya kolaborasi antara pemerintah desa, masyarakat, dan pihak eksternal untuk menciptakan model pengelolaan SDA yang lebih inklusif dan berkelanjutan. Sebagai rekomendasi, program-program pelatihan dan penguatan kapasitas kelembagaan perlu dilanjutkan dengan penekanan pada peningkatan infrastruktur dan akses pasar untuk mengoptimalkan potensi SDA yang ada, serta mendorong kemandirian ekonomi masyarakat pesisir.

Abstract

The tourism sector in Lingga Regency holds significant potential as a catalyst for regional economic development, especially given its rich marine, cultural, and historical assets. However, this potential remains underutilized due to persistent issues in public service performance, particularly within the Tourism Office. The background of this research is the low effectiveness and efficiency of tourism-related public services, as evidenced by the drastic gap between strategic targets and actual outcomes most notably, the revitalization of tourist destinations, which only reached 7.03% of the planned 80% target in 2024. This study aims to evaluate the performance of public service delivery in Lingga's tourism sector using a three-dimensional model comprising input, output, and outcome dimensions. Employing a qualitative research approach, data were gathered through in-depth interviews with key officials, field observations at tourism sites, and analysis of strategic and accountability documents such as LAKIP and RPJMD. Data were analyzed using a structured coding system based on ten performance indicators, including service structure, responsiveness, stakeholder engagement, and policy alignment. The results show that although strategic plans and organizational frameworks exist, implementation is hindered by weak coordination, limited infrastructure, underdeveloped human resource capacity, and low community involvement. Promotional efforts and digital engagement are also insufficient to create a compelling tourism brand. The conclusion emphasizes the need for institutional reform through enhanced capacity building, performance-based budgeting, stakeholder collaboration, and the adoption of community-based tourism.

Abstract

Penelitian ini bertujuan untuk mengetahui perkembangan konektivitas sub regional keanggotaan daerah, termasuk IMT-GT, di wilayah perbatasan. Peluang dari penerapan berdasarkan undang-undang ini, daerah dapat memanfaatkannya untuk bekerja sama dengan negara lain atau pihak asing. Kepulauan Riau adalah salah satu anggota sub regional IMT-GT. IMT-GT merupakan kerja sama trilateral yang dilakukan oleh tiga negara Indonesia, Malaysia, Thailand. Kerja sama ini didasarkan pada lokasi strategis yang meliputi perbatasan darat dan laut antara ketiga negara. Keberlangsungan kerja sama trilateral IMT-GT ini merupakan substansi dari proyeksi visi IMT-GT pada tahun 2026. Metode penelitian yang digunakan adalah pendekatan kualitatif yang akan mengidentifikasi potensi konektivitas sub regional dalam kerja sama IMT-GT dan potensi strategis Kepulauan Riau. Penelitian ini merupakan penelitian lapangan dengan mengumpulkan data primer dan sekunder yang relevan dengan penelitian. Berbagai pilar strategis dapat diambil dalam kerja sama sub regional ini yang akan berdampak pada sektor sosial dan ekonomi masyarakat. Keterlibatan Kepulauan Riau menjadi tuan rumah pada tahun 2023 akan berdampak pada peningkatan kapasitas aktor kunci dan aktor lainnya. Abstract

Port infrastructure plays a crucial role in supporting economic growth, connectivity, and public services, particularly in archipelagic regions such as Indonesia. Roro Dompak Port in Tanjungpinang City is a strategic transportation hub connecting the Riau Islands Province to surrounding areas, yet it has faced challenges in infrastructure quality, service efficiency, and user comfort. This study aims to analyze public perception of the port’s revitalization program and its impact on service quality and passenger satisfaction. A quantitative survey approach was applied, involving 518 purposively selected respondents, including passengers, vehicle owners, and logistics operators. Data were collected through a structured questionnaire covering service aspects such as cleanliness, security, facilities, officer responsiveness, ticketing, and departure flow, measured using the Community Satisfaction Index (CSI). The findings indicate that overall satisfaction falls within the “less good” category, with an average score of 2.95. While 66.7% of respondents rated waiting room cleanliness as “good” and improvements such as canopies and parking arrangements positively influenced comfort, other areas require enhancement. The revitalization has been well-received by the public, particularly in terms of new facilities and better passenger experience, but gaps remain in infrastructure capacity and operational performance. In conclusion, the study highlights the importance of aligning technical upgrades with community needs, enhancing service transparency, and fostering collaboration among stakeholders to ensure sustainable port development. The results provide empirical insights to guide strategic improvements that can strengthen Roro Dompak Port’s role in regional economic integration and maritime connectivity.

Abstract

Nation branding has become a key element in modern communication strategies, particularly in the context of globalization. Countries strive to establish a positive international image, reflecting their unique identity and values. Nation branding is a marketing and communication strategy aimed at enhancing a country’s image, both domestically and globally. Kepulauan Riau participation in the Indonesia-Malaysia-Thailand Growth Triangle (IMT-GT) cooperation, and its hosting of the IMT-GT event in 2023, represents an effort to strengthen its image internationally. The IMT-GT is a subregional economic collaboration involving Indonesia (Sumatra), Malaysia, and Thailand, with the Kepulauan Riau being an active participant. This research utilizes a descriptive-analytical approach, supported by secondary data, to examine the impact of this initiative. One of the notable implementations of this cooperation is the IMT-GT Expo "Gebyar Melayu Pesisir," which showcases Kepulauan Riau local culture and products. This event aims to foster economic growth among the three countries, particularly in the Kepulauan Riau as the host region. The outcomes of the IMT-GT initiatives include agreements that enhance connectivity among member countries, fostering an integrated, innovative, inclusive, green, and sustainable growth strategy, with a vision extending to 2036. This research highlights the potential for the Kepulauan Riau to leverage nation branding through subregional cooperation, enhancing economic growth and international recognition.
