Abstract

Online Passport Queue Registration Application (OPQRA) is an innovation in the Document Application Service Travel of the Republic of Indonesia (Passport). By using qualitative descriptive methods, this study aims to determine and analyse the effectiveness and efficiency of the implementation of OPQRA at the Immigration Office Class 1 Immigration Checkpoint (IC) Samarinda and to describe thoroughly the differences between the application of offline queuing and online queuing using OPQRA, as well as the inhibiting factors in the implementation of OPQRA. The results showed that the implementation of OPQRA at the Immigration Office Class 1 Immigration Checkpoint Samarinda has been running effectively and efficiently, this can be proven by the absence of long queues, the quota of passport applicants at OPQRA provided is always available, there are no illegal levies or no practice brokering in passport services. OPQRA outreach has been held thorugh social media and print media. The existence of OPQRA really helps the community to be more effective in making passports as well as being more efficient because it saves time and costs compared to using an offline queue. Another finding is that there are inhibiting factors in the application of OPQRA in the form of network quality constraints, applications that sometimes have errors, websites that cannot be reached to register online, and OPQRA which can only be uploaded via mobile phones with an android system.

Abstract

Thematic Bureaucratic Reform was initiated to address the limited impact of previous reforms and to improve government effectiveness, efficiency, transparency, and accountability in tackling key issues, especially poverty alleviation. This study examines the implementation stages of the reform in the poverty alleviation focus area within the buffer zone of the Nusantara Capital City and identifies inhibiting factors. A descriptive qualitative method was employed, involving three stages: description, reduction, and selection. Data were gathered through interviews, observations, and focus group discussions. The findings show that local governments have initiated programs that help raise incomes and lower community expenses, contributing positively to poverty reduction efforts. However, technical and operational challenges—such as coordination gaps and limited resources—still hinder progress. The study underscores the need for strengthened implementation strategies and policy alignment to meet poverty reduction targets by 2024.

Abstract

Smart governance has emerged as a critical paradigm in the digital era, redefining how governments interact with citizens, manage data, and deliver public services. This study conducts a structured literature review to synthesize global models and practices of smart governance implemented across different socio-political contexts. The analysis explores how digital technologies such as artificial intelligence, big data, and blockchain reshape administrative processes and policy innovation. Findings reveal that successful models of smart governance rely on transparency, inter-agency collaboration, and citizen participation as key pillars of sustainability. Comparative studies demonstrate that nations adopting integrated e-government systems achieve higher efficiency and responsiveness in public service delivery. However, the literature also identifies persistent challenges, including digital divides, cybersecurity threats, and regulatory fragmentation. This review emphasizes that technological advancement alone is insufficient without institutional readiness and inclusive digital policies. The study contributes to a comprehensive understanding of how global practices can inform adaptive governance frameworks in emerging economies. Theoretical insights highlight the convergence of digital transformation and governance theories in fostering participatory and data-driven public administration. Ultimately, this research provides a foundation for future empirical studies seeking to evaluate the effectiveness and scalability of smart governance initiatives worldwide.

Abstract

This study explores the dynamic relationship between open government data (OGD) and policy innovation within the framework of digital governance. As governments worldwide increasingly adopt data-driven decision-making, OGD has emerged as a critical catalyst for enhancing transparency, accountability, and citizen participation. Through a comprehensive literature review, this research synthesizes recent academic contributions that examine how OGD initiatives influence the development of innovative public policies. The analysis highlights the evolving paradigms of data openness, collaborative governance, and digital transformation in the public sector. It identifies key enablers such as technological infrastructure, institutional capacity, and stakeholder engagement that shape the success of OGD-driven policy innovation. Moreover, the study discusses barriers including data quality, interoperability, and privacy concerns that hinder effective implementation. Findings indicate that OGD fosters not only efficiency and trust but also co-creation between citizens and government institutions. This review provides conceptual clarity and strategic insights into how digital governance can leverage OGD to achieve sustainable policy innovation.

