Abstract

Education and training is a very important activity to be implemented in order to improve the competence of civil servants. A regulation governing the education and training of civil servants is the Indonesian Government Regulation Number 101 Year 2000 on Education and Job Training for Civil Servants. Improving the competence of civil servants through education and training become important in the career advancement of civil servants, education and training is often a requirement to fill a particular position. If the opportunity to participate in different training among civil servants of men and women, it will create different competencies, and in the end there are different opportunities for certain positions. The purpose of the research was to examine the perceptions of female civil servants (PNS) of their opportunities to participate in Education and Training at the Provincial Government of Bali. Respondents in this study were female civil servant who has held echelon positions of echelon 4 to 2 in all Local Government of Regencies / City and Province of Bali, which numbered 310 people. Samples were taken with a random sampling method. Data were collected through interviews and in-depth interviews. Data analysis technique used is descriptive statistic that comes with a descriptive analysis. The results showed the majority of respondents (over 90%) of respondents have completed the Education and Training, both Leadership Education and Training , Functional, and Technical Education and Training. Respondents who have not followed Leadership Education and Training are civil servants who had served echelon 4, and immediately follow the Leadership Education and Training 4. Respondents perceive that the functional and technical Education and Training are directly benefitted and related to their duties as compared with Leadership Education and Training, and they also found that it is useful for their work. Based on the existing data and the opinions of respondents, it can be  seen that the higher the levels of leadership education and training the lower the chances of female civil servants to participate in the Leadership Education and Training, even for Leadership Education and Training I, the chance of female civil servants are very low. The suggestions that can be put forward that there should be a policy of affirmative action to follow the higher level of Leadership Education and Training , in order to achieve a higher equal opportunity to attend the Education and Training.

Abstract

The change of government from “The New Order” to “The Reformation Order” has also been followed by the change of administration system from centralization to decentralization system. Along with that change, the authority and institution of family planning program have also been transferred to the regency or city government. These changes have risen various perceptions in term of the institutional, roles, and functions of that institute. Other important changes include that (1) the family planning coordination board organization on regency level did not change but the echelon was decreased; or (2) the family planning coordination board organization on regency level was merged to other institution; or (3) the family planning coordination board activity on regency level is only a little part of the other instance. All of those changes have caused some problems of coordination from family planning coordination board on province level to regency level, and it has given a negative impact to the family planning program achievement.The objectives of this study are to investigate (1) the perception of the family program field worker to the existence of family planning program in the decentralization era; (2) the perception of the family planning fieldworkers to the realization of duties in the decentralization era; (3) the perception of the provider to the existence of family planning program in the decentralization era; (4) the perception of the eligible couple to the existence of family planning program in the decentralization era; and (5) the perception of the interrelated decision makers to the existence of family planning program in the decentralization era.This study was carried out in the Regency of Karangasem with total respondent of 153 persons, that consist of 46 fieldworkers; 89 eligible couples, 12 providers, and 6 interrelated decision makers. Some sampling techniques used in this study are; simple random sampling for family planning fieldworker, stratified random sampling for eligible couple, and purposive sampling for the provider and the interrelated decision maker. Data are collected using the structured interview, in-depth interview, and observation method. Then data are analyzed using descriptive and inferential statistics.The conclusion of this study are (1) the family planning field workers who have duty in front line felt the decrease of funding support and the intention of regency government; (2) the number of family planning fieldworkers in decentralization era have been decreased, because part of them have been transferred to the other institution; (3) the providers also felt that the funding support and the intention of government decreased in decentralization era; (4) the eligible couples felt that activities related to increasing family income have also decreased such as business partnership, capital aid, and productive economic creation; and (5) the perception of the interrelated decision makers also show that the funding support and the intention of regency government has been decreased.Based on those conclusions, some suggestions are proposed, such as (1) to maintain the sustainability of the family planning program in the decentralization era, high commitment from the government, especially the regency government are needed; (2) the regency government should provide a routinely budget for maintaining the sustainability of the family planning program; (3) the family planning fieldworkers as front liner are suggested not to be transferred to other departments (4) the service centers need to be encouraged to increase communication, information, and education of the eligible couple, and other activities; and (5) the regencygovernment need to provide capital aid, business partnership, and productive economic creation for the poor households.

Abstract

Unmet need is a phenomenon that must be seriously handled by the relevant institutions. High proportion of unmet need can occur due to some factors, such as fear of side effect of contraception, lack of understanding of various contraception means as well as unaffordable charge of birth control services. This phenomenon would affect the decrease in contraception use prevalence and the increase of probability of giving a birth to unexpected children. The proportion of unmet need can be reduced by direct intervention to eligible couples that is classified as unmet need. The purpose of this study are (1) to find out internal and external factors that motivate unmet need eligible couples willing to use contraception means after the intervention done, and (2) to identify the implementation of socialization and intervention model for unmet need eligible couples. Socialization and intervention activities are conducted in five regencies (Badung, Gianyar, Karangasem, Buleleng, and Jembrana). In each regency two sub-districts are chosen, and from each sub-district two villages are selected for implementing the activities. The results show that there are 16 variables of internal factors motivating unmet need eligible couples to use contraception means after the socialization take place. This variables relate to the availability of and satisfaction to service program information, and ability to serve in explaining the program. The main external factor relates to the free charge of program services, including cost of contraception means and the installment. Implementation of socialization and intervention is conducted in 8 steps, starting from registering unmet need eligible couples to the evaluation stage. Recommendation from this study includes periodical registration of unmet need eligible couples, commitment establishment of related institutions and providers in handling unmet need, and continuous unmet need handling program.

Abstract

The aims of this research determine : 1) the effect of social capital on the level ofempowerment of the householdhandicraft industryin the province ofBali, 2) the effect of social capital on social, cultural and custom financial institutions roles to empower householdhandicraft industryin the province ofBali,3) the effect oftraditionalviews ofthe role ofinstitutionsof social, cultural, and financialempowermentforhouseholdhandicraft industryin the province ofBali. Locationswere selected5 districtsby the numberof poor families(Keluarga Sejahtera Satu) (BKKBN 2012)has the mosthouseholdhandicraftindustrial unitsnamely:Karangasem, Bangli, Klungkung, TabananandGianyar regency. The number ofsamplestakenas many as 100units. Datawere collectedby interview, using alist of questionsprepared. The analysis techniqueused isStructural Equation Modeling(SEM) approachPartialLeast Square(PLS). The research results showed that: 1) Social capital is not proven able to affect household handicraft industryin the province ofBali 2) Social capital positively affect the role of social, cultural and custom financial institutions to empower household handicraft industryin the province ofBali 3) The role of social, cultural and custom financial institutions positively affect household handicraft industry empowerment in the province ofBali.
