Abstract

abstract : The phenomenon in the management of village funds, the Village Head as the holder of the power of financialmanagement and village assets, in determining the budget of village income and expenditure does not involve the componentsof society other than that the obligation to submit reports on the implementation of APBDes to the community is notimplemented. Based on the background of the problem, the purpose of this research is to know / explain the role of villagehead in managing the village fund in South Essang Subdistrict The type of research used in this study is qualitative research.The focus of this research is the role of village head in the management of village fund in South Essang sub-district.Reviewed on budget planning, implementation, and evaluation. Determination of informants is based on the criteriaaccording to the research objectives. The result of the research shows that the Village Fund Program Planning in SouthEssang Subdistrict has not gradually implemented the concept of village community participation development which isproven by participative, responsive, transparency principle, in order to realize every priority program of society needs.Villages that are held through Musrembangdes, the implementation of the Village Fund program, in the physicaldevelopment, community empowerment has been running in accordance with the planning in musyawarah kan, but theproblem is the lack of supervision by the village government to the people who cheat so that inhibition of village fundmanagement in the field of development and Empowerment. Abstract

In the effort to overcome poverty various ways have been done by the government throughSocial assistance programs and One of the programs is the Family Hope Program. The hope familyprogram is a social protection program through the provision of cash assistance to very poor familiesby fulfilling the required requirements related to efforts to improve the quality of human resources,namely education and health. As for the purpose of this research was to determine how theImplementation Of Hope Family Program In Pasan District Southeast Minahasa Regency. Theresearch method used in this study is qualitative research method. Informants in the study are peoplewho can provide information about the situation and condition of the research background. Thefocus of research is communication, resources, disposition and bureaucratic structure. Technique ofcollecting data through observation / direct observation kelokasi research, do interview, anddocumentation. The results showed that the implementation of hope family program in Pasan Districtof South Minahasa Regency has not been implemented well. The lack of socialization to theparticipants of the hope family program and resources in the mentoring process has not been welldone into the implementation of the family hope program appropriately.Keywords : Implementation, Program, Family Hopes

Abstract

Education is one of the areas that get serious attention from the government, because education isone important aspect in national development, without any definite education the state will not have thelevel of competition in the international world. Teachers as educators contain a very broad meaning, notlimited to providing teaching materials, but to reach ethics and aesthetic behavior in facing the challengesof life in society. As teachers, teachers should have a mature teaching plan. Teaching planning is closelyrelated to various elements such as teaching objectives, teaching materials, learning activities, teachingmethods, and evaluation. With creativity and competence, besides mastering the material and can processthe learning program, teachers are also required to carry out evaluation and administration. The ability ofteachers to develop the learning process and their mastery of teaching materials is not enough. The abilityof teachers in mastering the class is balanced with the ability to evaluate the students' competency planningthat is crucial in the context of the next planning, or policy of treatment of students related to the conceptof complete learning. The method used in this research is qualitative research method. Through educationis expected to improve the dignity of Indonesian society both nationally and internationally. Quality ofservice is a dynamic state that is closely related to products, services, human resources, and processes andenvironments that at least can meet or even exceed the quality of service expected. This study aims todetermine how the quality of education services in Elementary School (SD) Inpres Kolongan District KombiMinahasa District. The result of the research shows that the quality of service in SD Inpres Kolongan is stillless good because of the lack of supervision from the headmaster in this case the principal, the lack offacilities and infrastructure, the lack of assertiveness of the principal headmaster in giving disciplinarysanction to teachers who often come late or not timely in terms of attendance at school and lack ofprofessional skills of teachers such as lack of mastery of the field of study in the school curriculum. Toimprove the quality of education services in SD Inpres Kolongan, the researcher suggests that supervisionfrom the head of the school principal should be improved, it is also expected that the provision of supportingfacilities and infrastructures must be sanctioned by the leader to the teachers who often come late andexpected to be coached and training to the principals and teachers in order to improve the quality of teachersin carrying out duties and responsibilities and can better master the teaching materials or schoolcurriculum.Keywords: service quality