Abstract

The budget can be used as a guideline in carrying out its duties. Public sector organizations are required to consider value for money in making policies and carrying out their activities. The purpose of this study is to determine the level of effectiveness and efficiency of the implementation of the Balikpapan City regional budget for 2019-2022. The method used in this study is quantitative descriptive analysis with data analysis using effectiveness and efficiency measurement methods. The results of this study show that the level of effectiveness and efficiency of budget implementation in Balikpapan City in 2019-2022 has fluctuated. The implementation of the Balikpapan City regional budget in 2019-2022 as a whole meets the criteria of being quite effective. The lowest percentage of efficiency in 2019 was 95.01%, which falls under the category of less efficient. The highest efficiency rate was in 2020, with a percentage of 86.96%, with the criteria of being quite efficient. This study implies that fluctuations in the level of effectiveness and efficiency of Balikpapan City's APBD implementation may indicate factors that change from year to year. It is necessary to conduct in-depth analysis to identify the causes of such fluctuations in order to take appropriate corrective measures. Although there are fluctuations, the overall implementation of the Balikpapan City APBD is considered quite effective. This could be an indication that there are certain aspects that are managed well, but it is still necessary to focus on elements that may cause fluctuations.

Abstract

Decision-making in carrying out duties is important for police officers. This study was conducted to analyze the factors that affect the decision-making process to carry out duties at the Prajakan Kutai Kertanegara Police Station. This research aims to analyze the factors influencing decisions to implement layoffs at the Office of the Kutai Kartanegara Public Order Police Unit. The research method used is a case study, collecting data through interviews and documentation analysis. The findings highlight several key factors influencing layoff decisions, including economic conditions, organizational policy changes, and internal employee dynamics. These findings provide a better understanding of the factors that need to be considered in human resource management within public service environments such as the Office of the Kutai Kartanegara Public Order Police Unit. The results of this research are expected to provide new insights for the police in increasing effectiveness and efficiency in decision-making to carry out tasks in the field. This is important to maintain public trust in police performance. This case study can be a valuable input for policy makers in the police environment to strengthen a more targeted and responsive decision-making process to the needs of the community.

Abstract

The optimalization of the Samarinda Santer application is part of an effort to enhance digital public services in Samarinda City, specifically in Handil Bakti Village. This jurnal aims to evaluate the effectiveness of the socialization, the challenges encountered, and the social implications of implementing the application. The methods used in the socialization included interactive presentations, application usage simulations, and Q&A sessions, with a focus on community participation. Results indicate an increase in understanding and adoption of the application by the community, although challenges such as varying levels of digital literacy, infrastructure limitations, and resistance to new technology were encountered. The social implications of this socialization include improved accessibility to public services, digital literacy, transparency, and community participation in governance. The paper recommends ongoing technical support, application feature updates, and a more persuasive approach to overcome challenges and enhance technology adoption among the community.

Abstract

Indigenous forests in Indonesia are vital ecological and cultural assets, yet they often face legal uncertainty and limited recognition within formal governance systems. To address this, the Regional Regulation of West Kutai Regency Number 6 of 2014 concerning the Protection of Customary Forests, Historical Sites, Flora and Fauna, and Environmental Conservation in West Kutai Regency provides formal recognition and a legal framework for safeguarding indigenous forest management. This study analyzes how the regulation bridges indigenous law with formal governance to ensure the sustainability of the Hemaq Beniung Indigenous Forest in Juaq Asa Village, East Kalimantan. A qualitative descriptive approach was employed, drawing on interviews with government officials, indigenous leaders, and forestry stakeholders, as well as document analysis and field observations. The findings show that regional regulation establishes a foundation for protection, supervision, and conservation, while strengthening indigenous rights and community participation. Its implementation has enhanced legal recognition, fostered collaboration between government and communities, and improved conservation outcomes for biodiversity. However, challenges remain, including limited enforcement resources and pressures from illegal logging and forest conversion. This study emphasizes the significance of local regulation as a vital policy instrument for incorporating customary practices into formal governance, thereby enhancing both ecological sustainability and the resilience of indigenous communities.

Abstract

Companies must enhance the welfare of their employees to ensure they feel safe and comfortable in their work environments, thereby enabling them to contribute maximally. One effective method for improving employee welfare is through compensation. The objective of this study is to examine the implementation of compensation in State-Owned Enterprises located in Samarinda City. This research employs a qualitative approach. The findings indicate that compensation has a positive and significant effect on the work productivity of employees at Perum DAMRI. Furthermore, an increase in work motivation contributes to heightened job satisfaction among employees. The incentives provided by the company motivate employees to perform optimally in pursuit of organizational goals. Both direct and indirect compensation positively influence job satisfaction. Direct compensation includes periodic salaries, while indirect compensation encompasses benefits such as insurance, health coverage, and pension severance pay. Perum DAMRI in Samarinda offers equitable compensation without discrimination between office and field workers, taking into account factors such as length of service and performance.
