Abstract

ABSTRACT This research is motivated by the high and increasing poverty rate in Mekarsari Village. Based on the Permendes PDTT number 7 of 2021 concerning the priority use of village funds in 2022, it states that village funds are prioritized for the achievement of village SDGs, one of which is poverty reduction. Mekarsari village has not been able to reduce the poverty rate of the community, so optimization is needed in Village Fund planning. The purpose of this study was to describe how the Village Fund planning in poverty alleviation in Mekarsari Village, Cikajang District, Garut Regency, using the management organizational planning theory of Ernie Tisnawati Sule and Kurniawan Saefullah. This study uses descriptive qualitative research methods with primary data obtained through observation and interviews, as well as secondary data through the study of documents and literature. Data analysis in this study was conducted through data reduction, presentation of data, as well as the affirmation of conclusions and verification. The results obtained from this study stated that the Village Fund planning in Mekarsari Village is still not effective, especially in the factual, flexible, commitment, and comprehensive dimensions so it needs to be optimized and improved again.   Keywords: Village Fund; Planning; Poverty; Village

Abstract

The development of Campus II of the Bandung Manufacturing Polytechnic (Polman) in Majalengka Regency is part of the development of the Rebana Metropolitan Area which aims to improve the quality of human resources (HR) through vocational education. This study aims to analyze the collaborative governance process applied in the development of the campus, with a focus on transparency and ethics in decision-making. The research method is qualitative descriptive, with data obtained through in-depth interviews and document analysis. The study results indicate that transparency is important in ensuring that every actor has equal access to information, which encourages active participation from all parties. Ethics in decision-making is also a major factor in maintaining the integrity of the collaboration process, which ensures that decisions taken consider the long-term interests of the community and industry in the Rebana Area. Cross-sector collaboration supported by transparency and ethics has proven effective in creating vocational education that is relevant to industry needs and can have a positive impact on regional economic growth. This study suggests increasing transparency and ethics in cross-sector collaboration to ensure the sustainability of similar projects in the future.

Abstract

This study aims to analyze the performance-based budgeting implemented by the Cooperative, Small and Medium Enterprises, Trade, and Industry Office of Cirebon City. The theoretical framework for this research is the performance-based budgeting cycle proposed by Nurkholis and Khusaini (2019). A qualitative research method was employed, utilizing data collection techniques such as interviews, observations, and documentation. The results indicate that the Cooperative, Small and Medium Enterprises, Trade, and Industry Office of Cirebon City has implemented four stages of the performance-based budgeting cycle in accordance with the theory of Nurkholis and Khusaini, namely determining vision and mission, goals, and targets, determining performance indicators, evaluating and making decisions on program selection and priorities, and analyzing cost standards. However, challenges persist in the stage of determining performance indicator, evaluating and making decisions on program selection and priorities, and analyzing cost standards. This study suggests aligning output and outcome targets with available inputs, prioritizing programs based on the capacity of work units, and adjusting cost standards to reflect market prices.

Abstract

Innovation is a need for organizations to improve service and performance. Puslatbang PKASN LAN develops the innovation called by one-stop e-office. One-stop e-office are the programs that consist of a website integration program; the official correspondence electronic system; the staffing information system; and the inventory information system. One-stop e-office aims to simplify the office administration to support the implementation of the tasks institution. The programs have developed and maintained to ensure innovation sustainability. One-stop e-office innovation aims to facilitate the implementation of office administration to support the implementation of the tasks and functions of the institution. Therefore, this study aims to analyze how the implementation process of innovation. This study described the implementation model of one-stop e-office innovation in Puslatbang PKASN LAN. The research used a qualitative approach and descriptive method. Data collection techniques used were literature study, in-depth interviews, and observation. The data analysis technique used is descriptive qualitative technique. The innovation is implemented through three stages, namely the generation, acceptance and implementation of ideas. The Factors that drive the innovation implementation are the support from the stakeholders; the availability of competent personnel; the innovation competition climate in LAN; and the technology availability. While the factors that inhibit the innovation are the interest differences between work units; and limited resources for the innovation implementation.

Abstract

Artikel ini mendalami peran krusial yang dimainkan oleh masyarakat dalam proses perencanaan anggaran publik, dengan fokus pada cara partisipasi masyarakat dapat ditingkatkan untuk meningkatkan akuntabilitas dan efektivitas penggunaan dana publik. Partisipasi masyarakat bukan hanya sekadar aspek demokratisasi, tetapi juga merupakan elemen kunci dalam memastikan bahwa dana publik dialokasikan secara bijak dan sesuai dengan kebutuhan masyarakat. Penelitian ini menggarisbawahi perlunya terus mendorong partisipasi masyarakat yang lebih besar dalam perencanaan anggaran publik, sambil mengatasi hambatan yang ada. Dalam kesimpulan, artikel ini akan menyoroti bagaimana masyarakat yang terlibat secara aktif dalam proses perencanaan anggaran publik dapat memperkuat akuntabilitas dan efektivitas penggunaan dana publik, mendukung terwujudnya pemerintahan yang lebih responsif terhadap kebutuhan rakyat.

Abstract

Indonesia's ocean area is 6.4 million km². With these wide waters, Indonesia is a maritime country and has great fishery potential to optimize its utilization. To optimize the potential of fishery resources, the central government through the Ministry of Marine Affairs and Fisheries (KKP) launched an electronic/online capture fishery business licensing service policy called the Quick Services Information System (SILAT). There are 10 regulations related to and supporting the SILAT policy, which consist of Laws, Government Regulations, Presidential Regulations, and Regulations of the Minister of Marine Affairs and Fisheries. The Indonesian government's regulations regarding the policy for the use of SILAT emphasize on the operational mechanism by making various methods, patterns, and procedures in the implementation of electronic licensing policies, especially SILAT. This finding suggests that the operational mechanism aspect is given higher priority in the implementation of SILAT so that the policy is expected to be successful and that the potential of fisheries resources is utilized to its fullest extent