Abstract

Budaya Organisasi merupakan proses meleburkan gaya budaya dan atau perilaku tiapanggota/individu yang dibawa sebelumnya kedalam sebuah norma-norma dan kehidupan yang baru,yang memiliki kekuatan serta kebanggan kelompok dalam menghadapi sesuatu dan tujuan tertentu,Sedangkan kekuatan dari budaya organisasi itu sendiri sangat bergantung pada nilai-nilai yang dibangun dan memengaruhi cara mereka bertindak. penelitihan ini bertujuan untuk mengetahuibudaya organisasi Samsat Tondano dalam Pelayanan Surat tanda nomor kendaraan bermotor.Penelitian ini menggunakan metode penelitihan kualitatif. Penelitian ini mendeskripsikan data yangdiperoleh dari informan, observasi, dan penelusuran dokumen di bantu dengan instrumen tambahanberupa pedoman wawancara, alat perekam, dan alat tulis menulis. Berdasarkan indikator dariKreitner dan Angelo Kinicki yang digunakan dalam penerlitian ini, Disiplin, kesiapan/keterbukaan,kerjasama, maka diketahui bahwa Budaya Organisasi Samsat Tondano pada Pelayanan Surat TandaNomor Kendaraan Bermotor (STNKB) sudah cukup baik meskipun masih ada beberapa hal yangperlu diperbaiki seperti Kedisiplinan pegawai sehingga pelayanan kedepannya menjadi lebih baik.Kedisiplinan pegawai Samsat Tondano hendaknya lebih ditingkatkan lagi dengan cara memberikansanksi – sanksi yang tegas seperti memberikan surat peringatan, penurunan jabatan, denda, ataupemotongan gaji kepada pegawai yang melanggar peraturan yang berlaku.Kata kunci : Budaya Organisasi, Pelayanan Surat Tanda Nomor Kendaraan BermotorAbstract: Organizational Culture is the process of fusing the style of culture and / or behavior of eachmember / individual brought before into a new norm and life, which has the strength and pride of thegroup in facing certain things and goals, while the strength of the organizational culture itself is verydependent on values that are built up and influence the way they act. This research aims to find out theorganizational culture of Tondano Samsat in the service of vehicle number certificate. This research usesqualitative research methods. This research describes the data obtained from informants, observation, anddocument tracing is assisted with additional instruments in the form of interview guidelines, recordingdevices, and writing instruments. Based on indicators from Kreitner and Angelo Kinicki that is used inthis research, Discipline, readiness / openness, cooperation, it is known that the Tondano SamsatOrganizational Culture in the Service of Vehicle Number Certificate (STNKB) is good enough that needto be improved like employee discipline so that future services will be better. The discipline of TondanoSamsat employees should be further enhanced by providing strict sanctions such as giving warning letters,demotion, fines, or salary deductions to employees who violate the applicable regulations.Keywords: The Organization Culture, service of motor vehicle number sign

ABSTRAK: In order to pay part of the people's wealth for the state, the question that often arises in the societyis how the procedure of payment and supervision implementation, so that was born Law Republic of IndonesiaNumber 6 Year 1983 About General Provisions and Procedures Taxation and has been revised and changedinto Law of the Republic of Indonesia Number 28 Year 2007. It is realized that there are still things that havenot been accommodated so as to demand the need for improvement in line with socio-economic developmentand government policy. In addition, public expectations of the existence of increasingly capable and clean taxlaws remain to be considered in various provisions. As with one of the government organizations, theorganization in the Tax Office Pratama Manado City also requires a strong commitment and serious to be ableto run a variety of services covering the field of taxation, one of the services making Taxpayer IdentificationNumber (NPWP). Abstract

Abstract: Organizational culture is a system of shared meanings embraced by members who emphasizeorganization with other organizations. Performance is the level of success in achieving goals. It is said that thesuccess of the goals as desired. Government apparatus is required to improve performance and develop. Theresearch method that writer use in this research is quantitative research method, With formulation of problem"whether there is change of organizational culture to performance of civil apparatus in sub-district ofKawangkoan Utara".Based on the result between organization with performance is 0,61, that is relation between two positive / strongvariable. And based on the significant results obtained t count> ttable or 4.07> 1.701 which means there is apositive and significant relationship between the organization with employee performance. While based on theresults of determination conducted by the company, the remaining 37.21% 62.79, by other factors not examinedin this study.Keywords: Organizational Culture, Performance of Civil State Apparatus

Abstract

The purpose of this study was to determine the accountability for the use of Village Funds in theSouth Karatung Village, Manusa District, Talaud Islands Regency. This research uses a descriptive qualitativeapproach. Accountability for the use of Village Funds can be seen from three dimensions ofpublic accountability, namely financial accountability, benefit/effectiveness accountability, andprocedural accountability. The research informants were the village head, village secretary, villagetreasurer, BPD chair, LPMD chair, and several figures and residents of South Karatung Village. Datacollection uses interview guidelines, while the analysis technique used is an interactive model analysisfrom Miles and Hubernann. The results of the study show: (1) Financial Accountability is good enough,that is the received Village Funds are announced or informed transparently to the general public; its useplanning involves the BPD and LPM, as well as elements of community representatives, and the results ofthe implementation are accounted for in a transparent manner by the authorities and informed to thewider community. (2) Accountability Benefits / Effectiveness is quite good, namely: the program isplanned/determined according to the needs of the village community; the benefits can be felt by thecommunity in terms of improving public services and in improving the standard of living and welfare ofthe community. (3) Procedural accountability is good enough, i.e. program planning is determinedthrough village deliberations involving all relevant elements in the community; program/activityimplementation procedures in accordance with the implementation instructions and technicalmanagement guidelines; and reporting and accountability mechanisms are carried out properly inaccordance with village financial management guidelines.Keywords: Accountability, Village Funds.

Abstract

Abstract: The problems of poverty are quite complex requiring the intervention of all parties together and coordinated. To improve the effectiveness of poverty reduction and job creation, the government launched the National Program for Community Empowerment (PNPM's) began in 2007. The method used in this research is descriptive method with qualitative approach. A qualitative approach is used because researchers are planners, the interpreter of data / information, and in the end as well as a reporter research. This research was conducted in the village Ranotana Sario Manado District of focusing research on the effectiveness of the implementation of the National Program for Community Empowerment Urban. PNPM Mandiri is a national program to reduce poverty, especially that based on community empowerment. To improve the effectiveness of poverty reduction and job creation, the government launched the National Program for Community Empowerment began in 2007. The problems of poverty are quite complex requiring the intervention of all parties together and coordinated. To improve the effectiveness of poverty reduction and job creation, the government launched the National Program for Community Empowerment (PNPM) began in 2007. The method used in this research is descriptive method with qualitative approach. A qualitative approach is used because researchers are planners, the interpreter of data / information, and in the end as well as a reporter research. Based on the results of research and discussion, it can be concluded that the implementation of the National Program for Community Empowerment in Urban Village District of Sario Manado Ranotana not effectively be seen from the output or the amount issued results, level of satisfaction, creative products and intensity. In the determination of the action plan should involve not only the general public and government officials LKM village so that it can fit the needs of the community.   Keywords: The effectiveness of the implementation of the national program of community empowerment, poverty.

Abstract

In the Minister of Home Affairs Regulation Number 20 Year 2018 concerning Village FinancialManagement, it is stated that village finance is all village rights and obligations that can be valued withmoney and everything in the form of money and goods related to the implementation of village rights andobligations. The purpose of this study was to find out the village financial management in Tompaso VillageII, Tompaso Subdistrict, Minahasa District. The method of approach that is suitable for use in this study isa qualitative method. Data collection techniques used were interviews, observation and documentaries.Based on the results of the research and discussion, the authors draw conclusions regarding VillageFinancial Management in Tompaso II Village, Tompaso Subdistrict, Minahasa District, seen from the fourstages of the government financial management cycle, namely: (1) Planning and Preparation (2)Ratification, (3) Implementation, ( 4) Reporting and evaluation. Suggestions that can be given are Planningand Preparation, Ratification, Implementation of the Village APB needs to be improved in quality and APBVillage Reporting and Evaluation should be truly in accordance with the facts.Keywords: Management, Finance, Village.

Abstract

This study aims to identify and describe community empowerment through the utilization of Village FundAllocation (ADD) in Walewangko Village, West Langowan Subdistrict, Minahasa District.The research method used in this research is qualitative method.
